Earlier this week, airlines said no to the three main demands of the MPs that usually were: - to allocate a quota of seats on airlines, meet and assist services at the airports and an end to "the disparity between minimum maximum fare buckets on low-cost airlines". 
 
However, one of the many MPs attending the meeting agreed that fares should be fair. "If one has to travel to, say, Mumbai tomorrow, one will have to pay a few thousand more than what one will for a flight a few days later. This (surge pricing) should stop," the MP said. 
 
Other things were also brought to light in the meeting. Certain suggestions like preference to MPs while allotting front row seats (which have more leg room), an end to the practice of travel agents charging fares higher than airline websites and providing them wheelchairs and carts to commute from the entrance of the airport terminal to the vehicle that takes them to the tarmac were made. 
 The panel is lead by MP <keyword id="43254" type="PERSON" weightage="20" keywordseo="Yogi-Adityanath">Yogi Adityanath</keyword> and has nine other <keyword id="6355187" type="ORGANIZATION" weightage="20" keywordseo="Lok-Sabha">Lok Sabha</keyword> MPs and three Rajya Sabha MPs as members. This year, they also recommended that their salaries along with the perks should be doubled. MPs now get a salary, including allowances, of Rs 1.4 lakh a month, according to PRS Legislative Research, a body that tracks the functioning of <keyword id="6354721" type="ORGANIZATION" weightage="20" keywordseo="parliament">parliament</keyword>. The salary of MPs is tax free and comes with additional benefits like free petrol, free telephone calls and free housing. Indian airlines are in no mood to give perks to MPs

The <a href="http://www.businessinsider.in/searchresult.cms?query=Competition+Commission+of+India">Competition Commission of India</a> has imposed multi-crore penalties on <a href="http://www.businessinsider.in/searchresult.cms?query=Jet+Airways">Jet Airways</a>, Indigo and SpiceJet. The Commission claims the private airlines acted as a cartel and <a href="http://www.businessinsider.in/searchresult.cms?query=fixed+fuel+surcharge">fixed fuel surcharge</a> (FSC) on cargo transport. 
 
CCI has imposed a penalty of Rs. 151 Crores, 63 Crores and 42 Crores on <a href="http://www.businessinsider.in/searchresult.cms?query=Jet+Airways">Jet Airways</a>, Indigo and SpiceJet respectively. 
 
"Considering the precarious financial position of airlines, the penalty has been imposed by the Commission at 1% of their average turnover of the last three financial years," <a href="http://www.businessinsider.in/searchresult.cms?query=Competition+Commission+of+India">CCI</a> said in an official statement on Tuesday. 
 
"The airlines acted in parallel in collusion in fixing FSC rates. Such conduct was found to have resulted in indirectly determining the rates of air cargo transport and thereby in contravention of the Competition Act," <a href="http://www.businessinsider.in/searchresult.cms?query=Competition+Commission+of+India">CCI</a> said. 
 
However, <a href="http://www.businessinsider.in/searchresult.cms?query=Competition+Commission+of+India">CCI</a> has not imposed any penalty on Air India and Go Airlines.

SpiceJet introduces India’s first budget-business flights with Jet’s Boeing 737s

Domestic carriers are once again trying to spice up the festive season by offering heavy discounts on airfare. India's low-budget carrier Spicejet announced five-day ‘Diwali Dhamaka’ sale on Tuesday, ranging from all-inclusive fares of Rs 899 to Rs 2,499, for travel starting from November 1, 2014, to December 2015. 
 
The sale would be on till October 26 and would be available for short distance travel between sectors like Bangalore-Chennai-Kochi. While on the Bangalore-Goa sector, a one-way ticket price would start at Rs 1,599 and for the rest of India, the starting fare would be Rs 2,499. 
 Soon after SpiceJet announced a discounted ticket scheme, Mumbai-based <keyword id="6358200" type="CITY" weightage="20" keywordseo="Jet-Airways">Jet Airways</keyword> also launched a similar scheme starting from an all-inclusive fare of Rs 899. On the other hand, <keyword id="6354706" type="CITY" weightage="20" keywordseo="Indigo">Indigo</keyword> announced fares between Rs 1,590 to Rs 4,999 on its domestic network. 
 The October-December period is considered as the peak season for air travel in India and generally witnesses an increase in fares by 10-30% each year. According to travel portal <keyword id="132652" type="COMPANY" weightage="20" keywordseo="Cleartrip">Cleartrip</keyword>, however, fares this year are about 20% lower as compared to same period last year. 
 
As per an airline executive, pricing has been subdued during the peak season this year due to oversupply, resulting in lower occupancy in flights. 
 
Last week, GoAir, another budget Indian airline, had announced a discounted ticket scheme for travel between October 21 and 30 with fares for flights from Mumbai to Ahmedabad, Bangalore, Chennai and Delhi. The fare started from Rs 2,510. However, travel agents call these flash sales a gimmick. 
 “Post-Diwali period is a low season for airlines. Secondly, domestic carriers are facing cash flow problems so these sales are one way for them to collect money in advance. These sales are similar to the ‘up to 50 per cent discounts’ in malls, not all the clothes will have a 50 per cent discount. Similarly, just the first 10 tickets will be low-priced. Such sales are gimmicks and mislead the public. For travel agents, these sales are an irritation as clients demand such low rates on all the tickets booked during these periods, which cannot work out,” said Karl Dantas, president of <keyword id="2566939" type="UNKNOWN" weightage="20" keywordseo="Enterprising-Travel-Agents-Association">Enterprising Travel Agents Association</keyword>.

But his use of the word "capabilities" is a reminder that Israel has ground, air, and sea-based delivery systems for its nuclear weapons. In other words, a complete nuclear triad.There are eight countries in the world with declared nuclear arsenals, four of which — the United States, China, India, and Russia — have a complete nuclear triad. Pakistan has a partial triad, making it a close fifth. Israel's triad has some notable distinctions and limitations compared to those of the other four."Israel's nuclear triad bears the hallmarks of a regional nuclear triad as seen in India and Pakistan, rather than seeking globe-spanning strike capability," Sebastien Roblin, a widely published military-aviation journalist, told Business Insider."<a target="_blank" href="https://www.businessinsider.com/us-nuclear-submarine-surfaces-off-norway-in-rare-flex-2024-6">Ballistic missile submarines</a> with submarine-launched ballistic missiles and heavy bombers are unnecessary, even though Israel does face some range and geography complications vis-a-vis Iran in particular," Roblin said. "So, like Pakistan, Israel can rely on fighters, conventionally powered submarines, and submarine-launched cruise missiles for what it's trying to do.""Israel's triad remains remarkably powerful for a country its size."Experts believe Israel has three main delivery systems for its nuclear warheads. Israel has ground-based <a target="_blank" href="https://missilethreat.csis.org/missile/jericho-3/">Jericho 3 intermediate-range ballistic missiles.</a> Built by Israel Aerospace Industries, these IRBMs are capable of hitting targets at least 3,000 miles away. Israel also has German-built Dolphin 2 diesel-electric submarines widely believed to carry nuclear-armed Popeye Turbo cruise missiles, which can strike targets up to 930 miles away and purportedly have <a target="_blank" href="https://nationalinterest.org/blog/reboot/not-secret-israel-has-submarines-armed-nuclear-missiles-171297">a 200-kiloton nuclear warhead</a>. That modest submarine fleet gives Israel a second-strike capability in case its ground-based Jerichos are destroyed in an enemy first strike. And its fighter jets can drop nuclear bombs.Ryan Bohl, a senior Middle East and North Africa analyst at the risk intelligence company RANE, noted that one primary way Israel's nuclear triad differs from its counterparts is its regional focus."Israel's nuclear deterrent is not designed to ward off great powers like Russia or China, but rather regional powers like Egypt and Iran," Bohl told BI. "Should it ever face a great power nuclear confrontation that would inevitably drag in the United States, which is certainly better equipped to handle such a thing.""Israel does have purported capabilities for intercontinental ballistic missiles that would allow limited strikes extra-regionally, but again, none of these would have the impact of a great power," Bohl said."From what is known about the Jericho systems, they are both silo and land-based, but the reality is that all such land-based systems are vulnerable to first strikes, which is a key reason why the Israelis keep the triad," Bohl said.<div type="image" title="The F-15I fighter jet firing flares" height="853" width="1280" msid="111487399" hostid="261" sizebytes="59392"></div>The Israeli Air Force's fighter jets also play a role in the triad."Most believe specific IAF F-16 and F-15I Ra'am units have been assigned nuclear roles, with the latter fighters with their greater range and payload taking on added importance in the event of a long-distance war with Iran," Roblin said.Israel also boasts a sizable fleet of fifth-generation F-35I stealth jets, which are more capable of penetrating enemy air defenses to destroy strategic targets. It's unclear if Israel's F-35s can currently carry nuclear payloads.Roblin noted the US Air Force only recently certified the F-35A for <a target="_blank" href="https://www.businessinsider.com/f35a-stealth-fighter-closer-to-carrying-nuclear-weapons-2021-10">nuclear missions</a>."Whether and how Israel has integrated nuclear arms into its customized F-35Is is another mystery box," Roblin said. "Though I assume they will eventually assume a nuclear role if they haven't already —--they are just so much more survivable for delivery of gravity or glide bombs."Israeli jets can also fire Popeye cruise missiles for standoff strikes. Israel has developed <a target="_blank" href="https://www.forbes.com/sites/pauliddon/2024/06/11/israel-could-become-a-leading-air-launched-ballistic-missile-exporter/">several air-launched ballistic missiles</a>, some of which it used in <a target="_blank" href="https://www.businessinsider.com/iran-may-upgrade-its-air-defenses-after-israeli-missile-strike-2024-4">a strike against central Iran</a> in April. However, it's unclear if Israel has air-launched ballistic missiles fitted with nuclear warheads."The main challenge for making these nuclear-capable is Israel's capacity to miniaturize nuclear warheads vis-a-vis how heavy a warhead a given missile can carry," Roblin said. "So, weapons that support bigger warheads are easier to convert."The IAF had nuclear gravity bombs as far back as 1973. Roblin pointed out that the US has "invested billions" in turning its B61 nuclear bombs into nuclear bunker busters. He suspects Israel could have undertaken a similar project."If Israel has more ambitious counterforce intentions for its air-based nukes, as in hoping they could be used to reliably destroy enemy nuclear missile silos and storage areas, then perhaps it has quietly developed its equivalent of the US's new B61s, say based around the SPICE glide bomb kit," Roblin said.While extensive for a state Israel's size, RANE's Bohl highlighted some limitations of the Israeli triad, noting that Israel's true strength lies in having Washington's back."Israel's limitations are in part its relatively limited arsenal and more constrained systems for deployment beyond the region," Bohl said. "But within the region, Israel is certainly unsurpassed in its nuclear capabilities.""Given that the United States would serve as a nuclear umbrella for Israel for extra-regional threats, these limitations are certainly nothing that constrains Israel's nuclear deterrent from its primary targets like Iran," Bohl added.The RANE analyst also noted that the US's own forces represent a much more dangerous retaliation threat than Israel's submarines for any country that considers striking Israel with nukes."The true second strike threat for Israel is the United States itself, which in a theoretical nuclear war scenario would almost certainly retaliate on Israel's behalf should it ever suffer a first strike from a nuclear rival," Bohl said. "This makes it so that a second strike capability is important in terms of deterrence for full-scale escalation from a power like Iran.""But from a strictly tactical perspective, it would be the United States that truly serves as Israel's most effective second strike system."

In order to enhance <keyword id="182124" type="General" weightage="20" keywordseo="safety-standards" source="Orion">safety standards</keyword> in the <keyword id="34987" type="General" weightage="20" keywordseo="aviation-industry" source="Orion">aviation industry</keyword>, Directorate General of Civil Aviation on Wednesday said that a total of 542 <keyword id="6641634" type="General" weightage="20" keywordseo="enforcement-actions" source="Orion">enforcement actions</keyword> were taken in the year 2023 which was a 77 per cent increase as compared to the 305 enforcement actions carried out in 2022. In a statement, <keyword id="6354787" type="General" weightage="20" keywordseo="dgca" source="Orion">DGCA</keyword> informed that, in a significant move towards enhancing safety standards in the aviation industry, DGCA has taken stringent measures to ensure compliance with regulations through the conduct of <keyword id="1808201" type="General" weightage="20" keywordseo="surveillance-activities" source="Orion">surveillance activities</keyword> on airlines, aerodrome operators, approved organisations, and aviation personnel under its regulatory control to meet laid-down safety obligations. Extensive surveillance mechanisms play a pivotal role in safety by mitigating potential safety risks and enhancing safety margins across the industry. During the year 2023, DGCA intensified its safety oversight efforts and conducted a staggering 5745 surveillances (4039 planned surveillances, 1706 spot checks and night surveillance), which is an all-time high. This marked a notable increase of 26 per cent in surveillance activities compared to the year 2022, emphasising the commitment to ensure compliance and safety within the aviation landscape. Consequent to the findings of the surveillance conducted, enforcement action on non-compliant personnel, airlines, and other operators was taken. A total of 542 enforcement actions were taken in the year 2023 witnessing a 77 percent increase as compared to the 305 enforcement actions carried out for the year 2022. Significant enforcement actions for the year 2023 included the suspension of the Approved Training Organisation of Air India and financial penalties on airlines like Air India, Air Asia, Indigo and Spice Jet for various non-compliances. Enforcement actions were also taken against erring pilots and cabin crew, ATCOs, non-scheduled airlines, flying training organizations and aerodrome operators. DGCA's unwavering commitment to enforcing compliance underscores the critical importance of adhering to safety regulations within the aviation sector to ensure safer skies.
