New Delhi: Realty firm <keyword id="20847750" type="General" weightage="20" keywordseo="house-of-hiranandani" source="keywords">House of Hiranandani</keyword> will invest Rs 3,200 crore to redevelop five housing societies in <keyword id="19895282" type="General" weightage="20" keywordseo="mumbai" source="keywords">Mumbai</keyword>. The company has presence in <keyword id="19932542" type="General" weightage="20" keywordseo="mumbai-metropolitan-region" source="keywords">Mumbai Metropolitan Region</keyword> (MMR), Bengaluru, Hyderabad and Chennai. The company said it has signed additional redevelopment projects of 17 lakh square feet with a GDV (Gross Development Value) of Rs 5,000 crore. "The company has entered into registered development agreements with five major housing societies in Chembur and plans to invest Rs 3,200 crore," House of Hiranandani said in a statement. These five housing societies in Chembur comprising 459 tenants include redevelopment of Maitri Park in Chembur East, admeasuring about 9 acres and <keyword id="23131883" type="General" weightage="20" keywordseo="shrinagar-society" source="keywords">Shrinagar Society</keyword> in Chembur West, a cluster of four societies admeasuring about six acres. The company said it is in the process of securing necessary approvals and plans to complete the redevelopment within the next 4-5 years. <keyword id="23140485" type="General" weightage="100" keywordseo="surendra-hiranandani" source="keywords">Surendra Hiranandani</keyword>, Chairman and Managing Director, House of Hiranandani said, "Redevelopment of established societies is a new opportunity that House of Hiranandani would like to explore. Today, Mumbai city has no space for expansion. The older regions of Mumbai are full of old and dilapidated buildings with insufficient infrastructure." "Considering the scarcity of space, redevelopment of these buildings is an ideal solution that can unlock the potential of these spaces, create world class infrastructure and amenities for the residents and also transform the clogged spaces into planned sustainable and liveable communities," he said. House of Hiranandani has an experience of over four decades in the real estate industry. Along with residential, House of Hiranandani has also constructed over 12 mn square feet of area in the commercial sector. Till date, House of Hiranandani has delivered 25,375 homes and developed 45.82 million square feet of residential and commercial real estate.

Some say prices could tumble as much as 30%, while alternative opinion from the builder community has opined prices will remain steady and demand will go up. 
 The Hiranandanis engaged in the real estate sector, however, feel it will be an extremely favorable year for <keyword id="6371902" type="UNKNOWN" weightage="20" keywordseo="home-buyers">home buyers</keyword> on back of strong reforms implemented in 2016. 
 According to <keyword id="1294081" type="PERSON" weightage="20" keywordseo="Surendra-Hiranandani">Surendra Hiranandani</keyword>, Chairman and Managing Director of <keyword id="3018793" type="UNKNOWN" weightage="20" keywordseo="House-of-Hiranandani">House of Hiranandani</keyword>, buyers should exploit the first quarter of 2017 to cash in on some excellent deals in the real estate sector. 
 
He explains why – “To begin with, borrowing rates are expected to taper off in 2017 given the huge influx of money in the banks post demonetisation. This can set off a cycle, wherein lower rates of interest will direct borrowers to avail more loans at attractive interest rates. In future, owing to low returns it will not be feasible to park one's savings in bonds or fixed deposits, so consumers will prefer to buy property in the future.” 
 
Notably, a simple back of the hand calculation shows that a 1% reduction in home loan rates will lead to almost 7.5% savings in EMI, thereby putting more money in the hands of the consumers. 
 
The official economy will see a positive growth in the following months, elevating the purchasing power of the consumer, encouraging the consumers to invest more. But there is a reason why Surendra is stressing on buyers acting swiftly - “Home buyers can get excellent deals in the market as the industry has just begun to adjust to the new rules. This holds true especially for the first quarter of the year as most developers will look to sell existing inventory, so consumers must make the most of this opportunity and purchase property at attractive prices. New launches, however, will get impacted early on so the demand for available inventory and ready to move in homes will increase." 
 
He adds - "The rise in demand will ensure that prices remain firm and start the ascent once again. So, it will only benefit those buyers who act swiftly and purchase the property in the interim period." 
 
Developers will stand to gain too 
 
While the first three months may test the waters for the real estate sector, as the year progresses the tide will turn in favor of the developers as well. There will be a spurt in demand as buyers will return to the market owing to attractive rates and good deals. 
 
Surendra says - "The coming year will also see the demand shift from secondary market to primary construction owing to erosion of cash-linked sales. This will lead to better inventory utilization and ensure launch of new projects in the second half of the year. We can also expect significant foreign investments in the sector and increased participation from financial institutions, owing to better transparency and credibility post the policy changes initiated last year." 
 
Also, Demonetization will not affect the established players as transactions take place only through the legal route. The commercial real estate sector will also not be hurt as they cater to office/industrial leasing where all transactions are done through banking channels. 
 
The demographics of our country, Surendra says, ensure that the real estate sector needs to grow to meet the demands of an ever growing economy. India is currently growing at 6% per annum, but could reach double digits by 2019 if deregulation is in place.

	But more needs to be done and Hiranandani tells us exactly what!
 

	1. Granting ‘industry status’ to the <keyword id="6354553" type="COMPANY" weightage="100" keywordseo="real-estate">real estate</keyword> sector
 

	Getting industry status has been a long pending demand of the real estate sector as developers can avail finances at cheaper rates from financial institutions that will spur economic growth. Currently most industry rules are applicable to the sector, but denial of industry status for funding will only worsen the slowdown in demand because of erosion of capital. 
 

	2. Provision for additional interest exemption/tax-saving on housing loans
 

	The current tax deduction limit of Rs 2 lakhs is not sufficient considering the inflation rates prevailing today. The government should look at increasing the interest deduction limit to Rs 3 lakhs for new home buyers. Similarly, tax concessions on house insurance premiums can be introduced to encourage end users to insure their homes. 
 

	3. Simplification of taxes: Promote REITs (Real Estate Investment Trusts) and remove roadblocks such as <keyword id="375780" type="ORGANIZATION" weightage="100" keywordseo="DDT">DDT</keyword> (Dividend Distribution Tax) 
 

	There hasn’t been a single REIT listing in India since its inception and we attribute this to the existence of DDT (currently 15%). Removal of DDT (tax levied on the dividend paid to investors) will result in a rush of investment in REITs and this could prove to be decisive for the sector. Additionally, REITs offer the benefits of diversification, safety and easy exit. Simplifying the tax system will provide a major lift to the industry.
 

	4. Additional allocation of funds for infrastructure development 
 

	This will lead to affordable housing. With the government’s ‘<a href="http://www.businessinsider.in/Housing-for-All-Budget-2016-expectations/articleshow/50901695.cms">Housing for All by 2022</a>’ initiative under way, it is imperative to allot new land on the outskirts of metropolitan areas in order to promote affordable housing. Incidentally, the government’s target to provide 20 million houses over the next six years can be met if the government and the developers join in the hip in creating unique urban townships. Meanwhile, the government must allocate an amount exclusively for developing infrastructure and improving connectivity in the peripheral areas of cities, especially the metros.

Budget 2016: One of India’s biggest realtor, Surendra Hiranandani says the sector needs ‘Industry’ status to survive

<ul><li>We expect the budget to push for investment in infrastructure, relax <keyword id="6354751" type="UNKNOWN" weightage="20" keywordseo="income-tax">income tax</keyword> slabs, assist the private sector and announce more measures that will boost the real estate industry. </li><li>There is an urgent need to address the challenge of liquidity faced by the sector, especially after the NBFC crisis. </li><li>An increase in the existing ₹2-lakh tax rebate on home loan interest rates will once again be a good move. This could result in higher demand for <keyword id="35061" type="ORGANIZATION" weightage="20" keywordseo="housing">housing</keyword> especially in the affordable and mid-segment categories.</li></ul>Given the policy reforms undertaken by the government over the last few years, we are hopeful that the upcoming budget will provide much needed stimulus to the real estate sector. We expect the budget to push for investment in infrastructure, relax income tax slabs, assist the private sector and announce more measures that will boost the real estate industry. There are a few key points that should be looked into by the government in the upcoming Budget that will positively impact the real estate industry. There is an urgent need to address the challenge of liquidity faced by the sector, especially after the NBFC crisis. Liquidity will enhance sentiment in the market with a steady supply of ready to move in homes. If the challenge is not treated on priority, it will hamper the confidence of developers as well as buyers which may severely impact the sector as well as economic growth. Quick allotment of the Alternative Investment Funding with an initial aid of ₹25,000 crore needs to be executed on priority basis. Another measure can be reviving the Input Tax Credit for the housing sector. After reduction in GST rates, the government had withdrawn the Input Tax Credit. Its revival can provide relief to the developers and housing can be made available at a lower cost. How to get more people to buy homes In order to push the fence sitters to buy homes, along with the existing subsidies on <keyword id="136927" type="ORGANIZATION" weightage="20" keywordseo="affordable-housing">affordable housing</keyword>, there is a need for deductions in personal taxation. This measure can go a long way in boosting overall consumer demand and help in lifting the economy. An increase in the existing ₹2-lakh tax rebate on home loan interest rates will once again be a good move. This could result in higher demand for housing especially in the affordable and mid-segment categories. Interest rates on <keyword id="35519" type="PERSON" weightage="20" keywordseo="home-loans">home loans</keyword> need to be reduced. Reduction in stamp duty to at least an extent of 50% can also help raise demand. While these are the demands that need to be resolved on a priority basis, the following are some demands that have been pending for some time, and , if cleared, it can help in reviving the sector considerably. Since a long time the real estate sector needs an industry status which can help them with finances at a lower cost, especially at times when availability of funding is a major headwind for the industry. Single window clearance can aid in quick approvals and execution of the project. There is need to redefine ‘affordable housing’ As per GST and income-tax laws, a house has to meet the dual condition of not exceeding 60 square metres of carpet area and a price cap of ₹45 lakh to avail of reduced GST rate of 1% for affordable housing and also the benefit of tax exemption for such projects. However, this condition related to price cap of ₹45 lakh needs to be extended. Affordable housing will be a major growth driver in real estate. However there are other multiple concerns such as unavailability of urban land at reasonable prices, rising costs of construction, high taxes, regulatory issues and unfavourable development norms owing to which developers are hesitant to enter into this segment. The momentum of infrastructure development should continue so that growth is decentralised and migration to urban areas remains under control. In conclusion, it can be said that implementation of these measures will revive real estate growth to a great extent and give a boost to demand, which in turn will revive the economy. We are hopeful that the upcoming budget will chart out fresh stimulus in terms of bold fiscal measures for real estate sector to outperform its growth traction. The massive push for improvement in infrastructure including outlay for roads, railways and development of smaller airports to improve connectivity will benefit the <keyword id="6354553" type="COMPANY" weightage="100" keywordseo="real-estate">real estate</keyword> sector in the long run. The abolishment of <keyword id="375780" type="ORGANIZATION" weightage="100" keywordseo="DDT">DDT</keyword> is a welcome move and will put the REIT structure in India at par with global standards. The finance minister also announced certain other measures to bring investment into the real estate sector, while giving special emphasis on affordable housing, few long pending demands of the real estate sector were not met in the budget. Industry status to the real estate sector, single window clearance, tax concessions on home <keyword id="35450" type="COMPANY" weightage="100" keywordseo="insurance">insurance</keyword> premiums are some of the measures that could have significantly boosted the sentiments in the sector. 
 
I have listed below few key points offered to the real estate sector by the government in the budget. 
 
Removal of Dividend Distribution Tax (DDT) on Real Estate Investment Trusts (REITs): DDT has long been one of the biggest hurdles that made REIT financially unviable for Indian commercial stakeholders. Removal of DDT (tax levied on the dividend paid to investors) will result in a rush of investment in REITs and this could prove to be decisive for the sector. This will help developers raise funds and will also effectively address issues pertaining to transparency, liquidity and execution of property developments across the country, that will spur growth in the future. 
 
Boost for first time home buyers: By introducing an additional interest deduction of Rs 50,000 on home loans not exceeding Rs 35 lakhs, and the value of homes not exceeding Rs 50 lakhs the budget has given some reason to cheer to the first time home buyers. This could boost demand for housing in smaller cities where the cost of ownership is on the lower side. However, this will make little or no difference if one is buying a property in any metro city in India where housing prices are significantly higher. So, the relief will not make any material difference to the sector. 
 
Modernization of land records under digital India initiatives: The government has provided Rs150 crores for modernization of land records which aims at ushering in the system of providing online access of land details and plugging of loopholes. This is a welcome move for the sector as the integrated land management system will not only increase the transparency in the whole system but will also expedite the process of land acquisition and enable holistic growth. 
 
Tax deduction for construction of affordable housing: The <keyword id="6355686" type="COMPANY" weightage="100" keywordseo="Service-tax">service tax</keyword> exemption for developers focusing on affordable housing with unit sizes not exceeding 30 square meters in the larger cities and 60 square meters in the smaller cities is definitely a positive move and will encourage private participation as well. This will increase profits making it easier for the developer to attract foreign and domestic <keyword id="6362476" type="ORGANIZATION" weightage="100" keywordseo="investments">investments</keyword> in housing projects. It is in line with the governments vision to boost affordable housing. It will be a challenge though for developers to deliver in the three year time frame given the lack of single window clearance for the projects. 
 
Tax relief on HRA: The increase in reduction limit from Rs 24,000 per annum to Rs 60,000 per annum is a welcome move and will give the much needed push to rental housing across major cities in India. It could also boost demand in the long run.
