And it wants "to provide that essential hope to people during these difficult times and also be able to still provide them with the sacraments.""For us, the church is essential," Velasquez said, adding that the diocese would follow state and federal mandates "to the T."But the state's order has shuttered organizations that are not essential for public health, and it does not include religious organizations as among the essential."While we appreciate that the diocese stipulates that they will abide by the necessary public health emergency order banning mass gatherings, it is concerning that they would be 're-opening' at all when New Mexico continues to face the <keyword id="8763838" type="UNKNOWN" weightage="60" keywordseo="covid-19">Covid-19</keyword> pandemic head on," Nora Sackett, a spokeswoman for Democratic Gov. The in-person Masses will include no more than five worshippers, Velasquez said.The diocese is encouraging such people to wear masks or face coverings, but it is not requiring them. The future’s looking bleak One could take heart from the swift recovery in car sales after last year’s lockdown but that miracle may not repeat itself this time. Optimism is scarce and people have lesser savings than they did last year. So, the pent-up demand may be missing this time around, according to analysts. Making matters worse, both two wheeler makers and car makers have had to increase prices due to the shift to BS-6 models (with less emissions) as well as a rise in raw material prices. He tweeted that <a href="https://twitter.com/GregAbbott_TX" target="_blank" rel="noopener">"Texas is OPEN 100%,"</a> and said "people and businesses don't need the state telling them how to operate."The Centers for Disease Control and Prevention warned Monday of a <a href="https://www.businessinsider.com/cdc-warns-4th-surge-of-virus-cases-despite-vaccines-2021-3" target="_blank" rel="noopener">potential resurgence of coronavirus infections</a> in the US, despite a <a href="https://coronavirus.jhu.edu/data/new-cases" target="_blank" rel="noopener">dip in numbers of new cases nationally</a>."At this level of cases, with variants spreading, we stand to completely lose the hard-earned ground we have gained," Rochelle Walensky, the head of the CDC, said. "Now is not the time to relax the critical safeguards that we know can stop the spread of COVID-19 in our communities."Texas isn't the only place in the US easing restrictions. Mississippi, Louisiana, and Michigan, as well as Chicago and San Francisco, all made announcements to ease restrictions on Tuesday, though the details varied.<keyword id="42801" type="CITY" weightage="60" keywordseo="Montana">Montana</keyword>, <keyword id="3046" type="CITY" weightage="60" keywordseo="Iowa">Iowa</keyword>, North Dakota, and Mississippi have already waived mask-wearing restrictions, and Michigan has eased other lockdown restrictions. Florida, Georgia, and <keyword id="52532" type="PERSON" weightage="60" keywordseo="south-carolina">South Carolina</keyword> have not enforced state-wide mask mandates throughout the pandemic.In Florida and South Dakota, schools and businesses have been widely open for months.More than 35 US states have kept their mask-wearing rules in place, albeit with variable enforcement.Here is how some other states, as well as some cities, are easing their restrictions.<h2>Chicago</h2><div type="image" title="Chicago's Mayor Lori Lightfoot arrives at a University of Chicago initiative event for the science in Chicago, Illinois, on July 23, 2020." height="1666" width="2500" msid="81314419" hostid="261"></div>Chicago <a href="https://www.chicago.gov/city/en/sites/covid-19/home/reopening-chicago.html" target="_blank" rel="noopener">announced Tuesday</a> that hospitality, sports, and performance venues could increase to 50% capacity, up from 40%. The maximum number of people is 50, or 20 people for indoor fitness classes. Curfews were also extended. The changes were effective as of Tuesday.<h2>San Francisco</h2>Mayor London Breed of San Francisco <a href="https://sfmayor.org/article/san-francisco-reopens-some-businesses-and-activities-it-moves-states-red-tier" target="_blank" rel="noopener">said</a> Tuesday that indoor dining, indoor fitness, museums, and movie theaters would be allowed to reopen Wednesday at limited capacity.<h2>Louisiana</h2>Gov. John Bel Edwards of Louisiana <a href="https://www.theadvocate.com/baton_rouge/news/coronavirus/article_35561750-7b86-11eb-b7c5-4fd72de8eeb4.html" target="_blank" rel="noopener">said on Tuesday</a> that starting Wednesday, businesses could operate at 75% capacity, except in indoor event halls, which were limited to 50% capacity at a maximum of 250 people.Live music could also resume indoors. He said that the state's mask mandate would continue, and the new rules would remain in place for at least 28 days, until March 31.<h2>Michigan</h2>Gov. Gretchen <a href="https://www.rev.com/blog/transcripts/michigan-governor-gretchen-whitmer-covid-19-press-conference-transcript-march-2" target="_blank" rel="noopener">Whitmer of Michigan</a> announced easing of restrictions on Tuesday, set to take effect on Friday.Restaurants would be able to operate at 50% capacity - increased from 25% - and retail, entertainment, and sports facilities could open at increased capacity, she said. People can also visit a nursing home after a negative COVID-19 test.Michigan has a state-wide mask-mandate, and Whitmer said mask-wearing, social distancing, and washing hands was "more important than ever."<h2>Mississippi</h2><div type="image" title="Mississippi Republican Gov. Tate Reeves" height="2400" width="3600" msid="81314420" hostid="261"></div>Mississippi rescinded a state-wide mask order in September, but Gov. Tate Reeves of Mississippi <a href="https://governorreeves.ms.gov/covid-19/" target="_blank" rel="noopener">said Tuesday</a> that county-specific mandates would be lifted too. He also said that the only COVID-19 restrictions that would remain were a 50% cap on the number of people in indoor arenas, and that certain restrictions would remain in schools.<h2>North Carolina</h2>Gov. Roy Cooper of North Carolina eased restrictions <a href="https://governor.nc.gov/documents?field_document_type_tid=261&amp;field_document_type_tid_op=orp=or" target="_blank" rel="noopener">starting February 26,</a> lifting a curfew and allowing indoor venues to operate at limited capacity. There is still a mask mandate.<h2>Arkansas</h2>Gov. Asa Hutchinson <a href="https://apnews.com/article/public-health-arkansas-health-asa-hutchinson-coronavirus-pandemic-6dab3e7c5a1e9bd6604cff2800f3b1e0" target="_blank" rel="noopener">on February 26</a> lifted capacity limits for bars, restaurants, gyms, and large venues. He said that the state's mask mandate would remain in place until March, provided the number of cases and hospitalizations were low.<h2>Massachusetts</h2>Gov. Charlie Baker of Massachusetts <a href="https://www.mass.gov/news/baker-polito-administration-announces-plans-for-continued-reopening" target="_blank" rel="noopener">said February 25</a> that restaurants could open at full capacity - albeit with social distancing and table size and time restrictions - starting Monday.Other venues could open at 50% capacity, with no more than 500 people allowed inside. A state-wide <a href="https://www.mass.gov/news/baker-polito-administration-announces-plans-for-continued-reopening" target="_blank" rel="noopener">mask mandate </a>is still in place.<h2>Washington</h2>Gov. Jay Inslee lifted restrictions for five counties in the state <a href="https://www.governor.wa.gov/news-media/inslee-announces-five-regions-progress-phase-2" target="_blank" rel="noopener">on February 14</a>, and allowed restaurants to open up at 25% capacity.<h2>Montana</h2>Gov. Greg Gianforte of Montana <a href="https://www.forbes.com/sites/alisondurkee/2021/02/11/montana-becomes-latest-state-to-lift-mask-mandate-despite-threat-of-new-coronavirus-variants/?sh=2522372977f7" target="_blank" rel="noopener">terminated</a> the <a href="https://www.businessinsider.com/cdc-mask-mandates-iowa-montana-face-masks-compulsory-rochelle-walensky-2021-2" target="_blank" rel="noopener">state's mask mandate February 12</a>.<h2>Iowa</h2>Gov. Kim Reynolds of Iowa <a href="https://www.businessinsider.com/iowa-gov-lifts-health-restrictions-despite-new-coronavirus-variant-2021-2" target="_blank" rel="noopener">lifted restrictions February </a>5. Iowans no longer have to wear face coverings in public. Businesses can have as many people as they want inside and don't have to abide social-distance guidelines.

<ul class="summary-list"><li>As the coronavirus pandemic forces US states and cities to take action, Americans are wondering if the government will implement a national lockdown.</li><li>California and New York have already enacted strict lockdown measures, and others are following.</li><li>Although President Trump said he doesn't anticipate a lockdown, it may become necessary as the death count rises.</li><li><a href="https://www.facebook.com/BusinessInsiderToday/">View more episodes of Business Insider Today on Facebook.</a></li></ul>California and New York became the first two US states to enact strict lockdown measures in response to the growing <a href="https://www.businessinsider.com/wuhan-coronavirus-us-cases-health-risk-2020-1">coronavirus pandemic</a>.As more states and cities look to follow their lead, some health officials have questioned whether the US is doing enough to stop the outbreak.And many Americans are wondering if the US government has its eyes on a nationwide lockdown.So is a total national lockdown possible, and what would it take for us to reach that point?We turned to senior science reporter Aria Bendix for answers.<h2>Is it possible that the US could go into a full, nationwide lockdown?</h2>Despite the aggressive actions taken by California and New York, President Donald Trump has said he doesn't anticipate a federal lockdown in the style of Italy, one of the hardest-hit countries.But as the death count rises exponentially in the US, Bendix said, such a lockdown may become necessary."Almost a week ago, it was limiting public events with more than 500 people. We've seen that reduced to about 250 then now down to 10," Bendix said. "So they'll continue to implement stricter measures as you see cases and the death count rise."<h2>What would it take for the US to get to that point?</h2>"There's no hard and fast line. I'm not sure that government officials even know," Bendix said."Obviously right now, we're implementing restrictions on a statewide basis or even on a citywide basis. So it'll be up to individual leaders to determine when either the case count or the death count has gotten too high and we're not implementing the appropriate measures to contain the spread," she said."But as we continue to see cases rise, we're just going to have to get stricter and stricter with what we do to try and contain this virus."<h2>What exactly would a lockdown prevent you from doing?</h2>Associated PressPresident Donald Trump listens as Director of the National Institute of Allergy and Infectious Diseases Dr. Anthony Fauci speaks during a coronavirus task force briefing on Friday.For an example of what a lockdown would look like, Bendix pointed to San Francisco, which implemented a <a href="https://www.businessinsider.com/san-francisco-lockdown-coronavirus-disease-bay-area-2020-3">citywide shelter-in-place order</a> on Monday."That means that unless someone has an essential need to be outdoors or to get to their job that they can actually be fined or face imprisonment for going outside for an unnecessary reason," she said."But they're actually emphasizing that they are going to be compassionate about these rules. We obviously understand these are difficult times. But it's pretty dire straits at this point."<h2>If a lockdown is imposed, will you be fined for going outside?</h2>"We have seen past precedent for it," Bendix said. "In San Francisco you can already receive a fine if you are going out for a nonessential reason like getting to work or walking your pet. In Italy we've seen that you have to carry around, actually, a piece of paper explaining your reason for being outdoors.
