On Tuesday, March 19, 2019, the Election Commission of India <a href="https://eci.gov.in/files/file/9448-general-election-to-lok-sabha-2019-notification-for-phase-2-by-mo-law-justice/">issued</a> the Lok Sabha Election 2019 second phase notification. As per the announcement made by the Election Commission of India on March 10, 2019, The 2019 Lok Sabha Elections will be conducted in 7 phases. The second phase notification pertains to the polling across the country scheduled on April 18, 2019. Among the 543 Lok Sabha constituencies of the country, 91 will go for polling on April 11, 2019 during the first phase. During the second phase of polling on April 18, 2019, a total number of 97 constituencies scattered across 13 states and union territories will go for polling. After the polling across all the 7 phases ending on May 19, 2019, the votes will be counted on May 23 and the results will be declared by the evening on the same day. Since the tenure of the government in the center will end on June 3, 2019, the 2019 Lok Sabha Elections will decide who will rule the largest democracy for the next five years. Phase-1 notification highlights As per the formal gazette notification on phase-2 of 2019 Lok Sabha Elections issued on March 19, 2019, the second phase of polling will happen on April 18, 2019 in 97 constituencies. Last date to file the nomination to contest in these constituencies will be March 26, 2019. Nomination papers will be scrutinized on March 27, 2019. Last date to withdraw the nomination is March 29, 2019 Date of polling during the second phase is April 18, 2019 Date of counting and announcement of results is scheduled on May 23, 2019 By March 29, the electors across the country will get to know the total number of candidates contesting in all of these 97 constituencies. 97 Constituencies that will go for polling during Phase-2 During phase-2 polling on April 18, 2019, all the 39 constituencies of Tamil Nadu will go to polls. There will also be bye-elections in 18 Assembly constituencies on this day clubbed with the Lok Sabha polls. Puducherry, a union territory with a single constituency will also poll on this day. The other states and constituencies that will go for polling during the second phase include 14 constituencies in Karnataka, 10 in Maharashtra, 8 constituencies in UP, 5 in Assam, 5 in Bihar, 5 in Odisha, 3 in Chhattisgarh, 3 in West Bengal, 2 in Jammu and Kashmir, 1 in Manipur, and 1 in Tripura. Notably, Uttar Pradesh, Bihar and West Bengal are the three states that will see polling during all the 7 phases of 2019 Lok Sabha elections. During the second phase on polling on April 18, 2019, 8 constituencies of UP including Agra, Aligarh and Mathura will go for polling. Alongside, three constituencies in West Bengal that will include Darjeeling and 5 constituencies in Bihar will vote on this day. In Uttar Pradesh, there are totally 80 Lok Sabha seats while Bihar and West Bengal have 40 and 42 seats respectively.

Lok Sabha Election 2019 Second Phase Notification

The stage is set for the second phase of assembly poll in <keyword id="6357783" type="LOCATION" weightage="20" keywordseo="West-bengal">West Bengal</keyword> on Thursday when more than 75 lakh voters will decide the fate of 191 candidates in 30 seats as eyes are set on the high profile Nandigram constituency where Chief Minister <keyword id="43868" type="PERSON" weightage="20" keywordseo="Mamata-Banerjee">Mamata Banerjee</keyword> is pitted against her protag turned adversary Suvendu Adhikari. All 10,620 booths where polling will be held this phase have been declared as sensitive by the <keyword id="40807" type="COMPANY" weightage="20" keywordseo="Election-Commission">Election Commission</keyword>, which has deployed around 651 companies of central forces to provide security, officials said. Besides, the state police will also be deployed at strategic locations during the polling which will begin at 7 am, they said. A total 199 companies of Central Armed Police Force will be deployed in Purba Medinipur, 210 companies in Paschim Medinipur, 170 in South 24 Parganas and 72 in Bankura, the sources said. TMC and BJP are contesting in all the 30 seats, while CPI(M) is in the fray in 15 and its alliance partners of Sanjukta Morcha the Congress and ISF are competing in 13 and two seats respectively. Polling will take place amid strict COVID-19 guidelines in nine seats of Paschim Medinipur, eight in Bankura, four seats in South 24 Parganas and nine in Purba Medinipur - the home ground of TMC turncoat and BJP leader Suvendu Adhikari. Nandigram falls in Purba Medinipur district. The agrarian constituency which shook the foundations of the mighty Left regime over the anti-land acquisition movement in 2007, has now turned into a battleground of titans with Banerjee suddenly deciding to switch from her Bhowanipur seat to the constituency held by Adhikari, her former lieutenant who has switched loyalty to the BJP. For Adhikari it is a battle for political survival as a defeat would be a devastating blow and might also put a question mark on his political graph in his new party the BJP. Similarly, a victory would not only establish him as one of the tallest leaders in Bengal but would also push him few miles ahead of others in the Chief Ministerial race in case the BJP is voted to power. For Banerjee, who is running for the third successive term as chief minister, a victory is a must to lead the government and keep together her party, which is faced with exodus. For the Congress-Left-ISF alliance candidate Minakshi Mukherjee of CPI-M, the challenge is to regain her party's lost ground. While Banerjee had been camping in Nandigram for the last four days, BJP fielded its 'big guns', including Home Minister Amit Shah, Uttar Pradesh Chief Minister Yogi Adityanath and superstar <keyword id="14672" type="PERSON" weightage="20" keywordseo="Mithun-Chakraborty">Mithun Chakraborty</keyword> to defend Adhikari's turf, which he had won in 2016 and take on 'Didi' (as Mamata is popularly called). Apart from identity politics and Bengali sub- nationalism, the demand for jobs, inclusion of Hindu backward communities in the OBC category and setting up of agro-based industry have emerged as main poll planks in the second phase of polls. l Of the 30 seats which will see voting on Thursday, 23 were won by TMC in the 2016 assembly elections, five by Left Front and Congress and BJP one each. The political equation in the state had changed in 2019 when BJP made massive inroads in the tribal-dominated Janga Mahal region and Medinipur belt by sweeping all the five Lok Sabha seats. The TMC, however, has been able to maintain its dominance in South 24 Parganas district, where there is sizeable minority population. A prominent seat going to the poll in the second phase is Sabang, where TMC has fielded its Rajya Sabha MP Manas Bhunia. He is up against TMC turncoat and BJP leader Amulya Maity. Bhunia, a former state Congress president, had held the seat from 1982 to 016 as Congress nominee before switching over to the TMC in September 2016. TMC has fielded actor <keyword id="1076648" type="PERSON" weightage="20" keywordseo="Sayantika-Banerjee">Sayantika Banerjee</keyword>, a popular face in the Bengali silver screen, from Bankura seat against BJP's Niladri Sekhar Dana. The Sanjukta Morcha has fielded Congress candidate Radharani Banerjee. In Debra seat, two former IPS officers will cross swords. One is BJP candidate Bharati Ghosh who is contesting against TMC's <keyword id="184573" type="LOCATION" weightage="20" keywordseo="Humayun-Kabir">Humayun Kabir</keyword>. Both had resigned from their senior police posts to join active politics. Banerjee, who is in a wheelchair since her accident early this moth, crisscrossed the majority of the constituencies going to the polls in the second phase. Bengal set for second phase polling in 30 seats, all eyes on Nandigram

With the term of the present government ending in June 2019, the largest democracy of the world is now preparing to elect its representatives who will rule the country over the next five years. The Election Commission has announced that the polling for the 2019 Lok Sabha Elections will be held in 7 phases from April 11 to May 19, 2019. The votes are to be counted on May 23 and the results will be out on the same day. In Andhra Pradesh the 2019 General election will happen in single phase on April 11, 2019. Notably, this is the date of the first phase of polling in the whole country. Lok Sabha Election 2019: polling dates For Andhra Pradesh & Telangana

Polling began amid tight security arrangements for 94 assembly constituencies in 17 districts of Bihar from 7 am on Tuesday for the second phase of assembly elections. Foolproof security arrangements have been made for voting as well as to ensure that social distancing norms are in place in the times of a pandemic. Bihar Election 2020: Polling begins for 94 seats in Bihar amid tight security

Eleven Indian states and one union territory were up for vote today in the second phase of India’s general election. Security was increased in ‘vulnerable’ and ‘critical’ constituencies after multiple incidents of violence were reported during the first phase. As a precautionary measure, mobile internet services were stalled in the state of Jammu and Kashmir that saw a voter turnout of 45.46%. West Bengal, which saw a voter turnout of 76.14% — the highest during the second phase of the elections in India — had more central forces <a href="https://www.hindustantimes.com/india-news/lok-sabha-elections-2019-more-central-forces-in-second-phase-in-west-bengal-election-commission/story-TLHV812ykqfO3PZXgUke2M.html">employed</a> at Jalpaiguri, Darjeeling and Raiganj polling stations. The only incident to occur was one EVM being vandalized in the Chopra constituency during a clash between members of the Bharatiya Janata Party (BJP) and the All India Trinamool Congress (TMC). Security personnel had to launch tear gas shells and lathi charge at the alleged local trouble makers. TMC was also accused by the Communist Party of India - Marxist (CPI-M) of attacking the vehicle of the CPM’s Raiganj candidate, Mohammad Salim in Islampur. Manipur and Assam also recorded high voter turnouts of 76.15% and 76.14% respectively, and the polling was relatively uneventful in both statess. Even the lone union constituency, Puducherry, saw a voter turnout of 75.91%. Aside from West Bengal, security was also tightened in the Maoist affected regions of Odisha — particularly the Kandhamal, Bargarh and Bolangir constituencies — where a few booths will still have to face re-polling, but not due to violent outbreaks but due to technical glitches in the electronic voting machines (EVMs) and voter-verified paper audit trails (VVPATs).  Despite the commotion, Odisha saw a voter turnout of 57.97%. Uttar Pradesh, with a voter turnout of 62.06%, also faced EVM issues at the Gantholi Village polling booth in Mathura where voting did not begin as scheduled. One village in Fatehpur Sikri — Magoli Kala — chose to boycott the elections altogether complaining that the government had failed to provide adequate irrigation facilities in the area. Maharashtra faced similar EVM glitches in the morning but still managed to garner a 60.72% voter turnout. Karnataka, where the primary concern was that citizens wouldn’t show up to vote, saw a 67.55% voter turnout. The same was 65.33% in Tamil Nadu amid multiple allegations of voters being bought off in the days leading up to the second phase of the election.

High voter turnout marks India’s second phase of polling — aside from EVM malfunctions, violence at poll booths, and internet shutdowns

Voting in 94 of the total 243 Assembly seats in Bihar will be held on November 3 during the second phase of state elections in which over 2.85 crore voters will decide the fate of 1,463 candidates in fray. As many as 41,362 polling stations have been set up across 17 districts, all of which except Patna, Bhagalpur, and Nalanda are situated north of the Ganges. Maharajganj seat has a maximum of 27 candidates in the electoral battle and Daraula with only four in the second round of Assembly polls. Prominent contestants in the fray include Rashtriya Janata Dal leader and Grand Alliance's chief ministerial candidate Tejashwi Yadav who is recontesting the Raghopur seat and his brother Tej Pratap in the fray in Hassanpur seat in Samastipur district. Other prominent faces in the fray in the second phase are RJD leaders Alok Kumar Mehta from Ujiyarpur and Shailesh Kumar from Bihpur, former parliamentarian Anand Mohan's son Chetan Anand from Sheohar, former parliamentarian Rama Singh's wife Beena Singh from Mahnar, and Congress leader Shatrughan Sinha's son Luv from Bankipur. Plurals Party leader Pushpam Priya Choudhary is also in the fray in Bankipur, apart from BJP's Nitin Naveen. Ministers Nandkishore Yadav, Randhir Singh, and Shravan Kumar are also in the fray from Patna Sahib, Madhuban and Nalanda segments. The prestige of 27 MLAs of the Grand Alliance is at stake. The RJD has fielded 56 candidates in the second phase of elections, wherein it is in direct contest with the BJP on 27 seats and with the ally turned foe JD-U on 25 seats. The BJP is contesting 46 seats and the JD-U 43 seats. The Congress is contesting 24 seats, CPI and CPM four each, Lok Janshakti Party 52 and RLSP 36 seats. In the 2015 elections, the Rashtriya Janata Dal of Lalu Prasad had bagged 33 of these seats, the JD-U 30 and the Congress seven whereas the NDA had won only 22 seats. However, a lot of water has since flown down the rivers ever since. New political permutations and combinations have come into play in 2020 as compared with the 2015 polls. Five years ago, Nitish Kumar's JD-U fought the elections in alliance with the RJD and the Congress, whereas the NDA had Ram Vilas Paswan's Lok Janshakti Party and Rashtriya Lok Samta Party (RLSP) in its camp. In this poll fray, the JD-U has moved to the NDA camp, the LJP is fighting its own battle and the RLSP is a part of the Grand Democratic Secular Front. Elections for the 243-seat Bihar Assembly are set to be held in three phases, out of which polling in the first phase was conducted on October 28. After the November 3 voting for 94 seats, remaining 78 constituencies will go to polls on November 7. The counting of votes is slated for November 10.

Bihar elections 2020: 2.85 crore voters to exercise franchise in 94 seats on November 3

As the second phase of the <keyword id="43573" type="EVENT" weightage="20" keywordseo="General-Election">general election</keyword> takes off in India, voters in 11 states and 1 union territory— West Bengal, Odisha, <keyword id="20154" type="ORGANIZATION" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword>, Maharashtra, Karnataka, Jammu and Kashmir, Uttar Pradesh, Bihar, Chhattisgarh, Assam, Manipur and Puducherry — were up early queuing up at the election booths. Nearly 5 million people are eligible to vote in the state of West Bengal with a nearly equal distribution between men and women, albeit there are only 87 registered third-gender voters in the three constituencies going to vote in the state today today. And Puducherry, while being a union territory, is home to nearly one million voters who have been facing <a href="https://economictimes.indiatimes.com/news/elections/lok-sabha/india/puducherry-congress-tries-to-win-back-sole-mp-seat/articleshow/68899027.cms">increasing</a> debt and a fall in social initiatives due to lower devolution of taxes from the central government. A lot of voters and politicians are wondering if the second phase of polling will be marred with problems of EVM malfunctions and poll booth violence like evidenced during the first phase of the general election in India. Two incidents of poll booth violence have already been reported in West Bengal. In Uttar Pradesh, four of the contesting politicians — Samajwadi Party’s Azam Khan, Union Minister Maneka Gandhi, Chief Minister Yogi Adityanath and Bahujan Samaj Party’s Mayawati — have been <a href="https://www.businesstoday.in/top-story/up-election-2019-after-yogi-mayawati-ec-bans-azam-maneka-from-campaigning/story/337566.html">banned</a> from campaigning by the Election Commission of India (ECI) for issuing controversial comments. For Tamil Nadu, the days leading up to the election were a little chaotic after the Income Tax (IT) department seized over 1,350 kilograms of gold and nearly ₹14.8 million which was allegedly stashed to bribe voters. Elections in Vellore, one of Tamil Nadu’s most-watched constituencies, were cancelled altogether after ₹1.05 million was found at Durai Murugan’s house, the father of Kathir Anand — a DMK candidate in the district. Another ₹115.3 was also found at Poonjolai Srinivasan’s cement godown, a known associate of Murugan.  If voters aren’t being bribed, then they’re being threatened. Kawasi Lakhma, a Congress minister from Chhattisgarh, has been <a href="https://www.ndtv.com/india-news/general-elections-2019-chhattisgarh-congress-mla-kawasi-lakhma-threatens-voters-with-electric-shocks-2024279">telling</a> voters that they vote against his party, the EVM machine will deliver an electric shock. While Maharashtra and Tamil Nadu struggle with voter bribery issues, Bihar and Karnataka are more concerned with voter turnout. The city of Bengaluru — the Silicon Valley of India — in particular, has issues of <a href="https://www.businessinsider.in/election-2019-gold-confiscated-in-tamil-nadu-ahead-of-second-phase/articleshow/68933494.cms">voter turnout</a> while Bihar’s <a href="https://www.livemint.com/elections/lok-sabha-elections/bihar-elections-2019-patna-is-missing-a-whole-generation-of-millennials-1555350536677.html">brain drain</a> means that a lot of its eligible millennial voters don’t actually live in the state anymore. As Manipur goes to polls again, the Returning Officer (RO)The Returning Officer (RO) of the Outer Manipur Parliamentary Constituency, Haobam Rosita, has <a href="https://www.newsclick.in/returning-officer-recommends-re-poll-19-polling-stations-manipur">recommended</a> that re-polling needs to take place at 19 of the polling stations from the first phase of the general elections in the state. Among the many reasons that Rosita cites for repolling, the most disturbing is probably one of the constituencies showed that voter turnout in excess of 100% and that the polling booth for the Najang Village was put up at a non-designated location. In order to keep disruptive elements from affecting the polls similarly, the west Indian states of West Bengal and Assam are <a href="https://timesofindia.indiatimes.com/city/patna/2nd-phase-tight-security-in-five-election-bound-districts/articleshow/68868180.cms">increasing</a> security in constituencies along the border — especially in districts classified as ‘vulnerable’ and ‘critical’. The <keyword id="40807" type="COMPANY" weightage="20" keywordseo="Election-Commission">Election Commission</keyword> on Friday ordered repoll at a polling station in Southern <keyword id="6354915" type="LOCATION" weightage="20" keywordseo="assam">Assam</keyword> after the electronic voting machine (EVM) was found in a <keyword id="14666" type="COMPANY" weightage="20" keywordseo="BJP">BJP</keyword> candidate wife's <keyword id="46210" type="ORGANIZATION" weightage="20" keywordseo="Vehicle">vehicle</keyword> on Thursday evening. The EC said in a statement that the presiding officer and three other officials have been placed under suspension and a repoll has been ordered at the Indira M.V. School polling station under Ratabari Assembly constituency in the state. "Although the seals of the EVM were found intact, it has nevertheless been decided to do a repoll at the Indira M.V. School polling station as added precaution," the statement said. The Commission also sought a report from the Special Observer about the incident. The statement said that after the officials car carrying the <keyword id="11034879" type="UNKNOWN" weightage="20" keywordseo="polled-evm-machine">polled EVM machine</keyword> to Karimganj was broken down they boarded a passing private car which was subsequently surrounded by a mob of about 50 people that started pelting stones at them. The mob at the Kanaishil (under Karimganj district) alleged that the EVM was being taken to be tampered with. The private car was owned by the wife of BJP candidate of the neighbouring Patharkandi constituency Krishnendu Paul. The statement added that due to the heavy rains on Thursday night and the roads being muddy, the official car of the <keyword id="2235016" type="PERSON" weightage="20" keywordseo="polling-personnel">polling personnel</keyword> broke down and then they boarded a private vehicle along with their polled EVM and other materials without checking the ownership of the vehicle. Immediately after receiving information about the incident, the District Election Officer of Karimganj along with the district Superintendent of Police (SP) rushed to the spot and reached there at 10.20 p.m. on Thursday night.During the course of the stone pelting, Karimganj SP Mayank Kumar sustained minor injuries on his collarbone and blank firing had to be resorted to disperse the mob. The first polling officer, who was found missing in the commotion, was rescued early on Friday morning from a nearby area. About the incident Congress General Secretary Priyanka Gandhi Vadra in a tweet said : "Every time there is an election video of private vehicles caught transporting EVMs show up... Unsurprisingly they have the following things in common: 1. The vehicles usually belong to BJP candidates or their associates. ...." Over 77 per cent of the 73,44,631 voters exercised their franchise in the second phase of polling in Assam on Thursday in the 39 constituencies. Of the three-phase elections to the 126-member <keyword id="124967" type="COMPANY" weightage="20" keywordseo="Assam-Assembly">Assam Assembly</keyword>, the third and final phase of polling will be held in 40 seats on April 6. The Lok Sabha elections 2024 are no different. <keyword id="19941423" type="General" weightage="20" keywordseo="Independent-candidate" source="keywords">Independent candidate</keyword> from Aligarh in Uttar Pradesh, <keyword id="21244546" type="General" weightage="20" keywordseo="Pandit-Keshav-Dev" source="keywords">Pandit Keshav Dev</keyword>, decided to make the most of what the <keyword id="19895782" type="General" weightage="20" keywordseo="Election-Commission" source="keywords" meta.keywordsubtype="org" meta.entityname="Election Commission" meta.hostid="261" meta.entityid="Election Commission">Election Commission</keyword> has allotted to him as the poll symbol- a pair of slippers. Aiming to build recall of people, Dev was seen sporting a garland of 7 slippers around his neck during his campaign. Lok Sabha polls will be held in seven phases beginning April 19. Uttar Pradesh, which sends the maximum number of MPs, 80, to Parliament, will vote in all seven phases. Voting for phases one and two will be held on April 19 and April 26. Next, the state will once again poll in phases three and four on May 7 and May 13. The Uttar Pradesh electorate will also vote in phases five, six and seven on May 20, May 23 and June 1 respectively. Aligarh will go for polls in the second phase on April 26. The counting of votes will take place on June 4. In the 2019 Lok Sabha elections, BJP candidate Satish Kumar Gautam won from the Aligarh garnering 656215 votes. BJP defeated BSP Dr. Ajeet Baliyan who got 426954 votes. Muzaffarpur district with 26.09 per cent polling led the table, followed by Gopalganj at 24.12 per cent. West Champaran district registered 21.99 per cent polling by 11 am. Polling percentage in Sheohar was 19.25, Sitamarhi 20.22, Madhubani 18.13, Vaishali 20.33, Samastipur 21.76, Begusarai 19.01, East Champaran 15.76, Darbhanga 15.65, Siwan 15.96, Saran 16.69, Khagaria 19.57, Bhagalpur 20.08, Nalanda 20.20, and Patna 18.16. Officials received a few complaints about non-functioning EVMs and VVPATs in six districts. A group of women in Gopalgang refused to vote at a polling booth after alleging that the EVM had been tampered with. An official at the election control room in Patna said booth number 89 in Darbhanga, 121 in Gopalgang, and 136 in Muzaffarpur reported technical glitches and errors in EVMs during mock polling in polling booth in Ugiyarpur constituency. During the second phase of polling, first-time voter Priyanka, 19, came on a bicycle to cast her vote along with her grandmother in the Raj Bhavan polling booth on Tuesday morning. "I am very happy to cast my vote for the first time. I pressed the EVM button while keeping the jobs issue in mind," she said. Deputy Chief Minister Sushil Kumar Modi cast his vote at Kumhrar's St Joseph High School in Patna district. "I appeal to the people of Bihar to come out and cast their votes by following Covid norms," he said. During the polling, some voters raised objections over the VIP treatment to Sushil Modi. Many voters claimed that they had been standing in queues for half an hour but he just arrived and cast his vote without standing in a queue. Chandrika Rai, Janata Dal-United candidate, also cast his vote in Vaishali. He lashed out at Lok Janshakti Party President Chirag Paswan and said that he did not know the ground realities in Bihar. "He lives in Delhi, wears branded clothes and follows 5-star culture. He doesn't know the ground situation in Bihar," he said. As per the Election Commission, Pirpainti in Bhagalpur district is the largest Assembly segment going to polls in the second phase, with 3.34 lakh voters, including 1.78 lakh males, 1.56 lakh females, and 12 transgenders. Cheria Bariyarpur is the smallest segment with 2.48 lakh voters, including 1.30 lakh males, 1.17 females, and 12 transgenders. Polling in 94 Assembly segments in 17 districts will be held from 7 am till 6 pm. The polling in some sensitive constituencies will end at 4 pm as per the Election Commission (EC) directions.
