Foreign investors in India may get some relief from tax surcharge after Prime Minister's intervention

 "Tax rates for FPIs will come down by up to 7%, back to the pre-budget levels, and this removes the anomaly created by the Budget 2019,” Rajesh Gandhi, a partner at Deloitte India, told the Economic Times. But the damage had already been done. The rupee has fallen to its lowest level since December 2018 and much of it has to do with foreign investors pulling out dollars in haste. A weaker rupee would mean India will have to pay more for crude oil and that in turn will increases prices of other essential items. And India imports over 80% of all the crude oil it needs. India lost ₹15 trillion trying to make ₹14 billion from tax surcharge on investors

New Delhi, Nov 17 () Foreign portfolio investors (FPIs) pumped in a net sum of Rs 19,203 crore into the domestic capital markets in the first half of November amid encouraging domestic and global factors.
 According to the latest depositories data, overseas investors infused a net amount of Rs 14,435.6 crore into equities and Rs 4,767.18 crore into the debt segment during November 1-15, taking the total net investment to Rs 19,202.7 crore.
 Prior to this, FPIs had poured a net Rs 16,464.6 crore in October and Rs 6,557.8 crore in September into the domestic capital markets (both equity and debt).
 "The consistent flows depict that FPIs are fast gaining confidence in the Indian equity markets, after they made harried exit in the months of July and August, due to measures such as rollback of super-rich surcharge, merger and recapitalisation of PSU banks, relief measures for the revival of automobile sector, rationalization of corporate tax rates among others," said Himanshu Srivastava, senior analyst manager research at Morningstar Investment Adviser India.
 On the global front, the major factor contributing towards FPI inflows is expectation of a trade deal between the US and China, said Arun Mantri, technical and derivative analyst at Karvy Stock Broking. 
 However, at the current juncture, further FPI flows will mostly depend on both the global and domestic headwinds and how the government tackles the ongoing slowdown in the Indian economy, Mantri added. SRS

FPIs infuse Rs 19,203 cr into Indian capital markets in Nov so far

New Delhi, Nov 27 () Investors pumped nearly Rs 24,000 crore in equity mutual funds during July-September quarter this year, a surge of 35 per cent from the preceding quarter, mainly due to the rollback of FPI surcharge, corporate tax cut and anticipation of more reforms, according to a report.
 The inflow pushed the asset base of equity mutual funds (MFs) to Rs 7.24 lakh crore by September-end from Rs 7.23 lakh crore at the end of June.
 According to a Morningstar report, equity category witnessed flows to the tune of Rs 23,874 crore in September quarter as compared to an inflow of Rs 17,680 crore in June quarter.
 Over 25 per cent (more than Rs 6,000 crore) of the net flows have been directed toward the large-cap category as investors preferred to put money in the top 100 stocks by market capitalisation because the segment has been the most resilient over the past year.
 "The incumbent government's efforts have also led to most of the new money being allocated to the large-cap category. Some of the government's policy changes, including the rollback of FPI surcharge, corporate tax cut, PSU recapitalisation, and anticipation of reforms have also aided in ensuring a steady stream into large-cap funds," the report noted.
 Overall, the equity category witnessed net flows averaging at over Rs 25,000 crore between between April 2018 and December 2018. Post that, there was a sharp drop in the money infusion in the quarter ended March 2019 to Rs 17,876 crore. This trend seemed to have continued into the following quarter with fund flows of around Rs 17,680 crore in June quarter 2019, it said.
 However, the equity category witnessed a surge in inflow in September quarter with the segment attracting flows to the tune of Rs 23,874 crore.
 Significant corrections in some of the mid-cap and small-cap stocks and broader index, sell-off by foreign portfolio investors (FPIs) owing to market uncertainty, and liquidity concerns in small- and mid-cap companies seem to have impacted overall flows in equity mutual funds, the report noted.
 "Having said that, mutual funds continue to hold fort with the help of a strong systematic investment plan (SIP) book," it added.
 SIP is an investment vehicle that allows investors to invest small amounts periodically instead of lump sum payment. The frequency of investment is usually weekly, monthly or quarterly. It is similar to a recurring deposit where investors deposit a small or fixed amount every month.
 Overall, mutual fund flows have been growing consecutively for the past three quarters. Net inflow was Rs 46,578 crore for the September quarter, an increase of 10 per cent compared to Rs 42,357 crore in June quarter.
 On the domestic front, markets have remained extremely polarised over the past quarter. 
 Despite an overall slowdown, the BSE Sensex experienced a massive run-up and crossed the 40,000 threshold on June 3, 2019, owing to a fall in crude oil prices and expectations of government reforms, such as an interest rate cut.
 Besides, a euphoria around reduction of corporate taxes was another major factor that led to an upswing in the markets, the report said. SP

Investors pump Rs 24,000 cr in equity mutual funds in Jul-Sep: Report

New Delhi, Feb 13 () Foreign investors turned net buyers in the Indian markets in the December quarter, pumping in a staggering USD 6.3 billion on the back of the government's intent to bring reforms for supporting the economic growth. This comes following a net outflow of USD 3.22 billion by foreign portfolio investors (FPIs) in the quarter ended September 2019. According to a Morningstar report, foreign investors started the quarter on a subdued note as they turned risk-averse with fears of a global recession and trade wars gaining momentum. Moreover, the slowdown in the Indian economy, paired with world bodies like the International Monetary Fund, the Asian Development Bank, and Moody's cutting India's growth forecasts, also dented sentiments, it added. "The scenario improved as the quarter progressed largely on the back of the government's intent to bring reforms and changes which are necessary for the economy to grow," the report noted. Since August, the government has announced a series of measures to revive the economy and regain the confidence of foreign investors. Some of the prominent measures included a roll-back of the superrich surcharge, the merger and recapitalisation of public sector banks, increased liquidity support for housing finance companies, and NBFCs, relief measures for the revival of the automobile sector, a bailout package for stalled projects in the real estate sector, and most significantly, rationalisation of corporate tax rates. "Gradually, these measures started to find favour among foreign investors as they started returning to the Indian equity markets. Better-than-expected earnings growth also encouraged investors," Morningstar said. As per the report, FPIs went on a buying spree through the quarter ended December 2019 notably, they were net buyers in all three months of the quarter as they pumped in net assets worth USD 6.31 billion. Also, the value of FPI investments in Indian equities surged significantly during the quarter under review largely due to huge inflows from such investors with gains posted by the Indian equity markets. The value of FPI investments in Indian equities stood at USD 432 billion, which is considerably higher than the USD 402 billion recorded in the previous quarter. This was the highest in the last eight quarters, with the previous high of USD 442 billion during the three months ended December 2017. In order to revive the auto sector, the government has chosen to lift the ban on the government bodies to replace their old vehicles for new ones. Here's everything that the Indian Government has done to revive the economy

New Delhi, Dec 1 () Mutual funds focussed on investing in fixed-income securities saw an outflow of over Rs 5,000 crore in July-September this year, after registering an infusion of Rs 19,700 crore in the preceding quarter, mainly on account of a massive pullout from liquid and credit risk categories.
 Although most individual categories that invest in fixed-income securities or debt funds saw a rise in flows compared with the last quarter, outflow from liquid and credit risk categories were significant enough to negate most of the positive flows in other categories.
 According to Association of Mutual Funds in India (Amfi), mutual funds that invest in fixed-income securities saw an outflow to the tune of Rs 5,061 crore in the three months ended September 30, 2019 compared with an inflow of Rs 19,691 crore in the previous quarter.
 Despite the outflow, the asset base of debt mutual funds marginally rose one per cent to Rs 1.01 lakh crore by September-end from Rs 1 lakh crore at the end of June.
 A total of Rs 15,862 crore was taken out from liquid funds, while the withdrawal from credit risk funds stood at Rs 8,032 crore, a fifth consecutive quarter of negative flow.
Debt funds are considered to be less risky, with investors taking comfort in being able to hedge their risks by parking hard-earned money in instruments that provide better returns than bank fixed deposits.
However, a spate of multiple rating downgrades and the aftereffects impacted the flows in the debt market.
 "Credit risk funds (which invest in riskier debt securities) have been under tremendous pressure over the last year because of a spate of downgrades. Instances where corporate bond papers with the highest rating have been directly downgraded to a default have thrown a spanner in the works," Morningstar said.
 "As investors rushed in to redeem their investments in debt funds, the asset base of the impacted funds eroded sharply. Moreover, the value of the downgraded instruments artificially increased as debt-fund managers were forced to exit their liquid investments to meet the redemption requests," it added.
 Although regulators have been trying to bridge gaps and bring in more transparency regarding how to deal with the losses arising out of such downgrades, the exodus of funds has risen each quarter for the last 15 months.
 Moreover, investors are now opting to invest in banking &amp; PSU funds and corporate bond funds, which have a high allocation to highest rated bonds.
 The corporate bond fund category saw inflows to the tune of about Rs 6,717 crore, while the banking &amp; PSU funds received flows worth Rs 10,749 crore over the quarter, the highest among the fixed-income segment.

The Scheme of Fund for Upgradation and Regeneration of Traditional Industries’ (SFURTI) envisions setting up 100 new clusters during 2019-20 which will aid 50,000 artisans. The Scheme contemplates to set up 80 Livelihood Business Incubators (LBIs) and 20 Technology Business Incubators (TBIs) in 2019-20 to develop 75,000 skilled entrepreneurs in agro-rural industry sectors. FDI &amp; Disinvestment The Government will examine suggestions of further opening up of FDI in aviation, media (animation, AVGC) and insurance sectors in consultation with all stakeholders. 100% Foreign Direct Investment (FDI) will be permitted for insurance intermediaries. Local sourcing norms will be eased for FDI in single brand retail sector. I propose to increase the statutory limit for foreign portfolio investors (FPI) investment in a company from 24% to sectoral foreign investment limit with option given to the concerned corporates to limit it to a lower threshold. FPIs will be permitted to subscribe to listed debt securities issued by ReITs and InvITs. The cumulative resources garnered through Infrastructure Investment Trusts (InvITs), Real Estate Investment Trusts (REITs) and toll operate transfers exceeded ₹24,000 crore. Government is setting an enhanced target of ₹1,05,000 crore of disinvestment receipts for the financial year 2019-20. Pradhan Mantri Gram Sadak Yojana phase III will look to upgrade 1,25,000kms of roads over the next five years, with an estimated cost ofRs 80,250 crore. Water &amp; Sanitation Ensuring India’s water security and providing access to safe and adequate drinking water to all Indians is a priority of the Government. A new Mantralaya will look at the management of water resources. It will work to ensure Har Ghar Jal (piped water supply) to all rural households by 2024 under the Jal Jeevan Mission. More than 95% of cities also have been declared ODF. More than 45,000 public and community toilets across 1700 cities have been uploaded on Google maps, covering more than 53% of India’s urban population. Women &amp; Education An amount of₹400 crore has been provided under the head, “World Class Institutions”, for FY 2019-20, more than three times the revised estimates for the previous year. I propose to start a programme, ‘Study in India’, that will focus on bringing foreign students to study in our higher educational institutions For every verified women SHG self-help group member having a Jan Dhan Bank Account, an overdraft of 5,000 shall be allowed. One woman in every SHG will also be made eligible for a loan up to1 lakh under the MUDRA scheme. Banks &amp; NBFCs Public Sector Banks are now proposed to be further provided ₹70,000 crore capital to boost credit for a strong impetus to the economy. For purchase of high-rated pooled assets of financially sound NBFCs, amounting to a total of Rupees one lakh crore during the current financial year, Government will provide one time six months' partial credit guarantee to Public Sector Banks for first loss of up to 10%. Reserve Bank of India (RBI) is the regulator for NBFCs.However, RBI has limited regulatory authority over NBFCs.Appropriate proposals for strengthening the regulatory authority of RBI over NBFCs are being placed in the Finance Bill. I am proposing to return the regulation authority over the housing finance sector from NHB to RBI. To facilitate on-shoring of international insurance transactions and to enable opening of branches by foreign reinsurers in the International Financial Services Centre, it is proposed to reduce Net Owned Fund requirement from₹ 5,000 crore to₹1,000 crore. India’s sovereign external debt to GDP is among the lowest globally at less than 5%. The Government would start raising a part of its gross borrowing programme in external markets in external currencies. Lowering Tax We continue with phased reduction in corporate tax rates. Currently, the lower rate of 25% is only applicable to companies having annual turnover up to ₹250 crore. I propose to widen this to include all companies having annual turnover up to ₹400 crore. This will cover 99.3% of the companies. Our government will provide additional income tax deduction of ₹1.5 lakh on the interest paid on loans taken to purchase electric vehicles. This amounts to a benefit of around ₹2.5 lakh over the loan period to the taxpayers who take loans to purchase electric vehicle. Interest paid on housing loans is allowed as a deduction to the extent of ₹2 lakh in respect of self-occupied property. I propose to allow an additional deduction of up to ₹1,50,000 for interest paid on loans borrowed up to March 31, 2020 for purchase of an affordable house valued up to₹45 lakh. This will translate into a benefit of around ₹7 lakh to the middle class home-buyers over their loan period of 15 years. Levying taxes I propose to levy tax deducted at source TDS of 2% on cash withdrawal exceeding ₹1 crore in a year from a bank account. Business establishments with annual turnover more than ₹50 crore shall offer such low cost digital modes of payment to their customers and no charges or Merchant Discount Rate shall be imposed on customers as well as merchants. I propose to enhance surcharge onindividualshaving taxable income from ₹2 crore to ₹5 crore and ₹5 crore and above so that effective tax rates for these two categories will increase by around 3 % and 7 % respectively. Duties Import of defence equipment that are not being manufactured in India are being exempted from basic customs duty. To encourage domestic publishing and printing industry, 5% custom duty is being imposed on imported books. I propose to increase Special Additional Excise duty and Road and Infrastructure Cess each by one Rupee a litre on petrol and diesel. It is also proposed to increase custom duty on gold and other precious metals from 10% to 12.5%. Nominal basic excise duty is being imposed on tobacco products and crude oil. Aadhar &amp; Startups I propose to consider issuing Aadhaar Card for Non-Resident Indians with Indian Passports after their arrival in India without waiting for 180 days. I propose to make PAN and Aadhaar interchangeable and allow those who do not have PAN to fileIncome Taxreturns by simply quoting their Aadhaar number andalso use it wherever they are required to quote PAN.
