A local health board in Wales in the United Kingdom is planning to hire around 900 nurses from overseas over the next four years to plug its workforce shortages, with many of these nurses coming from Kerala. According to BBC's 'Local Democracy Reporting Service', <keyword id="17055694" type="General" weightage="80" keywordseo="swansea-bay" source="Orion">Swansea Bay</keyword> University Health Board of the state-funded National Health Service Wales will get a total of 350 overseas nurses in the current financial year subject to approval by chief executive <keyword id="17054695" type="General" weightage="80" keywordseo="mark-hackett" source="Orion">Mark Hackett</keyword>. It is expected to cost about 4.7 million pounds to employ 350 overseas nurses in 2023-24, which would save 1.5 million pounds in agency and nursing bank costs. <br /><br /><keyword id="17055005" type="General" weightage="80" keywordseo="gareth-howells" source="Orion">Gareth Howells</keyword>, director of nursing and patient experience at Swansea Bay health board, said overseas recruitment provided an "immediacy of really experienced staff". <br /><br />According to the report, overseas nurses are offered a Band 5 contract, with a starting salary of 27,055 pounds, but initially receive a Band 4 lower wage until they complete their UK registration. <br /><br />A board meeting was told that efforts were being made by the health board, which covers Swansea and Neath Port Talbot areas of Wales, and the <keyword id="32149" type="General" weightage="80" keywordseo="welsh" source="Orion">Welsh</keyword> government to train and retain more homegrown staff. <br /><br /> The health board employs nearly 4,200 nurses and midwives, with the report saying it had "1,322 nurses and midwives currently over the age of 51 that could retire very soon or over the next few years". <br /><br />The health board told the 'Local Democracy Reporting Service' that besides <keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword>, it recruited from the Philippines, Africa and the Caribbean. Local health board in UK plans to hire hundreds of nurses from India

<ul class="summary-list"><li><keyword id="13016857" type="UNKNOWN" weightage="60" keywordseo="alun-cairns" source="Orion">Alun Cairns</keyword> met Elite Partners Capital during a holiday in Singapore and discussed the Swansea Bay City Deal.</li><li>The former Secretary of State for Wales later took a £30,000-a-year job with Elite Partners Capital.</li></ul><p>A former Cabinet minister took a job with a Singaporean private equity firm after giving it advice on securing investments in a £1.3 billion government-backed programme that he had direct oversight of.</p><p>Documents obtained by Insider shed light on how Alun Cairns, a Conservative MP, got the £30,000-a-year side job, and the work he did to support the firm's goals while in office.</p><p>They offer an insight into the limited scrutiny of how ministers sell their services after leaving office, and may further the widespread doubts about the effectiveness of the UK system of checks and balances. The Labour Party told Insider Cairns "has serious questions to answer" over whether the work is appropriate.</p><p>Cairns met Elite Partners Capital in Singapore while on a family holiday in August 2019 to discuss details of the Swansea Bay City Deal, per the documents.</p><p>The Swansea deal is a £1.3 billion programme of investment projects between the UK Government, the Welsh Government, local authorities, and private investors. As Secretary of State for Wales, the city deal was one of Cairns' <a href="https://webarchive.nationalarchives.gov.uk/ukgwa/20190803065321/https://www.gov.uk/government/ministers/secretary-of-state-for-wales">ministerial responsibilities</a>.</p><p>Minutes of the meeting, taken by a Department of International Trade official working in Singapore, detail the specific support Cairns gave to Elite. The minutes were obtained by Insider through a Freedom of Information request.</p><p>Elite was looking to invest in the Swansea City Deal programme, specifically the Swansea City and Waterfront Digital District project, the minutes show. The firm had already visited Swansea twice and was working through its due-diligence process. A meeting objective was for "EPC to be reassured of additional support" from the UK government.</p><p>Cairns gave Elite details on delays to the Swansea City Deal, and supported its proposal to seek a commitment to become a long-term partner of Swansea Council. He said such a partnership would have "real value".</p><p>The minutes conclude that the Wales Office would produce a fact sheet for Elite with information on the attractiveness of different projects, along with UK employment data.</p><p>Cairns' private office — composed of officials working on his diary management and correspondence — was to see if he could provide a tour of Parliament to Elite executives on a visit to the UK later that month. It is unclear if such a tour did go ahead. </p><p>Further government assistance was to be offered by the Department of International Trade in arranging meetings with senior officials at the Treasury and HMRC (the UK's tax revenue and customs agency) to discuss tax regimes.</p><p>However, Cairns told the committee responsible for examining ex-ministers' jobs about none of the support he had given Elite in any detail while seeking official approval to take up a second job with Elite some months after quitting the front bench.</p><p>In March 2021, Cairns told the Advisory Committee on Business Appointments (<keyword id="11946636" type="UNKNOWN" weightage="60" keywordseo="acoba" source="Orion">ACOBA</keyword>) that he had no involvement in policy development, decisions related to the company, contractual, or commercial decisions. The former minister made no reference to the £1.3bn project in Swansea.</p><p>Cairns told ACOBA his meetings were to "highlight City and Growth Deal policies around Wales and the UK."</p><p>He said he was unaware of "Elite Partners Capital investing in any City or Growth Deal plan or in seeking government assistance" in documents sent to ACOBA in connection with the role.</p><p>The Vale of Glamorgan MP also told the arms-length moderating committee his role was to "champion investment opportunities in general", and that he had no role in contractual or commercial decisions.</p><p>He said that "if any organisation wanted to pursue an investment opportunity further, they were passed to the Welsh Government or to the local City or Growth Deal team to develop further."</p><p>Cairns's former department, the Wales Office, did not reject Cairns' claim to only ever have promoted investment opportunities in general terms in material it sent to ACOBA.</p><p>It supported Cairns's claim that he made no regulatory or policy decisions that would have affected the firm, even though he was responsible for the investment programme in question.</p><p>Cairns's request for approval from ACOBA of his job with Elite was granted. He joined Elite in June 2021 as an advisor to the board on "economic and political developments in the UK that could impact the group's international investments." He declared an annual income from Elite of £30,000 for up to 84 hours work, an hourly rate of at least £357.</p><p>Cairns' office did not respond to several requests for comment. It is unclear whether Elite has actually invested in the Swansea City Deal programme, but most projects in the Swansea Bay City Deal are not yet at the stage of receiving private investment.</p><p>A spokesperson for the Wales Office declined to comment. </p><p>An ACOBA spokesperson told Insider it did "not consider any further action is required." </p><p>The opposition Labour party said Cairns has "serious questions to answer" after Insider's findings.</p><p>Jo Stevens MP, the shadow Welsh Secretary, told Insider: "Alun Cairns was cleared by ACOBA to take up his £30k-a-year second job with Elite after he submitted that his previous involvement with the company was very limited."</p><p>"But the notes of his meeting with Elite whilst on a family holiday in the Far East, and the detailed actions he promised to take up for them afterwards, mean that he has serious questions to answer.</p><p>"These rules exist to ensure that when former ministers take up second jobs, there are no suspicions about improper influence or conduct."</p><p>Parliamentarians and campaigners have long been critical of ACOBA. On January 11, Lord Jonathan Evans, the chair of the Committee on Standards in Public Life, told a Parliamentary committee that ACOBA "doesn't have the teeth that it needs."</p><p>The ACOBA chair, Lord Eric Pickles, has conceded how little it can accomplish, saying in April 2021: "ACOBA is not a watchdog, not a regulator. It has a very limited and defined role." <strong><br /></strong></p><p>It is more than two years since Cairns left his ministerial job, which brings looser rules. He is now free to lobby the UK government on behalf of Elite, and advise them on "work with regard to any policy [Cairns] had specific involvement or responsibility for as Secretary of State of Wales", according <a href="https://www.gov.uk/government/publications/cairns-alun-secretary-of-state-for-wales-acoba-advice/advice-letter-alun-cairns-advisor-elite-partners-capital">to the advice letter stating the committee's approval of the job</a> sent by ACOBA to Cairns in April 2021.</p><p>There is no suggestion of wrongdoing by Elite. The firm did not respond to requests for a comment.</p><p><a href="https://www.businessinsider.com/conservative-former-minister-alan-cairns-hired-firm-uk-government-properties-2021-6?r=US&amp;IR=T">As Insider reported in June 2021</a>, one of Elite's investments in the UK is a £500 million property portfolio of 155 offices across the country, 99% of which are leased to the UK government. The primary occupier is the Department of Work and Pensions, which operates Jobcentres and back offices from the leased buildings. Elite also runs several other funds.</p>

Former UK Cabinet minister advised private equity firm on £1.3 billion project before taking job as consultant

Amazon is planning to hire 1,500 people at a warehouse in Essex

<p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><ul><li><strong>A Maryland-size iceberg broke off <a href="http://www.businessinsider.com/category/antarctica" target="_blank" rel="noopener">Antarctica</a> in July 2017.</strong></li><li><strong>One year after calving, iceberg A68a has floated about 40 miles away from its birthplace.</strong></li><li><strong>A68a is wandering north, where it should eventually break up and melt.</strong></li><li><strong>Although the process may take a few years, some large <a href="http://www.businessinsider.com/category/icebergs" target="_blank" rel="noopener">icebergs</a> survive for decades.</strong></li></ul><p>One of the largest icebergs ever documented is still mostly intact one year after it <a href="http://www.businessinsider.com/antarctica-calves-larsen-c-iceberg-2017-7">broke off Antarctica</a>, despite losing a <a href="http://www.businessinsider.com/larsen-c-iceberg-satellite-pictures-2017-8">big chunk</a> and having its northern flank smashed to bits.</p><p>The huge ice block, called A68 or A68a, calved from the Larsen C ice shelf in July 2017. It's hard to say exactly when A68 was born due to limited satellite coverage and thick cloud cover, but it happened sometime last year between July 10 and 12.</p><p>Scientists at the time estimated iceberg A68 to be about the size of Maryland. It measured 1,000 feet thick and weighed 1.1 million tons - roughly the weight of <a href="http://www.businessinsider.com/antarctica-larsen-c-iceberg-size-weight-volume-2017-7">20 million Titanic ships</a>.</p><p>Iceberg A68 appears mostly intact today; satellites are watching as it floats in the Weddell Sea about 40 miles off the ice shelf on the Antarctic Peninsula.</p><p>However, an animation shared by the Antarctic research program Project Midas shows that the 'berg has taken a beating.</p><p>"The iceberg has been pushed around by ocean currents, tides, and winds, and its northern end has repeatedly been grounded in shallower water," the authors of a Project Midas <a href="http://www.projectmidas.org/blog/A-68-Anniversary/" target="_blank" rel="noopener">blog post</a> wrote on Monday. "These groundings led eventually to further pieces of the iceberg being shattered off in May 2018. Whilst not quite large enough to be given labels themselves, the total area of icebergs lost from A-68 in May was the size of a small city."</p><p>The time-lapse animation below shows part of the Antarctic Peninsula from March 12, 2017 through July 5, 2018. You can see a huge crack in the Larsen C ice shelf creep north until the iceberg completely breaks off, then follow the path it has taken since.</p><p><br>"Over the last year A-68 has not drifted far because of dense sea-ice cover in the Weddell Sea," Project Midas said.</br></p><h2>What will eventually happen to iceberg A68</h2><p>Antarctic icebergs calve naturally as snow piles up, forming ultra-dense ice that gravity then drags toward the ocean.</p><p>From there, a predictable yet erratic story plays out.</p><p></p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div><p></p></div></div><p>Most icebergs that calve from the Antarctic Peninsula get caught up in wind and water currents that drag them clockwise around the Southern Ocean as they move north.</p><p>Scientists can't be sure where iceberg A68 will ultimately float, though some think it could drift more than <a href="http://www.businessinsider.com/antarctica-larsen-c-iceberg-path-location-2017-7">1,000 miles north</a> to the Falkland Islands. The largest 'bergs can even reach South Georgia and the South Sandwich Islands before vanishing.</p><p>Martin O'Leary, a researcher at Swansea University and Project Midas, <a href="https://www.reddit.com/r/IAmA/comments/6na63f/im_martin_oleary_and_iama_scientist_on_project/dk7xyvp/">said on Reddit</a> last year that A68 could take a couple of years to drift that far.</p><p>It could be many years before it completely melts.</p><p>In the case of B15, the second-biggest iceberg in recorded history, the process has taken nearly two decades. B15 snapped off Antarctica's Ross ice shelf in 2000. It had a surface area of 4,200 square miles - about the area of Jamaica and twice that of A68. Today it's drifting in warm waters near South Georgia.</p><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>Warmer air causes surface melt that "works its way through the iceberg like a set of knives," Kelly Brunt, a glaciologist at NASA's Goddard Space Flight Center, said in <a href="https://earthobservatory.nasa.gov/images/91181" target="_blank" rel="noopener">a NASA Earth Observatory post</a> in October 2017. "This is often the end of the life cycle of a lot of Antarctic icebergs."</p><p>Scientists continue to study and debate <a href="http://www.businessinsider.com/water-cause-of-largest-iceberg-recorded-2017-7">what caused A68 to break off</a>, including the role of climate change driven by human activity.</p><p>"To me, it's an unequivocal signature of the impact of climate change on Larsen C," Eric Rignot, a glaciologist at NASA JPL, <a href="http://www.cnn.com/2017/07/14/world/sutter-iceberg-antarctica-climate-change/index.html">told CNN</a> in July 2017. "This is not a natural cycle. This is the response of the system to a warmer climate from the top and from the bottom. The iceberg calved between July 10 and July 12, researchers said.<p>"The iceberg weighs more than a trillion tonnes," Adrian Luckman and Martin O'Leary, two glaciologists at Swansea University, wrote in <a href="http://www.projectmidas.org/blog/calving/">a July 12 blog post</a> for the MIDAS Project, which has been monitoring the ice.</p><p>"The calving of this iceberg leaves the Larsen C Ice Shelf reduced in area by more than 12%, and the landscape of the Antarctic Peninsula changed forever."</p><p>Luckman and O'Leary said the iceberg will probably be named "A68," and that it's one of the largest ever recorded - possibly the third-largest iceberg since satellite measurements began, according <a href="https://twitter.com/AntarcticReport/status/883113002068721664" target="_blank" rel="noopener noreferrer">The Antarctic Report</a>. However, Luckman said its enormous size makes its fate tough to predict.</p><p>"It may remain in one piece but is more likely to break into fragments," he said. "Some of the ice may remain in the area for decades, while parts of the iceberg may drift north into warmer waters."</p><h2>Where the iceberg may go</h2><p class="source"><span><a href="https://www.climate.gov/news-features/understanding-climate/polar-opposites-arctic-and-antarctic">NASA; Business Insider</a></span></p>Although the iceberg's path is uncertain, Anna Hogg, a glaciologist at the University of Leeds, <a href="http://www.esa.int/Our_Activities/Observing_the_Earth/CryoSat/Giant_iceberg_in_the_making">previously said</a> that "ocean currents could drag it north, even as far as the Falkland Islands."<p>Those islands lie more than 1,000 miles away from the Larsen C ice shelf in Antarctica.</p><p>To see which paths the iceberg will be most likely to take, Business Insider reached out to David G. Long of Brigham Young University, who works on <a href="http://www.scp.byu.edu/data/iceberg/database1.html">a data project</a> that tracks all recorded icebergs. The rest of the list includes beaches set in such diverse locales as Australia, Spain, and Wales. </p>
<p><span>The winning beaches were determined based on the quality and quantity of traveler reviews on TripAdvisor over a 12-month period.</span><span><br /></span></p>

The 10 Best Beaches In The World

<p>The Green Bay Packers, Detroit Lions, Philadelphia Eagles, Dallas Cowboys, Seattle Seahawks, and Arizona Cardinals all have at least two more wins than any other team in the NFC going into Week 15.</p>
<p>All of them are <a href="http://fivethirtyeight.com/datalab/week-15-nfl-elo-ratings-and-playoff-odds/">projected to finish with 10 wins or more</a>, according to Nate Silver's model. Only one other team in the conference (the 49ers) is projected to finish with more than seven wins.</p>
<p>There are six playoff spots. There are six good teams. Yet only five of those six teams are going to make the playoffs because of the league's continued use of divisions - an arbitrary convention that makes little sense in 2014.</p>
<p>The NFC South division is an abomination. Here are the current standings:</p>

<li><span style="line-height: 1.5em;">New Orleans Saints: 5-8</span></li>
<li><span style="line-height: 1.5em;">Carolina Panthers: 4-8-1</span></li>

</ol>
<p>The division is 8-27-1 against the rest of the NFL. The first-place Atlanta Falcons are 1-8 against teams not in the NFC South.</p>
<p>Since the four division champions from each conference automatically make the playoffs, one of these teams is going to take a playoff spot from one of the six good teams. They're also going to get a home game.</p>
<p>Silver's <a href="http://fivethirtyeight.com/datalab/week-15-nfl-elo-ratings-and-playoff-odds/">numbers</a> say there's a 69% chance that the NFC South champion finishes with a losing record, and a 10% chance that it finishes at 6-10 - a record that would have been bad enough for a top-10 draft pick last year. Best-case scenario, the NFC South champ finishes 8-8.</p>
<p>There's no reason to have divisions. The NFL will tell you that it wants to preserve historical rivalries, but these historical rivalries have been meaningless for a while. There are no eternal rivalries in the NFL. Rivalries emerge between two franchises that are good at the same time, and then disappear once one of them falls off. There was one point in the early-00s when the Eagles and the Bucs had a rivalry. The Patriots used to have a rivalry with the Colts because of Peyton Manning and Tom Brady, and now that has shifted to the Broncos. What we call rivalries is more accurately defined as "good teams that play each other in meaningful games a few times over a two-or-three-year window."</p>
<p>This isn't the Premier League - where rivalries can still exist because the teams and their supporters look at themselves as stand-alone clubs that represent a specific place and people. Cardiff and Swansea would hate each other even if both clubs were relegated seven times and they were playing in front of 12 fans. That's not the case in the NFL. NFL teams are franchises in the way Chick-fil-A's are franchises. They're representatives of the central brand and wouldn't exist without that brand. </p>
<p>In 2014, divisions only exist to give more teams a shot at making the playoffs. It's an arbitrary, unfair way to decide a playoff field, but it serves the league's mission of giving every fan of every team hope.</p>
