Jharkhand Assembly Elections are nearing and the state is now gearing up to select the next government that will take charge of the state’s Vidhan Sabha once the term of the present government ends on 5 January 2020. The election scene in the state is turning highly interesting with some top candidates eyeing the CM seat. We see the following names in the CM race in Jharkhand now. Raghubar Das Raghubar Das is the first non-tribal Chief Minister of Jharkhand who completed the full term of his office on the CM seat after the formation of the state in 2000. Representing BJP, he became the CM following 2014 assembly elections as the party could get 37 seats and form the coalition government with AJSU which contributed its 5 seats to form a majority government with 42 seats. Never to miss another chance to become the CM this time, Raghubar Das might be contesting from Ranchi or Dhanbad in addition to his home constituency Jamshedpur East in the upcoming 2019 assembly elections. Babulal Marandi Babulal Marandi earlier represented BJP and became the first chief minister of the state in the interim government formed for the assembly in November 2000 and remained in power for two years till March 2003. In 2006, he left BJP and formed JVM (Jharkhand Vikas Morcha). Babulal Marandi contested from two seats in 2014 assembly elections. Unfortunately he lost both these seats. This time, he said he will be reattempting to fight from two constituencies as he did in 2014 elections. Hemant Soren in the shadow of Shibu Soren Following Shibu Soren’s retirement from public life, his son Heman Soren emerges from his shadow to provide the leadership to JMM. In 2005 elections, Shibu Soren’s JMM won from 17 seats. Though BJP secured 30 seats, Shibu Soren became the CM and remained in the office only for 10 days as he failed to prove his majority support. Between 2008 and 2010, Shibu Soren became the CM of Jharkhand two times. And the state was put under the president’s rule successively. Shibu Soren also became the CM for four months till January 2009 after Madhu Koda, an independent resigned. Between June and September, Shibu Soren once again became the CM for just five months. This time, JMM, INC and RJD are together facing the assembly elections in the state and the alliance has said the former CM of Jharkhand Hemant Soren will be the CM face of the mahagathbandhan for the upcoming elections. In 2014 assembly elections, Hemant Soren represented his party JMM by contesting from two seats namely Dumka and Barhet, but lost Dumka and could win only from Barhet. Gourav Vallabh The Congress Party is fielding Gaurav Vallabh as the party’s chief minister candidate for the upcoming assembly elections in Jharkhand. Gaurav Vallabh served as the professor in finance at XLRI Management Institute in Jamshedpur. Born in a family of academicians, he is the first one to join politics. His recent debate in the media with BJP spokesperson Sambit Patra helped him rise to prominence.

Vinod Pandey, the General Secretary of the JMM has announced that the Jharkhand Mukti Morcha leader and the former chief minister will contest the Lok Sabha elections from Dumka. The party has also said the sitting MP Vijay Hansdak will face the elections once again from his winning constituency Rajmahal. These two candidates won from these seats during 2014 elections. The party is fielding Champai Soren from Jamshedpur Lok Sabha seat. Champai Soren is the veteran tribal leader and also Seraikela legislator. From Giridih Lok Sabha seat, Jagannath Mahto will face the elections. Lok Sabha Elections 2019: JMM Candidate list for Jharkhand

MPs and MLAs taking bribes to vote or make a speech in the <keyword id="19910021" type="General" weightage="20" keywordseo="house" source="keywords">House</keyword> are not immune from prosecution, the Supreme Court said on Monday in a landmark, unanimous verdict that overrules its 1998 judgment protecting such lawmakers. Observing that bribery is not protected by parliamentary privileges, a seven-judge constitution bench headed by Chief Justice D Y <keyword id="19985698" type="General" weightage="20" keywordseo="chandrachud" source="keywords">Chandrachud</keyword> held that a five-judge bench's interpretation in the 1998 verdict in the JMM bribery case was contrary to Articles 105 and 194 of the Constitution. Describing the judgment as "great", Prime Minister <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword> said in a post on X that it would "ensure clean politics and deepen people's faith in the system". Articles 105 and 194 deal with the powers and privileges of MPs and MLAs in the Parliament and the legislative assemblies. "Corruption and bribery by members of the legislatures erode probity in public life," the CJI, who read the operative part of the verdict, said while pronouncing the verdict today. The bench also comprised Justices A S Bopanna, M M Sundresh, P S Narasimha, J B Pardiwala, <keyword id="19931190" type="General" weightage="20" keywordseo="sanjay-kumar" source="keywords">Sanjay Kumar</keyword> and Manoj Misra. In 1998, the five-judge constitution bench held in its majority verdict on the Narasimha Rao versus CBI case that parliamentarians have immunity against criminal prosecution for any speech made and vote cast inside the House under Articles 105(2) and 194(2). The seven-judge bench was reconsidering the 1998 judgement. While pronouncing the verdict, the CJI said Article 105 of the Constitution seeks to sustain an environment to have deliberations by the lawmakers in the House and this atmosphere is vitiated when a member is bribed to deliver a speech. Justice Chandrachud said the privileges claimed must have a nexus to the collective functioning of the House and must have a relationship with the essential functions of a legislator which he or she has to discharge. The seven-judge bench had reserved its judgement in the matter on October 5 last year. During the arguments, the Centre had submitted that bribery can never be a subject matter of immunity and a parliamentary privilege is not meant to place a lawmaker above law. The top court, in the course of the hearing, had said it will examine whether the immunity granted to lawmakers from prosecution for taking bribes to make a speech or vote in Parliament and state legislatures extends to them even if criminality is attached to their actions. On September 20, 2023, the <keyword id="19936355" type="General" weightage="20" keywordseo="apex-court" source="keywords">apex court</keyword> had agreed to reconsider its 1998 judgement, saying it was an important issue having a significant bearing on "morality of polity". The issue came under the apex court's lens in 2019, when a bench headed by then Chief Justice Ranjan Gogoi was hearing an appeal filed by <keyword id="20405400" type="General" weightage="20" keywordseo="sita-soren" source="keywords">Sita Soren</keyword>, JMM MLA from Jama and daughter-in-law of party chief Shibu <keyword id="19968807" type="General" weightage="20" keywordseo="soren" source="keywords">Soren</keyword>. She was an accused in the JMM bribery scandal. The Gogoi-led bench had referred to a five-judge bench the matter, noting it had "wide ramification" and was of "substantial public importance". Sita Soren was accused of taking bribes to vote for a particular candidate in the Rajya Sabha election in 2012. She contended that the constitutional provision granting lawmakers immunity from prosecution, which saw her father-in-law being let off the hook in the JMM bribery scandal, be applied to her. She moved the apex court against the Jharkhand High Court order of February 17, 2014 refusing to quash the criminal case lodged against her. The three-judge bench had then said it will revisit the apex court verdict in the JMM bribery case involving Shibu Soren, a former Jharkhand chief minister and ex-union minister, and four other party MPs who had accepted bribes to vote against the no-confidence motion threatening the survival of the P V Narasimha Rao government in 1993. The Narasimha Rao government, which was in a minority, survived the no-confidence vote with their support. The CBI registered a case against Soren and four other JMM Lok Sabha MPs but the Supreme Court quashed it citing immunity from prosecution they enjoyed under Article 105(2) of the Constitution. No immunity for MPs, MLAs taking bribe to vote, make speech in House: SC

It was the police.The sheriff's deputy asked if I knew that my youngest son, Soren, who was about to turn 11, was alone in our downtown area. "No," I said.It turned out he'd walked just under a mile from our house in the woods where he's homeschooled. The deputy wanted to know why he was there, how he got there, and why I didn't know where he was.<h2 id="80f69f87-6b5d-48bc-b647-b92c6dab7a51">The police brought him home</h2>I was annoyed with Soren for going into town without telling me or other family members first, but I wasn't panicking. I told her that I knew the roads and that he was mature enough to walk there without incident.The deputy said it wasn't safe because it was a <a target="_blank" class="" href="https://www.businessinsider.com/most-dangerous-roads-highways-world-2021-6">dangerous road</a>. She said all kinds of things could have happened, including being kidnapped.Fifteen minutes later, as I rushed home from the doctor's, my dad called to say the police had dropped Soren off. My mom and I chastised him for leaving the house without telling us where he was going and how long he was going to be.We discussed what had happened. Soren was supposed to accompany me to the appointment, but he wasn't there when I called out to say it was time to go.I figured he decided that he wanted to stay. I wasn't concerned because I knew we'd be back in about an hour and a half.We live on a rural 16-acre compound that includes our house, which contains an in-law suite for my dad, who's always home. My mom and sisters live in a building that's a three-minute walk away. The kids — we also have two daughters, Enola, 16, and Selah, 12 — always go back and forth between the properties.<h2 id="f4bd4cd2-f9dc-4501-a63c-168e5e0c346e">We grew up with a lot of independence</h2>My husband Josh works as a superintendent of schools in Montana. We're free-range parents who want the same kind of life for our children. They're allowed to go back into the woods and dig and build forts. They ride their dirt bikes or walk over to the neighbor's house, where there's a nice flat spot to play basketball.Soren told me he'd gotten bored that lunchtime and just wanted to go for a walk. He walked into our small town of 370 people along the verge of the road — which has a speed limit of 25 to 35 miles an hour.
