With rural distress and unemployment being blamed for BJP losing its majority, Sitharaman in her seventh straight budget provided Rs 2.66 lakh crore for <keyword id="20027688" type="General" weightage="20" keywordseo="rural-development" source="keywords">rural development</keyword> and maintained spending on long-term infrastructure projects at Rs 11.11 lakh crore to boost <keyword id="19900794" type="General" weightage="20" keywordseo="economic-growth" source="keywords">economic growth</keyword>. She abolished 'angel tax' for all classes of investors in startups, cut customs duty on mobile phones and gold and simplified capital gains tax. She, however, raised the securities transaction tax (STT) on futures and options of securities, which led to tanking of stock markets. "India's economic growth continues to be the shining exception (in a world that is gripped by policy uncertainties) and will remain so in the years ahead," she said. "In this budget, we particularly focus on <keyword id="19898684" type="General" weightage="20" keywordseo="employment" source="keywords">employment</keyword>, <keyword id="20374219" type="General" weightage="20" keywordseo="skilling" source="keywords">skilling</keyword>, MSMEs, and the middle class." Besides Rs 2 lakh crore provided over a five year period for schemes and initiatives to facilitate employment, skilling and other opportunities for 4.1 crore youth, "I have made a provision of Rs 1.48 lakh crore for education, employment and skilling," she said. For Bihar, where assembly elections are due next year, the finance minister announced spending of Rs 60,000 crore on infrastructure projects like expressways, power plant, heritage corridors and new airports. The support to Bihar, whose ruling party and BJP's partner JD-U has been demanding an economic package and special category status for the state, is in the form of capital projects but not subsidy or cash dole. Similarly, for Andhra Pradesh, whose ruling TDP recently joined BJP-led NDA, she allocated Rs 15,000 crore in financial aid through multilateral agencies. A similar request for support to Bihar will be expedited, she said. For the middle class, she raised standard deduction -- a flat deduction from total salary earned by an employee in a year before calculating applicable income tax rate -- by 50 per cent to Rs 75,000 and tweaked tax slabs for taxpayers opting for the new income tax regime. This will lead to taxpayers under the new tax regime -- which offers lower rates of taxes but permits limited deductions and exemptions -- saving up to Rs 17,500 in tax annually, she said. To spur employment, the Budget provided for incentives for companies, including paying for one-month salary for first-time employees, incentive at specified sale to both employee and empower with respect to their retirement fund contribution in the first four years of employment and reimbursing employers up to Rs 3,000 per month for 2 years towards EPFO contribution of each additional employee. Also, a programme to improve skills as well internship for students and subsidised loans for higher education will be provided, she said. India's official unemployment rate in urban areas is pegged at 6.7 per cent but private agencies put it at much higher levels. Buoyed by robust tax collections and a higher-than-expected dividend receipt from the Reserve Bank, Sitharaman said the government's fiscal deficit -- the difference between the total revenue earned and total expenditure -- will be trimmed to 4.9 per cent of the GDP in 2024-25, below the 5.1 per cent figure estimated in the interim budget she presented in February. She reduced gross market borrowing marginally to Rs 14.01 lakh crore. The Budget for 2024-25 fiscal (April 2024 to March 2025) allocated Rs 1.52 lakh crore for agriculture and allied sectors, aid for building 3 crore affordable housing units in urban and rural areas, provided credit support to small and medium businesses, raised small loans to Rs 20 lakh for small business, proposed setting up 12 industrial parks, and provided for setting up a Rs 1,000 crore venture capital fund for space sector.

Now, after what he estimates is over 1,500 applications since the early 2010s, he can't land any <a target="_blank" class="" href="https://www.businessinsider.com/millennial-cant-get-hired-bachelors-degree-men-cant-find-jobs-2024-5">stable job</a> in his field even with an MBA. Quinones, a father of four who lives in rural eastern Pennsylvania, said he's struggled to land a <a target="_blank" class="" href="https://www.businessinsider.com/cant-get-hired-laid-off-many-job-applications-few-interviews-2024-8">long-term job</a> in tech or counseling. He has held part-time positions and built his own inventory software to sell to companies, though he rarely gets interviews, even after redoing his <a target="_blank" class="" href="https://www.businessinsider.com/resume-tips-google-software-engineer-skills-experience-careers-software-tech-2024-3">résumé</a> two dozen times. "I wish there was an easier way, but traditional ways of looking for <a target="_blank" class="" href="https://www.businessinsider.com/new-grad-gave-up-six-figure-jpmorgan-finance-job-satisfaction-2024-8">employment</a> have been overshadowed by <keyword id="19904566" type="General" weightage="20" keywordseo="artificial-intelligence" source="keywords">artificial intelligence</keyword> and lack of human interaction," Quinones said, noting his applications are likely thrown out due to his recent lack of work experience. Quinones is one of many Americans with traditional work credentials who <a target="_blank" class="" href="https://www.businessinsider.com/white-collar-jobs-remote-office-workers-cant-get-hired-2024-9">can't land a decently paying, stable job</a>. This comes at a time when getting a college degree is much <a target="_blank" href="https://www.businessinsider.com/college-degree-good-job-market-skill-based-hiring-employers-2024-2">more necessary</a> to landing a well-paying job. Quinones shared his difficulties with securing work, as well as some reasons he may be falling through the cracks. <h2>A rocky but successful start</h2>Quinones said he had a difficult upbringing with an "abusive" stepfather. He lived in various youth shelters and dropped out of school in seventh grade, and he had his first child shortly after entering a transitional independent living facility at 18. "At that point in my life, I was trying to change everything and become better because I knew that I would be a father," Quinones said. "I started taking things more seriously and tried to figure out what to do with my life." He became interested in computers and found side jobs helping the Salvation Army and other businesses fix their technology. By 18, he applied for technical jobs, doing contract work in the 1990s when companies were rolling out computers at the office. Without a high school diploma, he <a target="_blank" class="" href="https://www.businessinsider.com/linkedin-open-to-work-banner-badge-job-pros-cons-2024-9">got a job</a> as head technician for a computer company in Arizona, then landed a role for Intel in 1999. He worked there as an IT manager for a year before getting laid off. Feeling behind his peers because he did not have a <a target="_blank" class="" href="https://www.businessinsider.com/personal-finance/student-loans/is-college-worth-it">college degree</a>, he enrolled at a community college in 2002, where he got his associate degree in computer programming. While there, he also worked part-time for the school's IT department. He moved with his wife and children to <a target="_blank" class="" href="https://www.businessinsider.com/california-move-arizona-conservative-3-months-politics-returned-2024-4">Arizona</a> to be closer to his wife's family. Given that a four-year degree was increasingly becoming a prerequisite for many positions, he received a bachelor's degree in computer programming. Still, he said the job market in Arizona was "extremely difficult." He wanted to progress his career, so he enrolled in an MBA program in technology management. He secured a job in <a target="_blank" class="" href="https://www.businessinsider.com/new-jersey-affordable-housing-lottery-how-single-mom-won-apartment-2024-8">New Jersey</a> as chief technology officer for an import and export company. However, two years into his job in 2010, he faced a difficult situation in his family that cost him his job, which he said was "extremely difficult to recover from." <h2>Can't find a job</h2>Since then, he said he's <a target="_blank" class="" href="https://www.businessinsider.com/millennial-looking-job-cant-get-hired-college-degress-entry-level-2024-7">struggled to find anything</a> relevant to his skill set. He couldn't land anything beyond a first-round interview for IT roles. He recalled making Facebook posts in the early 2010s searching for work, only to be met with negative comments. "I've walked into local businesses to start talking about working, and I'm told that I would not be happy working there because it is not part of my high-skilled profession," Quinones said. "This is even after not including my education not to become overqualified. However, when they reviewed my work history, it was clear I am." Quinones said he struggled with alcoholism, from which he recovered eight years ago. He began bodybuilding as his therapy, and he took part-time positions just to stay afloat. He created an inventory management software program, hoping to expand it to many clients. He secured some contracts for his software with businesses like a restaurant in Puerto Rico and a Christmas company, and he worked on inventory with small startups to help them grow. He was offered full employment at a company, given it would use his software, though the company wouldn't compensate him for his software outside his salary. Additionally, he <a target="_blank" class="" href="https://www.businessinsider.com/framing-prices-cost-expensive-posters-art-photos-business-money-2024-2">printed images</a> on stickers, shirts, and bottles for side income and drove for Uber, though he recalled often working 14 hours and only making $70 a day after expenses. He volunteered at a middle school implementing his software for improving students' math performances, selling some licensing agreements to parents. He said his wife works remotely as a sales supervisor for a company in Arizona, which has kept his family of six afloat. Over the last decade, he's found ways to cut costs for the family, such as doing car repairs or plumbing fixes without calling in experts. In 2015, desperate for job security, he enrolled in a <a target="_blank" class="" href="https://www.businessinsider.com/masters-degree-rely-parents-financial-support-nyc-2024-7">master's program</a> in family and marriage counseling as a backup plan, though he ran out of financial aid with four classes left and dropped out. A few years later, when he considered returning, he was told only half of his classes counted due to a curriculum change. He received advice from career counselors to "finish my master's degree in counseling, which is not easy because of the cost," Quinones said, noting he had to pause any further education while recovering from surgery. He added hiring managers "would not give me a chance even though I had three years of education." He's still in touch with career coaches from his previous universities, and they've offered workshops, résumé and cover letter reviews, and job recommendations to help him stand out. He began catering every application specifically for each role, sending personalized emails to hiring managers, but he only got two emails back from recruiters saying they would keep him in mind for positions. <h2>Why landing a job is so difficult</h2>In total, he said he's applied for about 1,500 jobs <a target="_blank" class="" href="https://www.businessinsider.com/laid-off-6-times-cant-find-job-50s-retirement-worry-2024-7">unsuccessfully</a>, getting five to 10 rejections daily this year, screenshots shared with BI show. He's redone his résumé over 25 times, spending $300 for a professionally created one that yielded zero interviews — which he got partially refunded. He's asked his friends in IT and project management to review his applications. He said he's in a middle ground: He's overqualified for many entry-level positions but underqualified for jobs in related industries. He acknowledged hiring expectations have skyrocketed over the past few years. He even tried removing some educational background on his applications to seem less qualified to no avail. He believes many of his rejections are for positions that companies legally have to post but give to internal candidates or recommendations. "I used to get interviews for jobs where I beat out 600 people," Quinones said. "Now, it's hard to get a job when you don't have a foot in the door to interview." He also suspects his race as a Latino American may have hindered his job search. Once, a company told him it wasn't accepting new applications, though they gave one to his wife, who is white. He also used a shortened version of his middle name, Tony, on an application instead of Marcial, which increased his interview rate. He added that because technology changes rapidly, he may be behind on what many jobs expect applicants to have, particularly with AI. Given his location about 30 miles from any cities, he's focused on finding a remote position, though these have been dwindling and getting more competitive. "If you haven't been employed in a while, I can't magically snap my fingers and make it happen," Quinones said, noting employers may be skeptical of gaps in his work history. These crops are rich in essential nutrients and have historically been part of the local diet. The community's efforts have not only preserved these traditional foods but also improved the nutritional status of the population, particularly children and women. One of the key findings of the study was that communities with active local participation in nutrition-related activities, such as kitchen gardening and the cultivation of traditional crops, had a higher intake of diverse and nutritious food. The research, which employed a mix of focus group discussions, in-depth interviews, and home observations, reveals how collective and individual contexts -- ranging from socio-cultural norms to economic challenges -- influence dietary practices across different communities like the brick-kiln workers, fishers, and salt pan workers among others. This was particularly evident in regions where women played a central role in these initiatives. The study also noted that these communities were more resilient to food insecurity and were better able to cope with economic and environmental challenges. For example, the study looked into the lives of salt pan workers in Jodhpur who prioritize their children's nutrition despite financial hardships. They ensure that their children never go hungry, even if it means offering biscuits or bread-milk. It suggested that while government initiatives provide the necessary framework and resources, real change happens when communities take ownership of these programmes and adapt them to their local contexts. To enhance the effectiveness of nutritional interventions for pregnant women and children under five, several key recommendations emerge from the study. First, there is a critical need to strengthen the role of ASHA and Anganwadi workers, who are often the primary source of health information in many communities. By providing these workers with advanced training that equips them to offer tailored advice based on the specific socio-cultural and economic contexts of the families they serve, the reach and impact of nutritional programs can be significantly increased. Subsidies for essential complementary foods are another vital measure to address the financial barriers that many families face. These subsidies would ensure that even in economically disadvantaged households, children receive the necessary nutrients during crucial developmental stages, the study recommended. Additionally, promoting a blend of legacy knowledge with modern nutritional insights can lead to more culturally acceptable and effective practices. Health education programs that respect and incorporate local beliefs while introducing scientifically backed practices are likely to be more successful in achieving sustainable behavioral change. Support for maternal health is also paramount. Implementing programs that provide additional food or rest for pregnant women, particularly during the last trimester, can have a positive impact on both maternal and child health outcomes. These programs should be designed with an understanding of local familial structures and dynamics, ensuring that they are accessible and acceptable within the community. Community-based nutritional programs should be developed to emphasize the importance of child nutrition and encourage collective action. Workshops and informational sessions led by trusted community members or healthcare professionals can play a crucial role in disseminating knowledge and encouraging healthy practices. Finally, improving access to fresh and nutritious food, particularly in remote or economically disadvantaged areas, is essential. This could involve initiatives such as creating community gardens, improving market access, or providing transportation subsidies to reach markets with a wider variety of foods.

An unemployed mother-in-law can bring down the employability of a married woman and vice-versa, according to the ‘State of Working India 2023’ report by <keyword id="125797" type="General" weightage="80" keywordseo="azim-premji-university" source="Orion">Azim Premji University</keyword>. Proving that there is an inter-generational effect on gender norms, the report says that a married woman living in a household with an unemployed mother-in-law is less likely to be employed — 20% less likelihood in urban areas, and 30% in rural areas. This is in comparison to households without a mother-in-law. “However, if the mother-in-law was present and employed herself, this is associated with a higher likelihood of women’s participation to the extent of 50% (rural) to 70% (urban) more than households with no mother-in-law present,” the report released on Wednesday said. For married women especially, the husband’s salary is seen to have a direct impact. The report finds that husband’s income has a U-shaped effect on women’s employability. “A common gender norm is the “male breadwinner” norm, i.e. husbands are considered the primary earners with wives contributing to household income only if necessary,” the report says. In households where the husband’s earnings are high, the probability of the wife being employed is low, controlling for individual and household factors. But it’s not a straight line. After the husband's salary crosses ₹40,000 per month, women’s employability increases, especially in urban areas. “This U-shaped pattern could result from a change in norms with rising incomes or it could also be due to the fact that such husbands are matched with higher educated wives who have preferences as well as opportunities to access better paid work,” the report says. What’s the price of a job? In the case of rural women, marriage and motherhood only improves their employment. However, that’s associated with the fact that they turn into contributing family workers in agricultural work or find or find self-employment. “Thus, for women in the informal economy, rather than a marriage or motherhood penalty for employment, we find the reverse. But the absence of a penalty may not be a positive outcome since it likely reflects a compulsion to work for subsistence,” says the report. But are women happier with more employability? There is no straight answer for this question as well because there is data to show that districts that report high rates of working women also show women saying that they make their own healthcare decisions, own large assets or meet relatives. Yet, independence comes with a painful price for working women – as districts with higher percentages of women with paid working jobs also report higher domestic violence. “The suggested mechanism is that working women are more likely to face partner violence due to challenging of established gender norms,” the report says.

Saas, bahu aur naukri: The inter-generational effect on gender norms

The <keyword id="6354872" type="General" weightage="100" keywordseo="economic-survey" source="Orion">Economic Survey</keyword>, which was tabled earlier today by Finance Minister <keyword id="129243" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="Orion">Nirmala Sitharaman</keyword> estimated that in 2022-23, India's total workforce stood at nearly 56.5 crore. However, as data from the recent Periodic Labor Force Survey (PLFS) notes, their distribution is highly skewed, with over 45% of them engaged in agriculture, followed by 28.9% in services, 13% in construction, and 11.4% in manufacturing. At the same time, while the agriculture sector has grown at about 4.18% at constant prices over the last 5 years, India's service sector is estimated to have grown by around 7.6% in just the last financial year, as provisional estimates suggest. As such, the continued dominance of the agriculture sector as an employer, particularly when it comes to women, is concerning, especially as India's service sector, which contributes about 55% to the total size of economy, demands increasingly more workers, who possess specific, focused skill sets (think blockchain, AI, machine learning, 3D printing, web development and more). <h2>Encouraging trends</h2>The unemployment rate amongst youth, or those aged between 15-29 has come down sharply to 10% in 2022-23, from 17.8% in 2017-18. Nearly 75% of all new subscribers on EPFO payroll, a gauge for formal employment generation, are aged between 18 and 28. But while our economy keeps pace with employing young population, a staggering 57.3% of this workforce is self-employed, while another 18.3% work as unpaid laborers in households. The most prominent participant in both these categories happen to be women. As for regular wage or salaried workers, they constitute merely 20.9% of the workforce. Casual labor, characterized by sporadic, intermittent terms of employment, makes up for 21.8% of the workforce. Its not as if female labor workforce participation (FLFPR) is dwindling. In fact, as the survey notes, it has been rising for the last 6 years, with rural FLFPR inching up by 16.9 percentage points between 2017-18 and 2022-23. But the same rise is not to be seen in urban FLFPR, which inched up a meagre 5% to 25.4% in 2022-23. Pan-India, women participation in workforce jumped to 37%, largely driven by the thrust in rural FLFPR. The growth in terms of wages per worker in rural areas between FY15-22 was also higher in rural areas at 6.9%, as compared to 6.1% in urban areas. So, what can be done to rationalize this lopsidedness in employment? <h2>Developing the care economy </h2>In order to cater to the requirements of the growing workforce, the survey estimated that India will have to annually generate around 78.5 lakh non-farm jobs annually till 2030. And with India's care needs set to grow significantly in the next 25 years, it is time to develop India's care economy. Consider this-by 2050, the population of those aged between 0-14 years will decline to 18%, or 30 crore people, while those aged above 60 will swell to 20.8%, or a massive 34.7 crore person. Both these segments will need considerable care, which is currently an unpaid job both employed and unemployed women already undertake. Per NSO’s time use statistics for 2019, working-age women in India spend 5.6 hours per day on unpaid work, as opposed to just 30 mins for men. Even employed women end up spending 6x more time on unpaid care, compared to their male counterparts. As it is, studies notes that an additional hour of caregiving per day reduces women’s labor market participation by 20 percentage points, while having no effect on men. A recent report by CII pegged the economic value of women's unpaid domestic and care work to be a staggering 15-17% of GDP. As it is, care economy is one of the fastest growing sectors, expected to generate around 475 million jobs globally. In India, an investment of just 2% of GDP could lead to 11 million new jobs, 70% of which will go to women, accelerating their participation in labor force, the survey revealed. As such, developing India's care economy, both for catering to its young and silver dividend, will become a cornerstone for employment related policies in the times to come.

Economic Survey 2023-24: Where does India stand on the employment, and what's next?

The Narendra Modi government on Thursday increased the <keyword id="151047" type="General" weightage="100" keywordseo="rural-development-ministry" source="Orion">rural development ministry</keyword>'s budget to Rs 1.77 lakh crore for 2024-25 from last year's Rs 1.57 lakh crore, an increase of around 12%. However, when compared to the revised estimates, a mid-year review of expenditure done by the ministry that stood at Rs 1.71 lakh crore, the increase is 3%. In the interim budget presented in Parliament by Finance Minister <keyword id="19916618" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="keywords">Nirmala Sitharaman</keyword>, the allocation for the flagship Mahatma Gandhi National Rural Employment Guarantee Scheme for 2024-25 was Rs 86,000 crore, around 43% more than Rs 60,000 crore made in the last budget. However, the revised estimate shows the expenditure on the scheme in the last financial year was Rs 86,000 crore, same as the allocation made for the coming fiscal. In 2022-23, the government had allocated Rs 73,000 crore for the scheme, while the actual expenditure, according to that year's budget document, was Rs 90,805 crore. In 2021-22, Rs 73,000 crore was allocated to the scheme under the rural development ministry, while Rs 98,467.85 crore was the actual expenditure. In 2020-21, Rs 1.11 lakh crore was spent on the scheme, according to budget documents. The scheme provides guaranteed 100 days of wage employment in a financial year to at least one member of every household whose adult members volunteer to do unskilled manual work. It also earmarks at least one-third of jobs for women. In her pre-election budget, Finance Minister Sitharaman also announced that another two crore houses will be constructed under the Pradhan Mantri Awas Yojana-Gramin in the next five years. The allocation for the scheme was Rs 54,500 crore in the budget presented. In 2023-24, Rs 54,487 crore was provided for the PMAY(G). However, the revised estimate stands at Rs 32,000 crore, around 41% of the allocated amount. Sitharaman also announced that the target for creating '<keyword id="20414665" type="General" weightage="20" keywordseo="lakhpati-didis" source="keywords">Lakhpati Didis</keyword>' has been increased from two crores to three crores. Under the 'Lakhpati Didi' initiative, which comes under DAY-NRLM, each self-help group (SHG) household is encouraged to take up multiple livelihood activities coupled with value chain interventions, resulting in a sustainable income of Rs 1 lakh or more per year. The allocation for the National Livelihood Mission-Ajeevika was Rs 15,047 crore, around six% more than last year's Rs 14,129.17 crore. The revised estimate for the scheme also stands at Rs 14,129.17 crore. The allocation for the Pradhan Mantri Gram Sadak Yojna has come down. The allocation in this budget for 2024-25 was Rs 12,000 crore against Rs 19,000 crore last time. The expenditure according to the revised estimate was Rs 17,000 crore.

A rural Kansas county wants remote workers to move there. It's giving new residents $4,500 cash, an internet stipend, and fresh eggs.

Joblessness or unemployment rate is defined as the percentage of unemployed persons in the labour force. Considering the importance of the availability of labour force data at more frequent time intervals, the NSSO launched the Periodic Labour Force Survey (PLFS) in April 2017. The reference period here is from July 2022 to June 2023. The Unemployment Rate (UR) in usual status for persons of age 15 years and above at the all-India level came down to 3.2% in 2022-23 from 4.1% in 2021-22. The UR was 4.2% in 2020-21, 4.8% in 2019-20, 5.8% in 2018-19 and 6% in 2017-18, showed the PLFS data released on Monday. The usual status means that the employment (status of a person) is determined based on the reference period of 365 days preceding the date of the survey. The statement on the data said that 2022-23 refers to the period of July 2022 to June 2023 and likewise for 2021-22, 2020-21, 2019-20, 2018-19 and 2017-18. "In rural areas, UR decreased from 5.3% in 2017-18 to 2.4% in 2022-23 while for urban areas it decreased from 7.7% to 5.4%. The UR for male in India decreased from 6.1% in 2017-18 to 3.3% in 2022-23 and corresponding decrease in UR for females was from 5.6% to 2.9%," it stated. The survey also showed that the Labour Force Participation Rate (LFPR) in usual status for persons of age 15 years and above increased to 57.9% from 49.8% in 2017-18. The LFPR is defined as the percentage of persons in the labour force -- working or seeking or available for work -- in the population. "In rural areas, LFPR increased from 50.7% in 2017-18 to 60.8% in 2022-23 while for urban areas it increased from 47.6% to 50.4%. The LFPR for male in India increased from 75.8% in 2017-18 to 78.5% in 2022-23 and corresponding increase in LFPR for female was from 23.3% to 37.0%," it stated. The Worker Population Ratio (WPR) in usual status (ps+ss) for persons of age 15 years and above also increased to 56% in 2022-23 from 46.8% in 2017-18. The WPR is defined as the percentage of employed persons in the population. "In rural areas, WPR increased from 48.1% in 2017-18 to 59.4% in 2022-23 while for urban areas it increased from 43.9% to 47.7%. The WPR for male in India increased from 71.2% in 2017-18 to 76.0% in 2022-23 and the corresponding increase in WPR for female was from 22.0% to 35.9%," it stated. Five Annual Reports are brought out on the basis of the data collected in PLFS during July 2017-June 2018, July 2018-June 2019, July 2019-June 2020, July 2020-June 2021 and July 2021-June 2022. Now the sixth annual report has been brought out by the NSSO on the basis of the Periodic Labour Force Survey conducted during July 2022-June 2023. "The field work for the collection of information in respect of the samples, allotted for the period of July 2022-June 2023, was completed timely for the first visit as well as revisit samples, except for 51 first visit and 68 revisit FSUs for the state of Manipur, allotted in the last quarter, April-June 2023, which were treated as casualties, due to disturbed field situation and unavailability of internet services," the report said. India's unemployment rate dips to a six-year low; rural areas report improvement

NEW DELHI: Some of the essential services related to banking, transportation, railways and electricity are likely to be impacted during a two-day nationwide strike called by a joint forum of central trade unions beginning Monday. Talking to PTI, All Indian Trade Union Congress General Secretary <keyword id="366518" type="General" weightage="20" keywordseo="amarjeet-kaur" source="Orion">Amarjeet Kaur</keyword> said, "We are expecting participation of over 20 crore formal and informal workers with mass mobilisation of workers across the country during the strike on March 28 and 29 to protest against government policies." She said that the strike is expected to hit the rural parts also, where informal workers of farming and other sectors will join the protest. The strike notices were given by workers' unions of various sectors such as coal, steel, oil, telecom, postal, income tax, copper, banks and insurance. Unions in railways and defence sector will carry out mass mobilization in support of the strike at several places, the joint forum said. The unions' demands include scrapping of the proposed changes in labour laws, privatisation of any form and the national monetisation pipeline. Increased allocation of wages under MNREGA (<keyword id="1194612" type="General" weightage="20" keywordseo="mahatma-gandhi-rural-employment-guarantee-act" source="Orion">Mahatma Gandhi Rural Employment Guarantee Act</keyword>) and regularisation of contract workers are also part of their demands. Workers of roadways, transport and electricity departments have also decided to join the strike in spite of the impending threat of ESMA (Essential Services Maintenance Act) which is likely to be imposed in Haryana and Chandigarh, the joint forum said in a statement. Trade unions, including INTUC, AITUC, HMS, CITU, AIUTUC, TUCC, SEWA, AICCTU, LPF and UTUC are part of the joint forum. Meanwhile, the <keyword id="6375040" type="General" weightage="20" keywordseo="power-ministry" source="Orion">power ministry</keyword> on Sunday advised all the state-run utilities and other agencies to be on high alert and ensure round-the-clock electricity supply and stability of the national grid. "The Centre of Indian Trade Unions (CITU) have called for a nationwide strike with effect from 06:00 hrs of March 28 to 06:00 hrs of March 30, 2022," an advisory issued by the power ministry said. The advisory has been issued to all states, central public sector undertakings, central electricity authority, national load dispatch centre and regional load dispatch centres. In the interest of the consumers of electricity, it is advised that all the power utilities shall take necessary measures to ensure round-the-clock functioning of the electricity grid and availability of all plants, transmission lines and substations, the ministry said, adding that all regional/state control room executives should be vigilant and on high alert. The ministry also suggested measures to be taken to ensure secure and reliable grid operations. Shutdown activities planned during March 28-29 may be rescheduled to suitable future dates to the extent possible, it said and asked all concerned officials to ensure close supervision of their regional network/control area. Also, manpower may be deployed at all critical sub-stations/power station 24X7 to handle any emergency situation, it said. Power supply to those engaged in essential services such as hospitals, defence, and railways must be ensured, it added and suggested setting up of a 24x7 control room for information dissemination and handling any kind of contingency. Bank employees' unions said they will support the strike. Bank employees also demand speedy recovey of bad loans, higher deposit rates by banks, lower service charges on customers as well as restoration of old pension scheme for staff. A number of public sector banks, including country's largest lender SBI, have said that their services may get impacted to a limited extent due to the strike. SBI said it has made necessary arrangements to ensure normal functioning in its branches and offices during the strike. "It is likely that work at our bank may be impacted, to a limited extent, by the strike," SBI said.
