With the mandatory 61-day <keyword id="6360728" type="General" weightage="20" keywordseo="fishing" source="Orion">fishing</keyword> ban in the eastern coast of <keyword id="20154" type="General" weightage="80" keywordseo="tamil-nadu" source="Orion">Tamil Nadu</keyword> to commence from Saturday (April 15) upto June 16, the prices of sea food are set to surge in the state. The annual fishing ban is being implemented in the state since 2001 to conserve the marine wealth as even young fish were netted leading to a depletion of fishes. The fishing ban in Western coast of Tamil Nadu will however commence from June 1 to July 31, according to the <keyword id="1581462" type="General" weightage="50" keywordseo="tamil-nadu-fisheries" source="Orion">Tamil Nadu fisheries</keyword> department authorities. With the large coastal area of Tamil Nadu falling under the Eastern Coast comprising Coromandel coast from Chennai to Point Calimeri (357 km), Palk Bay (294km) and Gulf of Mannar (365 km) and the Western Coast between Kanniyakumari and Nererodi (65km), the fish available in the market will be much less leading to surge in prices. With the ban effective from today, fish availability in major areas of Tamil Nadu will be from the catch in the Western coast which will be very less and from neighbouring states like Kerala, Andhra Pradesh and Karnataka. Sea food prices set to surge as 61-day fishing ban begins in TN today

The <keyword id="108016" type="General" weightage="80" keywordseo="sri-lankan-navy" source="Orion">Sri Lankan Navy</keyword> has arrested nine Indian fishermen and seized two trawlers for allegedly poaching in the country's territorial waters, according to an official statement on Tuesday, in the second such incident this month. The arrests were made near Delft Island, Jaffna. The fishermen, from Tamil Nadu, were apprehended on Monday, the Navy said. "The Sri Lanka Navy and coast guard conducted a special operation to chase away Indian poaching trawlers from Sri Lankan waters on the night of July 24, the Sri Lankan Navy said in the statement. "The operation led to the apprehension of two Indian trawlers with nine Indian nationals poaching in Sri Lankan waters off the Delft Island, Jaffna," the statement said. The fishermen, belonging to Mandapam in the Ramanathapuram district, set sail for fishing on Monday morning and were apprehended on Monday night between Katchatheevu and Neduntheevu, a Tamil Nadu fisheries official said in Ramanathapuram. The seized trawlers together with Indian fishermen were brought to the Kankesanthurai Harbour and they will be handed over to the <keyword id="18136216" type="General" weightage="50" keywordseo="mailadi-fisheries-inspector" source="Orion">Mailadi Fisheries Inspector</keyword> for onward legal proceedings, the Navy said in the statement. The Navy continues to conduct regular patrols and operations in Sri Lankan waters to curb illegal fishing practices of foreign fishing trawlers, the statement said. The fishermen issue also came during talks between Prime Minister Narendra Modi and Ranil Wickremesinghe during Sri Lankan President's visit to India last week. "Today we also discussed the issues related to the livelihood of fishermen. We agree that we should proceed with a humane approach in this matter," Modi said in a Press Statement on July 21. This was the second arrest of Indian fishermen in Sri Lankan waters during this month. On July 9, the Sri Lankan Navy arrested 15 Indian fishermen on board two trawlers for allegedly poaching in the country's territorial waters. The fishermen issue is a contentious one in ties between the two countries. There have been several alleged incidents of Sri Lankan Navy personnel even firing at Indian fishermen in the <keyword id="525279" type="General" weightage="20" keywordseo="palk-strait" source="Orion">Palk Strait</keyword> and seizing their boats. The Palk Strait, which is a narrow strip of water separating Tamil Nadu from Sri Lanka, is a rich fishing ground for fishermen from both countries. There have been periodic instances of Indian fishermen being apprehended by Sri Lankan authorities for allegedly crossing the International Maritime Boundary Line and fishing in Sri Lankan waters. The 21-day nationwide lockdown to combat COVID-19 will have its impact on those cultivating vegetables, fruits, tea, paddy, flowers, inland fisheries and livestock, farmers in <keyword id="20154" type="ORGANIZATION" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword> said. "The lock down is impacting various farm operations ranging from cultivation to marketing. The summer cultivation of paddy has been affected for want of labour while harvested perishables like fruits, vegetables and fish in ponds can't be taken to the market for want of transportation in the state," P.R. Pandian, President, Tamil Nadu Federation of All Farmers' Association, told IANS. He said the major impact will be on farmers of fruits and vegetables and floriculturists, as these are highly perishable items which are not getting the required prices. "These are getting sold at half the rate,'' he added. According to Pandian, about 15 lakh acres of land in the state under paddy cultivation during the summer are facing losses as they are not able to find labour for various operations. He said farmers cultivating watermelons across the state are staring at losses as they are not able to harvest and market their produce due to the 21-day lockdown that is in place to prevent the spread of the coronanirus outbreak that has infected over 600 people across the country. Similarly, groundnuts cultivated in about 8 lakh acres are not being harvested for want of labour in several districts in the state. The farmers to whom IANS spoke were unanimous in their views that the government has not considered the ground-level situation of such farms before announcing the 21-day lockdown. Unlike sugarcane crop where harvest can be postponed, fruits, vegetables and tea leaves have to be harvested and sold on time, failing which they would rot. "Adequate cold storage facilities are not present so that the farmers can store their produce for some days. I have a fish farm but there is no market for now," Pandian said. "The area under summer paddy cultivation will be about 2 lakh acres in the Cauvery Delta region. Nurseries have been raised and transplantation should happen during the first week of April. Plantation and horticulture will be affected due to the lock down," S. Ranganathan, President, Cauvery Delta Farmers' Welfare Association, told IANS. The farmers told IANS that sales of vegetables and fruits have been affected in a major way as there is no market within Tamil Nadu or in the neighbouring states like Kerala, Karnataka and Andhra Pradesh. Pandian said each farmer's family should be paid a sum of Rs 10,000 for one month's sustenance. From the picturesque Theni district, A. Thiruppathi Vasagan, a farmer, told IANS over phone: "It is summer and watermelon consumption would normally be high. But owing to the lockdown and absence of transports, the farmers here are facing a grim situation." According to Vasagan, about 15,000 acres of land will be under vegetable farming in Theni district. He also added that banana farmers will be affected in a big way. "Banana has to be cut and sent to the market on time failing which it would rot, which in turn is also a health risk. Theni is also known for grape farming and the lockdown will also impact this," Vasagan said. According to him, the farm labourers have been advised to work maintaining a distance of about 1.5 metres between them. In the Nilgiris district, the tea and vegetable sectors are badly affected apart from the tourism sector. "The tea factories have been ordered to shut down. The factories in turn have asked us to stop plucking of tea leaves. Once the leaves are plucked, it has to be sent to the factories for processing," Manjai V Mohan, President, Federation of Tea Crop Cultivators' Association, told IANS over phone from Nilgiris. According to him, this is going to hit the business in a big way as about 50,000 tonnes of tea are bought by tourists to Ooty every year during the summer season. He said the tea factories are largely automated and the plucking of leaves could have been allowed maintaining sufficient distance between the workers. Apart from tea, the Nilgiris district also cultivates vegetables and flowers. "Owing to the lockdown and absence of labour, vegetables are not being harvested. Further, Bengaluru is the major market for the flowers and in the absence of transportation, flowers are not being sent there resulting in losses for the growers," Mohan added. According to Pandian, the Central government should pay the farmers Rs 6,000 in one instalment, rather than in three instalments as announced earlier and also write-off farm loans. Almost 15 lakh acres of land in Tamil Nadu stands bare as lockdown grounds farmers

Chennai, Aug 14 (PTI) In sync with its poll promise, the DMK government on Saturday presented a budget in the Tamil Nadu Assembly exclusively for agriculture featuring schemes for the overall development of the farm sector, including one for self-sufficiency and farm growth in villages. Presenting the budget, Minister for agriculture and farmer's welfare, M R K Panneerselvam said the views of farmers and experts were sought and the budget was prepared based on their views. "The agriculture budget is the aspiration of farmers. It is a dream of nature lovers." This is the first time a separate budget for agriculture is presented in Tamil Nadu. During 2021-2022, Rs.34,220.65 crore is provided for agriculture and related departments like animal husbandry, fisheries, dairy development, irrigation, rural development, sericulture and forest, he said. A sum of Rs 4,508.23 crore has been allocated to the state-run electricity entity, the Tamil Nadu Generation and Distribution Corporation for providing free of cost electricity to farm pump sets, he said. To bring prosperity to farmers and farm labourers in the Cauvery delta region, "it is proposed to declare this area as agro industrial corridor," to promote agro based industries, he said. The previous AIADMK government had declared the Cauvery delta region, a protected agricultural zone. The Minister said in regions such as Thanjavur, rice, pulses, banana, coconut are produced throughout the year. If rice and oil mills, coir units and pulse processing units (that use agricultural products of this region to produce value added products) are promoted, it would greatly contribute to the welfare of farmers and farm workers of delta region, he said. Panneerselvam said a scheme with a total outlay of Rs 1,245.45 crore to ensure overall agricultural development and self sufficiency in all villages of Tamil Nadu would be implemented. This plan, named after former Chief Minister M Karunanidhi (Kalaignarin Anaithu Grama Orunginaintha Velaan Valarchi Thittam) would be implemented in 2,500 village panchayats in the current year (2021-22), he said. Out of the 12,524 village panchayats in Tamil Nadu, each year, one-fifth of them would be be identified and the scheme shall be implemented in all of the panchayats areas in five years. Bringing fallow lands into cultivation, augmenting water resources, installation of solar powered pump sets, marketing of value-added farm produce, adoption of micro-irrigation and increasing milk production are among the objectives of the scheme. Aimed at increasing the income of farmers (depending on rainfed farming), the Chief Minister's Dry land Development Mission would be implemented in three lakh hectares, he said. To promote organic farming, "Organic farming development scheme" would be implemented at a cost of Rs 33.03 crore. Inputs for organic farming would be made available in Agricultural Extension Centres and among the several measures proposed under the scheme, farms would be certified as organic, he said. [An existing programme] ₹13,343 crore had been allocated for National Animal Disease Control Programme in January 2020 to ensure 100% vaccination of cattle, buffalo, sheep, goat and pig population (over 53 crore animals). 1.5 crore cows and buffaloes tagged and vaccinated till date. This will continue in green zones. 5. A new fund of ₹15,000 crore is being established to boost animal husbandry infrastructure development. Dairy producers and processors will be eligible for incentives being provided from this fund. Those who want to set up plants for export of niche dairy products will also be supported. 6. ₹4,000 crore for promotion of cultivation of medicinal plants. 1 million hectares to be covered under herbal cultivation in the next two years. This will lead to income generation of ₹5,000 crore for farmers. Development of a corridor of 800 hectare area along the banks of river Ganga. A network of regional markets (mandis) will be created for medicinal plants. 7. ₹500 crore for beekeeping initiatives. Government will implement a scheme for infrastructure development related to Integrated Beekeeping Development Centres, Collection, Marketing and Storage Centres. This will lead to an increase in yield and crop quality, resulting in increase in income for 2 lakh beekeepers. 8. ₹500 crore for subsidy to farmers of green produce (fruits and vegetables). 50% subsidy for transportation of green produce from surplus to deficient markets. 50% subsidy for storage of green produce. Irani's assurance came after Naidu earlier in the day suggested to her to add milk in breakfast or midday meals of children to improve nutritional level. An official in the Education Ministry told IANS that all students from Classes 1 to 8 in all government schools will be given 200 ml milk every day along with the midday meals. As per the official, this policy as is similar to the one issued in 2016 and then HRD Ministry direction to states in 2018 in which many loopholes were reported in its implementation. The states were earlier also directed to include milk and milk products in the midday meals so that these items could be procured from cooperative milk unions or federations. The Animal Husbandry, Dairying and Fisheries Department also took up the issue with the state Chief Secretaries on December 15, 2017, requesting them to consider supplying milk and milk products through their network under midday meals scheme of the Centre. Karnataka, <keyword id="6355554" type="LOCATION" weightage="20" keywordseo="Madhya-Pradesh">Madhya Pradesh</keyword>, Haryana, Puducherry, and Gujarat have confirmed supply of milk through schools but some states with higher surplus stocks of milk powder like Rajasthan, Maharashtra, Tamil Nadu, and Punjab are yet to decide in this regard. Almost two decades have passed since the midday meal became a part of the daily routine in government schools across the country. The central government had received complaints earlier on about inclusion of milk in midday meals. As per government norms, every child should receive 150-200 ml milk. However, there have been complaints that one litre of milk was mixed in a bucketful of water to serve to more than 80 children in a school in rural Uttar Pradesh.
