Candidates belonging to non-creamy layer and seeking <keyword id="6361164" type="ORGANIZATION" weightage="20" keywordseo="reservation">reservation</keyword> in central government posts and services will not be required to submit multiple certificates. 
 Instead, job seekers belonging to <keyword id="149007" type="UNKNOWN" weightage="20" keywordseo="Other-Backward-Class">Other Backward Class</keyword> (OBC) will now have to provide self-attested photocopy of such documents. 
 
Presently, candidates seeking reservation in central government posts and services are required to submit a certificate confirming his or her status and also produce non-creamy layer status certificate. 
 
"The appointing authorities would accept production of self-attested photo copy of the non-creamy layer certificate, subject to verification of the original non-creamy layer certificate, as is the practice being followed for verification of other original documents," the Personnel Ministry has proposed. 
 
The non-creamy layer certificate would be applicable to OBC candidates who are covered under income or wealth test criterion. The income limit is decided on the basis of income earned during three previous financial years preceding the year of appointment, the Personnel Ministry has said.

Till two weeks ago, the name Hardik Patel hardly rang any bell. Post the Patidar convention in Gujarat, in just few days, he met political leaders, both from state and national parties. Hardik Patel had arrived on the national scene, big time. 
 The gun-toting 22-year-old youth from Patidar community is now the face of the unrest that has been brewing in Gujarat for quite a while now. The <keyword id="937702" type="UNKNOWN" weightage="100" keywordseo="Patel-community">Patel community</keyword> wants reservation in Other Backward Caste (OBC) category, claiming that their caste has been deprived of the benefits of development in Modi’s Gujarat. 
 In other words, Patidars, who are considered affluent and hold on some major businesses and diamond trade, say they have not tasted the slice of ‘<keyword id="6406658" type="UNKNOWN" weightage="100" keywordseo="Vibrant-Gujarat">vibrant Gujarat</keyword>’. 
 
The huge convention, which took Gujarat by storm, has indicated the most significant tectonic shift in the national politics as well. Analysts and Modi’s detractors are in a hurry to call this a phase where fissures in Modi’s Gujarat have begun to show. 
 But, what most people have refused to see is the fact that this is a politically motivated congregation that has more to do with dissidence than a rightful demand of being included in <keyword id="149006" type="UNKNOWN" weightage="100" keywordseo="OBC-category">OBC category</keyword>. Because, as per the Constitution and the existing provisions, Patidars will never make it to the list. 
 
And this is not for the reason that Gujarat has exhausted its reservation quota allocated to the state, which should not cross 50%; but for the reason that it is a challenge to prove with facts and figures that Patidars are indeed a deprived community. 
 
 Patidars are politically strong, well-connected and are highly influential in Gujarat’s businesses. Till the late 1970s, they supported the Congress party. And during 80s-90s, they shifted their loyalties to the Bharatiya Janata Party and decided to bring about a change. They formed a strong support base for the lotus party and transformed the anger against Congress into strength of the BJP. The success saga then rolled out, and there was no stopping it. At least, not until recently. 
 
The huge popularity of Modi sent the political charts soaring. Gujarat, which has always had a huge influence on Indian politics right from the freedom struggle, created a PM out of Modi and sent him to Delhi projecting Gujarat as the best model that the rest of the country needs to follow. 
 
Now with Maha Kranti Rally, <a href="http://www.businessinsider.in/searchresult.cms?query=Gujarat+">Gujarat</a> seems to have stood at cross-roads again. Were those tall claims of development not true? What is the matter with Patidars who are now demanding their ‘slice’ of <a href="http://www.businessinsider.in/searchresult.cms?query=development">development</a> cake, when they stood mum while the world watched Gujarat turn into a fine example? 
 
Clearly, Hardik is a part of bigger political vendetta against Modi. This is much like a sibling rivalry with one child crying for attention, no sooner does the parent shifts the attention to another baby. It’s a normal phenomenon, and there isn’t anything unnatural about it. 
 
But, understanding the issue in such a simple manner won’t help the situation. Because the Maha Kranti Rally wasn’t anything like that. More than five lakh people came together to demand their OBC status through the rally. Does it mean anything to the state or the Centre? 
 
Yes, it does. Firstly, the claims of depravation undo Modi’s projection of Gujarat. They show him in such poor light that the rest of India will soon begin to get restless and start similar agitations too. How and who funded the rally of five lakh people? It, surely, wasn’t a voluntary act. Hardik, a commerce graduate, who cannot manage much of national branding for himself, extensively travelled the state in the last few years to consolidate people. 
 
JD(U) and <a href="http://www.businessinsider.in/searchresult.cms?query=AAP">AAP</a> have already supported Hardik unconditionally. This wasn’t tip-toeing into a space of dissidence. This gesture was a clear indication to PM Modi that if he did not pay heed to their demands and take them into confidence, such Hardiks can breed all over the country much to his disdain. 
 
India has managed an electoral feat with single party getting the largest majority only last year. Till then, the country was torn in different directions owing to coalition governments and scams. Time was ripe for the gold to be sown and reaped. Just when this was about to happen, Hardik happened and the road ahead looks a bit too hazy to be clear.

Here’s how you can start with basic information on how you can prepare for the civil services exam. Eligibility: To start with, you should be an Indian national and a graduate in any subject. For the general category, the age bracket to appear for the exam is 21 to 32 years. In between that, you can appear for the test six times. However, there are relaxations for the reserved categories — SC/ST, OBC, etc. The upper agelimit for OBC candidates is 35 years with 9 attempts allowed in the given age bracket, while for SC/ST the upper limit is 37 years and there’s no limit on the number of attempts., Exam Dates: The exam cycle has three phases — the Prelims, Mains and Interview round for all candidates. The prelims usually happen in June, Mains in September/October and the final interview rounds are held from January to April. Overall, 49.5% of the seats are for the reserved categories. So if you belong to the general category, you need to rank in top 50 to rank in the final list. The exam is taken by over 10 lakh aspirants every year and the application fee is just ₹100. For the female candidates, there’s no application fee.

Chhatrapati Sambhajinagar, <keyword id="19936356" type="General" weightage="20" keywordseo="maratha" source="keywords">Maratha</keyword> quota activist <keyword id="19986660" type="General" weightage="20" keywordseo="manoj-jarange" source="keywords">Manoj Jarange</keyword> on Tuesday said it doesn't matter if the Maharashtra government grants 10 per cent or 20 per cent reservation to the community, the quota must be under the Other Backward Classes (<keyword id="19997887" type="General" weightage="20" keywordseo="obc" source="keywords">OBC</keyword>) category and not separate. Speaking to reporters at Antarwali Sarati village in Jalna district, the activist said he would wait and see if the state government converts its draft notification on 'blood relatives' of <keyword id="20617373" type="General" weightage="20" keywordseo="kunbi-marathas" source="keywords">Kunbi Marathas</keyword> into law and then decide on the course of his agitation. The state government is holding a special session of the state legislature on Tuesday to discuss the reservation and other demands of the Maratha community. "The government is giving us what we don't want. We want a reservation in the Other Backward Classes (OBC) category, but they are giving us a separate quota instead. If the government doesn't discuss and implement the draft notification on the reservation for blood relatives of Kunbi Marathas, we will decide on the course of the agitation tomorrow," the activist said. Asked about the state government's proposal for a separate 10 per cent reservation to Marathas, <keyword id="19914886" type="General" weightage="20" keywordseo="jarange" source="keywords">Jarange</keyword> said it doesn't matter if the government grants 10 per cent or 20 per cent reservation for the community, the quota must be under the OBC category and not separate. He further criticised the government for trying to divert the quota issue and alleged that it was acting under the influence of Minister Chhagan Bhujbal, who has been opposing the "backdoor entry" of Marathas in the OBC quota. "A separate reservation outside the OBC category might pose legal challenges, as it could exceed the 50 per cent reservation cap," he said. Jarange has been on a hunger strike since February 10. This is the fourth time in less than a year that Jarange has observed a hunger strike demanding the inclusion of the Maratha community in the OBC grouping.

GATE 2020: IIT-D opens registration today, check the last date to apply @gate.iitd.ac.in

Indian Institute of Management (IIM), Kozhikode released an official notification on <a href="https://iimcat.ac.in/per/g01/pub/756/ASM/WebPortal/1/index.html?756@@1@@1">Common Admission Test</a> (CAT) 2019. The interested candidates can register on the official website iimcat.ac.in. According to the website notification, the CAT exam 2019 will be held on 24 November 2019 across locations. And, registrations will begin on 7 August 2019. The last date to register for CAT exam is 18 September. The admit cards will be available on the institute’s official website on 23 October. The result is expected to be declared by the second week of January 2020. The registration fees for general categories is ₹1900 and ₹950 for reserved categories including SC, ST and PWD category candidates. The three-hour exam will include three sections — Verbal Ability and Reading Comprehension, Data Interpretation and Logical Reasoning, and Quantitative Ability. Each section will be allowed 60 minutes of time. However, students can not switch to a different section without completing the previous one. The exam paper will also include descriptive questions and the students will be allowed to use basic calculator available on the screen. “Tutorials to understand the format of the test will be available on the CAT website from October 16, 2019. Candidates are advised to work on the tutorials available on the CAT website well in advance,” said Prof. Shubhasis Dey, conveners, <keyword id="6697089" type="UNKNOWN" weightage="20" keywordseo="cat-2019">CAT 2019</keyword> in the <a href="https://iimcat.ac.in/per/g01/pub/756/ASM/WebPortal/1/PDF/CAT_2019_Media_Release.pdf">press release</a>. The IIMs witnessed an 8% rise in female applicants as well.

IIM Kozhikode releases CAT 2019 notifications, check registration date, exam date and eligibility @iimcat.nic.in

The Centre assured the <keyword id="6354977" type="General" weightage="20" keywordseo="Supreme-Court" source="Orion">Supreme Court</keyword> on Monday that the counselling process of NEET-PG will not commence till the top court decides the challenge to 27 per cent reservation for <keyword id="45661" type="General" weightage="20" keywordseo="OBC" source="Orion">OBC</keyword> and 10 per cent for <keyword id="11939755" type="General" weightage="100" keywordseo="ews" source="Orion">EWS</keyword> category in PG All India Quota seats (MBBS/BDS and MD/MS/MDS) from the current academic session. A bench of Justices D Y Chandrachud and B V Nagarathna recorded the assurance given by Additional Solicitor General (ASG) K M Nataraj, appearing for the Centre, and observed that students will be in serious problem if the counselling process goes ahead as scheduled. The assurance by Nataraj was given after senior advocate Arvind Dattar, appearing for some NEET candidates, mentioned that as per the schedule announced by the Director General of Health Services, the counselling process for the NEET-PG is to commence from October 25. He said that by the time the court decides the pending batch of petitions, challenging the July 29 notification, introducing the reservation from academic year, the entire process of admission will be over and serious prejudice would be caused to the students. Nataraj said the communication which counsel for petitioner is referring to was sent only to the medical colleges for verification of seats and one more clarificatory notification has been issued on Monday. The counselling process will not begin till the court decides the pending batch of petitions, the ASG submitted. The bench said that it is taking the word on record. We will take your word on record that counselling process will not start till we decide the batch of petitions one way or the other. You know, students will be in serious problem, if the process continues, the bench said. Nataraj agreed with the observation of the court and said that if there is any problem at all in the future, the petitioner's counsel can contact him directly. On October 21, the top court had asked the Centre whether it would like to revisit the limit of rupees eight lakh annual income, fixed for determining the Economically Weaker Sections (EWS) category for reservation in NEET admissions for medical courses. The top court had clarified that it is not embarking into the policy domain but is only trying to ascertain whether constitutional principles have adhered or not. It had asked the Ministry of Social Justice and Empowerment and the Department of Personnel and Training (DOPT) to file their affidavits in a week's time and had formulated questions to be answered by the Centre. The top court had said, Tell us if you want to revisit the criteria or not. If you want us to discharge our duties, then we are ready to do so. We are formulating questions which you need to answer them . It had added, We may stay the government notification fixing rupees eight lakh criteria for determining the EWS and you can keep filing the affidavits . The top court was hearing a batch of pleas challenging the Centre and Medical Counselling Committee (MCC) July 29 notice providing 27 per cent reservation for Other Backward Class (OBC) and 10 per cent for EWS category in the National Eligibility cum Entrance Test (NEET) admissions for medical courses. It had asked searching questions from Centre, and asked whether any exercise was undertaken before fixing a limit of Rs 8 lakh annual income for determining the EWS category.
