Despite the partial fee rollback, students have been protesting over hostel fee and curfews. The student union claims that the institute’s decision to raise hostel, mess and security fee by 400% — is unfair. "At a time when fee hikes are rampant across the country, students have emerged as the first line of defence for inclusive education. We invite all students of Delhi, to join us as we march on foot from JNU to Parliament on the first day of the winter session of Parliament," the JNUSU said. But not many have been coming out in support of the protest. “There are 8,000 students in the university and at least 6,000 of them want to attend classes. But 200 or so students are not allowing them and have created an atmosphere of terror,” a JNU professor <a href="https://timesofindia.indiatimes.com/city/delhi/jnu-fee-hike-protests-live-updates-students-to-march-to-parliament-today/liveblog/72103170.cms">told</a> the Times of India. The agitation has forced the Ministry of Human Resource and Development (MHRD) to form a three-member high powered committee to look into the matter. The university administration <a href="https://www.news18.com/news/india/jnu-students-say-academic-emergency-at-varsity-demand-vcs-removal-as-teachers-extend-support-2382953.html">hiked</a> the hostel mess security fee from ₹5,500 to ₹12,000, adding a service charge worth ₹1,700. It also increased the charges of a single room from ₹20 to ₹600 per month and to ₹300 for a double bed room which is to be shared. However last Thursday on November 14, the institution announced a partial rollback, reducing the charges for single room to ₹ 200 per month and ₹100 for a shared double room. Added to this, hostel curfews and a dress code also did not resonate well with the students. The university mandated 11 pm curfew for hostel students. JNU students march to Parliament defying Section 144 imposed by the government

Delhi Police on Thursday imposed prohibitory orders under CrPC Section 144 near the <keyword id="6380456" type="LOCATION" weightage="20" keywordseo="red-fort">Red Fort</keyword> ahead of a protest against the amended Citizenship Act, officials said. Lahori Gate, Kashmere Gate and Kotwali police stations will come under this order, they said. Police has already denied the permission for the protest near the Red Fort citing law and order issues, but the protestors said they will go ahead with the march.

 Kashmiri students have boycotted a lunch invite from the central government to express their protest, according to IANS. And, in spite of Modis promise that normalcy will return to the valley during the festival, food and ration shops are open only in certain areas. The same applies to ATMs as well. Nonetheless, the government is trying to ensure that people have round the clock access to basic amenities, like electricity and water, with staff on standby in case there’s a breakdown. Students protest Nearly 250 students at the Aligarh Muslim University (AMU) have stated that they will not be attending the festivities organised at the university’s guest house. Other students in the Kashmir Valley have also stated that they will be staying away from any kind of festivities on campus. Jammu and Kashmir governor, Satya Pal Malik, recently sanctioned ₹1 lakh to organise Eid festivities in the valley. But according to the students at AMU, the money is given to buy their consent. "We take this as an opportunity to reject Delhi's authoritarianism and drama played in Parliament on August 5," they said in a statement. Restrictions and Section 144 The Jammu and Kashmir administration had eased the prohibitory orders in Kashmir Valley for the past few days for people to make purchases for Eid. And, while there have been no reports of violence on Sunday, Section 144 has been reinstated in certain areas. Even in Srinagar, restrictions were reinstated on Sunday afternoon. Sri Lankan President <keyword id="214050" type="General" weightage="50" keywordseo="gotabaya-rajapaksa" source="Orion">Gotabaya Rajapaksa</keyword> has declared a nationwide public emergency amidst a spate of <keyword id="6354896" type="General" weightage="20" keywordseo="protests" source="Orion">protests</keyword>, including outside his house, over the worst <keyword id="42511" type="General" weightage="20" keywordseo="economic-crisis" source="Orion">economic crisis</keyword> in the island nation. <keyword id="60944" type="General" weightage="80" keywordseo="rajapaksa" source="Orion">Rajapaksa</keyword> issued a special gazette notification late on Friday night, declaring a public emergency in <keyword id="6355572" type="General" weightage="50" keywordseo="sri-lanka" source="Orion">Sri Lanka</keyword> with immediate effect from April 1. In the gazette, the President states: "Whereas I am of opinion that by reason of a public emergency in Sri Lanka it is expedient to do so in the interests of public security the protection of public order and the maintenance of supplies and services essential to the life of the community". The move also came as the island nation braced for country-wide protests on Sunday against the government's poor handling of the ongoing economic crisis where people currently endure long hours of power outages and scarcity of essentials. Commenting on the emergency, independent think-tank Center for Policy Alternatives said that "regulations may impose restrictions on certain fundamental rights guaranteed by the constitution" one of them would be among others: the rights to freedom of expression, assembly, association, movement, occupation, religion, culture and language. Lawyers commented that the regulations gave the police sweeping powers to arrest anyone for unlawful assembly. The regulations must be approved in <keyword id="6354721" type="General" weightage="50" keywordseo="parliament" source="Orion">Parliament</keyword> every 30 days from their imposition. The declaration came at the same time as the court ordered bail to a section of the protesters arrested for the demonstration opposite Rajapaksa's residence on Thursday. Lawyer Nuwan Bopage, who was among around 500 lawyers gathered at the Colombo suburban Gangodawila magistrate's court to give free counsel, said that out of the 54 arrested, as many as 21 were given bail. Six were remanded until April 4. The rest of the 27 are in hospitals with severe assault injuries. "This was a very significant ruling. The court asked the police to file evidence of each of their involvement in acts of violence. They could not do so," Bopage said. The government blamed the Rajapaksa residence incidents on an extreme group connected to the Opposition political parties. The protesters said that participants had no political motivation and were only looking for solutions from the government for the hardships heaped on the public. Several people were injured and vehicles were set on fire as the agitation turned violent. Police fired tear gas and water cannons at the protesters after they pulled down a steel barricade placed near the president's residence. Following the incident, several people were arrested and a curfew briefly imposed in most parts of Colombo city. A statement issued by the presidential media division on Friday said an extremist group was behind the unrest near President Rajapaksa's residence in Mirihana. Meanwhile, the police said that five policemen were injured, while a police bus, a jeep and two motorcycles were burnt as protesters turned violent. The demonstrators also caused damage to a police water cannon truck. Sri Lanka is currently experiencing its worst economic crisis in history. With long lines for fuel, cooking gas, essentials in short supply and long hours of power cuts the public has been suffering for weeks. This adjournment motion is available to draw the attention of the government and criticise its decision in an urgent matter for which a motion or resolution, with notice, would be too late, <a href="http://www.prsindia.org/administrator/uploads/general/1408616558_Primer%20on%20Parliamentary%20Procedures.pdf">according to PRS Legislative</a>. If the adjournment motion is accepted, the House adjourns after voting. The adoption of an adjournment motion is seen as a strong disagreement with government policy, although there is no compulsion on the government to resign. Notice of an adjournment motion is required to be given before 10 am on the day on which the motion is proposed. India’s opposition wants Narendra Modi to reveal his Kashmir plan in Parliament

<ul><li>India's Narendra Modi government has made a historic move to annul Constitutional provisions that confer Jammu and Kashmir a 'special' status that allows it to make its own laws and ward off 'outsiders.</li><li>India's Home Minister Amit Shah declared in the Parliament today that Article 370 and Article 35A of the Constitution will be abrogated.</li><li>The government also informed the Parliament that Jammu and Kashmir and Ladakh will be split into two Union Territories, which will be the entire region directly under the Centre's rule.</li><li>Ahead of this announcement, Section 144 was imposed in Kashmir valley-- internet services have been suspended, political leaders like Omar Abdullah and Mehbooba Mufti have been placed under house arrest-- to prevent any backlash.</li></ul> The Narendra Modi government is keen to create history by putting an end to provisions in the Indian Constitution that confer a special status to state of Jammu and Kashmir, which has been the centre of a conflict with Pakistan as well as a hotbed for separatists in the region. The government's overpowering majority in the Indian Parliament as well as the fact that the state is under President's rule for now, help Modi get his way. India's Home Minister Amit Shah declared in Parliament that Article 35A and Article 370 of the Indian Constitution that give special status given to Kashmir -- and rights to make its own laws-- will be abrogated. "The entire constitution will be applicable to Jammu and Kashmir state,” Shah said. In a subsequent order, India’s president approved the government’s changes.  Shah's declaration was faced with an uproar from the opposition leaders in the Rajya Sabha. Congress leader Ghulam Nabi Azad argued that Article 370 has been a crucial factor in keeping Jammu and Kashmir united with India since its independence in 1947. Shah responded saying that Azad's argument was a lie perpetuated by the Congress for decades and Article 370 only managed to isolate Kashmiris from the rest of India. What it means India's first Prime Minsiter Jawaharlal Nehru and Kashmiri icon Sheikh Abdullah agreed to a 'special' status for the state of Jammu and Kashmir to protect the land rights of the 'permanent citizens'. Article 35A prohibits 'outsiders' from owning property, getting government jobs and scholarship, and from settling in the state. The Article, also called the Permanent Residents Law, also prohibits women from inheriting property if they marry someone from outside the state. Apart from the autonomy, Article 370 -- which makes Artice 35A possible-- allows the state to make its own law and also makes it compulsory for the state assembly to agree to any move proposed by the central government in New Delhi. However, as of now, the state is under President's rule and there is no need for consent from the state assembly. Those against the 'special' status given to Jammu and Kashmir argue that Article 370 was a 'temporary' provision but the courts, including the Supreme Court, have held that it is a permanent part of the Constitution, in a judgement as recent as 2018. However, Parliamentarians from the Bharatiya Janata Party (BJP) argued in the Parliament the it is indeed a temporary provision, which must be abolished now.
