The value of his Delhi properties located at <keyword id="1284233" type="PERSON" weightage="20" keywordseo="Chanakya-Puri">Chanakya Puri</keyword> and Sardar Patel are at ₹350 crore and ₹250 crore, respectively. According to livemint, Kapoor along with his family, were planning to leave the country and <a href="https://www.livemint.com/news/india/rana-kapoor-s-3-plush-delhi-properties-under-ed-lens-11583924526629.html">settle abroad. </a>Moreover, he was also thinking of selling these properties before escaping the country. However, that plan has failed. ED has started investigating all the properties owned by Kapoor including the one in Mumbai. On March 5, the Reserve Bank of India superseded Yes Bank’s board and imposed a withdrawal limit of ₹50,000 on its customers for a month. ED believes that Kapoor’s unethical and illegal practises led the bank into trouble. It arrested Rana Kapoor over charges of insider trading and money laundering last week. India is set to host the coveted G20 leaders’ summit in New Delhi on September 9 and 10, 2023. The event will have world leaders like US President Joe Biden in attendance and as a result, to enhance security measures in the capital, a number of restrictions have been announced by the government which will make daily commute a hassle starting September 7 when the guests start arriving. Here is what the residents of the National Capital Region (NCR) will have to keep in mind: Commercial vehicles: All types of goods vehicles, commercial vehicles, interstate buses and local city buses such as Delhi Transport Corporation (DTC) buses and Delhi Integrated Multi Modal Transit System (DIMTS) buses shall not operate on Mathura Road (beyond Ashram Chowk), Bhairon Road, Purana Quila Road and inside Pragati Maidan Tunnel from 00:00 hours on the intervening night of September 7 to September 10 midnight. Goods vehicles: Heavy Goods Vehicles (HGVs), Medium Goods Vehicles (MGVs) and Light Goods Vehicles (LGVs) will not be allowed to enter into Delhi from 21:00 hours on September 7 to September 10. However, goods vehicles carrying Essential Commodities such as milk, vegetables, fruits, medical supplies, etc., having valid ‘No Entry Permissions’ will be permitted. For the entire New Delhi district: The entire area of New Delhi District will be considered as “Controlled Zone-I '' from 05:00 AM, September 8 to September 10 midnight. However, bonafide residents, authorised vehicles and vehicles dealing with housekeeping, catering, waste management, etc. for hotels, hospitals &amp; other important installations in New Delhi District will be allowed. However, movement of following categories of vehicles shall be exempted from the above restrictions: - i) All types of commercial vehicles including buses which are already present in Delhi shall be allowed to move on Ring Road &amp; road network beyond Ring Road towards the borders of Delhi. ii) Taxis carrying bonafide residents and tourists having valid bookings in hotels located inside New Delhi District, and intending to go to New Delhi Railway Station will be allowed to ply on the road network inside New Delhi District. iii) General traffic, except goods vehicles and buses, will be allowed into Delhi from Rajokari Border. Compulsory diversion: Further, the above mentioned traffic will be compulsorily diverted from NH-48 to Rao Tula Ram Marg – Olof Palme Marg. No vehicular movement will be allowed on NH-48 towards Dhaula Kuan. Defence and emergency vehicles: Vehicles of Armed Forces, Paramilitary Forces, Police, Disaster Management, Fire tenders, Ambulance and those engaged in emergency services like road maintenance, maintenance of electric supply, water/sewage line, communication network, etc. will be allowed to move throughout Delhi. The existing prohibition as notified from time to time for different categories of vehicles shall also prevail.

New Delhi, Jan 31 () The government has decided to invest more than Rs 100 lakh crore on building modern infrastructure in the country with a special emphasis on connectivity, President Ram Nath Kovind said on Friday.
 In a bid to improve connectivity, the government will also focus on creation of new highways, waterways, airways and I-ways (IT infrastructure), the President said addressing the joint sitting of both houses of Parliament, on the first day of the Budget session here.
 "The poor and the middle-class hope and aspire for a modern 21st century infrastructure in the country. To fulfil this aspiration of the people more than Rs 100 lakh crore will be invested in the next five years. With a special emphasis on connectivity, the government is also focusing on creation of new highways, new waterways, new airways, and new I-ways," the President said.
 Rapid progress is being made towards providing better public transport facilities in urban areas, Kovind said adding, metro facility has now been extended to 18 cities in the country.
 So far, 670-km of metro lines have been operationalised, and work on another 930-km is underway, he said and added the residents of Delhi and NCR have greatly benefitted from the construction of Delhi-Meerut Expressway, as well as from Eastern and Western Peripheral Expressways.
 He further said inland waterways are also being developed by the government and in December 2019, for the first time, container cargo reached Pandu in Assam via National Water Way-2.
 Under the Jal Marg Vikas Project, the multi-modal terminal at Haldia on River Ganga and the navigation lock at Farakka will be completed this year, Kovind said adding, it is also our endeavour to operate large transport cargo vessels on River Ganga by next year.
 On air connectivity, he said about 35 lakh people have so far travelled by air under the UDAN scheme and last year, 335 new air routes have been approved.
 Rural roads contributed significantly to the country's infrastructure, he said and added 1.25 lakh kilometers road will be constructed and upgraded under Pradhan Mantri Gramin Sadak Yojna.
 Rural roads have now been expanded to every corner of the country through the Pradhan Mantri Gramin Sadak Yojana, he said adding third phase of the programme has been launched to strengthen rural roads and connect them to schools, hospitals and agricultural markets.
 On Noth East connectivity he said: "More than the physical distance of the North East from Delhi, it was the emotional disconnect that disheartened the people of the region. My Government has transformed this situation by working tirelessly during the last five years. Work is being done at an unprecedented pace in the North East to enhance connectivity, strengthen infrastructure and make people's lives easier."
 As a result of the government's efforts, he said by 2022, the capitals of Sikkim, Mizoram, Manipur and Nagaland will be connected with the rail network.
 "The work on Agartala-Akhaura rail link is also progressing at a fast pace. In the year 2022, the construction of the new airport being built at 'Holongi' in Arunachal Pradesh will also be completed," he added.
 The President said, during the last few years, there has been extraordinary development of infrastructure related to tourism.
 "Recently a nationwide programme has been launched from Kolkata for conservation and beautification of the heritage buildings of the country. The tourism sector is also being strengthened by the modern infrastructure being developed under Swadesh Darshan and PRASAD schemes. New records are being created every day in the number of tourists visiting the 'Statue of Unity', the statue of Sardar Patel; which is the tallest in the world," he emphasised.

However, his choice of loans, heady risks and illegal practices of lending against kickbacks brought the country’s fourth-largest lender under the lens of investigative agencies. A year after he entered the billionaire club, Kapoor’s world <a href="https://www.businessinsider.in/business/news/the-fall-of-yes-bank-founder-rana-kapoor-from-a-billion-dollars-to-facing-a-4300-crore-investigation/articleshow/74547669.cms">started to crumble</a> when the Reserve Bank of India (RBI) asked Kapoor to step down from his position as CEO of Yes Bank by January 2019.  But the bank had lost much more as ₹30,000 crore worth loans went bad, and the Enforcement Directorate (ED) held him responsible. After the <a href="https://www.businessinsider.in/finance/news/yes-bank-founder-rana-kapoor-arrested-by-ed-on-charges-of-money-laundering/articleshow/74534138.cms">ED arrested him</a>, it has identified 78 shell corporations that are suspected of receiving kickbacks in exchange for loans that no other bank would touch. According to the investigation, as his depositors lost money, he became richer by ₹5,000 crore only in kickbacks. With funds routed through shell companies and benami accounts, Kapoor <a href="https://www.businessinsider.in/business/news/a-reported-list-of-rana-kapoors-assets-include-a-30-million-investment-in-uk-a-yacht-and-five-properties-in-delhi/articleshow/74594273.cms">bought hotels in New York</a> and London, bungalows in Delhi, flats in Mumbai and expensive paintings. The ED's investigation also revealed that, Kapoor who played fast and hard with rules, also failed to insulate his family from harm. His wife Bindu and <a href="https://www.businessinsider.in/finance/news/rana-kapoors-daughters-who-said-no-to-banking-are-now-in-the-dock-with-yes-bank-crisis/articleshow/74549729.cms">three daughters</a> — Roshini, Radha and Rakhee — are at the helm of most of these shell companies, and CBI has its claws around them too. The case of money laundering The saga of crony capitalism started to come to light last week when Kapoor was booked under the Prevention of Money Laundering Act (PMLA) on March 6 to look into the connection between him and Yes Bank’s bad loans.

The following day, <a href="https://www.businessinsider.in/business/news/ed-continues-questioning-yes-bank-founder-rana-kapoor/articleshow/74525680.cms">officials took Kapoor</a> back to ED’s Ballard Pier office in Mumbai. During the course of the interrogation, the agency expanded its probe to include his daughters. They allegedly own multiple companies that received kickbacks from different corporates who received loans from Yes Bank.

 The ₹600 crore kickback from DHFL One of the companies suspected by the ED of giving kickbacks to Kapoor’s companies is DHFL — <a href="https://www.businessinsider.in/finance/news/yes-bank-founder-rana-kapoor-arrested-by-ed-on-charges-of-money-laundering/articleshow/74534138.cms">accused of misappropriating funds</a> worth ₹25,000 crore, which ultimately led to its downfall. Yes Bank had doled out a loan of ₹3,750 crore directly to DHFL and another loan worth ₹750 crore to RKW Developers, a subsidiary of DHFL. However, when the real estate company defaulted on its loan, Kapoor did not initiate any action.

 The ED now suspects that his restraint was a result of <a href="https://www.businessinsider.in/business/news/ed-questions-yes-bank-founder-rana-kapoor-for-second-day-expands-raids/articleshow/74530525.cms">kickbacks to the tune of ₹600 crore</a> to Doit Urban Ventures — a dummy corporation owned by Kapoor and two of his daughters. Nearly 80 shell companies set up to receive bribes and buy bungalows Two days into the interrogation Kapoor was arrested for not cooperating with the authorities. Meanwhile, 10 teams of the CBI were involved in its <a href="https://www.businessinsider.in/business/news/yes-bank-scam-cbi-carries-out-searches-at-7-locations-in-mumbai-loc-issued/articleshow/74554915.cms">search operations</a> spread across the south Mumbai neighbourhood. The ED found that Rana Kapoor and his family had more than <a href="https://www.ndtv.com/india-news/yes-bank-crisis-probe-agency-says-rana-kapoor-along-with-his-family-owned-78-shell-companies-2194031">78 shell companies </a>set up to receive bribes and invest in properties under the radar. All of these companies were either directly under Kapoor’s control or under the control of his wife and daughters. His wife, Bindu, was the director of at least 42 companies.

 The companies allegedly invested in properties with a net worth of over ₹2,000 crore. An official told PTI that the current market value of those properties could be <a href="https://www.ndtv.com/india-news/yes-bank-crisis-probe-agency-says-rana-kapoor-along-with-his-family-owned-78-shell-companies-2194031">well above ₹5,000 crore.</a> His shady overseas properties include two luxury hotels — one in New York worth over $20 million and one in London worth nearly £30 million — two residential apartments in London valued at £15 million apiece, and a yacht. In India, Kapoor owns six bungalows in Delhi’s upscale neighbourhoods, including Jor Bagh, Hauz Khas and Kautilya Marg. Two were bought by a company called Bliss Adobe, which had Bindu as its director. The property on Amrita Shergil Marg was auctioned off by Avantha Realty when Bliss Abode picked it off the market. Coincidentally, Yes Bank’s exposure to Avantha Realty was ₹500 crore. The other house on Sardar Patel Marg was bought by the Kapoor’s shell corporation Bliss Home. ED’s investigation noted that the house was formerly owned by Vijay Mallya. ED also found that Kapoor owns six flats and a parcel of land in Mumbai and its suburbs. Priyanka Gandhi Vadhra and the painting by MF Hussain During the search of his Mumbai residence, the ED seized nearly 50 pieces of art from his home. One of the paintings — <a href="https://www.businessinsider.in/politics/india/news/congress-raises-question-over-rana-kapoors-links-with-bjp/articleshow/74544228.cms">a portrait of former prime minister Rajiv Gandhi by MF Hussain</a> — belonged to Congress leader Priyanka Gandhi Vadra. The Congress party says that the deal between Vadra and Kapoor was a transparent transaction of ₹2 crore. The payment was made through cheque and was reflected in income tax returns. However, the ED is still looking into whether the painting was Vadra’s to sell or belonged to the All India Congress Committee (AICC). It’s also looking into whether the provenance certificate — which authenticates the artwork — was signed by Vadra and under what circumstances. Can’t leave the country Kapoor and his family currently can’t leave the country. A look-out notice was also issued in their names on March 12 along with DHFL promoter Kapil Wadhawan and Dheeraj Wadhawan. Roshini, Kapoor’s youngest daughter, was stopped at the CSM International Airport in Mumbai trying to catch a flight to London. Kapoor’s arrest has been extended to March 16 during which he will be in the custody of the ED. The Central Bureau of Investigation (CBI) is also loading its guns. It has begun a probe into the Yes Bank affairs but has not elaborated on the nature of the probe. The Income Tax Department is next in line to initiate action against Kapoor and others for tax evasion and possession of alleged undeclared foreign assets. Meanwhile, the Odisha unit of the Bharatiya Janata Party (BJP) has asked for a separate probe to look into the alleged conspiracy behind the deposits of ₹545 crore of the <a href="https://www.businessinsider.in/business/news/concern-over-lord-jagannaths-rs-545-crore-in-yes-bank/articleshow/74514318.cms">Shree Jagannath Temple</a>. Upholding the Central Information Commission’s (<keyword id="6378909" type="COMPANY" weightage="20" keywordseo="CIC">CIC</keyword>) order, the <keyword id="6355014" type="ORGANIZATION" weightage="20" keywordseo="Delhi-High-Court">Delhi High Court</keyword> has dismissed a writ petition by <keyword id="6362997" type="CITY" weightage="20" keywordseo="DLF">DLF</keyword>’s subsidiary Edward Keventors Successors. The company had challenged CIC in which the commission had directed the company to disclose the details of a land in South block in Delhi that allegedly raises security threats to the Rashtrapati Bhawan. 
	 
	“In view of the aforesaid, the contention that the petitioner had not been granted an opportunity of hearing cannot be sustained. An opportunity of making oral submissions was granted to the petitioner in view of the unequivocal language of the notice issued on February 28, 2013, however the petitioner rested content by sending a response dated March 10, 2013. Thus, the provision of Section 19(4) of the RTI Act was duly complied with,” the court said in its order. 
	 
	The court further added, “I am also unable to accept the contention that the petitioner was prejudiced in any manner on account of non disclosure of the application preferred by respondent no.3. The petitioner was informed of that respondent number three had sought information relating to the property ‐Block‐ 48, Diplomatic Enclave, Sardar Patel Marg, New Delhi...Thus, the petitioner was aware of the information that was sought. It is clarified that no information relating to the petitioner other than that relating to the property in question is to be disclosed.” 
	 
	The court observed that since the commission had followed the law, hence, it was not necessary to review the ‘merits of the decision’ taken by CIC. The commission had given its final order on December 3, 2013 following a RTI application filed by activist Subhash Chandra Agarwal which had sought information on the said land. 
	 
	It should be noted that objections were raised against DLF’s subsidiary’s plans of constructing high-rise luxury apartments on that land as any private building close to the President’s house posed serious threats to the country’s sovereignty. 
	 
	“It is noteworthy that Subramanian Swamy in his letters addressed to President of India alleged involvement of UPA Chairperson Sonia Gandhi’s son-in-law Robert Vadra in the dubious land-deal highlighted in the RTI queries, said to have been the biggest ever land-scam in the country,” said Agarwal. 
	 
	“With petition of DLF subsidiary (Edward Keventors Successors) now dismissed, Union Ministry of Urban Development (MoUD) and any other concerned government-agency should review decision of allowing land-use change in earlier UPA-regime in the controversial matter where even intelligence-authorities and President Secretariat are learnt to have raised objections from security-aspect with land-project being in close vicinity of Rashtrapati Bhawan,” he added.

Delhi High Court Upholds CIC’s Order, Rejects
Petition Filed by DLF’s Subsidiary

Union <keyword id="6355261" type="POSITION" weightage="100" keywordseo="Finance-minister">Finance Minister</keyword> <keyword id="42575" type="PERSON" weightage="100" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> presented his first budget today. He started his budget speech with a reality check amid high expectations by saying no miracle should be expected in the very first budget and he expected growth to rise to 7-8% over three to four years. He also said that achche din will definitely come but it will not happen overnight and will take some time. 
 During his budget speech, Jaitley asked Speaker <keyword id="6354934" type="PERSON" weightage="100" keywordseo="Sumitra-Mahajan">Sumitra Mahajan</keyword> for a five-minute break, which was granted. It was perhaps for the first time that a finance minister asked for a break while presenting the budget. Later, he complained of breathlessness when he resumed his speech and was asked by the Speaker to deliver the speech sitting down. 
 
Jaitley said the people below poverty line want to raise themselves above it. While higher growth is important, we cannot ignore the fact that the poor suffer the most. Emphasising on poverty alleviation, he said slum development would be included in corporate social responsibility (CSR) activities.
