The climate crisis is causing more frequent, intense, and longer-lasting heat waves in major cities across the US, <a target="_blank" href="https://www.epa.gov/climate-indicators/climate-change-indicators-heat-waves">federal climate scientists have found.</a>"Heat is a problem and a growing one," Acting Labor Secretary Julie Su told Business Insider. "For workers, it's not just inconvenient or uncomfortable, it's it's actually potentially deadly. So we are doing this because no worker should have to do a job that's life threatening."More than <a target="_blank" href="https://www.bls.gov/opub/ted/2023/36-work-related-deaths-due-to-environmental-heat-exposure-in-2021.htm">436 workers died on the job due to heat exposure</a> between 2011 and 2021, according to the Bureau of Labor Statistics. Nearly 34,000 workers suffered heat-related injuries that required time away from work.OSHA <a target="_blank" href="https://www.osha.gov/sites/default/files/Heat-SBREFA-Panel-Report-Full.pdf">last year said these figures</a> are "vast underestimates" because the definition of a heat-related illness varies by jurisdiction and there's a lack of recognition that heat is a "causal or contributing factor to illness." That leads to inconsistent reporting by medical professionals and employers also underreport these cases, OSHA said. The agency has been criticized by worker safety advocates for failing to conduct more heat inspections, as well.<h2 id="14dfce0d-efe0-4cb1-8a79-194e931cb77d">What will employers have to do and when?</h2>OSHA is <a target="_blank" href="https://www.osha.gov/sites/default/files/Heat-NPRM-Final-Background-to-Sum-Ex.pdf">proposing two heat index thresholds</a> that kick in requirements for employers. The heat index is what the temperature feels like to the human body when humidity is combined with the air temperature.Employers with workers exposed to 80 degrees Fahrenheit either indoors or outdoors would have to regularly monitor the temperature and create an injury and illness prevention plan that details how to respond when workers express symptoms of heat illness.Access to drinking water, a shaded or cool break area, and rest breaks would be required. So would an "acclimatization" plan that ensures new employees can gradually adjust to the heat, such as slowly increasing their workload or giving them 15-minute rest breaks every two hours."Notably, acclimatization is the leading killer among the different factors related to heat illness," a senior administration official said. "So 3 out of 4 workers who die on the job due to heat-related heat illness die on that first week and on the job."At 90 degrees additional requirements kick in, including checking in with workers on the job alone, mandatory paid rest breaks every two hours, and a hazard alert system that reminds employees how to stay safe.The rule doesn't cover government employees or emergency responders.<h2 id="6167b0e1-2511-4f69-aafb-3c56d772f05b">Didn't Texas and Florida block heat safety mandates?</h2>Yes, Texas and Florida have blocked local ordinances aimed at protecting workers during extreme heat.A Florida law that took effect on July 1 bars cities and counties in the state from imposing their own rules on business, like requiring water breaks — something Miami-Dade County considered last year.Texas Gov. Greg Abbott <a target="_blank" href="https://www.businessinsider.com/texas-extreme-heat-construction-crews-lose-breaks-water-2023-6#:~:text=A%20new%20Texas%20law%20will,crews%20as%20extreme%20heat%20rises&amp;text=The%20heatwave%20across%20the%20Southwest,breaks%20under%20a%20new%20law.">last year also signed a law</a> that preempts local labor, agriculture, environmental, and other policies that don't align with state codes. Critics said the law overrode the few protections that construction workers in Austin and Houston were guaranteed, including 10-minute breaks every four hours to drink water and rest in the shade. Abbott said the goal was to prevent a patchwork of different rules that would be confusing for businesses.A senior administration official said OSHA's proposal, if finalized, would apply to all states including Texas and Florida.Su said she's talked to workers in Texas and Florida, who've asked what a nationwide standard would mean for them. She's reassured them that federal rules would apply in those states, too."This rule is meant to make sure that in every state, employers know what the standard is," Su said. These groups, including the American Farm Bureau Federation and the Construction Industry Safety Coalition, argued that the requirements could be too complex and costly.But groups that represent farmworkers who pick fruits and vegetables in extreme heat in states like California, Arizona, and Florida have pressured OSHA for years to enact a federal standard.A senior administration official said OSHA also convened a national advisory committee of construction representatives comprised of management and labor interests."That group voted unanimously that we proceed expeditiously with rulemaking," the official said. It's all an effort to generate the kind of attention we might normally reserve for tornadoes and hurricanes.It's attention that's deserved: The dangers from extreme heat can bubble over in minutes or across several days. Those at higher risk include <a href="https://www.cdc.gov/niosh/updates/upd-07-02-18.html#:~:text=Working%20outside%20can%20produce%20heat,up%20safety%20glasses%2C%20and%20dizziness." target="_blank" rel="nofollow noopener sponsored">people who work outdoors</a>, those who <a href="https://www.usatoday.com/story/sports/nfl/cowboys/2022/07/11/marion-barber-cause-death-dallas-cowboys-running-back-heat-stroke/10033698002/" target="_blank" rel="nofollow noopener sponsored">exercise under extreme conditions</a>, older people, and those who are poor.The most serious harms from heat waves are often <a href="https://www.epa.gov/climate-indicators/climate-change-indicators-heat-waves" target="_blank" rel="nofollow noopener sponsored">linked to higher overnight temperatures</a>. That's because when it's harder for people to find respite from daytime extremes, their bodies have to work overtime to shed heat.This is part of why heat has, in some years, killed more people in the US than <a href="https://www.fs.usda.gov/detail/r2/recreation/safety-ethics/?cid=FSEPRD494289" target="_blank" rel="nofollow noopener sponsored">hurricanes, floods, tornadoes, and lightning combined</a>. <a href="https://www.hopkinsmedicine.org/health/conditions-and-diseases/heatrelated-illnesses-heat-cramps-heat-exhaustion-heat-stroke" target="_blank" rel="nofollow noopener sponsored">Heat-related illnesses include</a> heat cramps, heat exhaustion, and <keyword id="12473634" type="UNKNOWN" weightage="60" keywordseo="heat-stroke" source="Orion">heat stroke</keyword>. Hot weather can also <a href="https://www.geisinger.org/health-and-wellness/wellness-articles/2017/04/30/22/01/summertime-heat-can-be-hard-on-your-lungs" target="_blank" rel="nofollow noopener sponsored">inhibit breathing</a> and <a href="https://www.health.harvard.edu/blog/heat-is-hard-on-the-heart-simple-precautions-can-ease-the-strain-201107223180" target="_blank" rel="nofollow noopener sponsored">put those with heart conditions at risk</a>.When Jane Gilbert became the <a href="https://www.architecturaldigest.com/story/chief-heat-officers" target="_blank" rel="nofollow noopener sponsored">first chief heat officer</a> for Miami-Dade County last year, she commissioned studies to understand who in the region was most vulnerable. The efforts found that areas with the highest land-surface temperatures saw greater instances of emergency-department visits for heat-related illnesses.Sections of the county with a dearth of <keyword id="6355381" type="UNKNOWN" weightage="60" keywordseo="trees" source="Orion">trees</keyword> tended to be hotter — and poorer. Gilbert said areas with higher incomes, by contrast, often had more prolific tree cover. "They almost look like the same map," she said, referring to the overlap between wealth and arboreal plenty.To narrow the tree gap, Miami-Dade County is working to boost its tree canopy from about 20% to 30% by 2032. Part of the effort will target areas with less greenery.The county <a href="https://www.miamidade.gov/global/service.page?Mduid_service=ser1467835324112359" target="_blank" rel="nofollow noopener sponsored">gives away two trees a year</a> to homeowners who want to help in the <a href="https://www8.miamidade.gov/global/recreation/milliontrees/home.page" target="_blank" rel="nofollow noopener sponsored">green-up plan</a>. The program includes instructions for planting and care. Still, not all of the young trees will thrive. Progress in boosting Miami-Dade County's tree coverage <a href="https://www.wlrn.org/news/2021-11-16/miami-dade-county-florida-extreme-heat-season-cop26-tree-canopy" target="_blank" rel="nofollow noopener sponsored">has proven difficult</a> because some trees, new and old, are damaged in storms or are lost when land is cleared for development. Yet drawing in everyday citizens to the effort is essential, Gilbert said, because the county can't otherwise reach its goal."We only own a very small portion of the land. And if we're going to get to 30% tree canopy, we need private-sector involvement in that. We're never going to get there without all partners." Miami-Dade County gives away about 2,000 trees at each of its adopt-a-tree events and, since 2001, has handed out more than 215,000 of them.Taking steps to cool so-called <a href="https://scied.ucar.edu/learning-zone/climate-change-impacts/urban-heat-islands" target="_blank" rel="nofollow noopener sponsored">urban heat islands</a> is wise because we'll likely face more hot days.Noboru Nakamura, a professor in the department of geophysical sciences at the University of Chicago, <a href="https://agupubs.onlinelibrary.wiley.com/doi/10.1029/2021GL097699" target="_blank" rel="nofollow noopener sponsored">identified unusual behavior in the jet stream</a> that facilitated last summer's historic <keyword id="11947988" type="UNKNOWN" weightage="60" keywordseo="heat-wave" source="Orion">heat wave</keyword> in the Pacific Northwest in which more than 1,000 people died in the US and Canada. The phenomenon is called atmospheric blocking, and it involves the jet stream stalling over a region."When this happens, weather stops changing regularly," Nakamura said. Muscle spasms in the hands, calves, and feet are most common, but some people also experience cramps in their abdomen as a result of dehydration, Sorenson said.It's important to <a href="https://www.insider.com/signs-your-body-is-overheating-how-to-cool-down-2021-7">get out of the sun and rehydrate</a> as soon as you start feeling ill in the heat, Caleb Dresser, an emergency medicine physician at Beth Israel Deaconess Medical Center, told Insider."I think we've all felt too hot before," Dresser said. "Many times we will seek shade or seek air conditioning or reduce physical activity, and that's often enough to cool down provided we continue to hydrate."Most people will recover from symptoms of heat fatigue within an hour of resting in a cool place and replenishing fluids, according to the <a href="https://www.mayoclinic.org/diseases-conditions/heat-exhaustion/diagnosis-treatment/drc-20373253">Mayo Clinic</a>. If symptoms persist, you should seek medical attention.<h2>Stage 2: Heat exhaustion</h2>If you don't stay on top of your rehydration, you will continue to overheat until you feel physically sick.At this stage, you might have a headache and feel nauseous. You definitely feel tired and weak. This may include dizziness, fainting, fever, and shallow breathing, according to the <a href="https://my.clevelandclinic.org/health/diseases/21480-heat-exhaustion">Cleveland Clinic</a>.To others, you may appear pale and clammy. Your heart rate may be elevated as your body works harder to cool down. If you notice someone who is high-risk suffering from heat exhaustion, you may want to take them to the hospital, Dresser said.For someone who is otherwise healthy, it is usually sufficient to have them drink cool water, cool the skin with a wet towel or spray bottle, and get to a fan or AC if possible.<h2>Stage 3: Heat stroke</h2>When the body runs out of fluids and electrolytes to sweat out, it loses the ability to cool itself down. The core body temperature continues to rise to potentially dangerous levels, but now there's no internal mechanism to stop it. This stage is called "<a href="https://www.insider.com/guides/health/conditions-symptoms/heat-stroke">heat stroke</a>."People with heat stroke may appear red and flushed. Their skin is hot and dry to the touch, as the body is no longer able to sweat. Vital organs including the brain, kidneys and heart are at risk for <a href="https://www.mayoclinic.org/diseases-conditions/heat-stroke/symptoms-causes/syc-20353581">permanent damage</a>."If you suspect that someone around you has heat stroke, your first response should be to call 911 and get them to the emergency department," Dresser said. "This is a rapidly life-threatening condition in which minutes matter in terms of intervening to save their life."Heat stroke is treated with the same level of urgency as a major heart attack or neurological stroke in emergency departments, Dresser said. In serious cases, several doctors, nurses, and EMTs will work together to cool the patient from inside and out with ice baths and IV fluids.

In France, <a href="https://www.theguardian.com/world/2022/jul/18/heat-apocalypse-warning-western-france-thousands-flee-wildfire">thousands</a> of people fled wildfires. One United Kingdom airport suspended flights after its runway melted, according to <a href="https://news.sky.com/story/heatwave-disruption-schools-close-hospitals-cancel-appointments-railways-close-lines-and-events-are-scrapped-as-uk-braces-for-record-temperatures-12653033">Sky News</a>, and another after its runway buckled in the heat. Wales recorded its highest temperature ever. Almost all of the Northern Hemisphere has experienced record heat this month, from China to North Africa to <a href="https://www.businessinsider.com/photos-maps-forecast-extreme-heat-fires-may-last-weeks-2022-7">the United States</a>, where forecasts indicate extreme heat could continue for two more weeks. These are the latest in a series of simultaneous heat waves across the planet this year.<div type="image" title="map shows extreme heat in dark red colors across africa europe asia" height="1080" width="1080" msid="92967420" hostid="261" sizebytes="88010"></div>"I wish I could say that it was abnormal," Deepti Singh, a climate scientist at Washington State University, told Insider."The likelihood of getting a heat wave is increasing simply because it's warming. And that's happening pretty much anywhere across the globe," said Singh, who lived through an unprecedented heat wave that caused more than <a href="https://agupubs.onlinelibrary.wiley.com/doi/full/10.1029/2021GL097036#:~:text=Record%2Dbreaking%20high%20temperatures%20were,wildfires%20and%20widespread%20smoke%20pollution.">1,400 deaths</a> in the Pacific Northwest last year. At the time, Europe was suffering extreme heat, too.Concurrent heat waves are becoming more common as global temperatures rise. This summer may stand out as especially hot in recent memory, but scientists warn this could become normal. With the looming reality of vast, long-lasting, historic heat waves dominating summers, researchers say the world must cut greenhouse-gas emissions that are causing temperatures to rise.<div type="image" title="worker in yellow vest stands in manhole with cup in cobblestone street" height="1666" width="2222" msid="92967422" hostid="261" sizebytes="192494"></div>At the same time, cities should get ready to take the heat. That means increasing greenery, to provide residents more shade and covering surfaces like asphalt, which heats up significantly in direct sunlight. Governments can adapt infrastructure to new extreme temperatures, to avoid <a href="https://www.bbc.com/news/business-62182880">railways buckling</a>, <a href="https://www.sfgate.com/weather/article/Portland-streetcar-power-cables-melt-heat-wave-16281482.php">cables melting</a>, and power failing. It also means adding social infrastructure, like cooling centers, policies to protect people who work outdoors, and robust warning systems."There needs to be kind of a shift in the perception of what a heat wave actually means, that the heat wave is not some fun day at the beach, but that it's potentially dangerous to health," Kai Kornhuber, a climate physicist at Columbia University, told Insider.<h2>The climate crisis is making heat waves worse</h2><div type="image" title="Smoke rises in the backdrop of beachgoers in France" height="1666" width="2222" msid="92967423" hostid="261" sizebytes="154656"></div>In March, <a href="https://www.businessinsider.com/heat-waves-warm-arctic-antarctic-poles-2022-3">record heat struck both poles at once</a>, despite the Arctic and Antarctic being in opposite seasons. At the same time, a two-month heat wave was blanketing India and Pakistan. In June, heat-trapping <keyword id="11911086" type="UNKNOWN" weightage="60" keywordseo="weather" source="Orion">weather</keyword> systems scorched the US and Europe, setting all-time temperature records for the month, as more heat and wildfires devastated crops in Tunisia."These temperatures are occurring with only 2 degrees Fahrenheit of global warming and we are on track for 4 degrees Fahrenheit more warming over this century," Andrew Dessler, a climate scientist at Texas A&amp;M University, told <a href="https://apnews.com/article/science-united-states-weather-heat-waves-arctic-0df38cf62117afaf1546ffc0485749d8">The Associated Press</a> in June, as temperatures in his town breached 100 degrees Fahrenheit. "I literally cannot imagine how bad that will be."<div type="image" title="man shields baby's fun from the sun in kiddie pool" height="1666" width="2222" msid="92967424" hostid="261" sizebytes="270288"></div>Scientists don't always directly attribute particular heat waves to <keyword id="11896311" type="UNKNOWN" weightage="60" keywordseo="climate-change" source="Orion">climate change</keyword>, but further <keyword id="11896041" type="UNKNOWN" weightage="60" keywordseo="analysis" source="Orion">analysis</keyword> can allow them to do so. At the tail end of the India-Pakistan heat wave, in May, scientists at <a href="https://www.worldweatherattribution.org/climate-change-made-devastating-early-heat-in-india-and-pakistan-30-times-more-likely/">World Weather Attribution</a> conducted a historical data analysis to determine that climate change made that event 30 times more likely.<div type="image" title="haze fuzzy image of traffic driving on a road" height="1583" width="2111" msid="92967426" hostid="261" sizebytes="140430"></div>On the whole, rising global temperatures are making heat waves more common, severe, and lengthy. The 2018 <a href="https://nca2018.globalchange.gov/">National Climate Assessment</a> <a href="https://www.climate.gov/news-features/understanding-climate/national-climate-assessment-team-updates-key-indicators-global">found</a> that the frequency of US heat waves has tripled since the 1960s, and that the average heat-wave season has increased by 45 days. The United Nations' Intergovernmental Panel on Climate Change expects a similar trend across the planet.<h2>Simultaneous large heat waves are becoming the norm</h2><div type="image" title="woman splashes fountain water onto large grey dog" height="1666" width="2222" msid="92967427" hostid="261" sizebytes="213224"></div>As they happen more frequently and last longer, simultaneous heat waves in different locations are bound to occur more often."The way we define the concurrent heat wave is there's any two regions in the mid latitudes that are simultaneously experiencing large heat waves. And that is pretty much almost every day in the summer season," Singh said.That's a recent development. In the 1980s, concurrent heat waves only occurred for 20-30 days each summer, Singh said. Global warming has driven a sixfold increase in the frequency of simultaneous heat waves over the last 40 years, according to a <a href="https://journals.ametsoc.org/view/journals/clim/35/3/JCLI-D-21-0200.1.xml">study</a> she and Kornhuber co-authored, which was published in the Journal of the American Meteorological Society in June. From that perspective, it's exactly what we would expect, and what scientists have projected to happen for the last decade," Kornhuber said."We don't have to go down this path," he added, calling for a rapid reduction in greenhouse-gas emissions. "But if things keep developing the way they are, it's pretty clear that we will see more record-breaking extremes, and more concurrent extremes just as this year, and even more extreme."
