The Telecom Regulatory Authority of India (TRAI) has sent show-cause notice to satellite TV provider <a href="https://www.moneycontrol.com/news/india/trai-issues-showcause-notice-to-airtel-over-recent-dth-disruption-3494131.html">Airtel </a>after complaints. According to the new pricing model, viewers had the option to choose the individual channels that they would like to subscribe to and pay for those alone. However, consumers were distressed when the old channels were disconnected while new channels were still not activated. One of India’s biggest DTH operators – Airtel – has been given three days to explain what happened. Consumers on social media have been complaining about missing channels and no response from customer support. The introduction of the <keyword id="7283213" type="UNKNOWN" weightage="20" keywordseo="new-cable-tv-pricing">new cable TV pricing</keyword> has resulted in chaos and confusion, with consumers complaining of higher prices. A <a href="https://indianexpress.com/article/technology/social/trai-new-cable-dth-rules-tv-bills-will-go-up-for-most-users-says-crisil-report-5570011/">CRISIL </a>report too pointed out that the new pricing model will lead to higher prices. However, the TRAI chairman has rubbished the reports. Speaking to IANS, Sharma said that the report was based upon an "inadequate understanding" of the TV distribution market and it was incorrect. "The report is based on choosing top-rated channels on all-India basis and considers only one weekly report dated January 25, 2019, from TV Rating Agency, BARC," a TRAI statement said. TV sets blackout in India as new rules kick in – and the regulator fuming

India’s top telcos including <keyword id="15491" type="COMPANY" weightage="100" keywordseo="Airtel">Airtel</keyword>, <keyword id="15492" type="CITY" weightage="20" keywordseo="Vodafone">Vodafone</keyword> and Idea may require to cough up a combined fine of Rs 3,050 crore for failing to provide adequate interconnection points to <keyword id="6354504" type="UNKNOWN" weightage="20" keywordseo="Reliance-Jio">Reliance Jio</keyword>. As ruled by <keyword id="6356988" type="PERSON" weightage="20" keywordseo="TRAI">Trai</keyword>, the telcos did this to stifle fair competition and consumers had suffered. Trai has asked the <keyword id="116246" type="ORGANIZATION" weightage="20" keywordseo="Department-of-Telecommunications">Department of Telecommunications</keyword> (DoT) to take action against each of the three carriers, saying that violation of licence norms warranted revocation of their permits. 
 
While DoT would require deciding on the course of action, the violations if proven would make a big dent on the wallet of the telcos. 
 According to a letter by Trai put up on its website, "noncompliance of the terms and conditions of licence and denial of interconnection to RJIL (Reliance <keyword id="2003276" type="UNKNOWN" weightage="20" keywordseo="Jio">Jio</keyword>) appears to be with ulterior motive to stifle competition and is anti-consumer. The act of Airtel is against public interest." Trai has recommended a Rs 50-crore penalty for each of the country's 21 circles, except from <keyword id="6357972" type="COMPANY" weightage="20" keywordseo="Jammu">Jammu</keyword> and <keyword id="6354495" type="CITY" weightage="20" keywordseo="kashmir">Kashmir</keyword>, be levied on <keyword id="6354287" type="CITY" weightage="20" keywordseo="Bharti-Airtel">Bharti Airtel</keyword> and Vodafone, which adds up to Rs 1,050 crore for each operator. However, <keyword id="6354924" type="PERSON" weightage="20" keywordseo="Idea-Cellular">Idea Cellular</keyword> would require to pay a penalty in its 19 circles, totalling Rs 950 crore. 
 
The regulator said the telcos had also "effectively masked the actual position of congestion" at points of interconnect (PoIs) with Jio and therefore Trai was "constrained to accept the congestion data" given by Jio. 
 "We are continuously augmenting the PoIs provided to Reliance Jio and the pace of augmentation has been the fastest ever done by us," an Airtel spokesperson told The <keyword id="6474066" type="COMPANY" weightage="20" keywordseo="economic-times">Economic Times</keyword>. "Further, we are in full compliance of the requirements of grade of service sby Trai." Vodafone and Idea did not immediately respond to email queries seeking comment. 
 
A senior executive at one operator said he was "appalled" by the recommendations. "We don't know what the DoT will decide, but would we take this lying down? No way," the executive said. 
 
The telcos, in argument, has said that provision of PoIs was needed only once services were commercially launched. The competitors of Jio alleged that Trai's show-cause notices were issued prematurely, without waiting for the outcomes of PoI augmentation that was ongoing - allowed for 90 days as per Trai's 2005 order. 
 
However, Trai rejected their arguments on the grounds that it had been continuously monitoring congestion and added that the telcos had failed to comply with the norms.

Indian TV viewers get more time to pick the channels they want to watch

Just four days into the month with the new pricing and customers are already complaining about missing channels and increased prices. While viewers were given the option to pick and choose to pay for the channels they want to watch, it appears to have led to much confusion among subscribers. A rushed transition by cable TV operators to comply with the new pricing model appears to have resulted in a flurry of complaints now floating on Twitter. Users seem frustrated about higher pricing that comes with picking channels individually instead of the earlier bouquet of channels that were offered to them. One Twitter user wrote, “Now have to pay 2x more for 1/2 half the channels and this is supposed to be consumer friendly , the prices are ridiculous...” (sic). A CRISIL report too states that the monthly bill of viewers is going to go up for most users with the new pricing. “Our analysis of the impact of the regulations indicates a varied impact on monthly TV bills. Based on current pricing, the monthly TV bill can go up by 25% from ₹230- ₹240 to ₹300 per month for viewers who opt for the top 10 channels, but will come down for those who opt upto top 5 channels,” Sachin Gupta, Senior Director, Ratings said to various <a href="https://indianexpress.com/article/technology/social/trai-new-cable-dth-rules-tv-bills-will-go-up-for-most-users-says-crisil-report-5570011/">media houses.</a> The TRAI chairman has rubbished the reports. I spoke to my cable TV operator and even he mentioned that the confusion exists because they are also waiting for a clear picture. He too expressed his unhappiness about the new pricing," said Meera Shetty, a resident from Mumbai.
