The <keyword id="273072" type="General" weightage="50" keywordseo="ministry-of-coal" source="Orion">Ministry of Coal</keyword> on Wednesday said that the <keyword id="6383145" type="General" weightage="20" keywordseo="Coal-production" source="Orion">coal production</keyword> has gone up by 32.5 per cent approx in June this year and the <keyword id="6356966" type="General" weightage="100" keywordseo="coal" source="Orion">coal</keyword> based power generation too has increased in the same period registering growth of approximately 26 per cent. The Ministry said that India's coal production increased by 32.57 per cent to 67.59 Million Tonne (MT) from 50.98 MT during June 2021. According to the provisional statistics of the Ministry of Coal, during June this year, <keyword id="59700" type="General" weightage="50" keywordseo="coal-india-ltd" source="Orion">Coal India Ltd</keyword> (CIL), <keyword id="778964" type="General" weightage="50" keywordseo="singareni-collieries-company-ltd" source="Orion">Singareni Collieries Company Ltd</keyword> (SCCL) and captive mines / others registered a growth of 28.87 per cent, 5.50 per cent and 83.53 per cent by producing 51.56 MT, 5.56 MT and 10.47 MT respectively. Of the top 37 coal mines, as many as 22 mines produced more than 100 per cent and production at another nine mines stood between 80 and 100 per cent. At the same time, coal despatch increased by 20.69 per cent to 75.46 MT from 62.53 MT during June 2022 as compared to June 2021. During June 22, CIL and Captives/Others registered a growth of 15.20 per cent and 88.23 per cent by dispatching 58.98 and 11.05 MT respectively. SCCL registered a negative growth of 0.46 per cent during the month. The power utilities dispatch has grown by 30.77 per cent to 64.89 MT during June this year as compared to 49.62 MT in June 21 due to increase in power demand. Coal based power generation has registered a growth of 26.58 per cent in June 2022 as compared to June 2021. The overall power generation in June 2022 has been 17.73 per cent higher than in June 2021. However, Coal based power generation in the month of June 2022 has been 95,880 MU in comparison to 98,609 MU in May 2022 and registered a negative growth of 2.77 per cent. Total power generation has also decreased in June 2022 to 1,38,995 MU from 1,40,059 MU in May 2022 and registered a negative growth of 0.76 per cent. Coal production rose by 32% and coal-fired power generation increased too, says ministry

New Delhi, Dec 2 () Power plants not having power purchase agreements (PPAs) will start getting coal supplies or linkages under auctions from Coal India Ltd and Singareni Collieries Company Ltd in few months, which would help reduce stress in the sector.
 According to methodology issued in this regard by the Union power ministry on Monday, Coal India Ltd (CIL) and Singareni Collieries Company Ltd (SCCL) will earmark coal mines for supply to such power plants and auctions would be done every quarter.
 Earlier, PPA was a pre-requisite for getting coal linkage. But, the government relaxed the norms under SHAKTI, or the Scheme for Harnessing and Allocating Koyala (Coal) Transparently in India, policy this year in March.
 For this purpose, the power ministry on Monday issued the methodology for the same.
 Power Minister R K Singh told , "The Ministry of Power issued the methodology for allocation of coal for sale of power through short-term and day-ahead market (DAM) in power exchange. So far, coal was allocated to long-term and medium-term PPA holders. With this, stressed power stations may be revived. Further, this will also enable deepening of power market being traded through power exchange."
 Making coal available for short-term to stressed power plants was one of the recommendations of the high-level committee headed by then Cabinet Secretary P K Sinha. The panel had submitted its report in November last year.
 The methodology provides that within 45 days (by January 16, 2020), the coal companies, CIL and SCCL, will earmark areas and mines within their subsidiaries that will be allocated for use as per these guidelines and publish the same on their websites indicating the quality of coal (gross calorific value/grade), the quantum of coal available, period for which such coal shall be made available and the schedule for start of supply of coal.
 It also provided that auctions for coal linkage under this methodology shall be carried out every quarter to cater to the dynamic requirements and demand variations in short-term and day-ahead markets.
 An annual calendar shall be published on coal companies' websites showing the months in which the auctions will be held.
 The quantity of coal linkage that a plant may bid will be decided as per the heat rate, which shall not be more than 2,600 kilocalorie/kilowatt hour for the untied capacity of the plant (for which the PPA is not signed).
 The Central Electricity Authority will call for applications and publish a list of eligible plants, their heat rate and capacity. KKS HRS

Power ministry unveils norms for allocating coal linkage to plants without PPAs

New Delhi, June 30 () The auctioning of coal blocks under commercial mining is an "important reform" but the rollout of the scheme has taken place when investor sentiment is weak due to COVID-19, according to ICRA. "The opening up of the coal sector for private commercial mining, for which the first list of mines have been published by the central government on June 18, 2020, is an important reform... However, its rollout has been at a time when economic outlook remains uncertain amid the COVID-19 pandemic, leading to weak investor sentiment," it said. Given state-owned CIL's ambitious target to reach one billion tonne coal output by FY'24, private commercial miners would face stiff competition in gaining a foothold in the domestic market, it said. "In a market, where an overwhelming majority of the domestic supply is controlled by CIL and Singareni Collieries, affordability, dependability and consistency in coal quality would remain critical drivers that would determine if the existing coal customers decide to partly shift their sourcing to private commercial coal miners. Experienced players, who have the knowhow of efficiently operating a coal mining business, stand a better chance in making a dent in the market share of the existing players, it said. "Over the long-term, we believe that coal consumers are likely to benefit from increased competition in the domestic coal mining industry," ICRA Senior Vice President and Group Head Corporate Sector Ratings Jayanta Roy said. Around 94-95 per cent of Coal India's overall production comes from opencast mines, having attractive stripping ratios, which have an inherent cost advantage over their peers, the agency said. Consequently, the operating cost for Coal India's opencast mines reportedly stood at a competitive Rs 833 per metric tonne in FY'19. Moreover, out of Coal India's 582 million tonnes (MT) of despatches in FY'20, around 89 per cent has been supplied under long-term fuel supply agreements (FSAs) where the realisations remain very competitive, ICRA said. Given this cost competitiveness, as well as the arrangements already available to deliver coal to clients' plants, threats to any loss in Coal India's market share in the FSA segment remains low, consequently the company would continue to dominate the sector in the foreseeable future, it said. As per ICRA's latest report on the coal mining sector, the domestic coal demand is estimated to increase at a modest compounded annual growth rate (CAGR) of 2.9 per cent between FY'21 and FY'27. This is much lower than the CAGR of 5.2 per cent registered between FY'13 and FY'20. However, the geology of the mines belonging to the Singareni Collieries Company Ltd remains less favourable, resulting in their operating costs being more than double that of Coal India. Consequently, vulnerability from increased competition remains much higher for Singareni Collieries, whose notified coal prices have an average premium of 40-125 per cent over Coal India's notified prices for various grades of coal. In FY'20, India imported 243 MT of coal from the seaborne market which entailed a hefty import bill of approximately USD 21 billion. Out of this, around 52 MT was coking coal imports, which would be difficult to replace, given its limited domestic reserves. The balance 191 MT of imports was contributed by thermal coal, of which India has abundant reserves, the agency said. India's low-grade thermal coal imports stood at an estimated 110 mt in FY2020, and its import substitution with domestic coal remains a potential opportunity for private commercial miners, it said. "For the balance 75-80 MT of high-grade thermal coal imports, options to partly substitute such imports by supplying washed coal to the non-regulated sector also remains a potential area of growth for private commercial miners. Apart from import substitution, increasing market presence in the seaborne export market, and faster adoption of coal-gasification technologies may be other potential avenues of growth for private commercial coal miners," Roy added. The biggest challenge in executing a large greenfield coal mining project is the risk of delay due to land acquisition hurdles and securing regulatory clearances. For these 41 mines on offer, around 35 per cent of the land falls in forest areas, the report said adding therefore, pro-activeness of the Centre and the state governments to ensure time-bound clearances would remain critical towards achieving self-sufficiency in country's thermal coal availability. The state of Odisha would play a key role, with most of the larger blocks on offer being concentrated in this state, ICRA said. Total nine coal blocks from Odisha have a cumulative peak capacity of 124 million tonnes per annum (MTPA), accounting for around 55 per cent of the total capacity and around 63 per cent of the cumulative geological reserves of the blocks on sale for commercial mining, it added. ICRA says commercial mining rollout faces uncertain economic outlook due to COVID-19

New Delhi, Dec 8 () An employee association of state-owned CIL and SCCL on Sunday said it will go on a day-long protest in the national capital on Monday, over lack of pension reforms in the coal sector.
 "The All India Association of Coal Executives, under the banner of All India Coal Pensioners Association (AICPA), will be organising one-day dharna by coal pensioners at Jantar Mantar in New Delhi on December 9 (Monday)," it said in a statement.
 The association says that pension of Coal India Ltd (CIL) and Singareni Collieries Company Ltd (SCCL) employees has not been reviewed since 1998 despite a provision requiring a review of the Coal Mines Pension Scheme (CMPS) every three years.
 The Coal Mines Provident Fund and Miscellaneous Provisions Act, 1948, paved the way for creation of a statutory body Coal Mines Provident Fund Office (CMPFO) to formulate and maintain a comprehensive pension scheme for coal employees for the welfare of retired employees in the coal sector.
 "After passage of 50 years, a so-called sustainable pension scheme came into existence and is called CMPS-1998. Coal employers and executives are covered under CMPS-1998 which is effective from April 1, 1994... Despite the provision for review of the scheme every three years, it has not been done and pension once fixed at the time of retirement has never been increased since inception," the statement said.
 As a result, even chairman and managing directors of state-owned coal companies, such as CIL, who retired before 1997 are receiving a monthly pension of only Rs 1,000-Rs 3,000 per month.
 "Whereas even the lowest-level employees of both the PSUs -- CIL and SCCL -- retiring today get more than Rs 10,000 per month as pension due to increase in salary in 2007 and 2017 pay revision for executives and different NCWA (National Coal Wage Agreement) over the last 20 years," the statement said.
 Since inception of the scheme 21 years ago, not even once the pension has been enhanced, the statement said.
 Since CMPS 1998 is a government-notified scheme, the Centre must pitch in to bail out the scheme by levying a cess on coal production in the country. SID HRS

Employee association of CIL, SCCL to go on day-long protest over lack of pension reforms

New Delhi, Dec 6 () A parliamentary panel has expressed concern over the massive Rs 8,435 crore outstanding dues of Coal India from power sector and said punitive action should be taken against the defaulting power generating units.
 The Standing Committee on Coal and Steel in a report tabled in Parliament on Friday also noted that huge amount of dues are outstanding from the state and other utilities for years.
 "The outstanding dues of Coal India from the power sector... as on March 31, 2019 (are) Rs 8,435.19 crore," the report said.
 The panel said it is concerned to note that huge amount of dues are outstanding from the state and other utilities for years.
 "The Committee therefore, recommends that more vigorous efforts need to be taken by all (three) PSUs to recover outstanding dues and if warranted, punitive actions on the defaulting parties should also be taken," it said.
 The three PSUs referred to are Coal India, Singareni Collieries Company and NLC India.
 The panel noted that despite various initiatives taken by the PSUs to recover dues, desired results are yet to be seen.

Massive dues of coal PSUs: Par Panel calls for punitive action on power cos

Hyderabad, Jan 8 () Banking services across Telangana were severely hit by the nationwide strike called by various trade unions protesting the central government's 'anti-people' policies on Wednesday.
 However, most of the shops and business establishments were open while transport services remained unaffected.
 The strike by as many as three lakh employees and workers was underway with the participation of members of various trade unions in the state, senior leader of Telangana CPI, Sudhakar said.
 Operations in all public sector banks except SBI were affected.
 "All public sector banks employees are participating in the strike. There are no counter operations such as cash deposits or withdrawals at banks. Even though officers are participating in the strike, they extended cooperation," All India Bank Employees Association National Secretary B S Rambabu told .
 A senior official of SBI said there was no impact of strike on the bank's operations as its officers and award staff associations decided to stay away from Bharat Bandh.
 The state-owned Singareni Collieries Company said, though some of its employees were on strike, there will not be much impact on coal production.
 The state CPI said there will be "gate meetings" and dharnas across the state as part of the Bharat Bandh.
 The central trade unions are protesting against labour reforms, FDI, disinvestment, corporatisation and privatisation policies and pressing for a 12-point common demand charter of the working class relating to minimum wage and social security, among others. GDK ABM ANS

New Delhi, Feb 21 () State-owned CIL's coal supply to the power sector registered a decline of 6.8 per cent to 377.86 million tonnes (MT) in the the April-January period of the ongoing fiscal. The commodity despatch by Coal India (CIL) to the power sector in the year-ago period was 405.61 MT, according to official data. However, the coal despatch by CIL to the power sector in January registered an increase of 2.9 per cent to 43.20 MT, over 42 MT in the corresponding month of the previous fiscal, it said. The supply of dry-fuel by Singareni Collieries Company Limited (SCCL), a state-owned coal miner, in the April-January period also registered a decline of 2.6 per cent to 44.03 MT, over 45.22 MT in the year-ago period. Stating rain as the 'enemy of the coal sector', a government official had earlier blamed extended monsoon for the loss of coal output for a few months (from July) in the current fiscal. CIL saw its production decline by 3.9 per cent to 451.52 MT in April-January period, over 469.65 MT in the year-ago period. The state-owned firm had earlier said that it will produce 750 MT of coal in the next financial year. The firm will further produce 1 billion tonnes of coal by FY2024, Coal Minister Pralhad Joshi had said. The public sector undertaking has been given a target of producing 660 million tonnes of coal amounting to 82 per cent of the country's coal output. Joshi had said that with the demand for power rising steeply, there is enough opportunity for both government and private sectors to produce coal without adversely impacting each other. RITES The engineering consultancy company, RITES has secured ₹103 crore order from project management consultancies for the construction of various buildings at IIT Delhi and for study of Multi Modal Integration Planning for Surat Metro, among others. The shares of RITES closed 0.22% higher on Friday. Premier Explosives The explosives manufacturing company, Premier Explosives said it has bagged ₹82.83 crore order from a state-run Singareni Collieries Company in Telangana for the supply of SMS/SME explosives and accessories. New Delhi, Dec 26 () The supply of coal by state-owned Coal India to the power sector registered a decline of 8.9 per cent to 291.4 million tonnes in April-November this year.
 The world's largest coal miner had supplied 320 million tonnes (MT) of coal in April-November period of the previous fiscal, according to latest government data.
 The fuel supply by Coal India (CIL) during the month of November also registered a decline of 9.9 per cent to 38.8 MT, against 43.1 MT in the corresponding month of previous fiscal, the data showed.
 Coal dispatch by state-owned Singareni Collieries Company Limited (SCCL) also dropped marginally by 1.7 per cent to 34.4 MT in the April-November period of the ongoing fiscal, against 35 MT in the year-ago period.
 The fuel supply by SCCL during the month of November also dropped by 6.1 per cent to 4.6 MT, against 4.9 MT in the corresponding month of previous fiscal.
 Stating rain as the 'enemy of the coal sector', a government official had recently blamed extended monsoon for the loss of coal output for a few months from July onwards in the current fiscal.
 CIL saw its production decline by 7.7 per cent to 330.4 MT in April-November period, over 358.3 MT in the year-ago period.
 The state-owned firm had earlier said that it will produce 750 million tonnes of coal in the next financial year.
 The firm will further produce 1 billion tonnes of coal by FY2024, Coal Minister Pralhad Joshi had said.
 The the public sector undertaking is currently given the target of producing 660 million tonnes of coal amounting to 82 per cent of the country's coal output.
 Joshi had said that with the demand for power rising steeply, there is enough opportunity for both government and private sectors to produce coal without adversely impacting each other. SID SID ANS

Fuel supply by Coal India to power sector drops 9 pc to 291 MT in Apr-Nov

After being headless for seven months, coal major Coal India Limited has appointed 1985 batch IAS officer Sutirtha Bhattacharya as its chairman-cum-managing director on January 5, 2015. The company made the announcement in a letter to the National Stock Exchange on Monday. 
 
“In pursuant to the letter No 21/26/2014-ASO dated December 18, 2014 issued by the Ministry of Coal… Sutirtha Bhattacharya assumed the charge of chairman-cum-managing director of Coal India Limited with effect from January 5, 2015,” said the company in the letter. 
 Prior to joining <keyword id="63069" type="CITY" weightage="20" keywordseo="CIL">CIL</keyword>, Bhattacharya was heading another state-run Singareni Collieries Co. Ltd. in Telengana. It should be noted that former CMD of CIL, <keyword id="1000627" type="UNKNOWN" weightage="20" keywordseo="S-Narsing-Rao">S Narsing Rao</keyword>, had put in his papers in order to play a greater role in the Telengana government. 
 Before the appointment, <keyword id="1662387" type="UNKNOWN" weightage="20" keywordseo="AK-Dubey">AK Dubey</keyword>, joint secretary with the Coal ministry, was the acting head of the company.
