The stimulus blitz has jolted investors into buying into the previously downtrodden market."The ante has been upped on China stimulus. Forget just monetary 'bazooka,' Beijing is mobilizing the fiscal arsenal too," wrote Vishnu Varathan, Mizuho's head of macro research for Asia, excluding Japan, in a Friday note.He added that this is "as close as Beijing gets to guns blazing." It is battling multiple challenges, including an epic property crisis, high youth unemployment, and deflation.While Chinese authorities have introduced support measures earlier, its stock markets couldn't sustain gains convincingly following a massive <a target="_blank" class="" href="https://markets.businessinsider.com/news/stocks/china-stock-market-meltdown-brutal-year-explainer-whats-happening-2024-1">meltdown</a> at the beginning of the year — a stark contrast to the hot money flowing elsewhere like the <a target="_blank" class="" href="https://www.businessinsider.com/stock-market-outlook-rally-sp500-recession-china-economy-interest-rates-2024-5">US, Japan, and India.</a>"Investors we spoke to generally have low conviction in the sustainability of the rally," acknowledged Bank of America analysts in a Friday note. However, the bank is more optimistic."Chinese financial regulators rarely encourage banks/financial institutions to increase leverage for the stock market but are doing so this time," the Bank of America analysts wrote, referring to Beijing's announcements of swap and re-lending facilities for stock buybacks.Furthermore, the US Federal Reserve has started cutting interest rates, which has historically benefited Chinese markets, they added.So even if Beijing's stimulus isn't enough for China's economy, a liquidity or leverage-driven market rally could still be "very powerful," they wrote.There's historical precedence, the Bank of America analysts added.The CSI 300 index more than doubled from the fourth quarter of 2014 to the first half of 2015 after Beijing used <a target="_blank" class="" href="https://www.businessinsider.com/china-mini-stimulus-2014-4">government stimulus</a> to arrest a slowdown. This preceded economic recovery that did not happen until the second half of 2016.<h2 id="a014ea6a-41e1-4a13-af63-bbc31fd09242">Top-down direction matters a lot in China</h2>Despite reservations about whether China's stimulus is enough — and if the current market rally is sustainable — it does look like Beijing is ready to do whatever it takes to revive its economy and markets.On Tuesday, <a target="_blank" class="" href="https://www.gov.cn/lianbo/fabu/202409/content_6976186.htm">People's Bank of China governor Pan Gongsheng</a> said at his stimulus announcement that authorities stand ready to inject more liquidity into the system if the support measures for swap and re-lending for share buybacks — collectively at $800 billion yuan, or $114 billion, prove successful."Indeed, while this isn't QE, moral suasion in China has somewhat more force than elsewhere. " wrote Global Data.TS Lombard economists Freya Beamish and Rory Green in a note on Thursday, referring to quantitative easing.After all, "Chinese companies live and die based on whether they are singled out as policy favorites, CEOs sometimes literally," they added.

Still, some areas of the economy are already seeing a lift in response to the news — and the fact that the Fed went with the larger of the two most likely options under consideration. <a target="_blank" href="https://www.businessinsider.com/comparing-lowes-vs-home-depot-2023-12">Home improvement retailers,</a> in particular, are among the companies who were primed to come out of the gate strong with a rate cut, and, true to form, shares for Home Depot and Lowe's were up as of Thursday's market close. "Home-related companies should soon see the beginnings of fundamental recovery exiting this year," Mizuho analyst David Bellinger told Business Insider. "Aside from any initial noise in the market, Home Depot and Lowe's should keep grinding higher as all this comes together." And while a rising <keyword id="19998639" type="General" weightage="20" keywordseo="stock-price" source="keywords">stock price</keyword> carries its own benefits for a company, the uptick is a signal of a much more important change still to come: sales. Executives for both Home Depot and Lowe's have characterized their businesses as being constrained by low housing turnover and high borrowing costs, both of which are results of the Fed's tight interest rate policy. Home Depot CFO Richard McPhail described his company's core customer as having "<a target="_blank" href="https://www.businessinsider.com/home-depot-earnings-americans-in-deferral-mindset-consumer-spending-2024-8">a deferral mindset</a>" in spite of being in a generally healthy financial position. In short, most <a target="_blank" href="https://www.businessinsider.com/americans-doing-less-diy-worrying-sign-economy-lowes-earnings-2024-8">big-ticket spending on home improvement</a> comes from one of two places: people buying and selling homes and homeowners renovating existing homes with borrowed money. Unless they have to fix something urgently, a lot of folks have decided they're better off waiting to upgrade. Fed Chairman Jerome Powell talked about the impact on the <keyword id="20759748" type="General" weightage="20" keywordseo="housing-market" source="keywords">housing market</keyword> in his remarks following Wednesday's announcement. "The housing market is in part frozen because of lock-in with low rates. People don't want to sell their home," he said. "As rates come down, people will start to move more, and that's probably beginning to happen already." What's more, Powell signaled in his speech that further cuts are likely if the data support them, which can encourage some of those sitting on the sidelines to go ahead with a new mortgage or credit line with the expectation that they can simply <a target="_blank" href="https://www.businessinsider.com/personal-finance/personal-loans/how-to-refinance-personal-loan">refinance</a> in a few months when rates come down further. Additionally, Home Depot and Lowe's have taken great care to manage investor expectations through the <a target="_blank" href="https://www.businessinsider.com/lowes-dicks-macys-sound-alarm-us-shoppers-spending-2023-8">slumping sales and slimmer profits</a> over the past year. In particular, both companies <a target="_blank" class="c-link" href="https://www.businessinsider.com/home-depot-1-billion-wage-boost-improved-worker-safety-satisfaction-2023-5">continued to invest in their stores</a> with the expectation that pent-up demand would eventually be unlocked. (Truist Securities analyst Scot Ciccarelli has referred several times to a "coiled spring" for the retailers.) Max Rakhlenko, a TD Securities analyst, said in a note on Wednesday that Lowe's management was expecting a "phased recovery" in which homeowners start with smaller projects before getting more comfortable with larger ones that require tapping into their house's equity. "We're aggressively working in this downturn," Lowe's CEO Marvin Ellison said during his earnings call last month, adding, "Whenever the macro inflection occurs, we just want to be ready to take advantage of it." So far, one person has died, and 10 others have been hospitalized in connection with the outbreak, which impacted 49 people across 10 states, the Centers for Disease Control and Prevention said Tuesday. McDonald's said it believes the outbreak may be linked to the slivered onions used on its Quarter Pounder. The fast-food chain said it is temporarily taking the burger off the menu in several states. Examining how other fast-food giants have recovered from recent health-related crises might also provide insight into how McDonald's will try to recover from the incident. <h2>How Chipotle and Wendy's came back from health-related problems</h2>Several fast-food brands have bounced back from food-safety incidents before. One of those is Chipotle, the fast-casual Mexican chain that McDonald's had a <a target="_blank" href="https://www.businessinsider.com/the-ridiculous-reason-mcdonalds-sold-chipotle-2015-5">90% stake in</a> until 2006. In 2015 and 2016, hundreds of customers reported becoming ill after eating at Chipotle outlets. Chipotle's stock price plummeted, and the company eventually agreed to pay a $25 million <a target="_blank" href="https://www.fda.gov/inspections-compliance-enforcement-and-criminal-investigations/press-releases/chipotle-mexican-grill-agrees-pay-25-million-fine-resolve-charges-stemming-more-1100-cases-foodborne">fine</a> to settle criminal charges related to outbreaks that impacted 1,100 people between 2015 and 2018. But less than five years later, the company and its stock price had <a target="_blank" class="" href="https://www.nytimes.com/2019/07/23/business/chipotle-stock-earnings.html">recovered</a>. So what did Chipotle do? In 2016, the company <a target="_blank" class="" href="https://ir.chipotle.com/news-releases?item=122453">announced</a> a spate of <a target="_blank" class="" href="https://www.nytimes.com/2016/09/22/business/every-days-a-safety-drill-as-chipotle-woos-customers-back.html?rref=collection%2Fbyline%2Fstephanie-strom">new food-safety protocols</a> — such as rinsing produce multiple times and putting stickers on food storage containers to indicate when they were sanitized — and hired James Marsden,a professor from Kansas State University, to serve as executive director of food safety. In 2017, Chipotle <a target="_blank" class="" href="https://ir.chipotle.com/news-releases?item=122384">announced</a> its founder, Steve Ells, would be stepping down as CEO in favor of someone with "demonstrated turnaround expertise." Chipotle's recovery may also have hinged on expanding the business in areas unrelated to food safety. "They are exceptional in how well the brand has capitalized on digital ordering," Sara Senatore, a Bernstein analyst who followed Chipotle, told <a target="_blank" class="" href="https://www.nytimes.com/2019/07/23/business/chipotle-stock-earnings.html">the Times</a> in 2019. "As a classic menu item, any food safety issue involving the Quarter Pounder could significantly impact consumer trust and brand reputation, making it a more sensitive issue for McDonald's," she said. The Quarter Pounder is important to McDonald's menu — and to its brand more broadly. However, Leung said the company's well-established food safety management system and history of rigorous supplier audits may allow for a more effective response. The fast-food chain will also have to conduct thorough audits of its suppliers' practices, she said. In addition to removing any affected items from the menu, McDonald's should also communicate clearly with its customers throughout the process, Leung said. "Clear messaging about the steps being taken to ensure food safety is vital. This proactive approach will help reassure customers that their health is a top priority," Leung said. "Transparency is crucial in rebuilding trust with customers, as it demonstrates accountability and a commitment to their safety."
