The government plans to set up over 20 semiconductor design, components manufacturing, and display fabrication (fab) units in India over the next six years, according to a <a href="https://economictimes.indiatimes.com/industry/cons-products/electronics/india-plans-a-76000-cr-red-carpet-for-semiconductor-companies/articleshow/88196754.cms">report</a> by ET. This scheme is expected to be sent for approval to the Cabinet next week, and details to follow soon after. Once the cabinet approval arrives, the semiconductor policy will be made and applications sent for companies to invest. The Indian government has plans to set up two fab units for semiconductor displays, and 10 units each for designing and manufacturing components. This could pave the way for India to become an electronics hub especially at a time when the <a href="https://www.businessinsider.in/tech/news/intel-ceo-says-global-chip-shortage-will-not-end-before-2023/articleshow/87200140.cms">semiconductor shortage</a> is affecting industries globally. Semiconductors are key components used in manufacturing various kinds of electronic devices. The worldwide shortage is currently affecting almost every major industry from smartphones, laptops, cars, appliances and more. This is causing a shortage of exports on units, prices going high, and a limited supply of products. According to a <a href="https://www.gizmochina.com/2021/12/09/smartphone-brands-shift-to-fewer-camera-sensors-due-to-semiconductor-shortage-omdia/">report</a> by Omdia, smartphone companies are now moving to higher resolution image sensors but with fewer cameras due to the semiconductor shortage. The semiconductor policy is said to “help deepen India’s manufacturing base,” according to the ET report. Once the cabinet approval arrives, the ministry of electronics and information technology (MeitY) will finalise the details and invite applications from interested companies, the report added. The Indian government’s previous incentive packages for semiconductor manufacturing did not see any takers so with another big package in plan, it’s interesting to see how this one pans out. Companies like Samsung and Intel recently made some big investments in the US. Samsung announced it will build a $17 billion semiconductor factory in Texas. Intel is also spending $20 billion to build two new fab manufacturing plants in Arizona. If India too gets a global company to invest here, it would reduce dependence on importing semiconductors from outside, and also pave the way for local manufacturing in the country. Indian government to offer ₹76,000 crore incentive package for semiconductor manufacturing in India, report says

India?</cmsannotation> The EY report highlighted that the semiconductor manufacturing process requires unique and sometimes scarce raw materials and chemical substances. Due to their unique and specialised character, these tend not to be widely available and can sometimes only be mined in conflict areas. The scarcity of semiconductors in the past few months brutally exposed India's original equipment manufacturers' soft underbelly — their heavy reliance on imported components. The government has also introduced an ambitious production-linked incentive (PLI) schemes to encourage in-house production. The most important here is semiconductors or chips that form the central component of items from auto to laptops and mobile phones — as the current disruptions showed, it is an area where we can ill-afford to depend on others. <div type="image" title="Capture" msid="81137751" hostid="261"></div> Although the country has developed expertise in chip designing, it still lacks fabrication facilities, requiring huge investments. Microprocessor chips are produced in high technology facilities called semiconductor fabrication units or simply FAB units. India currently has a limited number of fabless startups and companies with state-of-the-art R&amp;D centres focusing on chip design. <a href="https://www.deccanherald.com/business/is-semiconductor-manufacturing-in-india-an-unworkable-project-863338.html">Reports</a> indicate that semiconductor fabs have investments starting around $8 billion, and the numbers climb rapidly. The business also requires hefty running costs, and technology needs to be upgraded typically every 3-4 years. This wouldn’t be the first time India would try to build semiconductors fabrication units. Earlier in 2006, a <a href="https://www.business-standard.com/article/companies/semindia-infosys-may-sign-mous-with-andhra-today-106021601088_1.html">Bangalore-based SemIndia signed a contract </a>with the Andhra Pradesh government to set up a wafer manufacturing unit. For which, it was allocated 1,200 acres of land, but the $3 billion project could not take off. The government suffered a loss of ₹300 crore. US deputy assistant secretary, South and Central Asia, Afreen Akhter, during her visit to India this week, said they will help India boost its semiconductor manufacturing capacity. Akhter led a semiconductors trade mission to India and met top government officials in the Capital. According to Global Times, the announcement is designed to "lure India into a geopolitical game to exclude <keyword id="1334" type="General" weightage="50" keywordseo="china" source="Orion">China</keyword> from the global chip industrial chain, rather than a commitment with real investment plans to support India's chip manufacturing." The report mentioned that the CHIPS and Science Act, that aims to provide $52 billion in subsidies for chip manufacturers to build fabrication plants in the US, is an attempt to build up an industrial chain focused on the interests of the US, "which is unlikely to bring benefits to India." India has introduced a series of preferential policies to attract chip companies to invest in production in the country. Last year, the government announced a ₹ 76,000 crore performance linked incentive (PLI) scheme in the semiconductor sector to boost local manufacturing. As India and the US double down on domestic semiconductor manufacturing, China witnessed its biggest-ever monthly decline in chip manufacturing in August owing to Covid restrictions and weakening demand. That was also the second consecutive month of decline for chip manufacturing. In July, the output nosedived 16.6 per cent to 27.2 billion units. Meanwhile, the Gujarat government has partnered Vedanta and Foxconn, aiming an investment of ₹ 1.54 lakh crore to achieve self-reliance in the field of semiconductor manufacturing. India's semiconductor component market is likley to reach $300 billion in cumulative revenues by 2026, as 'Make in India' and production-linked incentive (PLI) schemes will boost local sourcing of semi-components in the coming years, according to the report by the India Electronics &amp; Semiconductor Association (IESA) and Counterpoint Research. The report further said that as India wants to become a chip powerhouse, it "should not take the bait laid by American diplomats in the hope that the US will provide it with important resources." "First, the assistance that Akhter said the US would provide to India may not be delivered on," it added. "Even as the US chose India as a partner in semiconductor cooperation in geopolitical calculations, this doesn't mean it will really help India to boost the semiconductor sector," the report mentioned. US offer to help India in chip manufacturing just lip service: China

The SIA includes big chip designers and manufacturers like AMD, Intel, NVIDIA, Qualcomm, Texas Instruments, Broadcom, and Global foundries. The MoU was signed after the visit of Intel CEO, Pat Gelsinger to India. He also met India's prime minister Narendra Modi on April 6. The chairman of IESA, Rajeev Khushu said that the MoU will help in strengthening the country’s semiconductor ecosystem. He said this is the first visit that the SIA has made to India, and the two industry bodies will look to leverage each other’s strengths to make it possible. He also added, “if you see IESA’s strength, it is to connect with the local government, the state governments and we also cater to customers who use semiconductors here. On the other hand, the SIA has a global reach. Our companies include startups and fabless companies, and they will look to leverage SIA’s global reach to move outside India and sell their products and services." President and CEO of SIA, John Neuffer said, SIA is happy to welcome India's goal of becoming a powerful digital economy and a hub for semiconductors and electronics. Under the memorandum of understanding, both countries will assist each other on semiconductor-related matters and will organise meetings among companies. Also, joint events both virtual and in-person will be organised to explore the opportunities. US will help India to boost country’s semiconductor ecosystem

New Delhi, The Union <keyword id="19901283" type="General" weightage="20" keywordseo="cabinet" source="keywords">Cabinet</keyword>, chaired by Prime Minister <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword>, on Thursday approved the establishment of three semiconductor fabrication (fab) units that will start construction within the next 100 days and generate direct employment of 20,000 advanced technology jobs and nearly 60,000 indirect jobs. The semiconductor fab with 50,000 wafers per month capacity will be set up by Tata Electronics Private Ltd (TEPL) in partnership with Powerchip Semiconductor Manufacturing Corp (PSMC), Taiwan, in Dholera, Gujarat. This fab will be constructed with an investment of Rs 91,000 crore, said Union IT Minister <keyword id="19904138" type="General" weightage="20" keywordseo="ashwini-vaishnaw" source="keywords">Ashwini Vaishnaw</keyword>. This fab will cover high-performance compute chips with 28 nm technology, and power management chips for electric vehicles (EVs), telecom, defence, automotive, consumer electronics, display, power electronics, etc, according to the government. Another semiconductor assembly, testing, monitoring, and packing (ATMP) unit with a capacity of 48 million per day by Tata Semiconductor Assembly and Test Pvt Ltd (TSAT) in Morigaon, Assam, will be set up with an investment of Rs 27,000 crore. TSAT semiconductor is developing indigenous advanced semiconductor packaging technologies including flip chip and ISIP (integrated system in package) technologies. It will cover sectors like automotive, electric vehicles, consumer electronics, telecom and mobile phones, etc, according to the government. The third semiconductor ATMP unit for specialised chips will be set up by <keyword id="20541983" type="General" weightage="20" keywordseo="cg-power" source="keywords">CG Power</keyword>, in partnership with Renesas Electronics Corporation, Japan and <keyword id="20776317" type="General" weightage="20" keywordseo="stars-microelectronics" source="keywords">Stars Microelectronics</keyword>, Thailand in Sanand, Gujarat. "This unit with a capacity of 15 million per day will be set up with an investment of Rs 7,600 crore," the Centre said. The CG power semiconductor unit will manufacture chips for consumer, industrial, automotive, and power applications. Within a very short time, the India Semiconductor Mission has achieved four big successes. With these units, the semiconductor ecosystem will get established in India. India already has deep capabilities in chip design. With these units, the country will develop capabilities in chip fabrication. Advanced packaging technologies will be indigenously developed in India with Thursday's announcement. These units will accelerate employment creation in downstream automotive, electronics manufacturing, telecom manufacturing, industrial manufacturing, and other semiconductor consuming industries. The 'Programme for Development of Semiconductors and Display Manufacturing Ecosystem' in India was notified in 2021 with a total outlay of Rs 76,000 crore. In June last year, the Cabinet had approved the proposal of US-based Micron for setting up a semiconductor unit in Sanand, Gujarat. Construction of this unit is progressing at a rapid pace and a robust semiconductor ecosystem is emerging near the unit.

Cabinet approves 3 semiconductor fab units, to generate 80,000 jobs

As <keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword> rides on 5G with more than 50 cities and towns now enjoying the new technology, the India Cellular and Electronics Association (ICEA) Chairman Pankaj Mohindroo said on Monday that by the end of 2023, 75-80 per cent of the new smartphone launches will be 5G-enabled. The 5G services were launched by Prime Minister Narendra Modi on October 1. Telecom service providers have launched the service in select cities and plan to cover the entire nation by the end of 2023 or early 2024. "India as a nation is an early adopter of 5G technology. This 5G technology has opened a vast opportunity for a new generation of telecom equipment manufacturers, application providers, and internet of things (IoT), machine-2-machine (M2M) and healthcare services, among others," Mohindroo told IANS. The mobile device ecosystem was an early starter for manufacturing 5G phones. Even before the launch of 5G services, approximately 80-100 million 5G-compatible phones were already in the market. 5G will represent around 53 per cent of mobile subscriptions in India by 2028, with 690 million users, according to 'Ericsson Mobility Report'. 5G subscriptions in India were expected to reach around 31 million by the end of 2022. On semiconductor industry, Mohindroo said that the Indian semiconductor market was $15 billion in 2020 and expected to reach $63 billion by 2023 at 30 per cent CAGR. "This is a huge opportunity for the nation. The government is very focused on setting up the entire semiconductor ecosystem in the country from semiconductor fab, compound semiconductors, discrete semiconductors, assembly, testing, marking, and packaging (ATMP) units, etc," said Mohindroo. The India Semiconductor Mission offers an incentive outlay of Rs 76,000 crore for the development of semiconductor ecosystem in India, offering fiscal support of 50 per cent of the project cost. "We feel that the next focus should be ensuring skilling of the workforce for the sector and incentivising the downstream value chain in semiconductor manufacturing," he said. This move will also make the Indian manufacturers globally competitive to attract investment in the areas of core competency and cutting-edge technology,” said Sanjay Gupta, managing director at NXP India.
