The reduction is already underway, with Canada issuing 35 percent fewer study permits this year compared to previous years. Moving forward, the Canadian government plans to decrease these permits by an additional 10 percent in 2025, lowering the number of new permits issued from 4,85,000 in 2024 to 4,37,000 in the following year. "Immigration is an advantage for our economy - but when bad actors abuse the system and take advantage of students, we crack down," he said. The department outlined a plan to stabilise the intake of study permits at the reduced figure for 2026, ensuring that the numbers remain consistent with 2025. To address the importance of advanced degree holders, the government will set aside approximately 12 percent of available study permits for master's and doctoral candidates. These students will need to provide a letter from their respective province or territory, recognising the significant contributions they can make to the Canadian workforce. <keyword id="19946179" type="General" weightage="20" keywordseo="marc-miller" source="keywords">Marc Miller</keyword>, Canada’s Minister of Immigration, Refugees, and Citizenship, said that the changes are part of a larger effort to ensure a well-regulated and sustainable immigration system. “Not everyone who wishes to come to Canada will be granted entry, and not everyone currently residing here will be able to remain indefinitely. It is our duty to safeguard the integrity of our immigration policies, and we are committed to adapting them to meet today’s evolving challenges,” he said. Canada to cut study permits for International students by 35%, Indian students to be impacted

<keyword id="19896882" type="General" weightage="20" keywordseo="canada" source="keywords">Canada</keyword> is looking at the possibility of putting a cap on the number of international students to help reduce the surge in demand for housing and fix the system that has gone out of control, Immigration Minister <keyword id="19946179" type="General" weightage="20" keywordseo="marc-miller" source="keywords">Marc Miller</keyword> has said, a move that is likely to affect Indian students. The remarks by Miller came on Sunday as the federal government of Prime Minister <keyword id="1740494" type="General" weightage="20" keywordseo="justin-trudeau" source="Orion">Justin Trudeau</keyword> faced criticism for welcoming an increasing number of immigrants - both permanent and temporary residents - while the country faces an acute housing shortage. In an interview with CTV News, Miller said the federal government will need to have talks with provincial governments "to make sure that the provinces that have not been doing their jobs actually rein in those numbers on a pure volume basis." "That volume is disconcerting," Miller said, in reference to the number of international students in Canada. "It's really a system that has gotten out of control." A cap on international students would not be a "one-size-fits-all solution" to housing shortages across Canada, Miller noted. But he did not reveal the size of the reduction the government is planning on making. India was the first among the top ten origin countries of study permit holders in 2022 in Canada, with a total of 319,000 students. Meanwhile, new reporting by The Canadian Press news agency - citing internal documents obtained through an access to information request - shows the federal government was warned by public servants two years ago that its ambitious immigration targets could jeopardise housing affordability. The Liberals have set targets aiming to bring in 485,000 immigrants this year, and 500,000 in both 2025 and 2026. Temporary residents, largely international students and migrant workers, are another part of the equation, with more than 300,000 of them arriving in Canada in just the third quarter of last year. Miller said he will be looking in both the first and second quarter of this year at possibly setting a cap on international students to help reduce the demand for housing. When asked why the government is only considering a cap now, when the idea of one has been floated for months, Miller said there's a need to sort out numbers on a federal level before looking with "a little more granularity" at what individual academic institutions are doing in different provinces, possibly profiting off bringing in more international students. "We need to be doing our jobs and making sure that we have a system that actually makes sure people have a financial capability to come to Canada, that we're actually verifying offer letters," Miller said. "And now it's time for us to have a conversation about volumes and the impact that that is having in certain areas." When pressed further on the number of international students coming to Canada far outpacing the number of homes the federal government has announced it's planning to help build, Miller also said housing is only part of the calculation when it comes to immigration targets. The pressing need to bring down the average age of the workforce also needs to be taken into consideration, he said. And while he wouldn't give specifics, Miller said a cap on international students is something the federal government is considering, "and will continue to consider." "We have a sense of what those numbers would look like, what the reduction of those numbers looks like, out of courtesy to my colleagues in the provinces, those are discussions that we're first going to have around the negotiating table," he said, adding the financial needs of academic institutions is also a factor.

I was enamored by the lush green campus filled with flowers and fountains, just a half-hour drive from South Beach. The distance from my hometown was an added bonus. But with a whopping cost of attendance of over <a target="_blank" href="https://irsa.miami.edu/_assets/pdf/Documents/CDS1011.pdf">$50,000 per year</a> at the time (including fees, room, and board), I'd definitely have to take out student loans.Similarly, <a target="_blank" href="https://www.businessinsider.com/college-nyu-fresham-move-overwhelming-2023-9">NYU</a> offered the excitement of living in a big city, but the <a target="_blank" href="https://www.cnbc.com/2012/10/04/Most-Expensive-Colleges:-2012-2013.html">tuition fees nearing $60,000 per year</a> were daunting.I began filling out applications to <a target="_blank" href="https://www.businessinsider.com/best-public-state-universities-compared-to-ivy-harvard-jobs-2023-7">state schools</a>, a more affordable option. But I couldn't quite give up my dream of moving further away and having an adventure.<h2 id="043029b2-21db-434e-a82f-8e9ab3fa8aeb">I started looking into colleges outside the US</h2>I wanted to meet new people, explore new places, and get a fresh start. Maybe if I could get away from memories of middle-school bullies and awkward encounters with boys, I could finally start to enjoy studying again.My parents had bought me a big book of colleges, which I haphazardly flicked through while watching TV. Then, something caught my eye. Not all the colleges in the book were American; some were overseas, and those were cheaper, a lot cheaper."Can I visit <a target="_blank" href="https://www.businessinsider.com/the-best-universities-in-every-country-2014-7#ireland-trinity-college-dublin-15">Trinity College Dublin</a>?" I asked my parents. But they weren't fans of this idea. Europe was far away, and going back and forth would be expensive. Would European degrees be valid in the US? There were too many variables.So I proposed a closer option: <a target="_blank" href="https://www.businessinsider.com/college-tuition-costs-usa-canada-england-2017-3">McGill University </a>in Montreal. It was well-known in the US and just a 1.5 hour flight from Philadelphia. You could even take the train. The costs were significantly cheaper than my other favorites: around $25,000 for the year, including room and board.<h2 id="8416f662-2e81-40fa-b741-48b225dfc14a">Deciding on Montreal came with challenges</h2>During my first <a target="_blank" href="https://www.businessinsider.com/day-in-the-life-montreal-canada-paris-of-north-america-2024-6">visit to Montreal</a>, I knew it was the place for me. I loved the narrow streets of the Old City, the plazas, the bars, and the restaurants. I also found the school appealing. I felt that this was a place where I'd be free to do things my way. I liked the independent approach to student life, with most students moving off-campus after their first year.When I went back to my high school, I pushed harder on my academic efforts than before. I studied hard in my French class, got a few letters of recommendation, and took the ACTs and <a target="_blank" href="https://www.businessinsider.com/digital-sat-test-easier-expert-2024-3">SAT subject tests</a>. Finally, I got the score I needed for admission.Leading up to graduation, I started to have cold feet. I'd be leaving all the friends I'd made in the last few years and starting completely from scratch. Did I really want to do this? Some friends thought it was cool that I was <a target="_blank" href="https://www.businessinsider.com/moving-to-canada-from-us-differences-pros-cons-guns-drugs-2023-12">moving to Canada</a>, but others found it odd. The following has been edited for length and clarity.I <a target="_blank" href="https://www.businessinsider.com/moved-to-usa-denmark-pros-prefer-america-2024-3">moved to the US</a> when I was 17, with ambitions of being a journalist.I grew up in Gurugram, India, and moved to New Jersey in 2012 for my undergraduate degree. I studied journalism, media studies, and business management at Rutgers University.I worked with major US news outlets during and after college and wanted to keep working in America, but couldn't secure an <a target="_blank" href="https://www.businessinsider.com/us-startups-sponsor-h1b-work-visas-2024-1">H-1B work visa</a>. I returned to India feeling defeated. Five years later, I <a target="_blank" href="https://www.businessinsider.com/english-man-moved-to-canada-loves-it-surprising-things-2023-10">relocated to Canada</a>.In Canada, I found a clearer path to securing a work permit, and I'm less worried about being uprooted by the immigration system.<h2 id="b6a8d628-2960-4ae2-bfa9-e6651b4da0a4">I interned at US media companies at university</h2>I came to the US on an F-1 visa, which is for full-time students.During my studies, I worked for the student newspaper, The Daily Targum, and also did news internships at CNBC, NBC, and CBS, which each lasted around four months.I remember having to get permission from international student services and the journalism department to do the internships, as there were restrictions around working off-campus for F-1 students. The work had to be related to my field of study.I remember feeling anxious about needing to get so many approvals to work as an <a target="_blank" href="https://www.businessinsider.com/how-employers-can-support-international-students-job-seekers-2022-3">international student</a>, but thankfully, I was permitted to do the internships.Working at big-name publications felt like a milestone, but it was also difficult to balance the internships with two college majors.<h2 id="76d690be-d407-4073-9d70-b7a3d889b3da">I wasn't able to secure an H-1B visa to stay in the US</h2>I became accustomed to the reality that anything related to my professional life required a lot of paperwork. I knew that to continue working in the US, I needed to apply for <a target="_blank" href="https://www.businessinsider.com/ice-arrests-15-students-employed-fake-companies-to-stay-us-2020-10">optional practical training</a>, which allows F-1 students to work for a year in a field related to their studies.I graduated in May 2016, and after my OPT was approved, I started on the CBS Page Program, a rotational program for graduates.I had several assignments there, including on the evening news and The Late Show with Stephen Colbert. I talked with Stephen Colbert at the show's rooftop parties and saw many celebrities on the job.But my time there was limited. The Page Program lasted a year, around the time my OPT expired. After six months on the program, I asked CBS about the possibility of sponsoring me for an H-1B visa but was told they don't offer sponsorships.I didn't realize this when I started working there, but I wanted the experience and to work on my OPT, so I would have done the program regardless.I applied to other jobs, but many applications included a question about whether I'd need a <a target="_blank" href="https://www.businessinsider.com/fake-name-resume-hired-guilty-2024-5">visa sponsorship</a> now or in the future. I felt that this one question was already filtering me out as a candidate and I wasn't getting called for interviews.I spoke with two lawyers about my options. They told me about the <a target="_blank" href="https://www.businessinsider.com/us-ukraine-tech-culture-differences-2024-5">O-1 visa</a> for people with "extraordinary" ability in certain fields. I tried gathering references for the application, but as time went on, I felt my chances were slim.This is partly because the lawyers shared case studies of people who received O-1 visas with me, and I felt they were more arts-orientated than journalism-orientated. I felt the lawyers weren't confident I had a good chance, so I decided not to apply.Extended family members and lawyers suggested I continue my education to stay in the US on another F-1 visa. I eventually decided against this as I didn't think I could learn anything about news from a school program I wasn't already learning at CBS.<h2 id="f3fc1807-fde1-4bd6-b552-e9cd476f3cef">I went back to India feeling defeated</h2>I started to feel lost. I remember lashing out at my dad on the phone when he suggested I come home, but in the end, I had a gut feeling that it was time to return to India, so <a target="_blank" href="https://www.businessinsider.com/left-us-for-northern-ireland-these-cultural-differences-surprised-me-2023-9">I left the US</a> in August 2017.It felt like a defeat. I knew I wanted to be a journalist in America, but I couldn't do it. I'd given so much to the US in terms of time, energy, and money, and it was hard to accept that I had to give up on it because of visa stuff.I spent the next five years in India, working in journalism before pivoting into a brand and communications position. In 2021, I began freelancing in PR and marketing strategy.I planned on doing a master's in digital media to boost my PR career. My boyfriend at the time, who's my husband now, <a target="_blank" href="https://www.businessinsider.com/moving-from-sydney-australia-to-canada-pros-cons-2024-5">moved to Canada</a> for his MBA in 2021, so I started exploring master's options there.<h2 id="d34eb837-2609-4a93-ba9b-25683513eb6c">I've found the Canadian immigration system to be more immigrant-friendly</h2>I came to Canada on a study permit and started my master's program at Toronto Metropolitan University in September 2022.I applied for a work visa in September 2023 after finishing my studies. While it took a long time to get my study permit because of <a target="_blank" href="https://www.cicnews.com/2023/12/breaking-canadian-parliament-committee-provides-recommendations-to-address-immigration-backlogs-1240610.html#gs.bm1bft">the backlog created by COVID-19</a>, the work visa process took less than a month and was fairly easy.Graduating from my master's program made me eligible for an open work permit, which isn't tied to a specific employer. I'm self-employed as a freelancer.Unlike the US <a target="_blank" href="https://www.businessinsider.com/h1b-visa-lottery-changes-benefit-startups-hiring-immigrants-2024-2">H-1B process</a>, I didn't need an employer to sponsor me, and there was no lottery system.While I'm aware that some people have a hard time coming to Canada, my overall experience of Canadian immigration processes has been smooth. I feel it's more favorable to immigrants than the US processes.I couldn't get a work visa in the US, but there was a clearer and more stable path to getting one in Canada.When I left the US in 2017, <a target="_blank" href="https://www.businessinsider.com/trump-first-week-as-president-2017-1">Donald Trump</a> had just become president. My understanding is that it's become <a target="_blank" href="https://www.businessinsider.com/amazon-google-twitter-speak-out-against-trump-h1b-visa-freeze-2020-6">harder to get a work visa in the US</a> since.My work visa expires in October 2024, and I'm open to options for settling in Canada beyond that. Moving back to India is still a small possibility as my partner, and I have family there, but I like the <a target="_blank" href="https://www.businessinsider.com/montreal-canada-city-low-cost-of-living-quality-of-life-2024-6">quality of life in Canada</a>, and I'm less concerned about my life being uprooted here than I was in the US.

I lost my dream job in the US because I couldn't get a work visa. In Canada, the pathway has been much smoother. 

<ul class="summary-list"><li>Canada's First Nations are breaking ground on historic housing and community development projects.</li><li>The country's most significant developments are happening in Vancouver, its most expensive city. </li></ul>Much like in the US, Canada is experiencing a severe housing affordability crisis, and the country's indigenous communities, known as First Nations, have long suffered disproportionately from inadequate housing.But Canada's indigenous communities are fighting to address the issue. In Vancouver alone, several First Nations are leading a major push to build housing on indigenous-owned land, in some cases partnering with the federal government to build entirely new communities that will house tens of thousands of people, while generating wealth for generations of First Nations members to come.Ground has already been broken on <a target="_blank" href="https://senakw.com/">one of these projects</a>, 11 towers with 6,000 homes being built by the Squamish Nation on a 12-acre piece of land near downtown Vancouver, Canada's most expensive real-estate market. The Squamish people were <a target="_blank" href="https://www.cbc.ca/news/canada/british-columbia/little-known-history-of-squamish-nation-land-in-vancouver-1.5104584">forced off of this land</a> in the early 20th century and finally won back their ancestral territory about 20 years ago.Because the development, named Sen̓áḵw, is on Squamish Nation reserve land, it's not subject to the same governmental land-use regulations as land elsewhere in the city, allowing for a speedier approval and construction process. The first three towers are set to be completed in November 2025, and the rest of the development is scheduled to be done in about eight years.Mindy Wight, CEO of the Squamish development group building Sen̓áḵw, called it "the creation of a modern Squamish village" in an interview with Business Insider.Wight sees Sen̓áḵw and other indigenous developments as particularly innovative ways to solve the region's housing crisis."While the Nation benefits from generating wealth and prosperity for its members, it's actually solving some of those challenges that are facing Vancouver," Wight said.She noted that about 20% of the units will be designated as affordable housing, and 250 units will be reserved for Nation members.The new housing is much needed for Vancouverites, especially First Nation members. Canada's federal auditor general recently <a target="_blank" href="https://nationalpost.com/news/canada/auditor-general-slams-governments-failure-first-nations-housing?taid=65f9e43d90ad1e000175d3a5&amp;utm_campaign=trueanthem&amp;utm_medium=social&amp;utm_source=twitter">condemned</a> a "distressing and persistent pattern of failure" by federal programs designed to support First Nations housing and infrastructure, among other services. She said she was "completely discouraged" by the number of First Nations families forced to live in unsafe or inadequate housing.<div type="image" title="The site of the Sen̓áḵw development under construction in late February 2024 in Vancouver, Canada." height="727" width="971" msid="108820264" hostid="261" sizebytes="85718"></div>In a separate effort, three First Nations — the Musqueam, Squamish, and Tsleil-Waututh peoples — came together to create a partnership to develop six different pieces of land in Vancouver and the surrounding area. The value of the land alone, which has been acquired by the Nations over the last decade, now exceeds $4 billion, according to Brennan Cook, vice president of the MST Development Corporation, the real estate company representing the three First Nations."What they're doing here is groundbreaking, it really hasn't been done elsewhere," Cook said.In two major projects in Vancouver, the MST Development Corporation joined with the Canadian federal government to buy two large pieces of land in the city that will be developed into entirely new communities, with schools, libraries, daycares, public space, and thousands of units of housing.One 90-acre planned development, called Jericho Lands, will house up to 18,000 people — more than doubling the area's current population. The project is moving along — the Vancouver City Council <a target="_blank" href="https://www.cbc.ca/news/canada/british-columbia/jericho-lands-policy-statement-1.7094161">unanimously approved</a> its policy statement in January, greenlighting the creation of more finalized plans. The other development, Heather Street Lands, a 21-acre site in central Vancouver, will have about 2,600 homes.The Nations want the developments to be an investment that reaps returns over time, so it will offer 99-year leases to homeowners, rather than selling off any of its property."The idea is to create a legacy economic engine for the Nations to provide for their community members, whether that be the preservation and retention of culture, art, language, healthcare, any other kind of employment training procurement opportunities," Cook said.Elisa Campbell, a vice president at the Canada Lands Company, the arm of the federal government partnering with the three First Nations, called the Jericho and Heather Street Lands projects "transformational" and "globally exceptional.""These are not just properties, these are communities that are in the broader context of a city," Campbell told Business Insider. "These are city-building moments."But the pre-construction approval process has been slow because the land isn't First Nations reserve land, and is subject to all of the government's land-use regulations. Heather Lands has been underway for a decade already and the project still isn't done with the municipal approvals process. Jericho Lands is expected to take between 20 and 30 years to complete.The housing projects aren't the only major developments underway on indigenous land in Canada. It would be weeks before immigration officials on both sides of the border facilitated her reentry to Canada."It was just unfair that there was nothing, no sign at the border," Ferne told the CBC. The hope is to avoid the higher list prices in the US by turning to a country where there are controls in place that keep prices lower. Democratic and Independent Senators Bernie Sanders, Cory Booker, Bob Casey, Martin Heinrich, Angus King along with Representatives Elijah Cummings and Lloyd Doggett cited President Donald Trump's enthusiasm for bringing drug prices down. Trump has said that the drug industry is "<a href="http://www.businessinsider.com/trump-meeting-with-pharma-executives-2017-1">getting away with murder</a>" and called drug prices in the US "astronomical," but has been fairly vague about particular policies that would bring those prices down. "Now it's time for him to put up or shut up," Booker said in a news conference Tuesday. In January, Booker voted against an amendment about drug importation <a href="http://www.vox.com/policy-and-politics/2017/1/17/14295932/pharmaceuticals-canada-cheaper-not-dangerous">because of safety concerns</a>. The aim of this bill is to address those concerns. Drug importation has <a href="http://www.nytimes.com/2003/06/21/us/senate-votes-again-to-allow-importing-of-drugs-from-canada.html">long been floated</a> as an option to bring drug prices down. Pharmaceutical Researchers and Manufacturers of America (PhRMA), the lobbying group for pharmaceutical companies, argues that importation could lead to <a href="http://catalyst.phrma.org/fact-check-friday-the-truth-about-drug-importation-and-patient-safety?sf58471610=1">counterfeit drugs</a> entering the US. Sanders called the group "perhaps the most powerful lobbying force" in the country and said he expects them to spend "an enormous amount of money" in opposition to the bill. And the Pew Charitable Trust, in a letter to Sanders, said that importing drugs could place pressure on other countries' supply chains, which could lead to problems. Sanders compared it to how produce and meat gets imported, with regulation in place to make sure it's safe."If the United States can have a regulatory system where the vegetables are coming in are safe, does anybody have any doubt that major brand name prescription drugs coming from a country like Canada will be safe?" he said. "There should be no doubt."Here's a summary of the bill:The Affordable and Safe Prescription Drug Importation Act would instruct the Secretary of Health and Human Services, within 180 days after enactment of this Act, to issue regulations allowing wholesalers, licensed U.S. pharmacies, and individuals to import qualifying prescription drugs manufactured at FDA-inspected facilities from licensed Canadian sellers. After two years, the Secretary would have the authority to permit importation from countries in the Organisation for Economic Co-operation and Development (OECD) that meet specified statutory or regulatory standards that are comparable to U.S. standards. The bill would not permit importation of controlled substances, anesthetic drugs inhaled during surgery, or compounded drugs. Legally imported drugs under this Act must be purchased from an FDA-certified foreign seller and have the same active ingredient(s), route of administration, and strength as drugs approved in the U.S. Certain types of drugs, such as certain biologics, could only be imported by wholesalers or pharmacies.In order to be a "certified foreign seller," the entity must be a wholesale distributor or licensed foreign pharmacy, be current with any applicable registration fees, and sell only qualifying prescription drugs. Certification criteria include that the establishment: (1) is located in Canada; (2) is engaged in the distribution of prescription drugs offered for importation under this bill; (3) has been in existence for at least five years and has a purpose for existing other than for this program; (4) if selling to an individual, does so only after receiving a valid prescription; (5) can certify that the physical premises and data reporting procedures and licenses are in compliance with all applicable laws and regulations in Canada, and has implemented policies to monitor compliance; (6) conducts ongoing and comprehensive quality assurance programs, including blind testing; (7) agrees that laboratories approved by the Secretary shall be used to test product samples; (8) agrees to notify the Secretary, importers, and individuals of product recalls; (9) has a process for resolving grievances and will be held accountable for violations of established rules; (10) does not sell products to customers in the United States that the seller could not otherwise legally sell in Canada; (11) meets any other criteria established by the Secretary. The bill would require recertification every two years or until there is a material change in circumstances.Certified foreign sellers shall pay a fee, as determined by the Secretary, to fund the administration and enforcement of the program.Additionally, the bill specifies that individuals importing a prescription drug under this Act shall do so only from pharmacies licensed to practice pharmacy and dispense drugs in Canada, shall purchase only for personal use in quantities that do not exceed a 90-day supply, and must have a valid prescription issued by a health care practitioner licensed to practice in the U.S.Importers under this bill are required to submit biannual reports to the Secretary containing information on the drugs they are purchasing from certified foreign sellers, including the name, strength and dosage form, number of containers and container size, lot number, date of the transaction and shipment, business names and addresses of seller and purchaser, and the unique facility identifier where the drug was manufactured.The bill grants the Secretary authority to approve one or more laboratories to conduct random testing of prescription drugs to assess their chemical authenticity.The bill grants the Secretary authority to suspend the importation of a product or suspend all products from a certified foreign seller or importer if there is an importation involving counterfeit drugs, drugs that have been recalled or withdrawn, or drugs in violation of any requirement of this section until an investigation is completed and the Secretary determines that the drug, seller, or importer does not endanger the public health. The Secretary must suspend a product or all products from a seller or importer if there is a pattern of such violations.Except in the case of a drug shortage, the bill prohibits drug manufacturers from directly or indirectly engaging in actions to restrict, prohibit, or delay the importation of qualifying drugs under this program.Under this bill, persons selling adulterated or counterfeit products with the intent to defraud or mislead, with reckless disregard for safety of the public, or knowingly dispensing drugs without a valid prescription, shall face a penalty of not more than 10 years imprisonment or a fine of not more than $250,000.The bill clarifies that nothing under this Act preempts or changes remedies available under state, federal, or common law for civil relief.Certified foreign sellers may only purchase drugs intended for importation into the U.S. from FDA-registered manufacturers and entities or other certified foreign sellers, and shall provide to the importer information including the unique facility identifier associated with the manufacturer, the transaction history, transaction information (including the name of the product, the strength and dosage form, the container size, the number of containers, the lot number, the date of the transaction, the date of the shipment, and the business names and addresses of the entities selling and receiving the drug), and a statement that the certified foreign seller did not knowingly ship a suspect or illegitimate product, provide false transaction information or alter the transaction history of the drug. The Secretary shall seek to enter into a memorandum of understanding (MOU) or cooperative agreement with Canada or another permitted country to ensure compliance with Subchapter H of chapter V of the FDCA (track and trace); such MOU or cooperative agreement may supersede these requirements.The Secretary of Health and Human Services shall issue a report to Congress and the public not later than one year after the date the rules are final.
