<keyword id="6358070" type="General" weightage="20" keywordseo="mumbai" source="Orion">Mumbai</keyword> municipal commissioner Iqbal Singh Chahal has made a sinister prediction for the city, saying that by 2050, a major portion of <keyword id="6361338" type="General" weightage="20" keywordseo="south-mumbai" source="Orion">south Mumbai</keyword>, including the business district of <keyword id="6391251" type="General" weightage="20" keywordseo="nariman-point" source="Orion">Nariman Point</keyword> and <keyword id="11967724" type="General" weightage="20" keywordseo="state-secretariat-mantralaya" source="Orion">state secretariat Mantralaya</keyword>, will go <keyword id="68531" type="General" weightage="20" keywordseo="under-water" source="Orion">under water</keyword> due to the rising sea level. Speaking at the launch of Mumbai Climate Action Plan and its website at the hands of Maharashtra Environment and Tourism Minister Aaditya Thackeray on Friday, Chahal said about 70 per cent of the city's A, B, C and D wards in south Mumbai will be under water due to <keyword id="6361617" type="General" weightage="20" keywordseo="climate-change" source="Orion">climate change</keyword>. He said that nature has been giving warnings, but if people do not "wake up" then the situation would turn "dangerous". "Eighty per cent of the areas like Cuffe Parade, Nariman Point and Mantralaya will be under water...Means going to disappear," he said. The civic chief also said that it is a matter of just 25-30 years as 2050 is not too far. "We are getting warnings from nature and if we do not wake up, it will be a dangerous situation for the next 25 years. And it will not only be the next generation but the current generation will also suffer," Chahal warned. He said that Mumbai is the first city in South Asia that is preparing its climate action plan and acting on it. "Earlier, we used to hear about climate change events like melting glaciers, but not directly affecting us. But now it has come to our doorstep," he added. Chahal said that last year for the first time in 129 years, a cyclone (Nisarga) hit Mumbai and thereafter in the last 15 months, there have been three cyclones. After that, on August 5, 2020, about 5 to 5.5 fewater was accumulated at Nariman point. "There was no cyclone warning that day, but considering the parameters, it was a cyclone," Chahal said. Highlighting that the city has witnessed some extreme weather condictions recently, he said that the city faced Tauktae cyclone in Mumbai and witnessed 214 mm rain on May 17, though monsoon arrives here on June 6 or 7. Before June 9, Mumbai recorded 84 per cent of the June rainfall and in July, 70 per cent of month's average rainfall was received in just four days - from July 17 to 20, he said. Under the Mumbai Climate Action Plan (MCAP), the data assessment has identified areas and communities most vulnerable given increasing climate uncertainty, the Brihanmumbai Municipal Corporation (BMC) said in a release. Data from across BMC's 37 automatic weather stations (AWS) over the past 10 years suggests that on an average, Mumbai has seen six heavy, five very heavy, and four extremely heavy rainfall days per year. And for all the rainfall that occurs during the monsoon season in Mumbai, each year, approximately 10 per cent falls under the heavy category, nine per cent very heavy, and six per cent extremely heavy. According to the India Meteorological Department's (IMD) classification, daily rainfall from 64.5 mm to 115.5 mm is considered 'heavy', 115.6 mm to 204.4mm 'very heavy' and more than 204.5mm is 'extreme'. "The four-year period between 2017 and 2020 has seen a steady increase in the extremely heavy rainfall events. This indicates that the frequency of such extreme weather events is increasing for the city of Mumbai especially over the past four years," said Lubaina Rangwala, Associate Director, WRI India Ross Center for Sustainable Cities. Mumbai's Nariman point, Mantralaya areas will be submerged by 2050 if people don’t ‘wake up’, says city’s municipal chief

The government has merged the Department of <keyword id="108214" type="CITY" weightage="20" keywordseo="Public-Enterprises">Public Enterprises</keyword> (DPE) with the finance ministry to give it a better control over state-owned firms and facilitate its ambitious privatisation programme. Finance ministry will now have six departments while DPE's hereto parent ministry, the ministry of heavy industries and public enterprises will now be called the ministry of heavy industries. Previously, the <keyword id="44532" type="PERSON" weightage="20" keywordseo="Disinvestment">disinvestment</keyword> ministry - created under the Atal Bihari Vajpayee government - was merged with the Finance Ministry and is now a department under it. Also, <keyword id="62529" type="ORGANIZATION" weightage="20" keywordseo="Foreign-Investment-Promotion-Board">Foreign Investment Promotion Board</keyword> (FIPB) was abolished and administration of foreign investments was given to the Finance Ministry (FinMin). The shift of DPE to the finance ministry will help in efficient monitoring of the capital expenditure, asset monetisation and financial health of the Central Public Sector Enterprises (CPSEs). "<keyword id="156153" type="ORGANIZATION" weightage="20" keywordseo="Ministry-of-Finance">Ministry of Finance</keyword> (<keyword id="11588398" type="UNKNOWN" weightage="20" keywordseo="vitta-mantralaya">Vitta Mantralaya</keyword>), after the sub-heading (v) Department of <keyword id="6354241" type="UNKNOWN" weightage="20" keywordseo="Financial-services">Financial Services</keyword> (Vittiya Sewayen Vibhag), following sub-heading shall be inserted, namely:- (vi) Department of Public Enterprises (Lok Udyam Vibhag)" as per the Cabinet Secretariat notification dated July 6, 2021. The rejig comes ahead of Cabinet expansion slated later in the day. The gazette notification issued said these rules may be called the government of India (Allocation of Business) Three Hundred and Sixty First Amendment Rules, 2021. "They shall come into force at once," the notification said. Presently, the finance ministry has five departments -- Economic Affairs, Revenue, Expenditure, Investment and Public Asset Management and Financial Services. With the addition, this will be the sixth department under the finance ministry. Giving details of the functions performed by the DPE, the notification said coordination of matters of general policy affecting all Public Sector Enterprises (PSEs), evaluation and monitoring the performance of PSEs, including the memorandum of understanding mechanism, review of capital projects and expenditure in CPSEs. Besides, the DPE frames measures aimed at improving performance of CPSEs and other capacity building initiatives of PSEs, rendering advice relating to revival, restructuring or closure of PSEs including the mechanisms, counselling, training and rehabilitation of employees in CPSEs under Voluntary Retirement Scheme and categorisation of CPSEs including conferring 'Ratna' status, among others. The heavy industries ministry will continue to be the administrative ministry related primarily to the capital goods sector. As many as 44 CPSEs including Maruti Udyog Limited, BHEL, Cement Corporation, <keyword id="173465" type="CITY" weightage="20" keywordseo="Scooters-India">Scooters India</keyword>, HMT and various other subsidiaries would be under the Ministry of Heavy Industries. Many companies under the ministry are sick and up for sale under the disinvestment programme of the government. Finance minister Nirmala Sitharaman in her Budget 2021-22 already announced that a revised mechanism for fast-tracking closure of loss making PSUs would be worked out and an incentive package would be developed to incentivise states to sell stake in state PSUs. She also announced a big-ticket privatisation agenda, including privatisation of two public sector banks and one general insurance company to garner Rs 1.75 lakh crore from stake sale in public sector companies and financial institutions during 2021-22. As part of the divestment strategy for the financial sector, the government has decided to go for a mega initial public offering (IPO) of Life Insurance Corporation of India (LIC) and residual stake sale in IDBI Bank during the financial year beginning April. <keyword id="14264235" type="General" weightage="20" keywordseo="rebel-shiv-sena" source="Orion">Rebel Shiv Sena</keyword> MLA Sanjay Shirsat has written a letter to Maharashtra Chief Minister <keyword id="53973" type="General" weightage="20" keywordseo="uddhav-thackeray" source="Orion">Uddhav Thackeray</keyword>, claiming that state minister <keyword id="193503" type="General" weightage="20" keywordseo="eknath-shinde" source="Orion">Eknath Shinde</keyword> took the step of going against the party leadership as Sena MLAs, who faced "humilitation" for the last two-and-a-half years, persuaded him to do so. While the <keyword id="6358821" type="General" weightage="20" keywordseo="shiv-sena" source="Orion">Shiv Sena</keyword> legislators had no access to the chief minister, the Congress and NCP, which are the "real opponents" of the Sena, were getting all the attention, he claimed in the letter, dated June 22. The Sena shares power with the NCP and Congress in Maharashtra. Shirsat, the MLA from Aurangabad (West) Assembly constituency, in the letter claimed that despite the Shiv Sena being in power and having its own chief minister, the coterie around Thackeray never allowed them access to 'Varsha', the CM's official residence. There was no question of going to 'Mantralaya', the state secretariat, because the chief minister never came there, he said. The letter was posted by Shinde on his Twitter handle, claiming these were the sentiments of the Sena MLAs. Shinde is currently camping with some rebel MLAs in Assam's Guwahati city, plunging the Sena-led Maharashtra government into a crisis. In the letter, Shirsat said Eknath Shinde opened doors for the party MLAs to listen to their grievances, issues about development work in their constituencies and related fund, and problems with allies Congress and NCP. "Only Shinde heard us out and took steps to resolve all the problems. The party MLAs persuaded Shinde to take this step (of revolt) for the rights of all the legislators," Shirsat said in the letter. While the Shiv Sena legislators had no access to the chief minister, the Congress and NCP, which are the "real opponents" of the Shiv Sena, were getting all the attention, he claimed. "The Shiv Sena votes did not split in the Rajya Sabha polls, then why so much distrust in us for the Legislative Council polls?" he asked. The Shiv Sena-led tripartite Maha Vikas Aghadi (MVA) in Maharashtra was trumped by the BJP in the Rajya Sabha polls to six seats from the state on June 10, when the Sena's second candidate, Sanjay Pawar, lost to BJP's Dhananjay Mahadik. In the MLC polls to 10 seats held on June 20, the MVA again suffered a setback when it lost one out of the six seats it contested. The opposition BJP in the state won all the five seats which it had contested. Maharashtra Chief Minister Uddhav Thackeray on Wednesday night moved out of his official residence 'Varsha' in south Mumbai and shifted to Matoshree, the Thackeray family's private bungalow in suburban Bandra, amid high drama, as the Shiv Sena asserted he will not resign in the wake of rebellion by Shinde. Referring to the show of strength by Shiv Sainiks at 'Varsha' on Wednesday, Shirsat in the letter said, ''The doors of Varsha opened for the common people in the real sense yesterday. These doors were closed for us despite being the Shiv Sena MLAs." "The cotorie around you never allowed us access to you. Whenever we got a call from 'Varsha' that you would like to meet us, we were made to wait for several hours by your cotorie. They never took our calls...why should we be humiliated like this despite being elected by three to four lakh people?" the legislator sought to know. Shirsat also said the party MLAs were not allowed to accompany Maharashtra cabinet minister Aaditya Thackeray (the CM's son) to Ayodhya (in Uttar Pradesh during his visit on June 15). ''Aren't Hindutva, Ram Mandir, Ayodhya Shiv Sena's core issues? Then why we were stopped from accompanying Aaditya Thackeray to Ayodhya?" he asked. The legislator further said he had checked in his luggage at the airport when he was told that the CM has said no MLA will accompany Aaditya Thackeray (on his Ayodhya visit). "The Shiv Sainiks at the grassroot would question us as to how our real opponents Congress and NCP get access to you and to the development funds despite the chief minister being ours," Shirsat said. "We would have a tough time answering our voters and workers why the Shiv Sena legislators were sidelined despite being in power. In all our tough times, Shinde stood by us, which is the reason we are with him today,'' he added. Bhopal, Apr 30 () Madhya PradeshChief MinisterShivraj Singh Chouhan on Thursday claimed there was a"significant" decline in the number of coronavirus cases inthe state.So far, Madhya Pradesh has recorded 2,625 COVID-19cases, including 137 deaths.Only 2.4 per cent (out of total samples tested)have tested virus positive in the test reports of Thursday,he said.Of it, 1.9 per cent were detected positive in Bhopalwhile 2.2 per cent in Indore, he said.Besides, 4.4 per cent (of the total samples) testedpositive in Jabalpur, he said.This is a good indication. We will be able to defeatthe virus soon, Chouhan said.The CM made the remarks while reviewing the work inprogress to stem the pandemic spread with senior officials viavideo conferencing in Mantralaya (secretariat), an officialstatement said.He said the situation in worst-hit Indore, too isdrastically improving. In today's test reports, only 10 persons out of 451have tested positive in Indore. In the test reports of April30, out of a total of 2617 tests, only 65 have testedpositive, he added.
