Tamil Nadu Class 12 results declared: State records 94.03 pass per cent, Kanyakumari tops list

Almost 1 in 5 Indian adults aged 60+ show signs of mild neurocognitive disorder, according to a study. Given an estimated 138 million adults over 60 years of age in <keyword id="19895063" type="General" weightage="20" keywordseo="india" source="keywords">India</keyword>, these estimates suggest approximately 24 million and 9.9 million older adults in India are living with mild and major neurocognitive disorder, respectively, revealed the study published in the journal <keyword id="20516892" type="General" weightage="20" keywordseo="plos-one" source="keywords">PLOS One</keyword>. The findings showed that the prevalence of major neurocognitive disorder was greater with older ages - from about 4 per cent among those aged 60-64 years to 15.2 per cent among those aged over 80 years. "India, with its rapidly aging population, faces an alarming burden of dementia," said the team including from St. John's Medical College in Bengaluru and Johns Hopkins University in the US. For the study, the team recruited almost 4,100 participants residing in 18 geographically and linguistically diverse states such as Jammu &amp; Kashmir, Punjab, Delhi, West Bengal, Maharashtra, Karnataka, <keyword id="19896558" type="General" weightage="20" keywordseo="tamil-nadu" source="keywords">Tamil Nadu</keyword>, among others. The majority of the group was aged 60-79 years. They found that the prevalence is higher with older age, less educational attainment, and among illiterate and rural-living older adults. These findings highlight the growing importance of dementia in India. "The prevalence of dementia in India is higher than previously recognised. These findings, coupled with a growing number of older adults in the coming decades in India, have important implications for society, public health, and families," the researchers said in the paper. The team analysed the participants using the Diagnostic and Statistical Manual of Mental Disorders (DSM-5) -- a widely recognised clinical diagnostic authority. Tbe results showed that the population prevalence of DSM-5 mild and major neurocognitive disorder was 17.6 per cent and 7.2 per cent, respectively. Further, 12 per cent reported severe loss in at least one ADL (activities of daily living) and 8.5 per cent reported impairment in any IADL (instrumental activities of daily living). 1 in 5 Indian adults over 60 show signs of mild neurocognitive disorder: Study

A staggering 93 per cent of the candidates who won the 2024 <keyword id="56978" type="General" weightage="20" keywordseo="Lok-Sabha-elections" source="Orion">Lok Sabha elections</keyword> are <keyword id="6366800" type="General" weightage="100" keywordseo="crorepatis" source="Orion">crorepatis</keyword>, up from 88 per cent in 2019, according to an analysis by poll rights body <keyword id="484381" type="General" weightage="20" keywordseo="Association-of-Democratic-Reforms" source="Orion">Association of Democratic Reforms</keyword> (<keyword id="45376" type="General" weightage="20" keywordseo="ADR" source="Orion">ADR</keyword>). The top three wealthiest candidates are TDP's Chandra Sekhar Pemmasani from Andhra Pradesh's Guntur constituency with assets worth Rs 5,705 crore, BJP's Konda Vishweshwar Reddy from Telangana's Chevella with total assets amounting to Rs 4,568 crore and BJP's Naveen Jindal from Haryana's Kurukshetra with assets worth Rs 1,241 crore. Out of the 543 winning candidates, 504 are crorepatis, the analysis found. In 2019, 475 (88 per cent) winning candidates were crorepatis and 443 (82 per cent) in 2014. The trend indicates a steady climb since 2009 when only 315 (58 per cent) MPs were crorepatis. According to the analysis, 227 (95 per cent) of the BJP's 240 winning candidates, 92 (93 per cent) of the Congress' 99, 21 (95 per cent) of the DMK's 22, 27 (93 per cent) of the TMC's 29 and 34 (92 per cent) of the Samajwadi Party's 37 candidates have declared assets worth more than Rs 1 crore. All winning candidates of the AAP (3), the JDU (12) and the TDP (16) are crorepatis, ADR data showed. The analysis also delves into candidates' chances of winning based on their financial backgrounds. It found that the probability of a crorepati candidate clinching victory in the 2024 Lok Sabha elections stood at 19.6 per cent, compared to a meagre 0.7 per cent for candidates with assets less than a crore. The analysis also provides a breakdown of wealth distribution among the winning candidates. The data showed that 42 per cent of the candidates possess assets totalling Rs 10 crore and above. While 19 per cent of the candidates fall within the bracket of Rs 5 to 10 crore, 32 per cent hold assets ranging between Rs 1 and 5 crore. Only about 1 per cent of the winning candidates have assets worth less than Rs 20 lakh. Among major parties, the average assets per winning candidate vary significantly. The TDP leads with an average of Rs 442.26 crore per winner, followed by the BJP with Rs 50.04 crore, the DMK with Rs 31.22 crore, the Congress with Rs 22.93 crore, TMC with Rs 17.98 crore and SP with Rs 15.24 crore. The analysis also highlights disparities within the financial profiles of winning candidates. While some boast of substantial assets, others have relatively low worth. For instance, BJP's Jyotirmay Singh Mahato from West Bengal's Purulia has declared assets totalling a mere Rs 5 lakh. Similarly, TMC's Mitali Bag from West Bengal's Arambag holds assets worth Rs 7 lakh. Assets of SP's Priya Saroj from Uttar Pradesh's Machhlishahr are valued at Rs 11 lakh. In addition, the analysis identifies candidates with high liabilities. TDP's Pemmasani tops the list with liabilities exceeding Rs 1,038 crore. DMK's S Jagathratchakan from Tamil Nadu's Arakkonam has liabilities worth Rs 649 crore and TDP's Prabhakar Reddy Vemireddy from Andhra Pradesh's Nellore has liabilities worth Rs 197 crore.

How is it related to Bihar, and how has something as small and insignificant as a bicycle paved the way for a broader movement of woman empowerment? Read on to find out! <h2>Bihar’s Mukhyamantri Balika Cycle Yojana</h2>Being one of the most impoverished states in India, Bihar is plagued with a large gender gap in school attendance. This gap in attendance in schools only grows with age. The enrollment of girls in primary school is satisfactory, largely due to the availability of primary schools and the introduction of schemes like the midday meal. However, distance remains a huge barrier in the hinterlands, pushing them further away from attending secondary school. In 2006, the Nitish Kumar-led state government, launched the Mukhyamantri Balika Cycle Yojana, a pioneering cash-for-kind program to empower girls through education. The program initially provided ₹2000 to 14-year-old girls enrolled in 9th grade, enabling them to purchase bicycles. This initiative was designed to address one of the most significant barriers to education for girls in Bihar—long distances to secondary schools. But, how profound were the implications of this policy intervention? In 2008, <a href="https://www.nishithprakash.com">Professor Nishith Prakash</a> from Northeastern University and <a href="https://econweb.ucsd.edu/~kamurali/index.html">Professor Kartik Muralidharan</a> of the University of California, San Diego embarked on a study to gauge the policy’s impact with support from the International Growth Centre (IGC). Their research found that this bicycle program increased age-appropriate secondary school enrolment for girls aged 14-15 by 32%. It also reduced the gender gap in enrolment by 40%. Moreover, the number of girls appearing for and passing the 10th-grade exam rose by 18% and 12%, respectively. The success of this initiative highlighted the transformative power of providing a bicycle. Inspired by the Bihar program's success, Professor Prakash later collaborated with <a href="https://worldbicyclerelief.org">World Bicycle Relief (WBR)</a> and Zambia's Ministry of General Education to implement a similar initiative in the Southern province of Zambia. <h2>After Bihar, why Zambia?</h2>Zambia is a landlocked country in Southern Africa that has made significant strides in improving access to primary education with near-universal primary school enrolment. However, the story, when it comes to girls in secondary education, is markedly different. The drop-off for girls, as they transition to secondary education is stark. According to the World Bank’s 2015 report ‘Policy Brief: Zambia,’ their enrolment fell to just 61% at the lower secondary level. The same report states that girls drop out of school at double the rate of boys in Grade 7 and triple the rate of boys by Grade 11. <h2>A tough road to secondary school</h2>Transitioning to, and completing secondary education is particularly challenging for girls, primarily due to barriers like school fees, long distances to school, and societal factors such as teenage pregnancy and child marriage. These challenges are even more pronounced in rural areas. Additionally, this transition to secondary school often coincides with the onset of menstruation, which brings its own set of challenges. The lack of menstrual hygiene facilities in schools, coupled with the stigma and lack of awareness surrounding menstruation, further exacerbates the already significant gap in girls' education. Nearly 98% of girls in their sample reported walking to school, spending an average of 110 minutes commuting just one way, as reported in a <a href="https://www.cesifo.org/en/publications/2022/working-paper/wheels-change-transforming-girls-lives-bicycles">new study</a> authored by Professor Nishith Prakash and his collaborators. Alarmingly, 35% of these girls reported experiencing sexual harassment during their commute, highlighting just how perilous a journey many face in their pursuit of education. This <a href="https://www.cesifo.org/en/publications/2022/working-paper/wheels-change-transforming-girls-lives-bicycles">intervention</a> was introduced in Zambia, providing bicycles to girls in 100 schools across three districts, and the results were promising. Overall absenteeism dropped by 29%, translating to an additional five school days per year for girls in the Southern Province, where the average primary school student missed 18 days annually. Girls in the schools who received the bicycles were 38% less likely to drop out of school compared to those in the schools who did not receive the bicycles. <h2>Pedalling towards a safer commute</h2>The impact of these bicycles extended beyond just improved attendance. The program also led to enhanced perceptions of safety among the girls. One year after the intervention, girls in the treatment group reported a 22% reduction in instances of being teased or harassed on their way to school. Additionally, the probability of girls missing school or leaving early due to safety concerns dropped by 39%. Post the success of this program, the United States Agency For International Development (USAID) awarded $3.5 million to fund bicycles for growth initiatives to increase access in rural communities in Sub-Saharan Africa, mainly Ghana, Malawi, Rwanda, Uganda, and Zambia. Additionally, the Ministry of General Education (Zambia) scaled up the cycle program in several districts in Zambia. Simply put, the bicycles in Bihar and Zambia gave young girls the agency of making choices for themselves. While the immediate benefit of these programs was providing the means for women to travel to school, the long-term impact reveals significant shifts in attitudes among both the women involved and the communities around them! But did you know that the use of bicycles to provide women with this much-needed agency isn’t new and was actively instituted by women during the suffrage movement of the 19th century — a decades-long fight to win the right to vote for women in the United States? <h2>Corsets to cycles: The Suffrage movement &amp; bicycles</h2> <div type="image" title="A woman with a bicycle in early 1900s" msid="113057788" hostid="261"></div> In the late 19th century, during the American industrial revolution, a seemingly simple invention sparked a movement that would forever change women's lives — the bicycle. As the country experienced a ‘bicycle craze,’ the first wave of the women’s rights movement was gaining momentum. The bicycle quickly became more than just a mode of transportation; it became a powerful symbol of change and progress in the fight for women’s emancipation. In fact, the introduction of the bicycle revolutionised women’s fashion, breaking away from restrictive corsets and long skirts that had previously hindered their mobility. Instead, women began to adopt more practical, comfortable clothing that allowed them to cycle freely. The image of the ‘new woman’ emerged — educated, sporty, and career-oriented — with a bicycle as her constant companion. In 1895, at the age of 80, suffragist leader <keyword id="23037502" type="General" weightage="20" keywordseo="elizabeth-cady-stanton" source="keywords">Elizabeth Cady Stanton</keyword> predicted the power of the bicycle in transforming the lives of women. Having the ability to be self-reliant, often for the first time in their lives, would encourage them to be more courageous in other areas as well. While back then, their fight was for their right to vote in political elections, times have changed. Women have to fight different battles — some new and some old — to realise and utilise their potential. What has remained constant in this journey is the bicycle! Susan B. Anthony, another suffragist leader further opined, “Let me tell you what I think of bicycling. I think it has done more to emancipate women than anything else in the world. It gives women a feeling of freedom and self-reliance. I stand and rejoice every time I see a woman ride by on a wheel…the picture of free, untrammelled womanhood.” Had she known that several decades later, this simpleton mode of transport would continue to improve the lives of young women in remote parts of the Global South, she would’ve been happy to her heart's content! If something as mundane as access to mobility has historically brought such great results, what can be done to bring greater mobility for women in policy-making today? Professor Nishith Prakash suggests that mobility needs to be thought of in a broader context. Mobility in the case of women isn’t just freedom to be able to go from one place to another. There are multiple actors at play, including their actual safety and the perception of feeling safe in an environment. Cultural norms in most societies across the globe, and in India, automatically grant the power of key-decision making to men. For these archaic norms to be challenged, he suggests changes in curriculum from early childhood. Reiterating the importance of agency in making choices for themselves, there need to be jobs for them to want to step out of the confines of their homes. And once they do, nothing can stop them from cycling away to their freedoms!

Additionally, there's a noticeable gender disparity in skill importance, with good cognitive skills playing a larger role for boys and socio-emotional skills being paramount for girls in determining GCSE outcomes. This nuanced insight underscores the complexity of educational achievement. The research not only diagnoses the problem but also suggests pragmatic solutions. Proposals include establishing a national programme of trained undergraduate student tutors to help students enhance their foundational skills and reimagining the school calendar to support teacher well-being and families during breaks. Emily Tanner, an education expert, emphasised the importance of students developing socio-emotional skills alongside academic learning, noting that the report's insights on timing and gender offer a useful basis for targeting effective interventions. Maharashtra's Deputy Chief Minister <keyword id="6355042" type="General" weightage="80" keywordseo="devendra-fadnavis" source="Orion">Devendra Fadnavis</keyword>, who also holds the finance portfolio, presented a Rs 547,450 crore budget for 2023-2024 showing huge fiscal and revenue deficits, here on Thursday. As per the budget estimates, the state plans to spend Rs 547,450 crore with an estimated revenue receipt of Rs 449,522 crore over a revenue expenditure of Rs 465,645 crore, resulting in a revenue shortfall of Rs 16,211 crore - down from Rs 24,353 crore over 2022-2023. The state remains at the lead in fiscal reforms, consistently maintaining the revenue deficit below 1 per cent of the state gross domestic product (SGDP). The state government has also succeeded in keeping the fiscal deficit below 3 per cent of the SGDP, and the fiscal deficit for 2023-2024 is estimated at a whopping Rs 95,500.8 crore - up from Rs 89,598 crore over 2022-2023. <keyword id="62011" type="General" weightage="80" keywordseo="fadnavis" source="Orion">Fadnavis</keyword> said that the budget is based on five major goals  'Panchamrut'  covering the farmers, inclusive development, infrastructure, employment and environment. Accordingly, he has allocated Rs 29,163 crore for sustainable farming and prosperous farmers; Rs 43,036 crore for inclusive development of all sections of society, including women, children, tribals, BC/OBCs; Rs 53,058.55 crore for infrastructure development with substantial capital investment; Rs 11,658 crore for competent, skilled jobs creation for the youth; and Rs 13,437 crore for environment-friendly development. The budget's outlay for scheme expenditures has been fixed at Rs 172,000 crore, including Rs 13,820 crore for Scheduled Caste Plan and Rs 12,655 crore for Tribal Sub-plan, besides announcing several new corporations for different communities to boost their economic development, said Fadnavis.
