<br /> Expanding its base in the overseas energy market, <keyword id="45008" type="CITY" weightage="20" keywordseo="Tata-Power">Tata Power</keyword> has signed a Memorandum of Understanding (MoU) with Siberian Coal Energy Company (<keyword id="2739082" type="UNKNOWN" weightage="20" keywordseo="SUEK">SUEK</keyword>), to develop opportunities in the energy sector in Russia.<br />

	“SEUK is known to be a reliable and world class player in the mining business and Tata Power looks forward to working with them on identifying opportunities across the energy chain. The signing of MoU is a major milestone for Tata Power and we endeavour to be a significant player in the international energy market,” said a Tata spokesperson.<br />

	Under the agreement, both the companies will identify and target opportunities in the energy sector in Russia and other georgraphies  of common interest in order to develop mutually beneficial transactions.<br />
	<br />
	It should be noted that apart from Russia, Tata Power has made strategic investments in other foreign energy markets which include Australia, Bhutan, Indonesia, Singapore, South Africa, Botswana and Namibia.<br />
	<br /> The company has bought 30% stake in coal company <keyword id="163347" type="COMPANY" weightage="20" keywordseo="PT-Kaltim-Prima-Coal">PT Kaltim Prima Coal</keyword> (KPC) in Indonesia while it has acquired 26% stake in mines at PT Baramulti Suksessarana Tbk and geothermal project in the country. The company has presence in Singapore through Trust Energy Resources to maintain supply of coal to its thermal power generations in the country. The company has also made investments in a joint venture company, Cennergi, to develop projects in South Africa, Botswana and Namibia.<br />

	In Australia, Tata Power has invested in clean coal and geothermal technologies while in Bhutan, the energy major has made investments through partnership with the Royal Government of Bhutan in a hydro project in the country.

Last summer, the country experienced a significant military standoff with its neighbour China for three months, over the latter's construction of a road in Doklam, an area that is a disputed territory of Bhutan. <br /><br />Domestically, the tenuous political situation in the state of Kashmir showed no signs of letting up last year, while protests, riots and communal violence in other parts of the country also continued. In fact, <a href="https://www.firstpost.com/india/india-witnessed-822-communal-incidents-in-2017-says-centre-111-killed-2384-injured-in-violence-4338217.html" target="_blank" rel="nofollow noopener">around 822 incidents</a> of communal violence reportedly took place in India last year, according to Hansraj Ahir, the Union Minister of State for Home.</p><h2><strong>Violence has come at a hefty price</strong> for India's economy</h2><p>This violence represents a significant cost to India's economic growth. According to international think tank, the Institute for Economics and Peace, violence cost the country <a href="http://visionofhumanity.org/app/uploads/2018/06/Global-Peace-Index-2018-2.pdf" target="_blank" rel="nofollow noopener">nearly $1.2 trillion</a> (₹80.1 trillion) in constant exchange rates, or 9% of its GDP in 2017. This equates to roughly $600 per person in India.</p><p>According to <a href="http://visionofhumanity.org/app/uploads/2017/04/The-Economic-Cost-of-Violence-Containment.pdf">a report</a> on the economic cost of violence containment, the yearly cost of violence containment is calculated by a variety of 13 different categories, including the cost of funding UN peacekeeping missions, the level of expenditure on the military and the cost of terrorism.</p><p>India did, however, move up one place to 136 on the Global Peace Index, a ranking of 163 countries owing to lower military purchases and a slight improvement in violent crime statistics. At the bottom of the list was war-torn Syria, which lost a staggering of 68% of its GDP, or $42 billion, last year due to violence. Iceland took the top spot in the index, losing only $830 million due to violence. <br /><br />The Middle East and North Africa (MENA) region continued to be the world's least peaceful geographic region, hosting 4 of the world's 10 most violent countries. South Asia proved to be the world's second least peaceful region, amid ongoing conflicts in Pakistan and Afghanistan - which lost 13% and 63% of their GDP, respectively, in 2017. <br /><br />The overall cost of violence in the world has risen 16% since 2012, when Syria's civil war started, reaching $14.76 trillion last year. Violence cost India's economy 9% of its GDP last year

<p><div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div></p><ul class="summary-list"><li><strong>India and Japan are expected to continue discussing a logistics deal during a summit later this month.</strong></li><li><strong>The deal would allow both of their militaries to access bases and logistical support from the other.</strong></li><li><strong>Both India and Japan have sought to counter China's growing influence in the Indian Ocean region.</strong></li></ul><p>A meeting between Indian Prime Minister Narendra Modi and Japanese Prime Minister Shinzo Abe later this month may yield more progress on a deal that would allow their armed forces to share military facilities.</p><p>The proposed agreement, likely to be discussed during the 13th India-Japan summit in Tokyo on October 28 and October 29, would increase their security cooperation in the Indo-Pacific region by allowing the reciprocal exchange of supplies and logistical support, according to <a href="https://www.deccanherald.com/national/india-japan-share-military-698413.html" target="_blank" rel="noopener">the Deccan Herald</a>.</p><p>The proposed deal was first discussed when Japan's <keyword id="6354810" type="UNKNOWN" weightage="100" keywordseo="defense">defense</keyword> minister, Itsunori Onodera, met with India's defense minister, Nirmala Sitharaman, in New Delhi in August. It came up again this month during a meeting in Delhi between Modi and Abe's national-security advisers.</p><p><div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div></p><p>Sources with knowledge of preparations for the summit <a href="https://www.deccanherald.com/national/india-japan-share-military-698413.html" target="_blank" rel="noopener">told the Herald</a> that the deal would allow Japan and India to exchange logistical support, including supplies of food, water, billets, petroleum and oil, communications, medical and training services, maintenance and repair services, spare parts, as well as transportation and storage space.</p><p>It's not clear if any agreement would be signed this month, though there are signs India and Japan want to conclude it in the near term, given plans to increase joint military exercises next year and in 2020, according <a href="https://thediplomat.com/2018/10/india-japan-mull-allowing-their-armed-forces-to-use-each-others-military-bases/" target="_blank" rel="noopener">to The Diplomat</a>.</p><p>The deal would <a href="https://thediplomat.com/2018/10/india-japan-mull-allowing-their-armed-forces-to-use-each-others-military-bases/" target="_blank" rel="noopener">not commit</a> either country to military action, but it would allow their militaries - both <a href="https://www.businessinsider.com/most-powerful-militaries-in-the-world-ranked-2018-2" target="_blank" rel="noopener">among the most powerful</a> in the world - to access ports and bases run by the other.</p><p>For India, that means it would be able to use Japan's base in Djibouti, which is strategically located at the Horn of Africa between the Suez Canal and the Indian Ocean, overlooking one of the world's busiest shipping corridors.</p><p>In addition to Japanese troops, Djibouti also hosts a major US special-operations outpost at Camp Lemonnier, just a few miles <a href="https://www.businessinsider.com/china-troops-to-overseas-base-operational-security-concerns-for-us-2017-7" target="_blank" rel="noopener">from China's first overseas military outpost</a>, which opened in 2017 and which US officials have said raises "very significant operational security concerns."</p><p><div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div></p><p>In turn, Japan would be able to access Indian bases in the Andaman and Nicobar Islands, which sit on important sea lanes west of the Malacca Strait, a major maritime thoroughfare between the Indian and Pacific oceans. (The <a href="https://www.businessinsider.com/india-to-buy-submarines-amid-china-naval-activity-in-the-indian-ocean-2017-7" target="_blank" rel="noopener">majority of China's energy supplies</a> currently flow through the Indian Ocean and the Malacca Strait.)</p><p>India <a href="https://www.businessinsider.com/india-china-more-us-made-sub-hunting-planes-2018-1" target="_blank" rel="noopener">has started stationing</a> advanced P-8 Poseidon maritime patrol planes and maritime surveillance drones at the Andaman and Nicobar Islands.</p><p>At the summit later this month, Japan is also <a href="https://thediplomat.com/2018/10/india-japan-mull-allowing-their-armed-forces-to-use-each-others-military-bases/" target="_blank" rel="noopener">expected to raise</a> India's potential purchase of 12 Shinmaywa US-2i search-and-rescue and maritime surveillance planes, which would also be stationed at the islands.</p><p>Delhi reached a similar logistical-support deal <a href="https://thewire.in/diplomacy/india-and-france-sign-14-agreements-in-a-move-towards-maritime-cooperation" target="_blank" rel="noopener">with France</a> - which has territories in the southern Indian Ocean and a base in Djibouti - earlier this year and <a href="https://thediplomat.com/2016/05/5-reasons-why-india-agreed-to-a-logistics-agreement-with-the-united-states/" target="_blank" rel="noopener">with the US</a> in 2016. (India and the US <a href="https://www.businessinsider.com/us-india-comcasa-deal-improves-ability-to-communicate-and-track-subs-2018-9" target="_blank" rel="noopener">reached another deal</a> on communications and technical exchanges in September.)</p><p><div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div></p><p>Further discussion of an India-Japan logistical-support deal comes as those two countries and others seek to ensure freedom of movement in the Indian Ocean and to counter what is seen as growing Chinese influence there.</p><p>Japan, which, <a href="https://www.businessinsider.com/china-india-recalibrating-after-doklam-but-future-conflict-possible-2018-10" target="_blank" rel="noopener">like India</a>, has <a href="https://www.businessinsider.com/trump-and-china-japan-launches-sub-with-lithium-ion-battery-2018-10" target="_blank" rel="noopener">territorial disputes with China</a>, has sought to expand its military's capabilities and reach.</p><p>Earlier this month, Japan's largest warship, the Kaga helicopter carrier, sailed into the port at Colombo, in Sri Lanka - a visit meant to reassure Sri Lanka that <a href="https://www.businessinsider.com/china-japan-navies-build-ties-with-sri-lanka-amid-fight-for-influence-2018-10" target="_blank" rel="noopener">Japan would deploy military assets</a> to a part of the world where Chinese influence is growing.</p><p>A few days after the Kaga left Colombo, Sri Lanka navy ships were <a href="https://www.businessinsider.com/china-india-recalibrating-after-doklam-but-future-conflict-possible-2018-10" target="_blank" rel="noopener">scheduled to conduct exercises</a> with both the Indian and Japanese navies.</p><p>Japan has also expanded its security partnerships with countries around the Indian Ocean and <a href="https://www.businessinsider.com/japan-developing-projects-in-indian-ocean-amid-china-india-rivalry-2018-5" target="_blank" rel="noopener">pledged billions of dollars</a> for development projects in the region.</p><p><div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div></p><p>Beijing's activity around the Indian Ocean region is particularly concerning for Delhi.</p><p>China's base in Djibouti, its role in the Pakistani port of Gwadar, its 99-year lease of the Hambantota port in Sri Lanka, and other infrastructure deals with countries in the region have set Delhi on guard, Faisel Pervaiz, a South Asia expert at the geopolitical-intelligence firm Stratfor, told Business Insider earlier this month.</p><p><span style="font-weight: 400;">"India's view is that South Asia's our neighborhood, and if another rival military power is expanding its presence - whether in Bhutan, whether in the Maldives, whether in Sri Lanka, whether in Nepal - that is a challenge, and that is something that we need to address," Pervaiz said.</span></p><p><span style="font-weight: 400;">India's focus is likely to remain on <a href="https://www.businessinsider.com/china-india-recalibrating-after-doklam-but-future-conflict-possible-2018-10" target="_blank" rel="noopener">its land borders</a> with rivals China and Pakistan, Pervaiz said, but Delhi has made <a href="https://www.businessinsider.com/amid-simmering-tension-with-china-india-is-increasing-naval-strength-2017-11" target="_blank" rel="noopener">moves to bolster its position</a> in the Indian Ocean region - a change in focus that has been called "<a href="https://www.businessinsider.com/china-japan-navies-build-ties-with-sri-lanka-amid-fight-for-influence-2018-10" target="_blank" rel="noopener">a tectonic shift</a>."</span></p><p><span style="font-weight: 400;"><div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div></span></p><p><span style="font-weight: 400;">India is working <a href="https://www.businessinsider.com/us-backs-india-plan-for-chabahar-port-amid-increasing-pressure-on-iran-2018-7" target="_blank" rel="noopener">to develop a port at Chabahar</a> on Iran's southern coast, which would provide access to Central Asia and circumvent existing overland routes through Pakistan to Afghanistan.</span></p><p><span style="font-weight: 400;">India is particularly concerned about Chinese submarine activity in the Indian Ocean and has held anti-submarine-warfare <a href="https://www.businessinsider.com/r-wary-of-chinas-indian-ocean-activities-us-india-discuss-anti-submarine-warfare-2016-5" target="_blank" rel="noopener">discussions</a> with the US and is seeking to <a href="https://www.businessinsider.com/india-to-buy-submarines-amid-china-naval-activity-in-the-indian-ocean-2017-7" target="_blank" rel="noopener">add more subs to its own force</a>.</span></p><p><span style="font-weight: 400;">"For India, the concern now is that although it maintained this kind of regional hegemony by default, that status is beginning to erode, and that extends to the Indian Ocean," Pervaiz said. "India wants to maintain [its status as] the dominant maritime power in the Indian Ocean, but ... as China's expanding its own presence in the Indian Ocean, this is again becoming another challenge."</span></p>

Another analyst and retired Indian navy officer said it could be "a good seven to eight years after a deal is signed" before the first sub build under the P75I program hits the water.</p><p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>RNGS REUTERS</span></p><p class="caption">The Indian and Chinese submarine fleets, as of December 2014.</p></div><p></p></div></div></p><p>India's interest in submarines comes as China's growth has increased traffic in the Indian Ocean and through the narrow Malacca Strait connecting it to the waters of East Asia, both above and below the water.</p><p>India has been <a href="http://www.businessinsider.com/china-troops-to-overseas-base-operational-security-concerns-for-us-2017-7" target="_blank" rel="noopener noreferrer">tracking Chinese submarines</a> entering the Indian Ocean since 2013, and a 2015 US Defense Department report confirmed that Chinese attack and missile submarines were operating there.</p><p>China has framed its activity in the Indian Ocean and along the African coast as focused on non-military operations, including humanitarian aid, emergency missions, and anti-piracy patrols.</p><p>Indeed, the 550-mile-long Malacca Strait, bordered by Indonesia's and Malaysia's jungle shorelines, has <a href="https://www.pri.org/stories/2014-03-27/world-has-new-piracy-hotspot" target="_blank" rel="noopener noreferrer">become a hotspot</a> for pirates eyeing the 50,000 ships that pass through it each year.</p><p>But that activity - coupled with Beijing's growing economic activity in the Africa as well as the <a href="http://www.businessinsider.com/china-troops-to-overseas-base-operational-security-concerns-for-us-2017-7" target="_blank" rel="noopener noreferrer">numerous facilities and alliances</a> it has established along the coast of South Asia - have made India and others wary.</p><p><span>"The pretext is anti-piracy patrols in the Gulf of Aden," an Indian defense source </span><a href="http://www.businessinsider.com/pentagon-report-on-china-military-base-expansion-2017-6" target="_blank" rel="noopener noreferrer">told The Times of India</a><span> in May. It is also working to build radar stations on islands in the Indian Ocean and an "undersea wall" of sensors between southern India and northern Indonesia.</p><p>China, which is heavily reliant on imported fuel, got about 80% of its oil imports and 11% of natural-gas imports from ships transiting the Malacca Strait. The Tribune of India <a href="http://www.tribuneindia.com/news/nation/indian-navy-looks-to-dominate-malacca-straits/421162.html" target="_blank" rel="noopener noreferrer">reported</a> in June that India's activity around the strait was "part of the target given to the Navy to ensure its dominance in the Indian Ocean by 2020."</p><p>India's growing focus on submarines and submarine warfare was underscored during <a href="http://www.businessinsider.com/malabar-2017-photos-of-us-india-and-japan-war-games-in-indian-ocean-2017-7" target="_blank" rel="noopener noreferrer">the Malabar 2017 naval exercises</a>, conducted with the US and Japan in mid-July.
