The BMC Executive Engineer said that he was satisfied that the (illegal) works were being carried out and the actress had failed to produce the permissions/approvals/sanction for it as per BMC laws. "Therefore, the work carried out by you as mentioned in the notice schedule is declared as unauthorised," said the Executive Engineer. He also said that the ongoing work on the premises was not stopped and warned that it is "liable for forthwith demolition at your risk, cost and consequences". The notice also cautioned that the actress could face imprisonment of minimum one month up to one year besides penalties. As per the notice, the violations include: merging of two bungalows, converting a ground-floor toilet into an office cabin, converting a storeroom into a kitchen, making an unauthorised pantry in the ground floor, adding toilets near the storeroom and a parking area, illegal partitions in first floor living room, an illegal meeting room in the "puja" room, converting a balcony into a habitable area besides a floor extension, etc. The latest development came two days after a BMC team paid a surprise visit to her office and surveyed the premises at Bungalow No. 5, Chetan Row House, Nargis Dutt Road, Bandra West, on September 7. The survey was followed by the notice to Ranaut to stop the ongoing works within 24 hours in her office of Manikarna Films on Tuesday. The bungalow, which Ranaut had bought three years ago, is listed as a residential property by the BMC. BMC demolishes Kangana Ranaut's office for alleged unauthorised modifications

Even as Shiv Sena has threatened Pakistani athletes of dire consequences if they come to India, Indian government has opened new gates for Pakistani sportspersons to come and play for <keyword id="103311" type="UNKNOWN" weightage="100" keywordseo="12th-South-Asian-Games">12th South Asian Games</keyword>, to be held in Guwahati and Shillong. 
 
For the games to be held in February next year, Pakistani sportspersons would be able to enter India through Kolkata and Guwahati airports. At present, Pakistanis can either enter India by foot from Wagah-Attari border or use the air route to enter Delhi, Mumbai and Chennai. However, all these are at considerable distances from Guwahati and Shillong, which is why arrangements have been done to welcome Pakistanis athletes from Kolkata and Guwahati airports. 
 
12th South Asian Games would be the first major sporting event after India hosted the 19th Commonwealth Games in 2010 which would see a good number of Pakistani athletes in India. "Since Guwahati and Kolkata airports are near to the venue of South Asian Games, they have been added to the designated check posts for Pakistani Passport holders and non-validated pass (NVP) holders during the period of South Asian Games," says an order issued by the Home Ministry. 
 
"By allowing them to enter from Kolkata and Guwahati, we intend to cause no inconvenience the Pakistani sportspersons as they can make a quick and short journey to the sports stadium," a senior government official told ET. 
 
This step was required for the safety of Pakistani contingent after their government raised concern over it. A team from Pakistan is also expected to come to India, in January, to ensure the safety measures. After 26/11 Mumbai attacks which were masterminded by some Pakistani nationals, there have been a lot of protests about Pakistanis coming to Mumbai, which is why the Indian government thinks that it would be safer for them to step foot directly in Kolkata and Guwahati. 
 
The sporting event would also see Sri Lanka, Bangladesh, Myanmar, Nepal and Afghanistan participating.

A year has passed since the tiger stopped roaring. But does Mumbai miss him? Of course, the Marathi Manoos part of Mumbai does miss him every day, with every event and every political development. When <keyword id="6371377" type="PERSON" weightage="40" keywordseo="Bal-Thackeray">Bal Thackeray</keyword> breathed his last on November 17, 2012, at the age of 86, Mumbai spilled out on the streets to mourn for the man who ruled the very spirit of the city. It is difficult to imagine Mumbai without Balasaheb. 
 
This cartoonist-turned-activist was Mumbai personified and sometimes transmogrified into aggression that an average Mumbaikar wanted to express. After he passed away, Mumbai had not only lost its voice, but also the spirit. Balasaheb had a finger on the pulse of Mumbai. He could never be wrong with the city or the people of Maharashtra. 
 
When alive, Balasaheb was a total mystery wrapped in contradictions. And those contradictions lie in his very personality. He was a chuffy man with a serious look, a tiger who sat on the throne, and a man who commanded thousands but was most humble when dealing with friends. 
 
In other words, he was human. He carried no pretentions. Just as the cartoonist he was when he worked with the Free Press Journal, Balasaheb evoked humour with every situation that touched him. And he had the capacity to laugh at himself. For this, he could contradict himself. Yet, his Shiv Sainiks did not grumble, ever. They followed their leader with as much loyalty as before, which was a puzzle even to his close relatives. 
 There are many real-life instances and legends involving Bal Thackeray’s reactions and responses to situations and people. His jibes were never short on satire. They were timely, sharp and always hit the bull’s eye. Even in his editorial in <keyword id="6358821" type="ORGANIZATION" weightage="40" keywordseo="Shiv-Sena">Shiv Sena</keyword> mouthpiece Saamna, Balasaheb was as powerful as he was with his spoken words. A true artist who had perfected his art of curvy lines and never let the guard dictate terms over his persona. 
 
Although he was referred to as the ‘tiger’ of Maharashtra, Balasaheb was more than that. The thespian of Hindi cinema, Dilip Saab, chose to call him a ‘lion’ who had the whole forest at his command, without having to strike his claws at anyone. 
 
But in the true sense, tiger was what he was. By temperament and by design. Just as the tiger never moves out of its habitat and protects its territory from other big cats, Balasaheb worked in the same way. 
 He rarely moved out of Mumbai. And when he saw Mumbai (then <keyword id="6356654" type="COMPANY" weightage="40" keywordseo="Bombay">Bombay</keyword>) being overtaken by outsiders, he launched the Shiv Sena in 1966. The idea was to protect his people’s turf, the Marathi Manoos (Maratha people), from the ‘outsiders.’ For that, he could reprimand anyone including the so-called stars with millions of fans. His political legacy was unquestioned and remained unquestionable, too. Even after his death, Shiv Sainiks have made sure that nobody would ever dare to question his authority. Remember the incident where two girls were arrested (they were later released) for their FB status – questioning the Mumbai shutdown on the day when his last rites were held? That was Mumbai grieving over its true son. It was an emotional moment that couldn’t be countered with logic or rationality. Balasaheb’s equation with his Sainiks was built on human bridges, over decades. It couldn’t come down with his physical demise. They still believe he is there with them for without him, they remain ideologically orphaned. He gave them their thinking and actions, and told them when to employ either of these. 
 Those who knew him had clearly understood he had no long-term goals to achieve. He did not aspire to be the <keyword id="5269" type="POSITION" weightage="40" keywordseo="Chief-Minister">chief minister</keyword> or occupy any position that would take him to corridors of power. He had clearly understood where his powers lay. He was powerful in his very being. Not even the <keyword id="6362177" type="ORGANIZATION" weightage="40" keywordseo="union-government">Union Government</keyword>, no matter which party occupied the seats at the Parliament. Balasaheb was in power, always. In fact, HE was THE power. 
 
That he had no encumbrances had never been a problem for this leader who had shown his ‘human’ side to his men. But it was a problem for others who tried to fit him into a definition or tried to psychoanalyse him and understand him in a straitjacketed manner. Like a true cartoonist, his lines never came straight. They always curved to say something. That something was always between the lines. 
 That is why <keyword id="4952" type="PERSON" weightage="40" keywordseo="Michael-Jackson">Michael Jackson</keyword> visited him at his abode Maatoshree on the former’s India visit. And so did a host of politicians and Hollywood stars. Even though he declared that he wouldn’t allow India-Pakistan matches to be held in Mumbai, he also had the gumption to invite Javed Miandad to his house for dinner. When asked, he said he wanted the Indian team to have similar ‘killer instinct’ as Pakistani cricketers had while playing on the ground. 
 
His Hindutva was not as skewed as that of the Hindutva-vadis. In fact, he chafed at the RSS men calling them ‘knickerwallahs.’ He remained the uncrowned king of Maharashtra for 45 years. And unless psychologists dig deep into his persona, this legend called Balasaheb can never be understood through mere words.

Pakistani cricket players took part in the first auction of the <a href="http://www.businessinsider.in/searchresult.cms?query=IPL&amp;sortorder=effectivedate">Indian Premier League</a> in 2008, but the <a href="http://www.businessinsider.in/searchresult.cms?query=Mumbai+attacks&amp;sortorder=effectivedate">Mumbai 26/11 carnage</a> the same year changed everything. 
 
Ties between the two nuclear-armed rivals soured and a decision was taken to not allow Pakistani cricketers to play in the tournament, till such time political relations between the two neighbours improved. Now, that we know is almost an impossibility in the current scenario. 
 
A lot has happened since then, diplomatically, and India and Pakistan have played many matches in the country. Still, the non-participation clause for them in the IPL stands. 
 
IPL is regarded as a celebration of cricket, where players from different teams and countries converge in India to enthral cricket fans of a nation that eats, breathes and sleeps cricket. 
 
We are in the ninth season of the league and we sure as hell are missing out on some brilliant Pakistani cricketers and the class they could’ve added to the game, were they participating.

<keyword id="1671" type="PERSON" weightage="100" keywordseo="Shah-Rukh-Khan">Shah Rukh Khan</keyword>’s upcoming movie <keyword id="6361860" type="PERSON" weightage="100" keywordseo="Raees">Raees</keyword>, which is said to be loosely based on the life of Gujarati illicit liquor business tycoon Abdul Latif, has once again run into troubled times. 
 
If reports are to be believed, Latif’s son Mustak Ahmed Abdul Latif Shaikh has sent legal notices to the makers and actors of <a href="http://www.businessinsider.in/Raees-teaser-How-Shah-Rukh-Khan-loves-to-tease-his-fans/articleshow/48109350.cms" target="_BLANK￿￿￿￿">Raees</a>, including Shah Rukh Khan, Nawazuddin Siddiqui, Ritesh Sidhwani and director <keyword id="33868" type="PERSON" weightage="100" keywordseo="Rahul-Dholakia">Rahul Dholakia</keyword>. In the notice, he has asked why they are making a film on his father’s life without his consent. 
 
Sheikh thinks that while his father was a famous businessman with deep roots in society, this movie would be projecting him in bad light, which is why he has asked for an explanation about the makers’ motives. 
 
This, however, is not the first time that <a href="http://www.businessinsider.in/Salman-Khan-avoids-Box-office-clash-with-good-friend-Shah-Rukh-Khan/articleshow/48265347.cms" target="_BLANK￿￿￿￿">Raees</a> has faced tough times. Not only this, since the leading lady of the movie, debutante <keyword id="701143" type="PERSON" weightage="100" keywordseo="Mahira-Khan">Mahira Khan</keyword>, is from Pakistan and Shiv Sena had called for a ban on Pakistani artistes in Maharashtra, the Mumbai schedule had to be shot under tight security. 
 
Looks like the film is having some serious trouble in its production, but the teaser of the movie, along with the fact that Shah Rukh Khan is going to play a grey character after a long time, we are hopeful that the film would be worth the trouble.

<ul class="generic-article__summary--ul content--ul"><li class="generic-article__summary--li content--li">With at least two major regional elections in 2020, all eyes are on how the BJP will arrest the fallout from the citizenship act and local poll defeats.</li><li class="generic-article__summary--li content--li">Analysts say the BJP will concentrate on centralising power and a hardened focus on Hindu nationalism.</li></ul> December was a difficult month for <a href="https://www.scmp.com/topics/india" class="link-text">India</a> Prime Minister <a href="https://www.scmp.com/topics/narendra-modi" class="link-text">Narendra Modi</a> and Amit Shah, his top lieutenant in the ruling Bharatiya Janata Party (BJP).The BJP is facing the biggest challenge of its five-and-a-half-year rule as it scrambles to defuse crises on multiple fronts. How Modi and Shah, the home minister, respond to these problems could determine whether the party maintains its comfortable political edge over rivals, observers say. The current problems – <a href="https://www.scmp.com/news/asia/east-asia/article/3043741/thousands-take-part-rival-protests-over-indias-citizenship-law" class="link-text">mass protests</a> over a controversial <a href="https://www.scmp.com/week-asia/politics/article/3042045/modis-surgical-strike-muslims-puts-india-war-itself" class="link-text">citizenship law</a> and back-to-back state election defeats – are seen in some quarters as an early sign that the public is pushing back against their aggressive advocacy of the Hindu nationalist agenda over broader national interests. Political researcher Neelanjan Sircar said the state election defeats also happened “due to the BJP’s desire to centralise power in Modi and Shah. It does not want strong regional leaders and units”. At the moment, the biggest headache for the BJP going into 2020 is the mass protest action around the country over the controversial Citizenship Amendment Act, which was passed on December 12. The law paves the way for immigrants from non-Muslim minorities from Afghanistan, Pakistan and <keyword id="6354759" type="LOCATION" weightage="20" keywordseo="Bangladesh">Bangladesh</keyword> to obtain Indian citizenship. Demonstrators, many of whom are students, say the legislation brings out into the open what they claim is the BJP’s plan to systematically drive out the country’s 200 million Muslims as it seeks to create a Hindu Rashtra, or a Hindu nation. The belief is that the CAA, along with the government’s plan to initiate a National Register of Citizens, will create a scenario wherein Muslims who do not have documents to prove their citizenship will be declared illegal immigrants. Hindus and other minorities will not face such a predicament. Modi and Shah have found themselves in an embarrassing bind over this issue because while Shah had explicitly outlined this plan in multiple speeches – saying it targeted “infiltrators” and not Muslims – Modi came out after the protest to directly contradict this position. The prime minister declared his government had no plans to implement the National Register of Citizens. ELECTION SETBACKS If this was not enough of a quandary, the BJP is also reeling from two setbacks in state elections. Earlier in December, the BJP’s oldest ally, the regional party Shiv Sena – with which it has partnered for 25 years – cut ties with the Modi administration and formed a coalition government with the opposition Congress to govern the state of Maharashtra following state polls there. On Christmas Eve, the BJP lost power in Jharkhand, a small but crucial state which holds 40 per cent of India’s mineral wealth. Despite ruling the state for five years, the BJP could only manage 25 seats in the 81-member assembly, while the Congress and its ally got 46 seats. Photo: EPA-EFE With at least two major regional elections in 2020, in the capital New Delhi, and in the eastern state of Bihar, all eyes are on how Modi and Shah arrest the fallout from the citizenship act saga and the poll defeats. Also weighing on their popularity is the slowing economy, which grew at its lowest rate since 2013 in the July-September quarter. Sircar, an assistant professor at the Ashoka University in the state of Haryana, cautioned against using state poll results as a crystal ball into Modi and Shah’s longer term fate as the ruling party had been struggling to win state elections even before it cruised to a general election victory in May. The Congress, which held power for decades and which continues to be led by the country’s influential Nehru-Gandhi clan, swept regional polls in Madhya Pradesh, Chhattisgarh and Rajasthan months before the general election. But what the results do reveal is that local elections are no longer swayed by Modi’s popularity alone, said Sircar, whose research interests include studying election data. After 2014, when Modi first came to power, his party won state elections in most major states and governed over 70 per cent of India’s land mass until March 2018. This has now come down to half, partly due to the BJP’s efforts to centralise power in the two leaders, said Sircar. Meanwhile, continuing confusion in the opposition ranks is harming efforts to build an anti-BJP front. The Congress, for instance, still has a temporary party chief in <keyword id="689" type="PERSON" weightage="20" keywordseo="Sonia-Gandhi">Sonia Gandhi</keyword> after her son and former party chief Rahul Gandhi quit, taking blame for its election defeat. The fragmentation of opposition unity is likely to rear its head during the upcoming Delhi elections, in which the Congress might not want to ally with the Aam Aadmi Party (AAP) to defeat the BJP. Photo: AFP HONEYMOON PERIOD Another crucial reason why the current situation might not affect the BJP’s long-term standing is timing. There is an important reason it introduced the legislation in the first six months of its five-year term. “The BJP has been very effective in setting its own narratives and winning elections. Hence, while it does seem like the BJP is floundering, it is too early in its term for it be considered a threat to their popularity,” said Sudha Pai, a retired professor in political science from New Delhi’s Jawaharlal Nehru University. Pai points to the 2019 elections, when Modi managed to divert attention away from issues such as development, infrastructure, a slump in the economy and the highest unemployment rate in 45 years, to rake up nationalism against Pakistan and come back to power with an enhanced margin. The BJP has probably learned this from experience. In 2016, India’s campuses were rocked with student protests against the government but this did not feature in the discourse during the general elections. Since Modi’s re-election in May, his government’s two major moves – the decision to revoke <a href="https://www.scmp.com/topics/kashmir" class="link-text">Jammu &amp; Kashmir’s special status</a> and bifurcate the state, and the citizenship law amendment – have seen a similar approach being employed. Both were passed in Parliament without much debate, despite acrimonious opposition.Even in the face of the protests, Modi and Shah have remained defiantly supportive of the police action, which has so far resulted in 23 deaths. Most of these occurred in Uttar Pradesh, India’s most populous state, where the BJP’s controversial chief minister <keyword id="43254" type="PERSON" weightage="20" keywordseo="Yogi-Adityanath">Yogi Adityanath</keyword> hailed the police crackdown. But both Pai and Sircar believe the protests and Jharkhand defeat will come as a rude shock to the BJP. “No matter what the final outcome is, there is a sense that the mood in the country is changing, that nationalism might not be enough to win elections any more and that the BJP is not invincible,” said Pai. Sircar does not see a shift by the BJP any time soon. “I don’t see the BJP’s model changing. Centralising power in their own hands is a very important project for both Modi and Shah. Taking decisions without consultation is also integral to it; to consult means to slow down the process,” said Sircar. Pai, however, is slightly more optimistic, but also believes the next four years will see a hardened focus on Hindu nationalism. “It depends on what happens with the protests and how long they sustain. But I think the BJP will realise that nationalism and warmongering have diminishing returns. It will have to deliver.”
