His farewell was held in the school earlier this week where students hugged him and cried inconsolably. An emotional Singh is seen trying to console them. "I will visit you soon. Keep studying hard. You must do well," he is heard telling the children. Videos of the incident have gone viral on social media. Sources said that Singh became immensely popular because of his unconventional ways of teaching and drawing his students' interest. He was posted as an assistant teacher at the school in 2018. He used games and social media to raise awareness among the children, drawing more and more students to the school, which had always seen low attendance because of the difficult terrain. "It was when I became the ambassador of Film Heritage Foundation in 2015, that I realised the extent of the neglect and colossal loss of our precious film heritage and how we continue to lose more of our legacy every day. "Recognising the urgency of the situation, I have been working closely with Film Heritage Foundation since its inception to do everything in our power to save our films and to build a movement for film preservation in our part of the world," the 78-year-old actor. Bachchan stressed that it is important that the idea of film archiving is strengthening and promoted in India. "I do hope that we are able to garner further support for this most essential cause from my colleagues in the film industry and the government, to enable us to realise our dream for building a centre that will preserve and showcase our magnificent film heritage," he added. Nolan, who has been a vocal advocate of celluloid films, said it is imperative that representatives of the film industry around the world come together to ensure the preservation of film heritage. "I want to congratulate Amitabh Bachchan on receiving the 2021 honour. As the ambassador for Film Heritage Foundation, he has played an essential role in putting the cause of film preservation on the map in India and the subcontinent," he added. Dungarpur said India's record in film preservation has been dismal as the country lost almost 70 per cent of its films. "This has been a cause that has been much neglected in our part of the world, and we have been fortunate enough to enjoy the unstinting support of our ambassador, Amitabh Bachchan, who has championed the cause of saving our film heritage and constructively wielded his influence to amplify the cause on a war footing in our part of the world. "This is the reason we nominated him for the award, and he was unanimously voted by all FIAF members to be given the award," he said. But that data and sources tell Business Insider that may not necessarily be true.  Attracting the right talent Shivendra Singh, the Vice President and Head of Global Trade Development at NASSCOM, says that while the rejection rate of H-1B visa petitions from Indian IT firms may be rising, most US visas are still being issued to citizens from India. He told Business Insider India, "Although Indian companies have reduced their number of visa usage, Indian nationals continue to get 70% of the visas — which is more a testimony to their skill set." Singh explains, "They have the relevant skill set, which is why they're in demand. It's not just Indian companies but US and global companies that want to hire them (Indian nationals)." The disparity in numbers between the H-1B visa rejection rate for Indian IT companies and US based firms also further exemplifies India's competitive advantage. Pai elucidates, "India has extreme expertise. They can do software better, faster and in a more cost effective way than anybody else." But, not being able to retain that talent may be an issue. H-1B visas: US immigration seems to like certain companies more than others

New Delhi, Dec 17 () IT industry body Nasscom on Tuesday said a new Bill in the US that proposes to bar a section of Indian IT companies from bringing in global talent on H-1B visas would have a "damaging effect" on the competitiveness of American firms and create an uneven playing field.
The bill seeks to bring in amendments to the Immigration and Nationality Act to eliminate the per-country limitation for employment-based immigrants. However, another provision will bar 50:50 companies (those with 50 employees and more in the US or with 50 per cent of staff on H-1B work visas) from bringing in more employees on H-1B into the US.
Nasscom Vice-President and Head - Global Trade Development Shivendra Singh said Nasscom strongly supported the removal of the per country caps on green cards as was the original intent of the Bill.
"However, we strongly oppose the the process being followed and some discriminatory provisions of the Bill that deal with the unrelated matter of H-1B visas. The H-1B provisions have been inserted, so as to overcome the objections to hotlining the bill," Singh told .
 Hotlining a Bill is procedure in the US - commonly used to move it quickly - when the proposal is called to pass without a vote (by unanimous consent).
Singh said any legislation with such significant impact should not be taken up via the expedited procedures of a Senate "hotline".
"Senators and companies impacted by it should be given a fair chance to fully understand and comment on its impacts," he added.
Singh explained that S. 386, the Fairness for High-Skilled Immigrants Act of 2019, will bar one part of the Indian global IT services industry (50:50 companies) from tapping the global talent pool to address skills shortages and aid their US based clients, most of them being 75 per cent of the Fortune 500 players.
"According to a IHS report, Indian global IT services industry contributed nearly USD 57 billion to the US GDP and accounted for over half a million direct and indirect jobs across America...This (legislation) may have a serious and damaging impact on their future investment and job creation in the US, and impact US innovation and disrupt the competitive landscape," he said.
Singh added that the Senate should be given time to carefully consider the implications of the amendment. SR SR MR

Mohandas Pai the former CFO of Infosys and startup investor, shares that the option left with Indian IT companies is to acquire IT companies in the US. "The next phase will be that Indian IT firms will go acquire more companies in the US. And, those companies will have back end engineering in India," Pai told Business Insider. This will solve the problem of having engineers on-site. Companies can either acquire a local company or setup an office in Canada or Mexico. The actual software engineering will be still be happening in India where companies have abundant talent to tap. Can they ‘really' Hire American? A simpler way out of visa rejections mess would be hiring in the US. This move could also achieve what US President Donald Trump wanted to achieve in the first place with his aggressive ‘<a href="https://www.uscis.gov/legal-resources/buy-american-hire-american-putting-american-workers-first">Buy American and Hire American</a>' policy. Shivendra Singh, Vice President &amp; Head of Global Trade Development at industry body NASSCOM, believes that Indian IT companies should get skills, whichever way they can get them. Singh explains, "Firms can either upscale locally or bridge the sales gap by bringing in people on higher scales," adding, "You need upscale at least 60% of the workforce for them to perform on all cylinders. " But, this is much easier said than done. For one, it would drive down profit margins of Indian IT majors. Added to that, there is a dearth of engineering talent. "Firms are hiring locally but the talent is not available. Freshers are available but they have to be trained," Pai says. A good engineer from the Valley <a href="http://time.com/31617/here-are-the-15-highest-paying-companies-in-america/">costs</a> around $125,000- $150,000 per annum. That too, would be a fresher. "In fact, hiring freshers are cheaper than sending people from India." The problem with freshers is that they aren't flexible to go from place to place or work across different technologies. Unlike Indian IT professionals who have worked in India. Who will gain? As per experts, the Indian IT industry and their US companies, along with the US government in general, is looking at a lose-lose situation. Outsourcing to India provides a competitive advantage as they can perform the very same tasks at a better, faster and cost-effective manner. "Digital startups can afford to pay (high salaries) because they're swimming in a lot of capital, whereas manufacturing companies can't afford it. So, they need to get it done at a much more productive and cost effective level," says Pai. If Indian IT companies lose business, their US clients will also suffer as much. Indian IT firms contribute $58 billion to the US GDP, which is higher than six individual US states contribution according to NASSCOM. And, they work with more than 75% of the Fortune 500 companies — the majority of which are American enterprises. "The US administration does not understand that, with unemployment at 3-4% — there are no people. More and more companies will start to move their work offshore or nearshore," says Pai. Rise in US H-1B visa rejection may force Indian tech companies to look at M&A

Even though the new <a href="http://www.businessinsider.in/searchresult.cms?query=H1B&amp;sortorder=effectivedate">H1B ruling</a> has not been implemented in the US and <a href="http://www.businessinsider.in/searchresult.cms?query=donald+trump&amp;sortorder=effectivedate">President Donald Trump</a> has not said officially on it, the Indian IT companies are taking no chance and re-working their strategies. 
 
As the H1B visa application process will start from next month, many<a href="http://www.businessinsider.in/searchresult.cms?query=Indian+IT+companies&amp;sortorder=effectivedate"> IT companies</a> are implementing new policies as they don’t want to take any chance.

"The key thing is that we will stop applying for H-1B visas for employees with lower levels of experience,” Krishnakumar Natarajan, executive chairman of IT services company Mindtree Ltd., told <a href="https://www.bloomberg.com/news/articles/2017-03-20/india-s-outsourcers-adjust-strategy-ahead-of-trump-visa-changes">Bloomberg News</a>. "Additionally, we will reduce the numbers of visa applications as a whole and I expect overall industry numbers to fall.” 
 "We are going local and building recruitment to reduce dependencies on H-1B visas,” Bangalore-based Natarajan, a former chairman of industry body <keyword id="6372077" type="CITY" weightage="20" keywordseo="Nasscom">Nasscom</keyword>, told Bloomberg. 
 Meanwhile, <keyword id="43217" type="CITY" weightage="20" keywordseo="Tech-Mahindra">Tech Mahindra</keyword> will apply for visas proportionate to the business needs. 
 
“The top companies, which account for 90 percent of the H1-B visas that Indian outsourcers get, are keenly matching skill requirements to applications,” Shivendra Singh, vice president and head of global trade development at Nasscom, told Bloomberg, adding “IT services providers are doing skillset mapping.”

Many hiring consultancies have begun working to skill Indians for other nations also. Kris Lakshmikanth, managing director at Head Hunters India, told ET, "Indian IT talent will grow in a big way in Canada where language won't be a problem for Indians. IT professionals who are skilled will gain over others in a significant way in the US itself.” Shivendra Singh, vice president and head of global trade development at <keyword id="6372077" type="CITY" weightage="20" keywordseo="Nasscom">Nasscom</keyword>, told ET, traditionally, the Indian IT export market had about 60% going to the US. "But with the US, Singapore and Australia affected by visa norms, new IT hubs like Japan, Australia, China, Israel, the Nordic countries, Middle East, Africa and Mexico will come up in the next few years,” he said.

The <a href="http://www.businessinsider.in/searchresult.cms?query=donald+trump&amp;sortorder=effectivedate">Donald Trump-led US government</a> has released a memo that states computer programmers won’t be eligible for the <a href="http://www.businessinsider.in/searchresult.cms?query=H1B+visa&amp;sortorder=effectivedate">H1B visa programme</a>. However, this has not irked the <keyword id="154446" type="UNKNOWN" weightage="20" keywordseo="Indian-IT-sector">Indian IT sector</keyword> much. 
 The <keyword id="368921" type="UNKNOWN" weightage="20" keywordseo="US-Citizenship-and-Immigration-Services">US Citizenship and Immigration Services</keyword> (USCIS) released a policy memorandum on H-1B computer related positions, which reads that a previous guiding policy document for H-1B visa petitions, from the year 2000, will no longer hold. 
 
The year 2000 memo stated all programmers as sharing a fundamental job duty, i.e., writing and testing computer code,, and that it was improper to conclude based on this information that USCIS would "generally consider the position of programmer to qualify as a specialty occupation”. 
 
Now, this is invalid. 
 "<keyword id="6372077" type="CITY" weightage="20" keywordseo="Nasscom">Nasscom</keyword> is assessing the memo but it seems that it is primarily going to impact entry level H-1B seekers. Our companies typically do not hire entry level engineers for H-1B visas, and this should not have a substantial impact on business," Shivendra Singh, Head - Global Trade Development at IT industry body National Association of Software and Services Companies (Nasscom), told ET. 
 
The memo says that the fact that a person may be employed as a computer programmer and may use information technology skills and knowledge to help an enterprise achieve its goals in the course of his or her job is not sufficient to establish the position as a specialty occupation. 
 
"The situation has been the same for a long time with these positions except that now it is in the form of a memo. Immigration attorneys have been receiving requests for evidence on this issue lately because a 'speciality occupation' requires a US bachelors degree or equivalent to qualify, this memo is targeted to deny applications of guest workers with a low degrees,” Rajiv Dabhadkar, founder of the National Organisation for Software and Technology Professionals, told ET.

Companies like <a href="http://www.businessinsider.in/searchresult.cms?query=Tata+Consultancy+Services&amp;sortorder=effectivedate">Tata Consultancy Services</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=Infosys&amp;sortorder=effectivedate">Infosys</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=Wipro&amp;sortorder=effectivedate">Wipro</a> and others depend heavily on the Indian techies and are now aiming at hiring more Americans, as the Trump administration is moving to tighten a work-visa programme. The potential <a href="http://www.businessinsider.in/searchresult.cms?query=H-1B+visa&amp;sortorder=effectivedate">H-1B visa</a> curb has emerged as the gravest threat in recent times to Indian technology companies, which gas much as 60% of their revenue from the US. 
 
The main hurdle these companies are facing is to train Americans. In India, these companies hire fresh engineering and science graduates in hordes and train them in writing software codes which isn't easy to replicate the strategy in the US. 
 
Apart from that, there is a huge cost involved in the process as a majority of students for <a href="http://www.businessinsider.in/searchresult.cms?query=STEM&amp;sortorder=effectivedate">STEM</a> (science, technology, engineering and mathematics) courses in US universities is foreigners - primarily Chinese or Indians - and not Americans. 
 "The problem is on the supply side, a constraint faced by all companies,” Shivendra Singh, vice-president of global trade development at <keyword id="6372077" type="CITY" weightage="20" keywordseo="Nasscom">Nasscom</keyword>, told ET. 
 
So as to overcome this, companies are adopting a calibrated strategy, of hiring locally and bridging the skills gap by taking workers from India on non-immigrant visas, including H-1Bs, he told ET. 
 
According to an immigration expert, the US, if it wants more IT jobs to go to Americans, it has to start from within by first producing enough skilled professionals, said an immigration expert. 
 "It is unfair to penalise companies for hiring foreign H-1B professional workers. If <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> doesn't want foreign workers, fix the US first. Encourage math and science, not just professional sports,” Farhan Sethna, an immigration attorney in the US, told ET. 
 
Nevertheless, IT services companies are going ahead with their hiring plans in the US since they can't risk losing businesses in their biggest market, even as they are also lobbying hard against the legislation. 
 "Now, the pressure on Indian IT companies like ours is to hire more local US talent. But there is a huge supply-demand gap in the US as far as tech talent is concerned,” an executive at <keyword id="6354512" type="CITY" weightage="20" keywordseo="Infosys">Infosys</keyword> who didn't want to be named, told ET.

IITians who are looking forward to an employment opportunity with <a href="http://www.businessinsider.in/searchresult.cms?query=facebook">Facebook </a>this year might get disappointed after reading this report. The online social networking firm, which had been among one of the most preferred choices of IIT graduates to start their career, might give India a miss this year owing to the limited H-1B visas. 
 As published in an Economic Times report, <keyword id="6354576" type="CITY" weightage="20" keywordseo="Facebook">Facebook</keyword> won’t come to India this year to pick it’s highly-qualified engineering graduates, both for internship as well as placement purposes. 
 Around five <keyword id="49737" type="COMPANY" weightage="20" keywordseo="IITs">IITs</keyword> have confirmed that the company is not visiting them this year. In 2014, FB had hired around a dozen Indians and their packages varied from Rs 1 crore to Rs 2 crore. 
 
But when ET approached FB to know its response, the company declined to make any comment on the matter. A few company sources told the business daily that the firm had visa related problems last year as well, and this appears to be quite surprising to us that why there was a sudden change in their approach. 
 
The new report clarified that owing to such hitches, FB had to place its IIT hires at the United Kingdom office for nearly a year before getting visas in place for the US. 
 Atal Ashutosh Agarwal, vice-president, Technology Students' Gymkhana at <keyword id="6364832" type="COMPANY" weightage="20" keywordseo="IIT-Kharagpur">IIT Kharagpur</keyword>, told ET, "Facebook did not come this year for undergraduate interns at our IIT." 
 Mohak Mehta, who is former placement manager at <keyword id="61708" type="COMPANY" weightage="20" keywordseo="IIT-Bombay">IIT Bombay</keyword>, also revealed that "Visa is an issue for US-based technology companies that hire from India." 
 Shivendra Singh, VP, <keyword id="6372077" type="CITY" weightage="20" keywordseo="Nasscom">NASSCOM</keyword>, told ET, "Considering that a million of STEM workers would be needed by the US in some years, they are likely to fall short by almost 50%. India has a good supply of talent in this space, which also includes the young IITians." 
 
Currently, the quota for H-1B visas is 65,000, which is exhausted within a few days of annual allocation becoming available at the beginning of April each year.
