In a bid to combat <keyword id="1820144" type="General" weightage="20" keywordseo="plastic-pollution" source="Orion">plastic pollution</keyword> plaguing its rivers and coasts, the <keyword id="19896558" type="General" weightage="100" keywordseo="tamil-nadu" source="keywords">Tamil Nadu</keyword> government is setting its sights on innovative technology from the Netherlands, reports The <keyword id="19930803" type="General" weightage="20" keywordseo="times-of-india" source="keywords">Times of India</keyword>. As part of the ambitious Rs 1,675 crore <keyword id="20227519" type="General" weightage="20" keywordseo="tamil-nadu-coastal-restoration-mission" source="keywords">Tamil Nadu Coastal Restoration Mission</keyword>, the state environment department is partnering with The <keyword id="20227520" type="General" weightage="20" keywordseo="ocean-cleanup" source="keywords">Ocean Cleanup</keyword>, a Dutch non-profit organisation, to deploy their cutting-edge plastic trash interceptors in 14 coastal districts, including <keyword id="19895758" type="General" weightage="20" keywordseo="chennai" source="keywords">Chennai</keyword>. These interceptors are no ordinary contraptions. Imagine two booms strategically placed across a <keyword id="43605" type="General" weightage="20" keywordseo="river" source="Orion">river</keyword> — one upstream and one downstream. The upstream boom acts as a shield, capturing the majority of the plastic debris carried by the current. The downstream boom takes advantage of the built-up pressure to trap any remaining plastic, even during the fury of extreme floods. In a recent social media statement, she commented: "Plastic trash interceptor could be a very effective intervention to prevent plastic getting into our rivers and oceans. We will work on several initiatives like plastic trash interceptors to prevent plastic pollution." The Tamil Nadu Coastal Restoration Mission is a comprehensive five-year initiative aimed at revitalizing the state's 1,076 km coastline. Tamil Nadu to deploy innovative 'trash interceptors' to rid rivers of plastic pollution in 14 districts

One of the few positive outcomes of the United Nations Climate Change Conference (COP26) is the commitment by major nations to achieve net zero carbon emissions by a certain year. <keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword> has also committed to becoming a net zero country by 2070. While some developed nations may have scoffed at this timeline, the reality is that nations with different developmental trajectories cannot (and should not) be treated equally. The major polluters must first walk the talk and then expect others to follow suit. While it is a never-ending blame game between the developed and developing nations, in the interest of humanity and for their own well-being, the nations must do everything within their powers to ensure that they keep their emissions under control. <cmsannotation type="cmsannotation" annotationid="Policy initiatives in India" comment="subhead" text="Policy initiatives in India">Policy initiatives in India</cmsannotation> India has taken several measures towards climate change adaptation and mitigation. Our statutory framework ensures that air and water pollution is prevented and controlled, forests are conserved and restored, biological diversity is protected, and energy is generated and utilised efficiently to ensure minimal environmental impact. The Government has launched various policy initiatives to work towards its climate change commitments. The national and state action plans on climate change aim at integrating such climate action into their modus operandi. Among national schemes, the Faster Adoption and Manufacturing of Hybrid and Electric Vehicles (FAME-II) focuses on clean mobility and is meant to promote the transition to electric vehicles by providing incentives for manufacturing, adoption and development of associated infrastructure for electric vehicles. Financial assistance is being offered at the central and state levels for developing solar and wind energy projects like solar parks, grid-connected solar rooftops in residential buildings, installing off-grid solar devices and solar-based LED lights. Initiatives like Gujarat Emissions Trading Scheme, Renewable Energy Certificate, Perform, Achieve and Trade (PAT) Scheme are all meant to promote renewables, reduce emissions and achieve energy efficiency at the central and state levels. <cmsannotation type="cmsannotation" annotationid="Recent impetus to climate action" comment="subhead" text="Recent impetus to climate action">Recent impetus to climate action</cmsannotation> Some important and innovative schemes initiated in India to combat climate change include the India Cooling Action Plan 2019, which aims to reduce direct and indirect emissions from energy-intensive cooling devices like refrigerators, air conditioners, etc. The National Clean Air Program 2019 aims to reduce air pollution and addresses several forms of harmful emissions. The National Hydrogen Mission launched in 2021 aims to help India achieve its climate targets by making India a green hydrogen hub. India is also targeting to increase the usage of alternative fuels to reduce emissions by blending 20% Ethanol in petrol by 2025. Moreover, policies like National Building Code, 2016, Energy Conservation Building Code, 2017, Buildings Energy Efficiency Programme, green energy rating system, star rating programme, etc., seek to promote sustainability in the construction sector by improving energy efficiency, water conservation, waste management, recycling, etc. The union budget for the financial year 2022-23 also announced initiatives for financing climate change mitigation and adaptation strategies through sovereign green bonds, blended finance, etc. <cmsannotation type="cmsannotation" annotationid="Local and regional climate action" comment="subhead" text="Local and regional climate action">Local and regional climate action</cmsannotation> In addition to the various central government initiatives being implemented across the country, various states are devising their own strategies and plan to combat climate change. States like Gujarat, Odisha, and <keyword id="20154" type="General" weightage="50" keywordseo="tamil-nadu" source="Orion">Tamil Nadu</keyword> have constituted specific departments and cells to focus on climate change adaptation and mitigation. Kerala has announced a dedicated fund for this purpose and has issued green bonds to invest in climate resilience activities. <keyword id="13126" type="General" weightage="50" keywordseo="maharashtra" source="Orion">Maharashtra</keyword> has released the Mumbai Climate Action Plan to address climate change impacts in the coastal megacity and achieve net zero emissions by 2050. It is not just the central and state governments but also the corporates are taking active steps to combat climate change. More than sixty Indian companies have announced their net zero greenhouse gas (GHG) emissions targets. Leading Indian companies, including <keyword id="8555" type="General" weightage="50" keywordseo="tata" source="Orion">Tata</keyword>, Reliance, Mahindra, ITC, Adani Transmission, Arcelor Mittal Nippon Steel, and Dalmia Cement, have voluntarily pledged to move towards carbon neutrality through GHG emissions reduction and energy efficiency. With environmental, social and governance (<keyword id="77363" type="General" weightage="80" keywordseo="esg" source="Orion">ESG</keyword>) issues gaining prominence and ESG reporting becoming mandatory for the top 1000 companies, almost all major companies are addressing ESG issues to set their house in order and adopt the best practices. Various Indian banks have also incorporated ESG considerations into their lending policies. The globally recognised and coveted international eco-label '<keyword id="4324831" type="General" weightage="80" keywordseo="blue-flag" source="Orion">Blue Flag</keyword>' has been accorded to two new Indian beaches — Minicoy <keyword id="15361748" type="General" weightage="50" keywordseo="thundi-beach" source="Orion">Thundi Beach</keyword> and <keyword id="15357136" type="General" weightage="20" keywordseo="Kadmat-Beach" source="Orion">Kadmat Beach</keyword>, both in <keyword id="64287" type="General" weightage="100" keywordseo="lakshadweep" source="Orion">Lakshadweep</keyword>. This takes the number of beaches certified under the Blue Flag certification in the country to 12. The Thundi Beach is one of the most pristine and picturesque beaches in the Lakshadweep archipelago where white sand is lined by turquoise blue water of the <keyword id="443950" type="General" weightage="20" keywordseo="lagoon" source="Orion">lagoon</keyword>. It is a paradise for swimmers and tourists alike. The Kadmat Beach is especially popular with cruise tourists who visit the island for water sports. It is a paradise for nature lovers with its pearl white sand, blue lagoon waters, its moderate climate and friendly locals. Both the beaches have designated staff for beach cleanliness and maintenance; and for safety and security of swimmers. Both the beaches comply with all the 33 criteria as mandated by the <keyword id="1659008" type="General" weightage="50" keywordseo="foundation-for-environment-education" source="Orion">Foundation for Environment Education</keyword> (FEE). Prime Minister Narendra Modi congratulated the people, particularly of Lakshadweep, as Minicoy Thundi Beach and Kadmat Beach made it to the coveted list, an eco-label given to the cleanest beaches in the world. He highlighted India's remarkable coastline and lauded the passion among Indians to further <keyword id="15361749" type="General" weightage="20" keywordseo="coastal-cleanliness" source="Orion">coastal cleanliness</keyword>. Sharing a tweet by Union Minister of Environment, Forest and Climate Change, Bhupendra Yadav, the Prime Minister tweeted: "This is great! Congratulations, particularly to the people of Lakshadweep, for this feat. India's coastline is remarkable and there is also a great amount of passion among our people to further coastal cleanliness." Announcing this proud moment in a tweet, Yadav on Wednesday expressed happiness and congratulated everyone stating that it is a part of India's relentless journey towards building a <keyword id="6568550" type="General" weightage="20" keywordseo="sustainable" source="Orion">sustainable</keyword> environment led by Prime Minister Modi. The other Indian beaches in the blue list are Shivrajpur (Gujarat), Ghoghla (Diu), Kasarkod and Padubidri (Karnataka), Kappad (Kerala), Rushikonda (Andhra Pradesh), Golden (Odisha), Radhanagar (Andaman and Nicobar), Kovalam (Tamil Nadu) and Eden (Puducherry). The Foundation for Environment Education in Denmark (FEE) accords the Blue Flag certification. In order to qualify for this prestigious award, a series of stringent environmental, educational, safety-related and access-related criteria must be met and maintained. What a beach! Lakshadweep's Minicoy Thundi and Kadmat beaches awarded prestigious 'Blue Flag' eco-label for coastal cleanliness

<keyword id="10334003" type="COMPANY" weightage="20" keywordseo="chennai/puducherry">Chennai/Puducherry</keyword>, The very severe cyclonic storm Nivar, crossed <keyword id="4649351" type="PERSON" weightage="20" keywordseo="the-tamil-nadu">the Tamil Nadu</keyword> and Puducherry coast late night and early Thursday morning with an estimated wind speed of 120-130 kmph, said <keyword id="3573341" type="COMPANY" weightage="20" keywordseo="The-India-Meteorological-Department">the India Meteorological Department</keyword> (IMD). On its way the cyclone uprooted several trees and power lines in Tamil Nadu's Cuddalore, Marakkanam and in Puducherry. Power supply in several areas was disrupted. The concerned administration was removing the fallen trees. In Puducherry also the power supply was disrupted. Puducherry Chief Minister V.Narayanasamy told a news channel that power supply will be restored in a phased manner on Thursday itself. He said, a lot of trees have fallen due to the cyclone and rain in continuing. Narayanasamy said low lying areas were inundated and work was on to drain the water. Fallen trees were being removed. "Power supply was disrupted and it will be soon restored in a phased manner in 12 hours", he said. As regards the cyclone damage to lives and property, Narayanasamy said the assessment will be made and by this afternoon, an estimate of damage will be known. He said 80 relief camps have been set up in Puducherry. Camps have also been set up in Karaikal. Narayanasamy said, "By Gods grace people of Puducherry escaped the fury of Nivar." He also inspected the cyclone damaged areas and urged the people to stay indoors and fishermen not to venture into the seas. In Tamil Nadu's Villupuram district, police said the fallen trees have been removed to ease the flow of traffic. Similarly, the officials of power utility were also on the job to restore power supply wherever it got disrupted due to the cyclone. At Marakkanam near Puducherry, several power poles fell down and the fishermen community requested the Tamil Nadu government to restore the power lines at the earliest. According to the weather department the cyclone lays centered over coastal Tamil Nadu and Puducherry about 25km north of Puducherry with wind blowing at a speed of 90-100 kmph gusting to 110 kmph. In the suburbs of Tamil Nadu capital Chennai, water got logged due to rains affecting the residents as well as traffic flow. Nivar will move northwest wards and weaken further into a cyclonic storm during the next three hours, the IMD said. The cyclone began its landfall on Wednesday night about 10.30 p.m. after moving at a speed of 16 kmph for six hours. In an early morning tweet, Puducherry's Lieutenant Governor Kiran Bedi said: "Good #MorningNutrition. Puducherry has faced the Cyclone, collectively and resolutely. Making us a stronger and a more experienced team." Even after landfall, the cyclone was likely to maintain its intensity for about six hours and weaken gradually. The sea along the coast was very rough with huge waves were hitting the shores. IMD said, "Under its influence rainfall at most/many places with heavy to very heavy fall at a few places with isolated extremely heavy falls are likely to occur over Ranipet, Tiruvannamalai, Tirupattur, Vellore districts of Tamil Nadu and Chittoor, Kurnool, Prakasam and Cuddappa districts of Andhra Pradesh. Gale wind speed reaching 65-75 kmph gusting to 85 kmph very likely to prevail over interior districts (Ranipet, Tiruvannamalai, Tirupattur, Vellore) of Tamil Nadu and Chittoor district of Andhra Pradesh in the early morning to forenoon, the weather department said. The Puducherry government too has announced Thursday as a public holiday. Twenty five teams from National Disaster Response Force (NDRF) have been deployed on the coastal areas of Tamil Nadu, Puducherry and Andhra Pradesh.

Cyclone Nivar crosses Tamil Nadu and Puducherry disrupting power supply, uprooting trees

A dozen people lost their lives in various rain-related incidents in and around the city while personnel on fishing boats and farm tractors were engaged in rescuing stranded people on Tuesday. The city and adjoining districts faced relentless <keyword id="13672" type="General" weightage="20" keywordseo="rains" source="Orion">rains</keyword> on Monday as the severe cyclonic storm Michaung loomed over the north coastal areas of Tamil Nadu. Eleven others, who sustained injuries in rain-related incidents, were receiving treatment in various hospitals, officials said. Several District Disaster Response Teams (DDRT) were formed to carry out relief work in all rain-affected areas across the city. In Muthialpet locality in the city's outskirts, 54 families were rescued, and a woman who had just given birth was relocated to a safer place from Saligramam in the city. More than 250 people from low-lying areas found refuge at a school camp in Kotturpuram. Additionally, 22 passengers stranded after their local bus got stuck in rainwater, were transferred to a relief camp set up at the Middle School in Pallavaram. Since Tuesday morning, most parts of <keyword id="12864" type="General" weightage="20" keywordseo="chennai" source="Orion">Chennai</keyword> experienced a respite from rains, allowing officials to focus on rescue and relief operations in affected areas. During a press conference at the Chennai Corporation headquarters on Tuesday morning, Tamil Nadu Chief Minister MK Stalin stated that relief measures were being undertaken on a war footing. Stalin mentioned that across the nine affected districts, including Chennai, a total of 61,666 relief camps were established. Approximately 11 lakh food packets and one lakh milk packets have been distributed so far, he said. The Chennai Corporation has brought in 5000 workers from other districts for flood mitigation works in the city. These workers utilised farm tractors and fishing boats in flooded areas such as Periamet and other parts of north Chennai for rescue operations and distributing relief materials. Residents in areas like suburban Tambaram, Ashok Nagar, Kattupakkam, and Perungudi complained about the lack of power restoration despite the rain ceasing for several hours. Mukesh Chordia, a resident of Ashok Nagar, mentioned that although water had receded from the main roads in the area, power supply had not been restored. Press Trust of India (PTI) Chennai's Deputy News Editor Annie Thomas residing in Koymabedu near the city's main outstation bus terminus said, "Last time (2015), after three days of being stuck due to waterlogging, we waded out in thigh-level water and stayed in serviced apartment for a day, then at a friend's place for two days." Thomas added, "This time our apartment complex is once again surrounded by water. We are on the second floor. There is no power supply and I am conserving the charge on my phone as much as possible. I don't know how long tap water supply will last." Chief Minister M K Stalin informed reporters that the power situation was being restored in phases. He noted that the handling of the situation was far better compared to the 2015 <keyword id="48088" type="General" weightage="20" keywordseo="floods" source="Orion">floods</keyword> when the AIADMK was in power. Stalin pointed out that the 2015 floods were caused by an unplanned release of one lakh cusecs from the Chembarambakkam reservoir in the city's outskirts into the Adyar river, leading to man-made floods. He said that the current situation, natural floods caused by torrential rains, was efficiently managed by the state. He explained that during the current spell of rains, only a maximum of 8,000 cusecs of water was released into the Adyar and Cooum rivers from the Chembarambakkam reservoir in a planned manner. Among the 12 people who lost their lives in rain-related incidents were a 60-year-old woman in Foreshore Estate and a 48-year-old man who worked as a head constable at the Integral Coach Factory police station, according to an official release. Further detailing the DDRT's measures, the official release mentioned the rescue of three individuals trapped when a makeshift generator room collapsed due to heavy rains. Additionally, three members of a family were safely evacuated after their house was submerged in water in Adyar. The release also noted the closure of nearly 16 subways due to inundation and the removal of fallen trees at 60 locations. Meanwhile, Minister for Milk and Dairy Development T Mano Thangaraj stated that the production of five lakh milk units at the Ambattur dairy of Tamil Nadu Cooperative Milk Producers' Federation Ltd, popularly known as 'AAVIN,' was affected as the factory was completely submerged due to rainfall. Thangaraj added that the AAVIN diaries in Sholinganallur and Madhavaram were operating at full capacity, supplying milk to Chennai from factories located in other districts. He assured, "A sufficient amount of milk and milk products are available," while urging retail outlets to cooperate in distributing milk to consumers.

Death toll rises to 12; Boats and tractors used in rescue efforts in rain-hit Chennai

New Delhi, Jun 30 () The World Bank on Monday said it has enhanced its support for Government of India's program to rejuvenate Ganga river with a USD 400 million (about Rs 3,000 crore) assistance that will help stem pollution in the river. The assistance will help strengthen the management of the river basin which is home to more than 500 million people, the World Bank said in a statement. "The Second National Ganga River Basin Project (SNGRBP), approved by the World Bank's Board of Executive Directors on June 25, will support the government's Namami Gange program and its long-term vision for controlling pollution in the river and restoring its water quality," it said. It further said the bank has been supporting the government's efforts since 2011 through the ongoing National Ganga River Basin Project, which helped set up the National Mission for Clean Ganga (NMCG) as the nodal agency to manage the river, and financed sewage treatment infrastructure in several riverside towns and cities. "The first World Bank project helped build critical sewage infrastructure in 20 pollution hotspots along the river, and this project will help scale this up to the tributaries," World Bank Country Director (India) Junaid Ahmad said. "It will also help the government strengthen the institutions needed to manage a river basin as large and complex as the Ganga Basin," he added. The Ganga basin covers a quarter of India's landmass, and is a critical economic and environmental resource for the country. It provides over one-third of India's surface water, includes the country's largest irrigated area and is key to India's water and food security, the statement said. "Over 40 per cent of India's GDP is generated in the densely populated basin. But the Ganga river is today is facing pressures from human and economic activity that impact its water quality and flows," it added. The Second National Ganga River Basin Project comprises a loan in the amount of USD 381 million and a proposed Guarantee in the amount of up to USD 19 million. The variable spread loan has a maturity of 18.5 years including a grace period of 5 years, it said. Meanwhile, the Government of India, the Government of Tamil Nadu and the World Bank on Monday signed legal agreements to help low-income groups in the state get access to affordable housing. The legal agreements were signed for two projects -- USD 200 million First Tamil Nadu Housing Sector Strengthening Programme and USD 50 million Tamil Nadu Housing and Habitat Development Project -- to strengthen the state's housing sector policies, institutions, and regulations, the Finance Ministry said in a separate statement. The loan agreements were signed by Sameer Kumar Khare, Additional Secretary, Department of Economic Affairs on behalf of the Government of India and Country Director (India) on behalf of the World Bank. Khare said providing safe and affordable housing is a key priority for the state of Tamil Nadu as identified in its vision document. With the allocation provided under the Pradhan Mantri Awas Yojana (Urban) and the two projects from the World Bank, a large number of urban poor in the state are expected to get access to better housing and, in the process, improve their living conditions, he added. World Bank enhances support for rejuvenating Ganga, sanctions USD 400 mn

The start of this month brought with it the heaviest rainfall Chennai had ever seen 24 hours since 1901, as per a report by NASA. 
 
National Aeronautics and Space Administration, the reputed space agency, released an animated map yesterday, which provides satellite-based estimates of rainfall over southeastern India on December 1st and 2nd, accumulating in 30-minute intervals. The floods came after a month of constant monsoon rains, which were already well above the normal range for Tamil Nadu. 
 
In the rains and flood that has followed, at least 250 people have died, leaving hundreds severally injured, and thousands displaced. 
 
The report from NASA said that the rainfall data come from the Integrated Multi-Satellite Retrievals for GPM (IMERG), which is a product of the Global Precipitation Measurement mission. As per Hal Pierce, a scientist on the GPM team at NASA's Goddard Space Flight Centre, the maximum rainfall totals were beyond 500 mm (20 inches) in an area that lies just off the southeastern coast. 
 
"Meteorologists in India and abroad attributed the rains to a super-charged northeast monsoon. In the winter, prevailing winds blow from northeast to southwest across the country, which tends to have a drying effect in most places, particularly inland," the blog post said. 
 
"But those northeasterly winds also blow over the warm waters of the Bay of Bengal, where they evaporate a great deal of moisture from the sea and dump it over southern and eastern India. Coastal eastern India receives 50 to 60 per cent of its yearly rainfall during this winter monsoon," it said.
