<ul><li>India and China have deployed more troops along the Line of Actual Control in eastern Ladakh amid the coronavirus lockdown and worldwide pandemic. </li><li>Chinese media blames India stating, “India is merely seeking to divert its domestic attention.” </li><li>The development comes are two alterations along the Indo-Sino border — one in Ladakh and another in Sikkim — were reported earlier this month. </li></ul>Tensions between China and India are flaring up again as both countries try and establish their dominance in the Galwan Valley region. Both countries have reinforced troop deployment along the disputed border in eastern Ladakh, reported <a href="https://www.globaltimes.cn/content/1188681.shtml#.XsKVoTpuzm8.twitter">TOI.</a> India fears this could turn into a flashpoint with Chinese troops pitching tents near the river and kicking off fresh construction, according to the report. There has been no immediate reaction from the Indian Army or the Ministry of External Affairs on these reports. Not surprisingly, the Chinese media is blaming India. “India is merely seeking to divert its domestic attention and pressure since the COVID-19 pandemic impacted its economy,” analysts told <a href="https://www.globaltimes.cn/content/1188681.shtml#.XsKVoTpuzm8.twitter">Global Times</a>. Experts in China believe that this won’t turn into another standoff like the one in Doklam in 2017. This is not the first flare-up this month The 4,057-kilometer Line of Actual Control (LAC) is a recurring issue for both countries. And, such skirmishes aren’t uncommon and most pass off peacefully. However, earlier this month on <a href="https://www.deccanchronicle.com/nation/current-affairs/120520/chinese-helicopters-spotted-in-eastern-ladakh-along-india-china-border.html">May 5</a>, there was a violent clash between the Indian Army and the China People’s Liberation Army (PLA) in the northern part of Pangong Tso lake that left many injured — on both sides. Such physical altercations are rare. On <a href="https://indianexpress.com/article/world/sino-india-border-clashes-china-says-its-troops-committed-to-uphold-peace-6405130/">May 9</a>, another standoff occurred along the border in North Sikkim — an area where no alterations have been reported in recent years. Indian soldiers formed a human chain to stand their ground as Chinese soldiers tried to push them back. Once reinforcements arrived, fistfights and pelting of stones ensued. “The Indian side remains committed to the objective of maintaining peace and tranquillity in the India-China border areas,” External Affairs Ministry Spokesperson <a href="https://www.hindustantimes.com/india-news/india-highlights-need-for-peace-and-tranquillity-on-border-with-china-following-clashes/story-a7LJyIsMOREpxXAQPCWlEL.html">Anurag Srivastava</a> said on May 14. Both of the recent incidents, in Lakadh and Sikkim, will likely be discussed at the next border meeting between the two armies. The Line of Actual Control The central point of contention is that Beijing does not recognise India’s border with Tibet that was demarcated before 1947 by the British and Tibetan authorities. China maintains that Tibet is an integral part of its territory and the demarcation was not sanctioned by the Chinese rulers at the time. India, on the other hand, disputes that claim saying that many areas were ceded by Tibet to British India. The terrain along the border is largely inhospitable with snowy deserts, sandy expanses and intermittent rocks jutting from the ground. As a result, the LAC doesn’t have a fence or any physical infrastructure to dictate where India’s territory ends — and China’s begins. Ordinarily, both sides patrol the border. The soldiers are usually unarmed or carry only small weapons. Protocol dictates that even if they come face-to-face, they need to ensure that weapons should be positioned in a non-aggressive manner with nozzles facing the ground. In other instances, a crossing of paths leads to ‘banner drills’. Either side displays banners proclaiming that the particular area belongs to them. While Chinese banners are normally in English or Hindi, the one’s displayed by India are in Mandarin or English. They last a couple of hours before both sides taper off after a Major or a Lieutenant Colonel intervenes. Amidst a pandemic, both China and India have reportedly deployed troops in Ladakh as tensions flare up along the border

India and China are engaged in an eight-month standoff at LAC in Eastern Ladakh. Both the countries are also engaged in military and diplomatic talks to resolve the border dispute. A total of eight rounds of corps commander level have happened between the militaries of both the countries and the ninth round of talks is to be scheduled very soon to disengage troops. Amid this, apart from aggressively developing infrastructure, China has started installing radars from Ladakh to Sikkim region. Top sources said that at Yecheng a medium-sized building and a watch tower have come up at the facility. The number of radars installed has also increased from three to four which include one JY-9 radar, one JY-26 radar, one HGR-105 radar and one JLC-88B radar. At Pali and Phari Kyarang La, which is opposite Sikkim, the radar site is located two kilometers west of Kyarang La, and comprises four radars. "Infrastructure development has been witnessed at surveillance facility at At Yamdrok Tso which is opposite Central Bhutan," the top source said, Around six km northeast of Tsona is the Cuona electronic warfare station. This site has three radomes, three radars and five support buildings. Infrastructure development has been discerned at the surveillance facility located 2.6 kilometer North West of Tsona Dz Heli base. Sources said that a radome site is located 6 kilometer south west of Kechen Tsho. It comprises radome, control building and antenna masts within a perimeter wall. At Qomo Dz the radar site comprises one radome atop a double-storied building, one control building and one medium building, all enclosed by a perimeter wall. "JY-24 radar is deployed at the site," the source said. China has also created a radar site at Linzhi and Ngiti which is opposite Arunachal Pradesh. "Linzhi/ Ngiti radar is located approximately 21 kilometre north west of Linzhi and comprises two radomes, one radar along with a large shed building connected by a covered corridor," the sources. Further, China is also aggressively developing infrastructure along the Line of Control. China has developed infrastructure near Karakoram Pass and Rechin La, the disputed site at LAC. It is also building permanent integrated habitable infrastructure terming as model villages. Such villages have been noticed across LAC. India has been observing how China is getting aggressive on the border. The Chinese Army is installing and upgrading its radars along the India-China border

Indian and Chinese soldiers were injured during a face-off along the boundary in north Sikkim, sources said. Four <keyword id="403131" type="PERSON" weightage="20" keywordseo="Indian-soldiers">Indian soldiers</keyword> and half a dozen of Chinese troops were injured during the confrontation on Saturday which took place at Naku La sector, ahead of Muguthang, a pass at a height of more than 5,000 metres, the sources added. In total, 150 soldiers were present when the confrontation took place, which was later resolved at the local level. The sources said that temporary and short duration face offs occur as boundaries are not resolved. "Incidents of face off article took place. Aggressive behaviour and minor injuries took place from both sides. They were disengaged after dialogue and interaction at local level," they added. Troops resolve such issues mutually as per established protocols. This is not the first time Indian and Chinese soldiers have exchanged blows along the border. In August 2017, Indian and Chinese soldiers threw stones at each other and exchanged blows near Pangong Lake in Ladakh. The clash had aggravated tensions between the two countries as it happened at a time when they were locked in a stand-off in the disputed territory of Doklam in Sikkim. It took two months to end the stand-off between the forces.

The first was on May 5, near the Pangong Tso lake in eastern Ladakh. The second occurred on May 9 at Naka La in northern Sikkim. In the midst of the flare-ups, the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> on Sunday categorically rejected reports that Indian patrol teams were detained by Chinese troops in Eastern Ladakh in the last few days, but did not provide any details of the current situation in the region. "There has been no detention of Indian soldiers at the borders. We categorically deny this. It only hurts national interests when media outlets publish unsubstantiated news," the Army said in a statement. People familiar with the situation in the region said the two sides were engaged in trying to resolve the dispute, but there was no indication of a positive outcome yet as both the armies continued to bolster their positions in disputed areas of Pangong Tso and Galwan Valley and Demchok. The Chinese side has particularly strengthened its presence in the Galwan Valley, erecting around 100 tents in the last two weeks and bringing in heavy equipment for construction of bunkers. The Indian side has conveyed its strong objection to China pitching tents and bringing in heavy equipment during the meetings between local commanders of the two armies last week. There have been reports of multiple incidents of transgressions by Chinese troops in several areas in Eastern Ladakh and soldiers from the two sides were involved in scuffles on at least two occasions, sources said. The sources said the Indian Army has also been increasing its strength in both Pangong Tso lake, Galwan Valley and Demchok. The Indian troops are also resorting to "aggressive patrolling" in several sensitive areas including Demchok and Daulat Beg Oldi, they said. The situation in Eastern Ladakh deteriorated after around 250 Chinese and Indian soldiers were engaged in a violent face-off on the evening of May 5 which spilled over to the next day before the two sides agreed to "disengage" following a meeting at the level of local commanders. Over 100 Indian and Chinese soldiers were injured in the violence. The incident in Pangong Tso was followed by a similar incident in North Sikkim on May 9. India on Thursday said the Chinese military was hindering normal patrolling by its troops and asserted that India has always taken a very responsible approach towards border management. At a media briefing, External Affairs Ministry Spokesperson Anurag Srivastava also strongly refuted China's contention that the tension was triggered due to trespassing by Indian forces on the Chinese side. India's response came two days after China accused the Indian Army of trespassing into its territory, claiming that it was an "attempt to unilaterally change the status" of the LAC in Sikkim and Ladakh. On May 5, the Indian and <keyword id="47942" type="ORGANIZATION" weightage="20" keywordseo="Chinese-army">Chinese army</keyword> personnel clashed with iron rods, sticks, and even resorted to stone-pelting in the Pangong Tso lake area in which soldiers on both sides sustained injuries. In a separate incident, nearly 150 Indian and Chinese military personnel were engaged in a face-off near Naku La Pass in the Sikkim sector on May 9. At least 10 soldiers from both sides sustained injuries. The troops of India and China were engaged in a 73-day stand-off in Doklam tri-junction in 2017 which even triggered fears of a war between the two nuclear-armed neighbours. The India-China border dispute covers the 3,488-km-long LAC. China claims Arunachal Pradesh as part of southern Tibet while India contests it. Both sides have been asserting that pending the final resolution of the boundary issue, it is necessary to maintain peace and tranquility in the border areas. China has been critical of India's reorganisation of Jammu and Kashmir, and has particularly criticised New Delhi for making Ladakh a union territory. China lays claim over several parts of Ladakh. Prime Minister Narendra Modi and Chinese President Xi Jinping held their first informal summit in April 2018 in the Chinese city of Wuhan, months after the Doklam standoff. In the summit, the two leaders decided to issue "strategic guidance" to their militaries to strengthen communications so that they can build trust and understanding. Modi and Xi held their second informal summit in Mamallapuram near Chennai in October last year with a focus on further broadening bilateral ties. India has no plans of backing off as the India-China border in Galwan Valley is up for debate for the third time

<ul><li>India and China have finally responded to the issues along the border, with both pointing the finger at the other in a war of words. </li><li>Anurag Shrivastava, the spokesperson for the Indian <keyword id="6374106" type="ORGANIZATION" weightage="20" keywordseo="ministry-of-external-affairs">Ministry of External Affairs</keyword>, claims that Chinese troops have gotten in the way of regular Indian patrols. </li><li>Zhao Lijian, China’s Foreign Ministry spokesperson, asserts that India is trespassing and infringing the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> (LAC). </li></ul>The Indian Ministry of External Affairs (MEA) claims that the reports of Indian troops crossing over China’s side along the Line of Actual Control (LAC) are ‘not accurate’. “Any suggestion that Indian troops had undertaken activity across the Line of Actual Control (LAC) in the western sector or the Sikkim sector is not accurate,” said <a href="https://www.youtube.com/watch?v=g3ILjCvXWls">Anurag Shrivastava</a>, spokesperson of the MEA, in a statement. Shrivastava claims that it’s not Indian troops who stepped over the line, but Chinese troops that have gotten in the way of the Indian Army. “All Indian activities are entirely on the Indian side of the LAC. In fact, it is the Chinese side that has undertaken activity hindering India’s normal patrolling patterns,” he said. ‘Not accurate’ and ‘nonsense’ — India and China in a war of words in New Delhi while flexing muscles across the Ladakh border

<ul><li>China has not just expanded but doubled the number of military facilities along its shared border with India, according to a report by Stratfor. </li><li>Security and military analyst Sim Tack estimates that at least 13 new military positions have appeared since the 2017 Dokhlam standoff. </li><li>After fresh tensions sparked in May, China initiated the construction of four new heliports. </li></ul>Over the last four months, experts, politicians, the Indian Army, and others have often reiterated that the situation along the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> (LAC) between India and China is unlike any other face off in the past. That may well be true with China changing tactics and doubling down on building military infrastructure along the border. Not only has this increased the number of friction points between two of the largest countries in the world, but it has also forced New Delhi to rethink its take on the issue of national security, according to security and military analyst Sim Tack’s report in <a href="https://worldview.stratfor.com/article/military-drive-spells-out-chinas-intent-along-indian-border">Stratfor.</a> After fresh tensions sparked in May, China initiated the construction of four heliports. But, this is only the latest tranche of its military infrastructure. China’s military posturing has been the works for a while India’s Asian neighbor has been doubling down on the number of air bases, air defence positions, and heliports on its side of the shared border since the 2017 Dokhlam standoff. Tack <a href="https://worldview.stratfor.com/article/military-drive-spells-out-chinas-intent-along-indian-border">estimates </a>that China has started building up at least 13 new military positions after the clash. According to the Stratfor report, China’s developments ‘long term developments’ indicated its future intent to ram up ‘Chinese assertive military posturing in border disputes with India’ — not unlike what it’s already doing in the South China Sea. “China’s strategy aims to confront India with an insurmountable challenge in territorial disputes by leaning on broad support capabilities that provide Beijing with a tremendous ability to mobilise forces into disputed border areas,” said the report. Even though the latest skirmishes are near Ladakh, the tensions along the India-China border are likely to drive future expansion of Indian military infrastructure. Especially in other regions like Sikkim and Arunachal Pradesh as well. “By forcing India to respond in kind, China’s aggressive strategy is leading to a greater concentration of military assets in heavily disputed areas along the border that could raise the risk of potential escalations and sustained conflict,” warned the report. China is reportedly expanding and upgrading a large number of military facilities along the border with India

In the year since, both sides have sought to mend ties, especially after a summit between Prime Minister Narendra Modi and President Xi Jinping in the eastern Chinese city of Wuhan in April. The two countries are engaged in a kind of "recalibration" of their relationship, even though deeper-rooted issues that divide them persist, according to Faisel Pervaiz, a South Asia analyst at geopolitical-intelligence firm Stratfor. The appointment of Vijay Gokhale, who was ambassador to China during the Doklam crisis and helped resolve the dispute, to foreign secretary was "an indication that India wants to take ... a less confrontational posture," Pervaiz said. China, too, has come to believe it needs "a bit more calm" with its neighbors, including India, in part because of contentious relations with the US, Pervaiz added, though he stressed that Beijing's change in thinking was likely temporary. China has also made overtures to India about a potential partnership in trade disputes with the US. This week, <keyword id="6358777" type="LOCATION" weightage="20" keywordseo="New-Delhi">New Delhi</keyword> and Beijing <a href="https://www.businessinsider.com/r-india-china-launch-joint-training-for-afghanistan-plan-more-projects-2018-10" target="_blank">launched</a> a joint program to train Afghan diplomats, and China's ambassador to the country <a href="https://www.businessinsider.com/r-india-china-launch-joint-training-for-afghanistan-plan-more-projects-2018-10" target="_blank">predicted</a> more cooperation there in the future. Next week, they are to sign a <a href="https://www.thehindu.com/news/national/indias-participation-in-global-counterterror-front-high-on-rajnath-singhs-china-visit/article7895845.ece" target="_blank">long-discussed</a> internal-security agreement <a href="https://www.ndtv.com/india-news/in-a-first-india-china-to-sign-internal-security-agreement-next-week-1933038" target="_blank">expected to cover</a> cooperation on intelligence sharing, disaster mitigation, and other issues. Despite the apparent rapprochement, the two countries are keeping a close eye on each other. Reuters Map locating Donglang, or Doklam, a disputed area between China, India, and Bhutan. While India has largely pulled back from positions it took during the Doklam standoff, imagery reviewed by Stratfor in January showed that in late 2017 and early 2018, Delhi <a href="https://www.businessinsider.com/tensions-between-china-and-india-continue-year-after-doklam-standoff-2018-8" target="_blank">increased its deployments</a> of combat aircraft to bases near the disputed area. Those images showed <a href="https://www.businessinsider.com/tensions-between-china-and-india-continue-year-after-doklam-standoff-2018-8" target="_blank">even more activity</a> around Chinese bases in Tibet, north of the disputed area, including airfield upgrades and a large aircraft presence. (China puts more assets at those bases because it does not have bases closer to the border area.) This month, officials <a href="https://www.hindustantimes.com/india-news/chinese-bunkers-at-lhasa-airport-worry-india/story-B85jNuqEH72jiPk7sPKbcM.html" target="_blank">told Hindustan Times</a> that Delhi was concerned about construction at the Chinese air base in <keyword id="69031" type="LOCATION" weightage="20" keywordseo="lhasa">Lhasa</keyword>, which included bomb-proof bunkers for aircraft and expanded <keyword id="839167" type="PERSON" weightage="20" keywordseo="surface-to-air-missile">surface-to-air missile</keyword> batteries. "You need blast- or bomb-proof hangars for fighters only if there is a possibility of hostilities," one official said. Any activity with military hardware or other assets that could have military applications around the eastern end of India and China's shared border was likely to attract scrutiny, Pervaiz said. "If you are India or China and you are seeing any sort of moves that either military is making, you view that almost through the lens of paranoia - that if you're making that move, how can that be used against us in a potential conflict?" he told Business Insider. The Doklam Plateau sits at the southern edge of the Himalayan mountain range, where the elevation is on average close to 15,000 feet. High altitudes and rough terrain put considerable limitations on military operations. While the higher elevation gives China an <a href="https://worldview.stratfor.com/article/sizing-competition-doklam-plateau" target="_blank">advantage</a> in surveillance and physiological acclimatization, lower air density hinders jet aircraft engines and limits the weaponry and fuel that aircraft can carry. China's air force is larger than India's, but it only has five air bases in Tibet - though upgrades at the Lhasa base described by <a href="https://www.hindustantimes.com/india-news/chinese-bunkers-at-lhasa-airport-worry-india/story-B85jNuqEH72jiPk7sPKbcM.html" target="_blank">Hindustan Times</a> include special helicopter bases that allow them to take off and land with full payloads. India's air power in the region would offer it some advantages. Indian air bases, including those that received more aircraft earlier this year, are closer to the area in question than China's bases. India <a href="https://worldview.stratfor.com/article/sizing-competition-doklam-plateau" target="_blank">counts 20 air bases</a> within range of the Line of Actual Control, which separates Indian- and Chinese-claimed territory. India has also also practiced with transport planes at forward landing areas in the region. But China's air defenses are more <a href="https://worldview.stratfor.com/article/sizing-competition-doklam-plateau" target="_blank">effective and reliable</a> than India's. And China has more artillery that can fire farther and is more mobile. Thin air at higher elevations hinders traditional rocket propulsion, but Chinese officials claimed in August they were progressing on <a href="https://www.businessinsider.com/china-says-making-progress-with-electromagnetically-launched-rockets-2018-8" target="_blank">a type of electromagnetic propulsion</a> that would give rocket artillery longer range and more accuracy. Both countries can be expected to use land-attack cruise missiles - the Indian Su-30MKI jets deployed to the area are capable of firing India's Brahmos missile. But China has a larger inventory of them, and the paucity of Chinese targets in the area north of the border would likely mean Beijing would have the edge. Much of the fighting in a conflict around Doklam would likely be done on the ground, even though the terrain would limit quick strikes and mass movement of troops. Both countries are among <a href="https://www.businessinsider.com/most-powerful-militaries-in-the-world-ranked-2018-2" target="_blank">the most largest militaries</a> in the world. <a href="https://www.businessinsider.com/militaries-most-active-duty-soldiers-troops-2018-5#2-india-1362500-active-personnel-14" target="_blank">China's 2.1 million active-duty troops</a> are far more than India's 1.3 million, though Indian troops may bring more experience to bear. Indian fought its last war, with Pakistan, in 1999 and has been involved in sporatic clashes with Pakistan, as well as counterterror and counter-insurgency operations for years. (Delhi was developing a special Mountain Strike Corps for the northern border, but it <a href="https://www.janes.com/article/81837/indian-army-shelves-plans-for-new-fighting-corps" target="_blank">was shelved</a> this summer.) China fought its last war in 1979 - a three-week incursion into Vietnam that ended with China's withdrawal, though both sides claimed victory. Xi has <a href="https://www.scmp.com/news/china/diplomacy-defence/article/2153579/chinas-army-infiltrated-peace-disease-after-years" target="_blank">ordered</a> China's military to increase readiness and launched reforms to the force. Along the Line of Actual Control, however, China may gain an edge through <a href="https://worldview.stratfor.com/article/sizing-competition-doklam-plateau" target="_blank">superior</a> command, control, and communications and through its unified command structure in the region, whereas India divides the region among three combatant commands. India is aware that it would likely lose a military confrontation with China, Pervaiz said, as it did in 1962. A conflict now is not in the interest of either country, he added, but "they both are going to continue to sharpen their capabilities in the event that there ever is a conflict [in order] to be able to fight and execute on that conflict, no doubt about it." Since the end of the Doklam standoff, China has kept the assets it deployed there - tents, bunkers, and vehicles, Pervaiz said - in place, even as Indian forces withdrew. Questioned about that change in parliament earlier this year, the Indian <keyword id="6354810" type="UNKNOWN" weightage="100" keywordseo="defense">Defense</keyword> Ministry tacitly admitted "China has actually altered those facts on the ground" and India had to accept the change, Pervaiz said. India too has pursued a longer-term shift in its strategy toward the disputed border. Delhi tried to minimize the number of roads in the border area after the 1962 war in order to deprive future enemies of transportation routes. Since the 1990s, however, India has switched to what Pervaiz called "an offensive-defense posture, meaning that we're not just going to deny the Chinese access to roads in our region. We're actually going to start building more roads and infrastructure so that our military can be better positioned." Amid the recalibration, the broader strategic issues driving tensions between India and China - the border dispute or China's partnership with India's rival, Pakistan - have not dissipated, suggesting the current period is one in which both sides are trying to manage their disputes, which Pervaiz analogized to treating a chronic illness. "It may be that the physician says that you're not going to get rid of this," he said. "This is something you're going to have to live with for the rest of your life, but we can manage it ... and then the symptoms can stay under control." Even though neither side sees conflict as in their interest, deep-seated disputes that persist raise the chances one may occur.
