They, like many American consumers, have become more mission-driven."It's less about, How much does it cost?" Nathanel said. In just six months, the pandemic has forced nearly <a href="https://www.yelpeconomicaverage.com/business-closures-update-sep-2020.html">100,000 small businesses</a> to shut down for good, and customer preferences have shifted even more to <a href="https://www.businessinsider.com/shopify-how-to-ecommerce-business-online-store-integrate-apps-2020-6?wer">ecommerce</a>, <a href="https://www.businessinsider.com/platform-start-business-dumpling-delivery-proposition-22-contract-gig-worker-2020-11">delivery</a>, and <a href="https://www.businessinsider.com/business-tips-hosting-virtual-zoom-facetime-classes-sessions-economic-impact-2020-4">virtual business models</a>.Now that the holiday season is upon us, business owners that have weathered the storm thus far are wondering what moves they should make next. <keyword id="1961545" type="PERSON" weightage="60" keywordseo="Small-Business-Saturday">Small Business Saturday</keyword> was invented by American Express in 2010 as a marketing initiative the day after Black Friday, and since then typically gives entrepreneurs a leg up on the holiday season. Several business owners told Business Insider they rely on the holiday season for at least 30% of their annual sales.It's not so simple this year, and what happens in the last six weeks of 2020 could have major impact on America's economic recovery. Small businesses with fewer than 100 workers account for 98.2% of employers and businesses with fewer than 20 workers account for 89% of employers, according to the <a href="https://sbecouncil.org/about-us/facts-and-data/">Small Business and Entrepreneurship Council</a>. According to the National Retail Federation (NRF), more than 98% percent of all retail companies employ fewer than 50 people. Without a revival on Main Street, the American economy won't right itself any time soon.Business Insider spoke with economists and business leaders about where small businesses are headed in America's economic future, and they stressed that entrepreneurs will need to examine how their customers' experiences have shaped their buying behaviors — and be prepared to make changes to accommodate them. The key takeaways for business owners: Identify and appeal to the value-conscious consumer, and set up as many points-of-sale as possible.<h2>The largest shift in consumer values since the Great Depression</h2>This shopping year is unlike any other.In practice, consumers have adapted their purchasing habits to the times by <a href="https://www.businessinsider.com/how-to-prepare-your-retail-business-for-holiday-shopping-season-2020-10">shopping online earlier</a> to avoid pandemic-induced shipping delays. The data indicates that culturally, shopping local has become a sign of one's values, humanity, and morality. Seven out of 10 holiday shoppers find it more important to support small businesses than to get a good deal — 43% said they were willing to spend $20 more on an item to support a small business rather than save $20 at a large retailer — according to <a href="https://www.prnewswire.com/news-releases/new-union-bank-survey-finds-us-consumers-willing-to-spend-more-to-support-small-businesses-this-holiday-season-301178053.html">a survey</a> by Union Bank and research firm Edelman Intelligence.<div type="image" title="sewing masks coronavirus" height="2786" width="3715" msid="79464841" hostid="261"></div><a href="https://www.zenogroup.com/about-us">An anaylsis</a> by communications agency Zeno Group found that the most important values among consumers this year are protecting family, self-reliance, simplicity, honesty, and duty — rather than the sentiments of ambition, experiences, travel, and adventure that have ruled behavior and preferences in years passed.Alison DaSilva, the managing director of purpose and impact at Zeno Group, said this shift in American values is unlike any since the Great Depression."They want to have an impact with the decisions that they make when they're shopping — an impact on society, on their family, on the world at large," she said. "This notion of people wanting to use their dollars to have a greater impact and saving small business is very top of mind."That's good news for entrepreneurs who can find a way to get customers to connect with their purpose or founding story. Leon VanGelder, the VP of small business advertising for music streaming platform Pandora, said that in a survey of 2,000 listeners, more than half of holiday gift-givers planned to shop local. VanGelder pointed to millennials, Gen-Z women, and households with incomes of $100,000 or more as the key groups most likely to shop local.<h2>Consumers want to support small businesses — you just have to meet them where they are</h2>Given the loss, uncertainty, and tragedy that have marked 2020, experts argue that just as one day in the year doesn't define a company's success, one unofficial holiday is no longer the key to making your end-of-year sales. For many, Small Business Saturday is a symbol of the season on which they pin their hopes of meeting revenue goals. Ann Cantrell of <a href="https://blueribbongeneralstore.com/pages/about-us">Annie's Blue Ribbon General Store</a> in Brooklyn, New York, said 37% of her 2019 sales came in the last two months of the year. Kaylin Marcotte of <a href="https://jiggypuzzles.com/">JIGGY Puzzles</a> and Jelani Memory of <a href="https://akidsbookabout.com/" target="_blank" rel="noopener noreferrer">A Kids Book About</a> in Portland, Oregon, both expect to make a third of their 2020 revenue in that time. For Ali Rose of <a href="https://genusee.com/">Genusee Eyewear</a> in Flint, Michigan, it's nearly half.Despite all the changes in 2020, the NRF expects total US retail sales to grow between 3.6% and 5.2% in November and December, compared to a 3.5% average increase over the past five years. Even for business owners desparate to attract customers this year, it's not the time to slash prices on everything in the store, said Fred Hurvitz, a marketing professor at Pennsylvania State University. That's because he expects to see more people stick to necessities this holiday season."People don't have to make those purchases," he said. "Anything that's discretionary will probably be put on hold." Even for the smallest businesses, experts agree there is one strategy entrepreneurs can employ to protect themselves: Sell wherever possible. <div type="image" title="Tal Zvi Nathanel" height="1996" width="2656" msid="79464845" hostid="261"></div>"If you don't have online offerings for people, you're in trouble," Prisinzano said. The bill to extend the PPP had been <a href="https://www.businessinsider.com/small-business-aid-paycheck-protection-program-may-be-extended-2021-3">introduced</a> on March 11 by Small Business Committee Chair Nydia Velàzquez, Ranking Member Blaine Luetkemeyer, Rep. Carolyn Bourdeaux of Georgia, and Rep. Young Kim of California. Less than a week later, the House overwhelmingly voted by 415-3 to extend the program through May 31 to avoid a lapse of aid. The program has provided small businesses with $700 billion of emergency loans to date, according to a <a href="https://smallbusiness.house.gov/news/documentsingle.aspx?DocumentID=3609">press release</a>."Based on recent economic data and the demand for PPP loans, it's clear that small businesses still need support. We are making progress in our public health fight against this virus, but this pandemic continues to impact communities across the country, and we can't let up on our efforts," Velázquez said in a statement. "By providing small businesses with two more months to apply and giving the SBA [Small Business Administration] an additional month to process applications, we will help ensure critical support isn't cut off."Under the bill, the SBA has until June 30 - a month after the PPP ends - to continue processing loan applications, giving small businesses the chance to continue receiving aid after the Program expires. Since it was first established under the CARES Act in March, the PPP has encountered a host of issues with loan distribution. For example, although loans within the program are intended for businesses with 500 or fewer employees, the fast-food chain <a href="https://www.businessinsider.com/shake-shack-returns-govt-coronavirus-loan-criticism-small-businesses-2020-4">Shake Shack received a $10 million loan</a>, which it later returned.And recently, the Office of the Inspector General found that the PPP distributed more than one loan to over <a href="https://www.businessinsider.com/small-business-duplicate-loans-paycheck-protection-program-ppp-inspector-general-2021-3">4,000 borrowers</a> due to flaws in the SBA's controls. However, despite the flaws, small businesses have not yet recovered from financial hits the pandemic brought on, emphasizing the need for a PPP extension. An Online Sales Tax Could Be A Big Problem For Small Businesses

The reading marks a third-straight quarter of recovery, yet the gauge remains well below the pre-pandemic highs of roughly 71%. The pace of improvement has also slowed as lengthened lockdowns and still-elevated case counts dragged on activity.Components of the headline number also flashed a few warning signs. Roughly 76% of surveyed businesses remain concerned about the coronavirus's impact on their business. The same share said they're concerned about their business's finances.More respondents held increasingly bearish views of the national <keyword id="34412" type="ORGANIZATION" weightage="100" keywordseo="economy">economy</keyword>. Nearly six out of 10 firms rated the overall health of the economy as "poor," up from 50% and back to highs seen in summer 2020.Outlooks also suffered at the local level. Roughly 43% of businesses said they view their local economy as poor, up from 32% in the previous report.And just as the virus' economic fallout landed disproportionately on minorities and low earners, those groups have lagged in the broad recovery. About 86% of minority-owned businesses said they're still concerned about the virus' impact. That compares to 72% of non-minority-owned firms saying they're worried.MetLife and the Chamber of Commerce surveyed <keyword id="390673" type="PERSON" weightage="60" keywordseo="small-businesses">small businesses</keyword> between January 14 and January 27 for their first-quarter report. Daily new virus cases had peaked earlier that month before plummeting into the spring. The survey period also took place about one week after armed insurrectionists stormed the Capitol and sparked a new bout of national unrest. New stimulus was in the works, but Democrats had yet to hold any votes on their $1.9 trillion plan.The rate of vaccination has also improved immensely since businesses were surveyed. The country is averaging 2.4 million vaccinations a day, double the pace seen on January 27, according to <a href="https://www.bloomberg.com/graphics/covid-vaccine-tracker-global-distribution/?">Bloomberg</a> data.The pickup in vaccine distribution is surely welcome news for small businesses. More than half of surveyed firms said they are likely to require employee vaccinations, while only 20% say they aren't at all likely to do so. Roughly 54% of respondents said the availability of vaccines makes them feel more optimistic about the future.Still, the majority of businesses are bracing for a lengthy recovery. Just 25% expect the small business climate to return to normal in the next six months, while 59% see the rebound taking between six and 12 months.Accordingly, firms are starting to lift hiring expectations for the coming year. Nearly one-third of surveyed businesses said they plan to increase hiring over the next 12 months. That's up from 27% in the fourth quarter.

The decision was announced Friday amid pressure from the Senate Small Business Committee to increase transparency into the $670 billion federal program.The SBA says it will disclose company names, addresses, business type, demographic data, number of jobs supported, and other details. But specific loan amounts per company won't be disclosed. Instead, the SBA will break out the borrowers based on loan amount ranges, the lowest being $150,000-$300,000 and highest being $5-$10 million.The decision comes after Treasury Secretary Steven Mnuchin had <a href="https://www.businessinsider.com/us-government-wont-disclose-small-businesses-received-paycheck-bailout-loans-2020-6">previously expressed concerns about disclosing specific loan data due to privacy</a> given PPP loan amounts are based on historical payroll information. The SBA did not say when the data will be released. While only 14% of PPP borrowers accessed loans above $150,000, they account for nearly 75% of total loans issued, <a href="https://www.sba.gov/sites/default/files/2020-06/PPP_Report_20200612-508.pdf">according to data released by the SBA</a>."We are striking the appropriate balance of providing public transparency, while protecting the payroll and personal income information of small businesses, sole proprietors, and independent contractors," Mnuchin said in a statement.Republican Senator Marco Rubio of Florida who serves as chairman of the Senate Small Business Committee supported the decision. "The American people deserve to know how effective the PPP was in protecting our nation's small businesses and the tens of millions of Americans they employ. That is the standard by which we must measure the success of the PPP: how many paychecks were protected," Rubio said in a statement on Friday. Acknowledging business owners' concerns around disclosing proprietary information, Rubio said the agreement "strikes a balance between those concerns and the need for transparency."The PPP program has <a href="https://www.businessinsider.com/ppp-small-business-loan-changes-treasury-mnuchin-announced-big-unused-2020-6">undergone a number of changes</a> since its initial roll-out in April. O'Leary said he estimated that potentially 20% of small businesses in sectors like travel, entertainment, and food services are going to die soon. This death is not simply a result of the pandemic, but because the way consumers spend has changed. "There is a change in consumer preference. Everybody's still eating 2,200 calories a day, they're just buying it a different way. Go support the way they're buying it, the digital delivery," he said. "There's nothing I can do or the government can do to save these small businesses because the consumer preference has changed," he added. The investor added he will "go to zero in 20%" of his private portfolio, but there's nothing he can do to save an unprofitable company — and he wouldn't want to either. "I can't help them. They're dead. And I don't want the government taking my tax dollars to help them," O'Leary said. The investor said he believes that there will be another stimulus "directly for unemployment," and this will help the economy recover. "It's going to be a different America, 2.0, a digitized America, and not everybody's going to make it. And my whole point is let the market be the market, let those things that are going to die, die, and those employees will support them through the transition.
