Earlier the maximum punishment provided for those found guilty of marrying a woman by deceiving her and converting her religion was 10 years with a fine of Rs 50,000. Parliamentary Affairs Minister Suresh Khanna introduced the Uttar Pradesh Prohibition of Unlawful Conversion of Religion (Amendment) Bill, 2024 in the House on Monday. It has been proposed that if a person threatens, attacks, marries or promises to marry or conspires for it, or trafficks a woman, minor or anyone with the intention of conversion, then his crime will be placed in the most serious category. In such cases, there is a provision of 20 years imprisonment or life imprisonment. Under the amended provisions, now any person can register an FIR in conversion cases. Earlier, to give information or complaint about the case, the presence of the victim, her parents, or siblings was necessary. It has been proposed that such cases will not be heard by any court below the Sessions Court and along with this, the bail plea will not be considered without giving an opportunity to the public prosecutor. Also, all the crimes under the amended Act have been made non-bailable. The Pre-Budget Meeting is organised by the Ministry of Finance and Corporate Affairs with Finance Ministers of all the States and Union Territories (with Legislature) to take suggestions for the upcoming <keyword id="20387181" type="General" weightage="20" keywordseo="Union-Budget-2024-25" source="keywords">Union Budget 2024-25</keyword>. Ministers of State along with other stakeholders are participating in the meeting and visuals showed Uttar Pradesh finance minister Suresh Kumar Khanna, and finance minister of Rajasthan Diya Kumari at the Bharat Mandapam venue before the meeting commenced this morning. The Union Finance Ministry had begun consultations on the budget a few days ago with different stakeholders of economy. Sitharaman has met economists, finance and capital market experts and industry bodies. Sitharaman chaired the first pre-budget consultations with leading economists on June 19. The meeting was attended by Union minister of State for Finance Pankaj Chaudhary, the finance secretary, secretaries of the departments of economic affairs, revenue, financial services and corporate affairs and the chief economic adviser. The budget, the size of which is Rs 33,159 crore more than the last year's budget, has provisions worth Rs 10,967.87 crore for new schemes. UP govt presents Rs 5.12 lakh cr budget in state assembly

Chandigarh, Apr 3 () The Punjab government is working out a mechanism for procuring wheat from the doorsteps of farmers to check overcrowding in the wake of the coronavirus outbreak. The state government has already postponed wheat procurement, which is likely to start from April 15. Chief Minister Amarinder Singh on Friday asked the state agriculture and food departments to work out ways to procure wheat grain from within the villages that are located more than one to two kilometers from the mandis, to check overcrowding during the Rabi season in view of Covid-19 restrictions. Reviewing the harvesting and marketing arrangements through a video conference with officials of these departments, the chief minister directed them to minimise the exposure of the farmers, an official statement said here. The Reserve Bank of India (RBI) has also approved the state government's request for the release of Rs 22,936 crore against cash credit limit for April 2020, it said. On the issue of procurement, while an Uber-type system of pooling farmers to the distant mandis, on the lines of the suggestion made by the Prime Minister, could be considered, the chief minister said he was open to accepting the proposal of the Chief Secretary to arrange for doorstep procurement of grain if comprehensive modalities can be worked out to ensure feasibility. While around 50 per cent of the villages in the state are located in close proximity to the mandis and curfew passes could be issued to the farmers to go there in small batches at a time, for the villages in distant areas, the Chief Secretary suggested sending officials to handle the procurement. Arhtiyas, who currently undertake bagging of the grain in the mandis, could be entrusted with the task of handling it in the villages itself, he added. The chief minister asked the chief secretary to submit a detailed proposal so that a final decision in this regard could be taken in the next couple of days. He also directed Chief Principal Secretary Suresh Kumar to get the rules amended to provide for payment to farmers through arhtiyas (commission agents). The chief minister also directed to increase the number of purchase centres and total procurement days to ensure that farmers do not overcrowd the mandis. He said the arrangements will again be reviewed in the cabinet meeting scheduled on Saturday. Agriculture Secretary Vishwajit Khanna said incentives for staggered marketing, which the state government had already suggested to the Centre, would go a long way in checking crowds at the mandis and purchase centres, as that would encourage farmers to delay bringing in their produce. Updating the chief minister about the other logistics being put in place for the season, Khanna said in case the West Bengal government, which had ordered closure of jute mills till April 6, does not open the same, the shortage of bales in Punjab would be met through PP bags, which are currently under production. Of the five lakh bales needed, 2.5 lakh have been received so far, he added. All arrangements are in place for sanitisation and distribution of masks to procurement agency staff and farmers (through arhtiyas), said Khanna, adding that segregation and marking was being done at the mandis for social distancing. The bales would also be kept at a distance, he said, adding that during peak season, stocks would be accepted only from farmers carrying tokens issued by the administration/police. CHS VSD ABMABM

Lucknow, Feb 18 () The Uttar Pradesh government in its Budget 2020-21, presented in the state Assembly on Tuesday, has laid emphasis on developing metro networks, airports and expressways, besides fixing a target to build four lakh houses for weaker sections by March 2021."A target of constructing 4 lakh houses for weaker sections has been fixed by March 2021. Metro rail service is available in Lucknow, Ghaziabad and Noida. Work of Regional Rapid Transit System from Delhi to Meerut is in progress. An arrangement of Rs 900 crore made for it," Finance Minister Suresh Kumar Khanna said in his budget speech.An arrangement of Rs 358 crore is proposed for Kanpur Metro Rail Project and Rs 286 crore proposed for Agra Metro Rail Project. Besides, there are proposals for Metro Rail projects in Gorakhpur and other cities and an arrangement of Rs 200 crore is proposed for the purpose.An arrangement of Rs 50 crore proposed for setting up Rashtriya Prerna Sthal in Lucknow, he said.In the budget, a provision of Rs 2,000 crore has been made for about 637 km long 'Ganga Expressway' from Meerut to Prayagraj, which will be the longest expressway of the country and Rs 2,000 crore for 'Noida International Greenfield Airport' at Jewar in Gautambuddh Nagar (Noida).The budget has also earmarked Rs 500 crore for Ayodhya Airport and Rs 92.5 crore for airports under the Regional Connectivity Scheme. Lucknow, Feb 18 () The Uttar Pradesh government on Tuesday presented a Rs 5,12,860.72 crore budget for FY 2020-21, which also includes Rs 500-crore allocation for constructing an airport in Ayodhya. The budget, the size of which is Rs 33,159 crore more than previous year's budget, has provisions for new schemes worth Rs 10,967.87 crore. For development of the pilgrim city Ayodhya as a tourist spot, the budget has earmarked Rs 85 crore and another Rs 10 crore for renovation of Tulsi Smarak Bhawan there. Among other major allocations for Ayodhya, where the construction of a Ram temple is expected to begin in couple of months, was Rs 500 crore for an airport. The budget also earmarked Rs 180 crore for setting up a cultural centre in Varanasi and Rs 200 crore for expansion and beautification of Kashi Vishwanath temple. Finance Minister Suresh Kumar Khanna presented the budget in the state assembly in the presence of Chief Minister Yogi Adityanath. This is the fourth budget of the Yogi government. BSP leader Lalji Verma described the budget as "directionless", to which Speaker Hriday Narain Dixit said that the members would get opportunity to speak during discussion on the budget. As per the budget estimate for 2020-21, total receipts of Rs 5,00,558.53 crore are estimated. This includes Rs 4,22,567.83 crore by way of revenue and Rs 77,990.70 crore by way of capital receipts. Revenue receipts include Rs 3,18,884.17 crore by way of tax revenue share, which includes Rs 1,66,021 crore by way of the state's own tax revenue and Rs 1,52,863.17 crore by way of the state's share in the central taxes. Total state expenditure is estimated at Rs 5,12,860.72 crore, which includes Rs 3,95,116.95 crore by way of revenue expenditure and Rs 1,17,743.77 crore by way of capital expenditure. After deducting total expenditure from the receipts of consolidated fund, a deficit of Rs 12,302.19 crore is estimated. Net receipts of Rs 8,500 crore are estimated from public account. Fiscal deficit of Rs 53,195.46 crore is estimated in the financial year 2020-21, which is 2.97 per cent of the Gross State Domestic Product estimated for this fiscal. A revenue saving of Rs 27,450.88 crore is estimated in the year 2020-21. The state's debt liability is estimated to be 28.8 per cent of the state's Gross Domestic Product. ABN SMI MKJ
