The president's team said the debates had become too unruly and were scheduled too late in the calendar. Trump and Biden then quickly agreed on the CNN debate and another contest in September, operating without any help from the commission. The pair haven't agreed to a third debate. "The tragedy of where we are today is it didn't have to be this bad."His strategy, he added, would include deploying rapid diagnostic tests, ramping up the domestic production of medical supplies and protective equipment, delivering resources to schools so they can safely reopen, and instituting a national mandate to wear masks.Some of those are longer-term goals, but public-health experts say there are things a new administration could do on day one to alter the course of the pandemic.We asked six experts — including scholars from Vanderbilt, Harvard, and Johns Hopkins University — to set an agenda for Biden and his running mate, California Sen. Kamala Harris, on their first day in office should they win. Here's what they came up with.<h2>1. Give the CDC its authority back</h2>Almost every expert mentioned the same priority: restoring the authority of the Centers for Disease Control and Prevention, which is headquartered in Atlanta. "Get it the heck out of Washington, for Pete's sake," Dr. William Schaffner, a professor of preventive medicine and infectious diseases at Vanderbilt University Medical Center, told Business Insider. "Washington is politics. Atlanta CDC is nonpartisan public health."Dr. Amesh Adalja, a senior scholar at the Johns Hopkins University Center for Health Security, said the CDC should be able to develop plans of action that aren't clouded by fears of how things will be perceived by the White House."The first course of action is to restore the CDC to its place leading this response and to remove politics from the response completely," he told Business Insider. "We have the structure to deal with this. It's just that that structure has been sidelined from the very beginning."In May, a CDC official <a href="https://apnews.com/7a00d5fba3249e573d2ead4bd323a4d4">told the Associated Press</a> that the White House had ignored the agency's guidelines for reopening public places in favor of a more aggressive reopening strategy.Under a new administration, Adalja said, the CDC should only have one question in mind: "Is this true?" rather than "Does the president approve of this?"<div type="image" title="Trump, CDC" height="1588" width="2000" msid="77574660" hostid="261"></div><h2>2. Institute daily press briefings</h2>If elected, Biden has said, he intends to <a href="https://joebiden.com/beat-covid19/#">place one of his first calls</a> to Dr. Anthony Fauci, the director of the National Institute of Allergy and Infectious Diseases. Multiple experts said a Biden-Harris administration should put Fauci in front of the public on day one."They need to get the public-health leadership — Tony Fauci, Deborah Birx, and Robert Redfield — up on a podium and say that they are going to put the public-health people in charge," Schaffner said. (Birx is the current coordinator of the White House coronavirus task force. Redfield directs the CDC.)During past infectious-disease emergencies — Zika, Ebola, and H1N1 — the CDC held regular press conferences to inform people about changes to the public-health response. But CDC coronavirus briefings were abruptly discontinued in March after Dr. Nancy Messonnier, director of the agency's National Center for Immunization and Respiratory Diseases, warned that the virus would inevitably spread throughout the US. The CDC resumed briefings at the end of May after a nearly three-month hiatus. But experts say they'd still prefer these briefings to happen more often: once a day."This is a public-health crisis that needs to be led by public-health experts," Dr. Leana Wen, a public-health professor at George Washington University who previously served as Baltimore's Health Commissioner, said. "They need to stop muzzling scientists and start daily briefings to the public about what is going on."Bill Gates <a href="https://www.businessinsider.com/bill-gates-what-joe-biden-should-do-if-elected-2020-7">voiced a similar opinion</a> to Business Insider last month."You really have to view the pandemic as a problem that you're willing to talk about," Gates said. "Willing to admit we've made some mistakes, and that we're going to keep learning, and let the voice of the CDC and experts like Dr. Fauci not be restricted, in terms of allowing them to speak to the public, and not be drowned out by whatever treatments you have a personal thought about."Biden said on Thursday that he plans to "take the muzzle off our experts so the public gets the information they need and deserve."<h2>3. Mandate universal mask-wearing</h2>During their first public address under a Biden-Harris administration, Fauci and his fellow experts should <a href="https://www.businessinsider.com/face-masks-effective-in-protecting-against-coronavirus-2020-6">issue a universal mask mandate</a>, Schaffner said. Research shows that face masks can <a href="https://www.businessinsider.com/face-masks-effective-in-protecting-against-coronavirus-2020-6">prevent coronavirus transmission</a>.In <a href="https://www.businessinsider.com/cdc-director-universal-masking-could-control-virus-in-weeks-2020-7">a July editorial</a> published in the Journal of the American Medical Association, Redfield suggested that the universal adoption of face masks could <a href="https://www.businessinsider.com/cdc-director-robert-redfield-deadly-coronavirus-surge-fall-winter-2020-7">bring the US's outbreak under control</a> in as little as four weeks based on case numbers and transmission rates at that time. A <a href="https://covid19.healthdata.org/united-states-of-america">model from the University of Washington</a>, meanwhile, predicts that the US could prevent nearly 67,000 coronavirus deaths by December if 95% of the population were to wear face masks in public.The CDC currently recommends face masks for the public, but mask mandates aren't consistent across states or counties. In the absence of a unified national policy, <a href="https://www.businessinsider.com/not-wearing-mask-becomes-stronghold-for-class-losing-power-analysis-2020-8">masks have turned into a political statement</a>."This also goes back to this attack on expertise," Adalja said. "I would suspect that this could be handled better by any administration than the one currently."Experts say there are ways to get the entire country on board with masks."You would get some religious leaders backing it, some major business corporation leaders all up on the podium, all singing the same song," Schaffner said. "They need to address the fact that this is not politics. This is real and coronavirus is not disappearing." In his speech on Thursday, Biden pledged to institute a national mask mandate "not as a burden, but as a patriotic duty to protect one another."<div type="image" title="Fauci mask coronavirus testimony" height="1667" width="2500" msid="77574663" hostid="261"></div><h2>4. Ramp up testing</h2>The US is already testing more people per capita than almost any other nation: around 203 daily tests for every 100,000 people. But it also represents a quarter of the world's coronavirus cases — meaning its testing capacity is still relatively limited. By August 13, the <a href="https://www.businessinsider.com/us-coronavirus-testing-decline-shortages-delays-2020-8">weekly average of daily tests</a> was 13% lower than it was at the end of July, according to data from <a href="https://covidtracking.com/">The COVID Tracking Project</a>. "We need robust testing with rapid turnaround to allow contact tracing to work better," Marissa Levine, a public health professor at the University of South Florida, said.A lack of testing makes it hard to identify new cases in time to contain an outbreak. So many experts say a Biden-Harris administration should accelerate the development of at-home diagnostic tests with the same speed as vaccine research."We have dozens of companies that have developed diagnostic tests and many of their applications for approval are sitting at the FDA for weeks and sometimes months," Dr. Ashish Jha, faculty director of the Harvard Global Health Institute, said. "That's unacceptable."<h2>5. Use the Defense Production Act</h2>Experts also hope Biden will more fully utilize the Defense Production Act, which allows the president to require businesses to prioritize the federal government's supply-chain needs. The law also restricts companies from hoarding or price gouging critical supplies.Trump invoked the Defense Production Act for ventilators and N95 masks in April. But experts have called on his administration to use the law far more to ensure there's a steady stream of medical supplies being manufactured, including testing swabs, personal protective gear, and vaccine equipment."We need to secure the supply chain because it's not the vaccine that's going to save lives, it's the vaccination," Wen said. "We cannot be running out of vials and syringes." Invoking the act could also help diagnostic-testing companies ramp up production."What I would like to see is the federal government actually sit down with these companies and say: 'What do you need to go faster than you think you can go?'" Jha said. "They might need help with supply chain. They may need help with capital. The whole point of the Defense Production Act is to do exactly those things."<div type="image" title="US coronavirus test" height="1572" width="2000" msid="77574665" hostid="261"></div><h2>6. Appoint Ron Klain as testing czar</h2>One of Biden's first priorities should be to appoint strong leaders, <a href="https://www.businessinsider.com/bill-gates-what-joe-biden-should-do-if-elected-2020-7">Gates said</a>."There are lots of people who are involved in the global response to Ebola and smallpox and polio, who would love to help out the US bring this thing to a close," he added. A few experts suggested appointing Ron Klain, Biden's chief of staff from 2009 to 2011, as the new White House coronavirus testing czar. Klain coordinated the White House response to the Ebola outbreak in 2014 and 2015."What America needs is an effective federal response — and there is nobody better than Ron at making that happen," Jha said. In July, the current testing czar, Admiral Brett Giroir, <a href="https://www.cnn.com/2020/07/26/politics/brett-giroir-testing-times-coronavirus-cnntv/index.html">told CNN</a> that the government was doing all it could to test people. But he also acknowledged that turnaround times for test results still lagged. Experts hope a new czar could more proactively scale up production and processing."You really need a prominent, nonpartisan national leader who's going to orchestrate this, who will then reach out to testing companies and make sure that their tests become more widely available," Schaffner said.<h2>7. Develop a federal dashboard with live data</h2>In January, researchers at Johns Hopkins University developed a live dashboard to track coronavirus cases. For a while, the tool was one of the sole resources for measuring the scope of the US outbreak. It's still one of the most prominent and widely used.But Wen said the federal government should be publishing its own data — including test positivity rates, contact tracing efforts, and racial demographics — in real time.So far, a lack of federal oversight has led to inconsistencies in how states measure their outbreaks. Some states include positive results from antigen tests (which detect the spiky proteins on the virus' surface) in their case tallies, while others rely solely on standard PCR tests (which detect the virus' genetic material). Different hospitals may also have varying definitions of COVID-19 recoveries and deaths."The Johns Hopkins folks do their best and individual states have varying levels of data collection, but we need a central source that's within the federal government, where they pull in the data that comes from local jurisdictions and states," Wen said.<h2>8. Convene scientific experts to come up with a new response plan</h2>Finally, experts called for a new national strategy led by a panel of scientific experts. "The key will be to rely on scientific understanding, not wishful thinking," <a href="https://www.jhsph.edu/faculty/directory/profile/1781/joshua-m-sharfstein" target="_blank" rel="noopener">Dr. Joshua Sharfstein</a>, a vice dean at the Johns Hopkins Bloomberg School of Public Health, said.Levine said it would be very possible for a Biden-Harris administration to find a way to suppress the virus and boost the economy at the same time."Our big challenge has been that we've pitted the economy against health," Levine added. 6 public-health experts offer a coronavirus agenda for Biden and Harris' first day in office, should they win

<div class="KonaFilter image-container display-table"><div><div class="image on-image">Associated Press/Evan VucciPresident Donald Trump.</div></div></div><ul><li>President Donald Trump's legal team is looking at a 1994 investigation into a Clinton administration official to provide the White House cover in the Russia investigation.</li><li>The case does not have the same fact pattern as the Russia probe, but experts say it still gives the White House negotiating power as Trump's lawyers seek to limit the scope of questioning if Trump sits down for an interview with special counsel Robert Mueller.</li></ul> President Donald Trump's lawyers are using a 1994 independent counsel investigation into a Clinton administration official as a roadmap to limit the scope of questioning in the event that Trump is interviewed by special counsel Robert Mueller, Business Insider has learned.The strategy, which was <a href="https://www.usatoday.com/story/news/politics/2018/01/11/seeking-cover-russia-probe-trump-lawyers-turn-controversial-1994-espy-investigation/1025213001/" target="_blank" rel="noopener">first reported</a> by USA Today, is among a number of options Trump lawyers John Dowd and Jay Sekulow are examining as they prepare for Trump's interview with Mueller. Those include providing written responses to interview questions and submitting an affidavit saying Trump did nothing wrong, in order to avoid having Trump submit to a sit-down with the special counsel.Dowd and Sekulow did not return requests for comment.Trump's team is now leaning on a Clinton-era investigation into former Agriculture Secretary Mike Espy, who served between 1993-94. The independent counsel at the time, Donald Smaltz, charged Espy with 30 corruption counts, alleging that he improperly accepted gifts related to travel and accommodation from businesses and lobbyists. The Clinton administration was at odds with the independent counsel over the scope of and application of executive privilege. An appellate court ultimately ruled in favor of the White House's argument and said presidential privilege applied not only to documents but also to presidential communications and testimony. Espy was forced to resign under an ethical cloud in October.</div></div></div> David Sklansky, a professor of criminal law at Stanford Law School, said the Espy case "may well provide precedent for shielding some communications among President Trump and other White House officials." And Jens David Ohlin, a professor at Cornell Law School, said he wasn't surprised that Trump's lawyers were looking closely at the Espy case. "In one sense it would seem to be helpful to them, because the DC Circuit broadened the presidential communication privilege and upheld it not just for Bill Clinton personally but also for White House advisors working for him," Ohlin said. Both Sklansky and Ohlin noted, however, that the executive privilege precedents established by the Espy case could ultimately hurt more than help Trump's defense. "The Espy case makes clear that executive privilege is limited in important ways," Sklansky said. "The most important of these limitations is that it is only qualified privilege, which means it can be overcome by a showing of specific need by government investigators."Ohlin agreed, noting that the DC circuit court held in the Espy case that the presidential communications privilege "is qualified, not absolute, and can be overcome by an adequate showing of need.""That's clearly a balancing test that inures to the benefit of Mueller," Ohlin said. "And the court said that a prosecutor can demonstrate need by showing that the requested materials contain important evidence that is not available elsewhere. This provides Mueller with a roadmap for a successful argument."Mueller's team has the resources to mount a strong response to Trump's lawyers if they invoke the Espy case as precedent to limit the scope of questioning. Michael Dreeben, a veteran appellate lawyer on the special counsel's team, will likely be spearheading the effort and <a href="http://www.businessinsider.com/lawyers-robert-mueller-hired-for-the-trump-russia-investigation-2017-6/#michael-dreeben-1" target="_blank" rel="noopener">experts say</a> he is one of the few experts in criminal law who's equipped to handle such a case. <h2>Trump's 'greatest risk'</h2>Unlike Clinton in the Espy investigation, moreover, Trump could face criminal liability in the Russia probe.Multiple reports have indicated that Mueller is building an obstruction-of-justice case against Trump based on his decision to <a href="http://www.businessinsider.com/james-comey-fired-fbi-trump-2017-5" target="_blank" rel="noopener">fire FBI director James Comey</a> last May. Comey told Congress last summer that Trump had asked him for his loyalty, and to consider dropping the FBI's case into former national security adviser Michael Flynn.The information relevant to the investigation doesn't deal with Trump "merely being briefed on the criminal liability of a Cabinet member, but rather potential proof of the crime itself," said former federal prosecutor Jeff Cramer."The last thing in the world the White House lawyers want is a wide ranging interview with the special counsel," Cramer said. "There are far too many <a href="http://www.businessinsider.com/trump-james-comey-firing-reasons-2017-5" target="_blank" rel="noopener">contradictory statements</a> out there from Trump about why he fired Comey, if he knew Flynn lied to the FBI, and a host of other relevant issues.""That is a prosecutor's dream interview," he added.Ronald Klain, who served as Vice President Al Gore's top aide in the Clinton White House, said that "nothing about the Epsy case insulates the President from being interviewed.""And given Trump's lack of discipline and focus, that is his greatest risk in terms of interaction with the Special Counsel," Klain said in an email. "Second, it's hard to see how Espy insulates Trump's campaign and prepresidency from scrutiny, and that's where there's risk on conspiracy with Russia and its agents."<div class="KonaFilter image-container display-table"><div><div class="image on-image"><a href="http://www.gettyimages.com/license/696700154">Getty</a></div></div></div>Additionally, Klain noted, whereas the Espy probe "was from a (largely) pre-email era," Trump's communications with his transition team and White House advisers are "probably documented in many places that cannot be protected."In any case, Klain said, "the horse may already be out of the barn. Who knows what Mueller already has right now as the Trump lawyers do their research?"At the very least, experts said, the Espy case could put the White House in a position to negotiate with Mueller. But it remains to be seen whether that would benefit Trump - after the Clinton administration received a grand jury subpoena during the Espy case, the matter dragged on for three more years. Lanny Davis, a former special counsel to Bill Clinton, said the strategy is "not going to work.""No matter how much huffing and puffing Trump's lawyers do, they cannot escape a grand jury-issued subpoena," said Davis, who emphasized that he did not advise Clinton on legal issues related to the grand jury subpoena he was subjected to in the Monica Lewinsky matter. "They either defy it and risk serious criminal risk, or they take the Fifth amendment and appear before the grand jury," Davis added. "So they can fight the grand jury subpoena and buy time, but looking at the precedents established in the Nixon case and by Clinton's lawyers, the chances of success are very small.""Mueller holds all the cards here," Davis said. More than 140 tech leaders agree: 'Trump would be a disaster for innovation'

If healthcare workers had responded faster and in full force in Dallas three weeks ago, they might have prevented two healthcare workers from getting Ebola, CDC director Tom Frieden said in a call with reporters for the first time on Tuesday. 
That might have happened, had there been an "<a href="http://www.businessinsider.com/report-ron-klain-to-be-named-ebola-czar-2014-10">Ebola czar</a>" to spearhead efforts to contain the virus.
As it turns out, we should already have one of those - it's the Surgeon General. The position was created for the express purpose of maintaining public health by <a href="http://www.hhs.gov/news/press/2014pres/09/20140916b.html">coordinating efforts between various national agencies and the states to enforce a uniform public health policy</a>. 
Unfortunately, the man <a href="http://www.businessinsider.com/surgeon-general-nominee-vivek-murthy-vs-the-nra-2014-3">Obama nominated for the job back in November</a> never got confirmed. His nomination was blocked over controversy regarding <a href="https://twitter.com/vivek_murthy/statuses/258393687871074304">his position on gun violence</a>.
For now, CDC Director Tom Frieden has essentially been serving as Ebola czar, though there's no designated person coordinating the public health efforts of the CDC and the <a href="http://directorsblog.nih.gov/2014/10/14/nih-ebola-update-working-toward-treatments-and-vaccines/">research efforts</a> - including experimental vaccines and treatments - of the NIH.
On Friday, <a href="http://www.businessinsider.com/report-ron-klain-to-be-named-ebola-czar-2014-10">President Obama announced</a> he would appoint Vice President Joe Biden's former chief of staff Ron Klain to take on the newly created Ebola Czar role. 
<a href="http://thefederalist.com/2014/10/14/president-obama-already-has-an-ebola-czar-where-is-she/">Also missing in action</a>, at least publicly, is Rear Admiral (RADM) Nicole Lurie, the Department of Health and Human Services' <a href="http://www.hhs.gov/about/foa/osleadership/aspr.html">Assistant Secretary for Preparedness and Response</a>, and the Acting Surgeon General - Rear Admiral (RADM) Boris Lushniak. 
Things might have gone much differently over the last month if our Surgeon General had been in office from the beginning. Here's what that position should be doing in the case of an infectious disease outbreak:
<h3>Domestic Communicator</h3>
The Surgeon General would oversee the <a href="http://www.usphs.gov/" target="_blank">US Public Health Service Commissioned Corps</a>, which include some of the people sent in to <a href="http://www.hhs.gov/news/press/2014pres/09/20140916b.html">track down and contain dangerous viruses like Ebola</a>. He or she would also work closely with US public health agencies like the NIH and the CDC to clearly communicate to the public and to healthcare workers information about new and emerging public health issues, such as Ebola. His or her role would be complex, but critical: Prepare healthcare workers to treat people with the virus while simultaneously educating the public to quell irrational fears about its spread.
Today, the ongoing situation in Texas underscores how important that kind of thoughtful, scientifically sound communication can be. So why isn't it happening? Without a Surgeon General, relaying information about infectious disease falls on the states. This is where the CDC comes in.
The CDC works as a reference center for each state - it provides them with recommendations and guidelines to prepare doctors and nurses to treat patients with Ebola and contain the virus. Unfortunately, the CDC doesn't enforce those recommendations, as Northwestern University Director of the Center for Global Health Robert Murphy <a href="http://www.nytimes.com/2014/10/14/us/dallas-nurse-ebola-patient.html?smid=nytcore-iphone-share&amp;smprod=nytcore-iphone&amp;_r=0">told the New York Times</a> . "It's strictly up to the states as to whether they follow those guidelines or not," said Murphy.
This state-by-state enforcement was a clear problem in Dallas, where despite having more than enough trained staff and equipment, healthcare workers <a href="http://www.businessinsider.com/ebola-patient-sent-home-from-first-hospital-visit-2014-10">failed to properly diagnose and treat their first Ebola patient</a> , Thomas Eric Duncan . He <a href="http://www.businessinsider.com/dallas-ebola-patient-thomas-eric-duncan-has-died-2014-10">died from the virus on Wednesday, Oct. 8</a> . This weekend, the hospital announced that a healthcare worker who treated Duncan was also sick with Ebola <a href="http://www.texashealth.org/news-alert.cfm?id=1629&amp;action=detail&amp;ref=1887">even though she was doing her best to follow all CDC safety precautions</a> while caring for him.
Public misinformation about Ebola has only worsened the situation. Since Thomas Eric Duncan became the first person to be diagnosed with the virus in the US on September 30, <a href="http://www.cdc.gov/media/releases/2014/t1005-ebola-confirmed-case.html">the CDC has received more than 800 calls a day</a> from healthcare workers who suspect a patient has Ebola. Without clear communication about what the virus looks, sounds, and feels like, it's no surprise that most of the public - not to mention some trained doctors and nurses - think every fever, cough, or bloody nose could be Ebola.
<h3>International Liaison</h3>
Four people in the US, including an <a href="http://www.businessinsider.com/nbc-cameraman-ashoka-mukpo-has-ebola-2014-10">NBC videographer</a> and two <a href="http://www.businessinsider.com/dallas-hospital-employee-tests-positive-for-ebola-2014-10">Dallas healthcare workers</a>, remain ill with Ebola. In Spain, a nurse in Madrid who contracted the virus has worsened.
Yet the brunt of Ebola's damage continues to be felt in West Africa, where <a href="http://apps.who.int/iris/bitstream/10665/136020/1/roadmapsitrep_8Oct2014_eng.pdf?ua=1">more than 4,000 have died</a> and more than 8,000 are sick with the virus. While the CDC and the WHO <a href="http://www.businessinsider.com/what-went-wrong-with-ebola-2014-9">could likely have contained the outbreak early on had they acted in full force</a> when Ebola first emerged, both agencies are now simply struggling to keep up with the virus as the number of infected in West Africa <a href="http://www.businessinsider.com/scary-ebola-facts-and-numbers-2014-9">doubles every 30 days</a>.
In all seven countries where Ebola cases have been reported, the health agencies are following the same protocol they've been using for every former Ebola outbreak: <a href="http://www.businessinsider.com/what-scientists-do-when-they-find-ebola-2014-10">contract tracing</a>. The procedure involves tracking down every person who's come into contact with an infected person so the outbreak can't continue to spread unchecked. In West Africa, however, it may be too late for the procedure to work. With so many sick - and so many being <a href="http://www.theguardian.com/world/2014/oct/08/ebola-crisis-world-bank-president-jim-kim-failure">turned away from hospitals to die at home</a> and pass the virus to family - the total number of infected people could climb to <a href="http://www.businessinsider.com/projected-ebola-cases-2014-9">1.4 million by the end of January</a>.
If the Surgeon General led communication between the CDC and the WHO, that person could not only coordinate efforts to send aid to the most affected countries in West Africa, but could also implement airport health screenings and spearhead hospital trainings.
Many of the airport screeners who were dispatched at <a href="http://abc13.com/health/some-airports-to-start-screening-for-ebola/344771/">five US airports last week</a> are supervised by members of the US Public Health Service, the Surgeon General's boots on the ground. In 2003, after meeting with health professionals in California who proposed implementing airport screenings to battle the SARS outbreak (a much less deadly virus than Ebola), then Surgeon General <a href="http://legacy.utsandiego.com/news/science/sars/20030404-1701-health-pneumonia-carmona.html">Richard Carmona decided to give an official go-ahead to the procedure</a>. The same year, the Surgeon General <a href="http://www.hhs.gov/asl/testify/t030409.html">identified several infectious disease quarantine sites</a> where SARS could be contained.
<h3>Why We Have A Surgeon General</h3>
Our most recent Surgeon General, Regina Benjamin, <a href="http://www.msnbc.com/msnbc/the-nra-making-the-ebola-crisis-worse?google_editors_picks=true">says the job serves the critical function</a> of digesting all of the information about a particular public health scenario, such as Ebola, and telling the public what they need to know to stay safe.
The position was initially created in 1798, when President John Adams <a href="http://www.usphs.gov/aboutus/history.aspx">created the Marine Hospital Service</a>. That group's lead doctor was called the Surgeon General. Years later, the MHS became the US Public Health Service, and the Surgeon General began to take on health issues related to immigration, national safety, smoking, and many other public health issues.
Since then, the position has been significantly weakened. In the midst of what is perceived to be a massive public health crisis, however, a Surgeon General could serve a critical role. "Not having [this person] right now, you don't have that face and that person that the American people can identify with as their doctor who's looking out for them on a large scale," <a href="http://www.msnbc.com/msnbc/the-nra-making-the-ebola-crisis-worse">said Benjamin</a>.
