United Nations, India is "deeply troubled" by the conflict in Gaza that has raged on for nearly five months now, the country's envoy to the UN has said, asserting that the loss of civilian lives and the resulting humanitarian crisis is "clearly unacceptable". India's Permanent Representative to the UN Ambassador, <keyword id="19898338" type="General" weightage="20" keywordseo="ruchira-kamboj" source="keywords">Ruchira Kamboj</keyword>, said this while addressing a UN General Assembly meeting on the 'Use of Veto' on Monday. "The ongoing conflict between Israel and Hamas has led to large scale loss of civilian lives, especially women and children....this has also resulted in an alarming humanitarian crisis. This is clearly unacceptable," Kamboj told the UNGA. She said that India has been "deeply troubled by the conflict in Gaza that has been raging for nearly five months now." "The humanitarian crisis has deepened, and the region and beyond have seen rising instability," India's top diplomat to the UN said. The General Assembly held the plenary debate on the 'Use of the veto' after the US cast a veto in the UN Security Council last month, leading to the failure of the Council to adopt a resolution calling for a humanitarian ceasefire in the Gaza war. Kamboj told the UNGA that India's position on the conflict has been clear, and New Delhi has strongly condemned the deaths of civilians in the conflict. "It is critical to prevent further escalation of violence and hostilities. It is imperative to avoid the loss of civilian lives in any conflict situation," she said. Kamboj underlined that humanitarian aid to the people of Gaza must be scaled up immediately to avert a further deterioration in the situation. She urged all parties to come together in this endeavour and welcomed the efforts of the UN and the international community. "India has provided humanitarian aid to the people of Palestine and will continue to do so," she said. Kamboj said India is cognizant of the fact that the immediate trigger of the conflict was the terror attacks in Israel on October 7, which were "shocking and deserve our unequivocal condemnation. "India has a longstanding and uncompromising position against terrorism in all its forms and manifestations. There can be no justifications for terrorism and hostage-taking. We demand the immediate and unconditional release of all hostages," she said. India has repeatedly emphasised that only a two-state solution, achieved through direct and meaningful negotiations between both sides on final status issues, will deliver an enduring peace. "India is committed to supporting a two-state solution where the Palestinian people are able to live freely in an independent country within secure borders, with due regard to the security needs of Israel," Kamboj said. To arrive at a lasting solution, India urged for immediate de-escalation, eschewing violence, the release of all hostages, avoiding provocative and escalatory actions, and working towards creating conditions for an early resumption of direct peace negotiations. Separately, addressing a special meeting of the General Assembly on the <keyword id="20359702" type="General" weightage="20" keywordseo="united-nations-relief-and-works-agency" source="keywords">United Nations Relief and Works Agency</keyword> for Palestine Refugees in the Near East (<keyword id="19970301" type="General" weightage="20" keywordseo="unrwa" source="keywords">UNRWA</keyword>), Kamboj said that recent allegations that some employees of the agency may have been involved in the October 7 Hamas terrorist attack on Israel are a "matter of serious concern. Noting the constitution of an independent review group led by the former Foreign Minister of France Catherine Colonna to go into the working of the UNRWA, Kamboj said India looks forward to getting these reports. "We have noted that the Secretary-General has announced a time-bound investigation into all such allegations," Kamboj said. UN Secretary-General <keyword id="19962050" type="General" weightage="20" keywordseo="antonio-guterres" source="keywords">Antonio Guterres</keyword> was "horrified" by the "extremely serious allegations" which implicate several UNRWA staff members in the terror attacks of October 7 in Israel. In consultation with UNRWA Commissioner-General <keyword id="20355646" type="General" weightage="20" keywordseo="philippe-lazzarini" source="keywords">Philippe Lazzarini</keyword>, the Secretary-General appointed an independent Review Group to assess whether the agency was doing everything within its power to ensure neutrality and to respond to allegations of serious breaches when they are made. The UN has said it is taking swift action following the allegations, and an investigation by the UN's Office of Internal Oversight Services (OIOS) was immediately activated. Kamboj said that the ongoing conflict between Israel and Hamas has led to large-scale loss of civilian lives, especially women and children, and has resulted in an alarming humanitarian crisis. She said that India has provided humanitarian aid to the people of Palestine and will continue to do so. "We are also positively considering specific requests from the UNRWA for assistance in kind. We urge utmost diligence in the utilisation of this assistance," she said. As a mark of solidarity with the Palestinian refugees, Kamboj said India enhanced its annual contribution to the agency from USD 1.25 million to USD 5 million in 2018. Since then, India has been making this contribution to the agency annually, supporting the agency's core programmes and services, including education, healthcare, relief, and social services provided to Palestinian refugees.

Addressing a <keyword id="45167" type="General" weightage="50" keywordseo="unsc" source="Orion">UNSC</keyword> debate on October 20, India's permanent ambassador at the UN, <keyword id="1144697" type="General" weightage="50" keywordseo="ruchira-kamboj" source="Orion">Ruchira Kamboj</keyword> called for reforms to the world body overcome the crisis of 'credibility'. Unless we undertake comprehensive reforms and get this house in order, we will continue to face a continuing crisis of credibility. The New Orientation for Reformed Multilateralism, which we advocate, flows from the idea that there cannot be genuine solidarity without trust," <keyword id="940161" type="General" weightage="80" keywordseo="kamboj" source="Orion">Kamboj</keyword> said. She emphasised that the majority of Global South supports the idea of expansion in both categories of its membership. Ambassador Kamboj stated, "An overwhelming majority of countries from the Global South, Mr. President, share our conviction that a reform of the UN architecture is no more a question of why, but when and how soon. The opportunity provided by the Summit of the Future next year should drive us towards change in the direction of a reformed multilateralism, including through the expansion of the Security Council, in both categories of its membership." She further mentioned that at a time when the world faces a lot of challenges and called for addressing the issue of rebuilding trust. She said, "Today when the world is confronted with multiple challenges, it is important for us to have an honest conversation on how to rebuild trust in multilateral institutions and, in this regard too, the discussion that Brazil has organized is timely. Kamboj earlier congratulated the Brazilian delegation, on their Presidency of the Council. Brazil will hold the <keyword id="138690" type="General" weightage="50" keywordseo="united-nations-security-council" source="Orion">United Nations Security Council</keyword> (UNSC) presidency during the month of October. "UN Charter calls for resolution of any dispute through negotiations. Where there are bilateral agreements on ways to resolve any pending dispute between parties, the best way forward would be for the international community to recognize the existence of such means and encourage the same. We have seen several examples in the past where bilateral discussions and regional and sub-regional mechanisms have been more effective in achieving mutually acceptable solutions to resolve disputes," Kamboj said. India also welcomed the idea of resolving disputes through discussion. India said, "UN Charter calls for resolution of any dispute through negotiations. UNSC facing "crisis of credibility," says India in renewed call for reform

India advocates for the resumption of direct negotiations towards establishing a sovereign, independent and viable state of Palestine living within secure and recognised borders side by side at peace with <keyword id="6355882" type="General" weightage="80" keywordseo="israel" source="Orion">Israel</keyword>, India's Permanent Representative to the United Nations, <keyword id="1144697" type="General" weightage="60" keywordseo="ruchira-kamboj" source="Orion">Ruchira Kamboj</keyword> said at the United Nations General Assembly. Speaking at the United Nations General Assembly informal discussions on the humanitarian situation in Palestine on Monday, Kamboj said, "India's consistent position of achieving a just, peaceful and lasting solution to the Israel-Palestine issue. India has always advocated the resumption of direct negotiations towards establishing a sovereign, independent and viable state of Palestine living within secure and recognised borders side by side at peace with Israel." Kamboj, welcoming the international efforts to ensure further de-escalation of the conflict, also affirmed that India opposes terrorism in all its forms and manifestations and is clearly against violence. She said, "India welcomes all efforts by the international community that strive towards a de-escalation of the conflict and enables the delivery of urgent humanitarian assistance to the people of Palestine." She added, "The message from our leaders has been clear and consistent - we are firmly opposed to terrorism in all its forms and manifestations, clearly against violence and are on the side of adherence to international humanitarian law and ensuring that further escalation is prevented, humanitarian aid delivery continues, all hostages are released unconditionally and all parties work towards an early restoration of peace and stability. Towards this, we also welcome efforts for humanitarian pauses." Kamboj highlighted that India has already delivered 70 tonnes of disaster relief materials, including medicines and medical supplies, to the people of Palestine. She stated, "We are also firm in our commitment to provide humanitarian aid to the people of Palestine and have already delivered 70 tonnes of disaster relief materials including 17 tonnes of medicines and medical supplies in two tranches and our humanitarian support continues. Similarly, India continues to play an active role as Member of the Advisory Commission of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA)." Israel announced war against Hamas after it launched attack on Israel on October 7 and killed about 1,200 people, mostly civilians, with around 240 people taken hostage, according to Israeli officials. Meanwhile, amid the ongoing situation in Gaza, South African President Cyril Ramaphosa will host the BRICS groups of nations to convene a virtual BRICS Extraordinary Joint Meeting on Monday, the South African President Office said. In a major development, United Nations Secretary General Antonio Guterres will also participate in the virtual meeting. As per the press statement, in the meeting, the South African President will deliver an opening speech, followed by speeches from invited states and members on the current humanitarian crisis in Gaza. Later in the meeting, a joint statement on the situation in the Middle East with particular reference to Gaza will be adopted. Leaders of BRICS countries, Brazil, Russia, India and China--will join the virtual Extraordinary Meeting with invited BRICS leaders of Saudi Arabia, Argentina, Egypt, Ethiopia, Iran and the United Arab Emirates, said the press statement.

The resolution was, anyhow, adopted as 28 countries supported the draft Resolution, while 17 countries abstained including India and only 2 countries were against this. It is pertinent to mention that China is one of the countries that were against the resolution. She made the statement after India abstained from voting on a resolution in the United Nations General Assembly (UNGA) on the need to reach a comprehensive, just and lasting peace in Ukraine. "India remains steadfastly committed to multilateralism and upholds the principles of the UN Charter. We will always call for dialogue and diplomacy as the only viable way out. While we take note of the stated objective of today's Resolution, given its inherent limitations in reaching our desired goal of securing a lasting peace, we are constrained to abstain," Kamboj said. Kamboj added that India's approach to the Ukraine conflict will continue to be people-centric. She stated that India continues to provide both humanitarian assistance to Ukraine and economic support to neighbours in the Global South. She noted that reports from the ground reveal a complex scenario, with the conflict between the two nations intensifying on several fronts. Notably, 141 nations voted in favour of the resolution, while 32, including China and India, abstained, and seven voted against it at the UNGA. "India's approach to the Ukraine conflict will continue to be people-centric. We are providing both humanitarian assistance to Ukraine and economic support to some of our neighbours in the Global South under economic distress, even as they stare at the escalating costs of food, fuel, and of fertilizers, which has been a consequential fallout of the ongoing conflict," Kamboj said. "The overall objective of today's Resolution seeking a comprehensive, just and lasting peace in line with the UN Charter is understandable. We also note the emphasis on increasing support by member states for diplomatic efforts to achieve peace, as well as support for the Secretary General's efforts to promote a comprehensive, just, and lasting peace in Ukraine. However, reports from the ground portray a complex scenario, with the conflict intensifying on several fronts," India's permanent envoy to the UN added. Kamboj stated further that India remains concerned over the situation in Ukraine as the conflict has resulted in the loss of countless lives, with millions being rendered homeless. India abstains from vote on resolution extending investigation into Ukraine war

<keyword id="6355311" type="General" weightage="100" keywordseo="japan" source="Orion">Japan</keyword>'s <keyword id="46535" type="General" weightage="80" keywordseo="health-ministry" source="Orion">health ministry</keyword> has approved the use of a smallpox vaccine believed to be effective against monkeypox. The smallpox vaccine approved by the ministry is thought to be 85 per cent effective against monkeypox, health officials said. The move came after Japan confirmed two cases of the disease in late July in men in their 30s, who had both travelled overseas, and the government announced preemptive measures to prevent the spread of the disease. As for treatment, the health ministry is looking into a medication called tecovirimat, which is an oral medication also used to treat smallpox, <keyword id="106387" type="General" weightage="50" keywordseo="xinhua-news-agency" source="Orion">Xinhua news agency</keyword> reported. Symptoms of the tropical disease, spread through close physical contact, are similar to those of smallpox and include fever, extensive rashes, skin lesions and swollen lymph nodes, following an incubation period of five to 21 days, health officials here said. The health ministry also said it is creating a system whereby local health authorities will be able to test for monkeypox and is urging further domestic cases of the disease to be promptly reported. Whether to provide vaccinations for medical staff, laboratory personnel and health centre workers requesting to be vaccinated will also be discussed by officials, the ministry said. The <keyword id="6356311" type="General" weightage="50" keywordseo="world-health-organisation" source="Orion">World Health Organisation</keyword> has declared monkeypox a global health emergency amid a global outbreak of the disease. As for Japan's supply of the smallpox vaccine, the ministry said it is currently sufficient. A task force to deal with the outbreak of monkeypox has been formed in Japan. Japan approves smallpox vaccine to prevent monkeypox

The World Heritage Committee announced some good news for India. This year, UNESCO put 12 new sites on the World Heritage List out of which three were from India. 
 
This is the first time when any country got three sites included in the World Heritage List in a single session of the committee meeting which was held in Turkey's Istanbul city. 
 
Now, Khangchendzonga National Park (KNP) in Sikkim, Nalanda University in Bihar and The Capitol Complex in Chandigarh are in World Heritage Sites list. 
 
"Much awaited dream come true. CapitolComplex of Chandigarh now a WorldHeritage site. Thanks @UNESCO @RuchiraKamboj," India's Culture Ministry tweeted. 
 
Ruchira Kamboj is India's Ambassador to United Nations Educational, Scientific and Cultural Organisation (UNESCO). 
 
"Khangchendzonga National Park of India is now a WorldHeritage site. Thank you @UNESCO @IrinaBokova," it said in another tweet, tagging UNESCO Director-General Irina Bokova.
