New Delhi, Nov 27 () Indian companies should purchase stake in Russian coal companies operating in its far east region in order to bring down the coal price and improve their port capacity to handle large ships, said a senior official of Far East Investment and Export Agency (FEIEA) on Tuesday.
 Currently, Indian steel and energy companies such as Steel Authority of India Limited (SAIL), Tata Steel, JSW, Adani Group, and Jindal Steel and Power Limited (JSPL) have shown interest in importing total nine million tonnes of coal annually from the Russian firms operating in the far east region.
 However, Indian companies have raised issues related to high price of coal, lack of port capacity to handle big ships, etc.
 Executives of the Indian companies met senior Russian officials such as Nikolay Kudashev, Russian ambassador to India, and Leonid Petukhov, CEO, Far East Investment and Export Agency (FEIEA) on Tuesday in the presence of Union Petroleum and Steel Minister Dharmendra Pradhan.
 After the meeting, when asked if the issues related to high coal prices in far east region of Russia were discussed during the meeting with Indian companies, Petukhov told reporters, "Yes, this issue was raised...Whatever the prices are, they are big always for the buyer, and small always for the seller. Given the turbulence, I think the high prices are bad for steel makers and good for the coal producers."
 "For me, the only way on how to basically stabilise it is to get the equity, to get the share. The steel company, through whatever facility, (should) buy equity stake in the producer of the Russian coal," he said.
 Most of the coking coal companies operating in far east region of Russia are publicly listed companies.
 According to Petukhov, Indian steel companies also raised the issue that it needs ports where big ships can come to take coal as it will bring cost down.
 "Most of the Russian coal producers have ports ...In order to bring the costs down, you need to invest money in the ports. So, bringing this equity is very important so that these things (coal costs and logistics) can be synchronised," he added.
 In September this year, Prime Minister Narendra Modi announced that USD one billion line-of-credit for the development of Russian far east region.
 Petukhov said, "My dream is to have an equity participation of Indian companies into Russian existing producers, where the money would not be taken from the (Russian) company, and would rather be utilised to develop the (Russian) company and its ports."
 When asked if Indian steel companies can buy majority stake in such companies, he said, "It depends on the size. It depends on the particular case."
 He said that a committee chaired by the Russian Prime Minister decides if such an investment can be permitted. This committee looks at different criteria - type of the mineral or natural resource, size of the deposits, etc - according to Petukhov.
 On the issue of Indian companies showing interest in doing such investments in coking coal companies in far-east region of Russia, he said, "I would never say yes or no because they are mostly public companies. It will influence their stock performance. I am not allowed to do that."

 As Indian steel companies have been trying to find the right mix between India coking coal and Russian coking coal, Petukhov informed that a few shipments of the coal have come to India from far-east of Russia for this purpose only.
 "This was the goal of this exercise of sending these first shipments. And we were informed today that yes...they (Indian companies) have found the right use. So, basically what happens is that they add Russian coal to the existing mix, and couple of reports stated that it was successful," he added. DSP SMN

Indian steel firms should invest in Russian coal cos to bring down coal price: FEIEA official

New Delhi, Mar 23 () The steel ministry on Monday held a meeting with management of PSUs under its control to take stock of the situation amid the coronavirus outbreak, and asked them not to reduce production. Steel Secretary Binoy Kumar chaired the meeting, via video-conferencing, in which senior officials of SAIL, RINL, NMDC, MOIL and KIOCL, among others, participated, sources said. "They were asked about their preparedness at their plants and units in the wake of outbreak of coronavirus. They (PSUs) have been asked to produce as usual and not reduce production," one of the sources said. SAIL has implemented various preventive measures across its plants, units and offices to contain spread of the virus. Quarantine facilities and isolation wards have been prepared at SAIL hospitals. The company has restricted travel of its employees and the majority of the meetings are being conducted through video-conferencing. At RINL, biometric attendance has been suspended. An isolation ward has been arranged with a quarantine facility at the Vizag plant. NMDC has asked its staff to work from home and the company's offices and buildings across the country are being sanitised. Besides special arrangements are also being made at its healthcare centres to deal with the virus. Large gatherings have been prohibited, entry of non-company staff is being scanned using thermal scanners. Employees have also been asked to inform the company if they or any member of their family have a travel history to coronavirus-impacted country. Further, the public sector undertakings (PSUs) apprised the ministry of the issues faced by their officials during the current lockdown. According to the sources, the PSUs told the ministry that its officials who were on duty at important functional locations faced issues, as they were stopped by local authorities. Another concern raised in the meeting was transportation of raw materials. The movement of goods was crucial for the production to continue, the PSUs said while requesting the ministry to be in touch with the local authorities to resolve the issue. Another source said that in Odisha, a truck carrying raw material to SAIL's Rourkela Steel Plant was stopped by the authorities. Due to this, the plant officials had to face difficulties in carrying the raw material to the plant. "There is no clarity among state officials related to essential services and commodities. Steel is an important sector. Blast furnaces cannot be stopped. It takes several days to restart if it is stopped once," the source said. NMDC is also setting up a steel plant with a capacity of three million tonne per annum (MTPA) in Nagarnar, Chhattisgarh, and the supply of raw material to the site is really crucial for it as the the company expects to commission its first steel plant by mid of 2020. In a statement, apex steel industry body Indian Steel Association (ISA) said it hails the decision of the Cabinet to amend MMDR Act 1957 and Coal Mines (Special Provisions) Act 2015.
 "This is a huge reform announced by the government on commercial mining in Coal. This change in Act will help the country to reduce its dependence on coal imports and help attract investments from Indian and Global corporates," it said.
 The amendment, ISA said, will remove the end-user restrictions besides allowing seamless transfer of environment and forest clearance in operational mines.
 The step taken today was a long pending reform which will make the domestic steel industry more competitive on a global level, the association said.
 JSW Steel Chairman Sajjan Jindal said the move will go a long way in reducing the coal imports.
 "Huge reform announced by the government on commercial mining in coal. This will go a long way in reducing the coal imports which is over USD 15 billion/year," he said.
 In today's time when the oil prices are very uncertain, Jindal said, the decision was path breaking in making India self-reliant.
 Continuity of all forest and environment clearances for iron-ore mines for a period of two years is another great reform, he added.
 "This was a long pending reform which will make the Indian Steel industry more aggressive and competitive on a global level," he said.
 JSPL Chairman V R Sharma termed the decision as a 'game changer' for the industry.
 India has reserves for another 300 years and the time is ripe to use it. If it is not utilised now, it wont be able to utilised in future as developed countries are against coal usage.
 "They are spreading on international platforms that using coal is damaging the environment, which is incorrect. Like we do at our Angul plant which is India's first and largest syngas-based DRI plant and coal gasification plant (CGP) for steel-making," he said.
 Coal can be converted into syngas which can be used for producing petrol, diesel and other <keyword id="84980" type="ORGANIZATION" weightage="20" keywordseo="petroleum">petroleum</keyword> products, which can reduce dependence on crude oil imports, he added. The government on Wednesday approved an Ordinance to amend a law in order to ease rules for auctioning of coal mines and opening it for non-coal companies.
 The decision taken by the Cabinet, chaired by Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>, will also do away with end-use restrictions of the mining blocks, Coal Minister Pralhad Joshi said. "The Cabinet has approved promulgation of Mineral Laws (Amendment) Ordinance 2020," the minister said, addressing media after the Cabinet meeting.
 The Ordinance will ease rules for auctioning coal mines to open up to all sectors.
 It will allow auction of 46 iron ore and other mines before March 31, 2020.
 "The Centre has also approved gas grid for Northeast states and viability gap funding for Northeast grid. Viability gap funding for the North-East <keyword id="6354703" type="UNKNOWN" weightage="20" keywordseo="natural-gas">natural gas</keyword> pipeline Grid is a decision that shows the dedication of this government in encouraging growth in this region," ISA said. The government on Wednesday also approved a proposal to provide Rs 5,559 crore viability gap funding for building a 1,656 km gas grid in the Northeast region at a cost of Rs 9,256 crore.

New Delhi, Jun 18 () The government is working on steps to reduce import dependence on China and boost domestic manufacturing, sources said on Thursday. They said policymakers are not considering any knee-jerk measure against China in the wake of ongoing border tensions between the two countries. China accounts for about 14 per cent of India's imports and is a major supplier for sectors like cell phones, telecom, power, plastic toys and critical pharma ingredients. One of the major steps on which the government is working is to restrict low quality Chinese imports, and for that technical regulations, which includes safety and quality standards, for about 370 products are being formulated with a view to cut imports of these non-essential items from countries like China, they added. These items include chemicals, steel, consumer electronics, heavy machinery, telecom goods, paper, rubber articles, glass, industrial machinery, metal articles, furniture, pharma, fertiliser, food and textiles. Policymakers are also looking at non-tariff barriers being imposed by India's trading partners such as China. The other steps include attracting global companies that are seeking to set up alternate global supply chains outside China. The government recently put import restrictions on tyres, while also making its prior approval mandatory for foreign investments from countries that share land border with India to curb "opportunistic takeovers" of domestic firms, following the COVID-19 pandemic, a move which will restrict FDI from China. The commerce ministry has also identified 12 sectors -- food processing, organic farming, iron, aluminium and copper, agro chemicals, electronics, industrial machinery, furniture, leather and shoes, auto parts, textiles, and coveralls, masks, sanitisers and ventilators -- to make India a global supplier and cut import bill. To cut import dependency on China for APIs (Active Pharmaceutical Ingredients), the government in March approved a package comprising four schemes with a total outlay of Rs 13,760 crore to boost domestic production of bulk drugs and medical devices in the country along with their exports. It also set up a high level empowered group of secretaries, to be chaired by the cabinet secretary, and a Project Development Cell (PDC) in ministries/ departments with a view to attract investments to the country. During April 2019-February 2020, India imported goods worth USD 62.4 billion, while exports to the neighbouring country stood at USD 15.5 billion in the same period. The main goods imported from China include clocks and watches, musical instruments, toys, sports goods, furniture, mattresses, plastics, electrical machinery, electronic equipments, chemicals, iron and steel items, fertilisers, mineral fuel and metals.
