In 2020, President Xi Jinping pledged that China would become <a target="_blank" class="" href="https://chinaeucn.com/carbon-neutrality-china/#:~:text=In%20September%202020%2C%20president%20Xi,carbon%20neutrality%20to%20the%20world.">carbon neutral by 2060,</a> and it's on track this year to record its first drop in greenhouse <a target="_blank" class="" href="https://www.businessinsider.com/china-meeting-us-climate-solar-panels-coal-power-energy-security-2024-5">emissions since 2016.</a>At the same time, China has pushed harder to produce its own green technology — and sell it to the rest of the world.It is the world's largest producer of electric vehicles and solar panels, and the percentage of its energy coming from renewable sources <a target="_blank" class="" href="https://www.iea.org/reports/renewables-2023/executive-summary#">is rapidly growing.</a>That work brings practical and economic benefits. Analysts also point to other motives for Beijing's green push: influence and power."Where the Trump administration sees renewable energy as a threat to jobs, China is leveraging clean energy as part of a long-term strategic gambit," wrote <a target="_blank" class="" href="https://www.brookings.edu/articles/chinas-belt-and-road-initiative-is-poised-to-transform-the-clean-energy-industry/">Daniel Araya of the Brookings Institute in Washington, DC, in 2018.</a>China, as part of its "Belt and Road" initiative to grow its global influence, has provided developing countries with renewable energy technologies, including wind farms."Green tech plays a critical role in Xi's economic vision. While China has spent a decade trying to catch up to the United States and other advanced economies in existing tech (like semiconductors), it is increasingly focused on securing leadership in emerging industries like cleantech," said McElwee.The strategy is paying off, with global demand for renewable energy production technologies predicted to surge, and China set to account for 60% of installed global renewable energy capacity by 2030, according to an <a target="_blank" class="" href="https://www.iea.org/news/massive-global-growth-of-renewables-to-2030-is-set-to-match-entire-power-capacity-of-major-economies-today-moving-world-closer-to-tripling-goal">October report by the International Energy Agency.</a>The US lags China as a clean tech economic power.Trump has been explicit about his plans to repeal and otherwise roll back climate policies from the Biden administration.That included <a target="_blank" class="" href="https://www.politico.com/news/2024/09/05/trump-inflation-reduction-act-00177493">a pledge</a> just before the election to "rescind all unspent funds" from President Joe Biden's Inflation Reduction Act, which provided billions in funding for clean tech.<h2 id="d064aeb1-2497-4d9c-b893-7e2c1b98241d">Will China step up? </h2>There are also doubts over how much China is willing to take an international leadership role on climate issues.It's been wary of international agreements to tackle climate change in the past, and last year was accused by European officials of <a target="_blank" class="" href="https://www.reuters.com/business/environment/china-denies-reports-it-obstructed-g20-climate-discussions-2023-08-02/#:~:text=China%20denies%20reports%20it%20obstructed%20G20%20climate%20discussions%20%7C%20Reuters">obstructing G20 efforts </a>to tackle the climate crisis, Reuters reported. Assuming a leadership role would likely require China to send money to other countries, said Crowther. "The key question for officials in Beijing will now turn to whether China wants to deepen its financial commitments to helping other countries—particularly emerging markets—accelerate their own energy transitions," he said.Crowther said the run up to next year's COP30 summit in Brazil would provide clues of China's intentions. Ultimately, Xi may be more interested in cementing China's economic advantages than in concrete diplomatic pledges. "Although Beijing will try to boost its image as a global leader on climate change, I don't know how much substance will follow," said McElwee.

In May, LinkedIn also conducted an online survey of more than 7,000 global workers in the US, Europe, Brazil, and the United Arab Emirates to capture a snapshot of Gen Z's perception of green jobs.The green skills gap could make it harder for governments and companies to meet their climate goals, LinkedIn warned, especially with Gen Z on track to account for 30% of the global workforce by 2030. Gen Z wants jobs that help solve the climate crisis but has no idea how to get them 

The <keyword id="19994390" type="General" weightage="100" keywordseo="GST-Council" source="keywords">GST Council</keyword> on Monday is expected to deliberate on a host of issues, including <keyword id="20118944" type="General" weightage="20" keywordseo="taxation" source="keywords">taxation</keyword> of insurance premiums, GoM's suggestions on rate rationalisation, and a status report on <keyword id="19939772" type="General" weightage="20" keywordseo="online-gaming" source="keywords">online gaming</keyword>, sources said. Sources said the fitment committee, comprising Centre and state tax officials, will present a report on GST levied on life, health and reinsurance premiums and the revenue implications. The GST Council, chaired by Finance Minister Nirmala Sitharaman and comprising state ministers, will decide on whether to reduce the tax burden on <keyword id="19894985" type="General" weightage="20" keywordseo="health-insurance" source="keywords">health insurance</keyword> from the current 18% or exempt certain categories of individuals, like senior citizens. The deliberations will also happen with regard to the goods and services tax (GST) cut on <keyword id="23083492" type="General" weightage="20" keywordseo="life-insurance-premium" source="keywords">life insurance premium</keyword>. In 2023-24, the Centre and states collected Rs 8,262.94 crore through GST on health <keyword id="22612491" type="General" weightage="20" keywordseo="insurance-premium" source="keywords">insurance premium</keyword>, while Rs 1,484.36 crore was collected on account of GST on health reinsurance premium. The issue of taxation on insurance premium figured in Parliament discussions with opposition members demanding that health and life insurance premiums be exempt from GST. Even Transport Minister Nitin Gadkari wrote to Sitharaman on the issue. Finance Minister Nirmala Sitharaman in her reply to discussion on the Finance Bill had said 75% of the GST collected goes to states and opposition members should ask their state finance ministers to bring the proposal at the GST Council. West Bengal Finance Minister Chandrima Bhattacharya had raised the issue in the meeting of the Group of Ministers (GoM) on rate rationalisation last month and the matter was referred to the fitment committee for further data analysis. The GoM had opined against any tinkering of four-tier GST slab of 5, 12, 18, and 28 % for the time being. The panel, however, had asked the fitment committee to look into any scope for rationalisation of rates of goods and services. With regard to online gaming, Centre and state tax officers will present a "status report" before the GST Council. The report would include <keyword id="20053837" type="General" weightage="20" keywordseo="GST-revenue" source="keywords">GST revenue</keyword> collection from the online gaming sector before and after October 1, 2023. From October 1, 2023, entry-level bets placed on online gaming platforms and casinos were subject to 28% GST. Prior to that, many online gaming companies were not paying 28% GST, arguing that there were differential tax rates for games of skill and games of chance. The GST Council in its meeting in August 2023 had clarified that online gaming platforms were required to pay 28% tax and subsequently, Central GST law was amended to make the taxation provision clear. Offshore gaming platforms were also mandated to register with GST authorities and pay taxes, failing which the government would block those sites. The council had then decided that the taxation on online gaming sector would be reviewed after six months of its implementation. Sources said the Council would deliberate on the status of taxation on the sector, and any change in tax rates is unlikely. Besides, the Council is likely to be apprised about the ongoing drive against fake registration, the success of the drive and action taken against such entities. The total amount of suspected GST evasion would also be presented before the Council. The drive, from August 16, 2024, to October 15, 2024, is aimed at detecting suspicious/fake GSTINs and to conduct requisite verification and further remedial action to weed out these fake billers. In the first drive between May 16, 2023 to July 15, 2023, against fake registration, 21,791 entities (11,392 pertaining to state tax jurisdiction and 10,399 pertaining to CBIC jurisdiction) having GST registration were discovered to be non-existent. An amount of Rs 24,010 crore (state - Rs 8,805 crore + centre - Rs 15,205 crore) of suspected tax evasion was detected during the special drive. Also, the Council would approve notifications, including that of the amnesty scheme, announced in the last council meeting. The council in June meeting took a host of taxpayer-friendly measures, including waiver of interest and penalty for demand notices issued in the first three years of GST -- 2017-18, 2018-19 and 2019-20 -- if the full tax demanded is paid by March 31, 2025. To reduce litigation, a monetary limit for tax officers, to file appeals before the GST Appellate Tribunal, the High Court and the Supreme Court was fixed at Rs 20 lakh, Rs 1 crore and Rs 2 crore, respectively, by the Council. It also recommended a reduction of the quantum of pre-deposit required to be paid by taxpayers for filing of appeals under goods and services tax (GST).

But there's still time to limit the planet's warming to 1.5 degrees Celsius above the pre-industrial standard, according to the report. It recommends transitioning from fossil fuels to renewable energy sources like solar and wind, outfitting cities with electrified transportation systems and energy-efficient buildings, and deploying technologies that suck carbon out of the atmosphere."We clearly have the tools to tackle the climate crisis. That's what the report shows. But they need to be deployed much more rapidly, on a larger scale, to keep 1.5 within reach," Stephanie Roe, a lead author on the report and a climate scientist at the World Wildlife Fund, told Insider.<div type="image" title="wind turbines and church silhouetted against sunset" height="1667" width="2500" msid="90652615" hostid="261"></div>The problem is mustering the political will and financial resources to do it. The report identified just 18 countries that have consistently reduced their emissions over the last decade. Worldwide, financial investment in mitigation efforts would need to increase three- to six-fold in order to limit warming to 1.5 degrees, the report found.Existing fossil-fuel projects, like coal plants and oil wells, are enough on their own to lock in warming that exceeds 1.5 degrees, the report found."Some government and business leaders are saying one thing, but doing another. Simply put, they're lying and the results will be catastrophic," António Guterres, the UN secretary general, said in a press briefing on Monday."Climate activists are sometimes depicted as dangerous radicals, but the truly dangerous radicals are the countries that are increasing the production of fossil fuels," he added.<h2>The last IPCC assessment before the crucial 2025 deadline</h2><div type="image" title="pair of hands cupped holding crude oil" height="1755" width="2341" msid="90652616" hostid="261"></div>The new report is the third installment of the IPCC's sixth assessment. The first portion, released last year, focused on physical changes to the planet. In February, the second portion assessed how those changes will impact humans and ecosystems.The IPCC conducts the three-part assessment process roughly every six or seven years. This assessment was delayed several months by the COVID-19 pandemic. The last time the IPCC published a solutions-oriented report was in 2014, as part of its fifth assessment.This time around, the solutions recommended in the report may be more doable, despite the rapidly approaching 2025 deadline for turning around global emissions. The cost of solar and wind energy has plummeted since the IPCC's fifth assessment, and new innovations have made renewable-energy and energy-efficiency technologies work better on a larger scale."I think we're actually pretty fortunate to be alive during this brief time in history, where we sort of understand the stakes, but have time to do something about it," John Bistline, a contributing author to the energy-systems chapter of the report, told Insider.This will be the last IPCC assessment before the 2025 milestone. By the time the UN convenes scientists to make another such assessment, it will likely be too late to limit warming to 1.5 degrees.

The Biden administration is trying to cut itself off from Chinese goods that are key to solving the climate crisis — such <a target="_blank" href="https://www.businessinsider.com/us-fights-back-china-cheap-solar-panels-2024-4">as solar panels</a>, electric vehicles, batteries, <a target="_blank" href="https://www.businessinsider.com/us-is-firing-back-again-in-china-chip-semiconductor-wars-2024-3">and semiconductors</a>. The US wants to protect its factories against competition from cheaper products, which, in turn, could hit China's economy and risk slowing down the green transition. China is also under pressure to stop building new coal plants, the dirtiest form of power production, because the expansion undercuts the country's promise that its greenhouse-gas emissions will start dropping after 2030."The recent moves by the US to connect the climate issue with trade measures, industrial competition, and national security is something I'm sure the Chinese will raise because they have a lot of concerns on this policy direction," Li Shuo, the director of China Climate Hub at the Asia Society Policy Institute, told Business Insider.Li said China's view was that the US prioritized economic competition at the expense of mitigating the climate emergency. The world needs affordable green technology for the energy transition, and China's record levels of investment have driven down the costs, he added.A recent example <a target="_blank" href="https://www.businessinsider.com/how-chinese-automaker-byd-rose-to-challenge-tesla-2024-4">is the remarkable rise of BYD</a>, a Chinese automaker that briefly eclipsed Tesla this year as the world's largest seller of EVs.However, the US views China as a threat to both national security and the climate. The country's boom in green-tech manufacturing was largely powered by dirty energy, with coal still accounting for about 60% of China's electricity, <a target="_blank" href="https://www.spglobal.com/commodityinsights/en/market-insights/latest-news/energy-transition/013124-coal-still-accounted-for-nearly-60-of-chinas-electricity-supply-in-2023-cec">an S&amp;P Global analysis</a> found. And even though China is adding renewable energy to its grid faster than any other country, it's also building new coal-fired power plants at a rapid clip.Coal is a major source of tension between the US and China, Li said. China has no policy to signal a coal slowdown, undermining its climate promises.The issue could be inflamed following a deal this week among seven of the world's wealthiest countries to stop burning coal for power by 2035. During a G7 meeting in Italy, Japan, another major coal user, <a target="_blank" href="https://www.g7italy.it/wp-content/uploads/G7-Climate-Energy-Environment-Ministerial-Communique_Final.pdf">endorsed the timeline for the first time</a> and was joined by the US, Canada, and several European nations.For its part, the US in late April finalized stricter emissions limits on power plants, which are expected to speed up the shift away from coal. About 16% of US electricity comes from coal, a steep drop over the past decade largely due to the fracking boom that made gas a cheaper source of power.But neither the US nor China is in a position to compromise, Li said.China defends its coal expansion as a matter of energy security. Last year, sky-high temperatures and drought in regions reliant on hydropower forced rolling blackouts and factory closures.Biden-administration officials, including the climate envoy John Podesta and Treasury Secretary Janet Yellen, in recent months have said the US is evaluating new strategies to counter China's dominance over green technology. Former President Donald Trump <a target="_blank" href="https://www.businessinsider.com/donald-trump-impose-tariffs-china-if-elected-2024-2">said he would impose tariffs</a> of more than 60% on China if he won the election in November.Given the tension, there likely won't be any major breakthroughs during this month's talks, Li said. But the fact that the world's two largest polluters are meeting in person shows that the climate still carries special weight. Few Chinese senior officials travel to the US.

The US solar companies allege that Chinese-owned firms operating in Cambodia, Malaysia, Thailand, and Vietnam are illegally undercutting the market.The request follows an unprecedented wave of imports from the region last year. Those four countries combined accounted for about 80% of US solar panel imports during the second half of 2023, <a target="_blank" href="https://www.spglobal.com/marketintelligence/en/news-insights/latest-news-headlines/extreme-dependence-us-solar-panel-imports-boom-to-record-54-gw-in-2023-80448513">according to S&amp;P data</a>. There is now an 18-month supply of solar panels sitting in warehouses, and prices have been cut in half in the past year to as low as 10 cents per watt. In Germany, panels are so cheap that they're <a target="_blank" href="https://www.businessinsider.com/china-flood-solar-panel-cell-market-garden-fence-overcapacity-yellen-2024-4">being used to line garden fences</a>."In the past, we've been dependent on foreign oil from our adversaries," Tim Brightbill, a partner at Wiley Rein LLP representing the solar companies, told reporters. "We should not make the same mistake with respect to solar power. Solar was invented here. It was perfected here. There is no reason why America should be dependent on Chinese companies."The petition by US solar companies comes at a critical time for President Joe Biden. On the campaign trail, he's touted how his policies to tackle the climate crisis are creating jobs. More than $111 billion worth of investment has been announced<a target="_blank" href="https://e2.org/announcements/"> in renewable energy manufacturing projects alone</a>, largely fueled by tax breaks in the Inflation Reduction Act.But US solar makers say their businesses can't compete without stronger safeguards against China, which is outpacing US investment by hundreds of billions of dollars a year. Dismayed by several recent changes in school <keyword id="6375423" type="General" weightage="80" keywordseo="syllabus" source="Orion">syllabus</keyword> related to the weather, <keyword id="6361617" type="General" weightage="20" keywordseo="climate-change" source="Orion">climate change</keyword>, and even the Indian monsoon, a teachers' body has urged the <keyword id="48505" type="General" weightage="100" keywordseo="ncert" source="Orion">NCERT</keyword> to rethink these deletions from the school environmental syllabus and bring in different facets of the <keyword id="6375923" type="General" weightage="20" keywordseo="climate" source="Orion">climate</keyword> crisis. Teachers Against the Climate Crisis (<keyword id="14398053" type="General" weightage="80" keywordseo="tacc" source="Orion">TACC</keyword>) has claimed the NCERT has removed an entire chapter on Greenhouse Effect from Class 11 Geography syllabus; an entire chapter on weather, climate weather systems, and water from the Class 7 syllabus; and information about the Indian monsoon from the Class 9 syllabus. TACC, a non-funded, non-party organisation that seeks to promote understanding about climate and has members across universities and research institutions across <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword>, said it appreciates NCERT's efforts to manage learning deficit in wake of the Covid-19 pandemic by seeking to reduce students' workload by culling material - as explained on its website - however, "none of these concerns apply to fundamental issues such as climate change science, the Indian monsoon, and the other chapters that have been deleted." Stating that the relevant climate change science as being continuously updated via thousands of peer-reviewed papers published each year as well as very important compilations such as the <keyword id="8956" type="General" weightage="50" keywordseo="intergovernmental-panel" source="Orion">Intergovernmental Panel</keyword> on Climate Change (IPCC's) latest Assessment Reports and India's own report on climate change published by an agency under the <keyword id="158211" type="General" weightage="50" keywordseo="ministry-of-earth-sciences" source="Orion">Ministry of Earth Sciences</keyword>, a statement from TACC said, "It is extremely important that senior school students all over India are conveyed the essence of such updated information in an accessible, easy-to-understand manner." Across the world, including in India, students have been more and more concerned about the drastic changes wrought by environmental degradation, of which climate change is an example. "Young people's actions and interventions are crucial to meeting this most fundamental challenge. This action needs to be predicted upon systematic knowledge of the reality of climate change, its causes, and its enormous reach. Students need to understand the complexity of the climate crisis if they are to respond and engage intelligently with it," TACC said. Class 10 students, however, will no longer be able to learn and be inspired by popular people's movements such as Chipko movement or Narmada Bachao Andolan in their 'Popular Struggles and Movements' lessons since the chapter on them has been taken out of their 'Democratic Politics' syllabus, it said, and urged the NCERT to rethink its decision about deletions of these topics from the environmental syllabi.
