In a major step toward protecting students and their families, the Indian government has issued new guidelines aimed at curbing misleading advertisements by coaching centres. The Centre's crackdown addresses exaggerated claims like “100% selection” or “guaranteed job security” — promises that often lead to disappointment among students who invest time and money expecting a near-certain outcome. <h2>Protecting consumers, not shutting down coaching</h2>On Wednesday, the Central Consumer Protection Authority (CCPA) rolled out these guidelines in response to numerous complaints from the National Consumer Helpline. According to <keyword id="20003684" type="General" weightage="20" keywordseo="consumer-affairs" source="keywords">Consumer Affairs</keyword> Secretary Nidhi Khare, the government’s goal is not to shut down coaching centres but to ensure their ads don’t “undermine consumer rights.” “We have seen coaching centres deliberately concealing information from prospective students,” Khare said. “Therefore, we have come out with the guidelines to provide guidance to people involved in the coaching industry.” So far, the CCPA has issued 54 notices to violators and imposed penalties of around Rs 54.60 lakh. <h2>What’s prohibited?</h2>The guidelines lay out strict boundaries on what coaching centres can — and cannot — say in their ads. Here’s what the guidelines address: <ul><li>False Claims: Ads should not make unsubstantiated promises about “100% selection” or “100% job security.”</li><li>Course Details: No exaggerating or omitting information about courses, their duration, or outcomes.</li><li>Faculty Credentials: Qualifications of teachers must be presented accurately, with no fake credentials.</li><li>Fees and Refunds: All fees and refund policies must be transparent.</li><li>Selection Rates and Ranks: Coaching centres cannot claim high selection rates or exam rankings without proof.</li></ul>Additionally, they are not allowed to use successful candidates’ names, photos, or testimonials in ads without written consent from these individuals. Khare advised students to double-check the information provided by coaching centres. “Many UPSC students clear prelims and mains on their own and take only interview guidance from coaching centres,” she explained, encouraging students to verify the course details actually taken by successful candidates. The guidelines go beyond the broad term “coaching.” They define coaching as academic support, education, guidance, study programs, and tuition — but they exclude counselling, sports, and creative activities. The purpose of this definition is to keep the focus on academic and career-oriented programs, which are most prone to misleading ads. <h2>Full disclosure and consequences for violators</h2>Transparency is now mandatory, as coaching centres must display disclaimers and reveal essential course details. Facilities, infrastructure, and resources must be represented accurately, along with any required approvals or recognitions from authorities like AICTE or UGC. Khare, who also serves as the CCPA chief, stressed that coaching centres should accurately present the service, resources, and infrastructure provided. For instance, if they advertise “fully-equipped classrooms,” the guidelines require this to be an honest description. These guidelines come as a supplement to existing laws and are enforceable under the Consumer Protection Act. This means violators will face penalties, potentially similar to the Rs 54.60 lakh already imposed by the CCPA. A few others claim to have secured 100% results be it JEE, NEET and other professional exams. These bold statements hit the weakest point of Indian parents who are keen on their children getting into ‘best’ institutes. If not lakhs, most parents shell out tens of thousands to these centres with such baseless claims. <div type="image" title="flying feathers ad" msid="92519069" hostid="261" caption="&amp;lt;p&amp;gt;Facebook&amp;lt;/p&amp;gt;"></div> It’s no surprise that India’s advertising watchdog, the Advertising Standards Council of India received the maximum complaints of misleading ads from educational institutions – both online and offline. During the fiscal year 2021-22, ASCI received a total of 5,532 complaints of misleading advertisements. The education sector leads the list with 33% of the complaints received from enraged parents against <keyword id="1464841" type="General" weightage="20" keywordseo="edtech" source="Orion">edtech</keyword> platforms, private education institutes and coaching classes for making false, misleading and exaggerated claims. “Education is a service that goes across to every citizen of this country and particularly in an area that is of high concern and importance to parents. A lot of private institutes and tuitions cater to local and regional audiences with promising claims like job guarantees,” said Manisha Kapoor, CEO and secretary general of ASCI. Apart from being successful institutes, some platforms promise new-age pedagogy teaching with misleading ads. The list included ads making tall and usually unverifiable claims by universities, private tuitions, business schools, pre-schools and local coaching classes. Earlier this month, EdTech giants Byju’s and Unacamedy were summoned by the consumer affairs ministry over 'extra study pressure' complaints received by <a href="https://www.cnbctv18.com/technology/byju-unacademy-edutech-firms-to-be-summoned-by-consumer-affairs-ministry-over-extra-study-pressure-complaints-13779792.htm">parents</a>. To tackle the number of rising complaints, ASCI is working on a report to crack down on misleading ads in the sector. “EdTech comprises 6% of the total education complaints that we looked at but the impact of edtech is much more because, unlike small fragmented players, edtech players have big budgets and they are present on big [advertising] mediums. We do see a concern with edtech and we are working on an edtech study to understand the themes and harmful claims that are being made,” said Kapoor. Also, in instances where consumer greed is the issue, blaming the industry players could be avoided. </li><li>Financial regulators will bring in ideas for product communication to be simple. This can reduce the heartburn that comes with financiers showing off their complicated jargons and obscure and repetitive paperwork. </li><li>All the financial regulators using an Unified Data format (say to a standard like XBRL) can enable faster and preventive understanding of systemic issues. After all, financial business is all about consumer trust. </li><li>Cyber and digital related safety aspects will take importance in the regulatory agenda. </li><li>Increased sandbox models, especially around cashless transactions and digital finance will accelerate the need for shaping regulatory narratives. </li><li>Gear up for TechFin as global giants are increasing their hold on the technologies, consumer engagement in the space of payments, lending, banking and insurance. </li><li>Prepare regulations for Web 3.0. That would necessitate financial regulators to build a framework on what it could mean for ‘future of finance’. </li><li>With Indian economic growth, and the importance of it being a large consumer market and investment destination, our regulators will have a say in the global financial arena. In this aspect, hopefully we might see a protectionist effect for domestic players. </li><li>For investors as well as the finance entities, issues around environmental, social and governance (ESG) are having higher attention. OPINION: As the entire financial services industry is fast evolving, equally agile should be the financial regulators

The Central Board of Secondary Education (<keyword id="6356155" type="General" weightage="80" keywordseo="cbse" source="Orion">CBSE</keyword>) has opposed a petition challenging certain provisions of the Right to Education Act, 2009 for being "arbitrary, irrational, and violative" and seeking direction to the Centre to implement common syllabus and curriculum for the students of Class 1 to 8 standard throughout the country. In its reply to a <keyword id="6355791" type="General" weightage="20" keywordseo="PIL" source="Orion">PIL</keyword> filed by lawyer and BJP leader Ashwini Upadhyay, the CBSE clarified that education falls under the 'Concurrent List' of the Indian Constitution, and the majority of schools are under the jurisdiction of state governments. As a result, it is the responsibility of the respective state and Union territory governments to formulate syllabi, curricula, and conduct examinations for schools in their regions. The CBSE further pointed out that the National Curriculum Framework (NCF), developed by the National Council of Educational Research and Training (<keyword id="48505" type="General" weightage="20" keywordseo="ncert" source="Orion">NCERT</keyword>) in accordance with the National Policy on Education, provides guidelines and direction for syllabus and textbook development across all school stages. In line with the NCF, the NCERT develops curriculum, syllabi, textbooks, and supplementary materials, it said. The Board said that the State Councils of Educational Research and Training (SCERTs) and State Education Boards either adopt or adapt the NCERT's model syllabi and textbooks or create their own based on the NCF. The CBSE also said that a uniform curriculum across India may not adequately consider local context, culture, and language. It further highlighted the importance of a national framework with flexibility that allows for the incorporation of local resources, culture, and ethos. The CBSE's response underscored that a curriculum closely related to a student's life outside of school is more relatable and effective. Therefore, they expressed support for a diversity of curricula and educational resources, in addition to a common core element. A division bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad had earlier sought the Delhi government, the CBSE and the NHRC's response on the petition. The plea also challenges the provisions under the RTE Act which excludes madrasas, Vedic pathshalas and educational institutions imparting religious knowledge. Upadhyay had argued that all competitive examinations be it engineering, law and the Common University Entrance Test (CUET) should have a common syllabus. "But we have multiple syllabus at school level, how will it provide an equal opportunity for students? In Kendra Vidyalayas across the country, we have a common syllabus. Every developed country has a common syllabus in schools. It is unfortunate we are under pressure from the coaching mafia." He had contended that as per the Articles of the Constitution, students do not get equal opportunities. Upadhyay, in his plea, alleges that "education mafias are very powerful and have a very strong syndicate. They influence rules, regulations, policies and examinations. The bitter truth is that school mafias do not want one nation-one education board, coaching mafias do not want one nation-one syllabus, and book mafias do not want NCERT books in all schools. That is why the <keyword id="97896" type="General" weightage="50" keywordseo="uniform-education-system" source="Orion">uniform education system</keyword> up to the 12th standard has not been implemented yet." "It is necessary to state that the purposive and harmonious construction of Articles 14, 15, 16, 21, 21A with Articles 38, 39, 46 confirms that education is a basic right of every child and the state cannot discriminate against this most important right. Right of a child should not be restricted only to free education, but must be extended to have equal quality education without discrimination on the ground of the child's social, economic and cultural background," the plea reads.

(Eds: Updating with details) New Delhi, May 1 () A "limited" lockdown which includes suspension of air, train and inter-state road travel will continue to remain in force for two more weeks from May 4 across the country, but some activities would be allowed after classifications of districts into 'Red', 'Orange' and 'Green' zones based on COVID-19 risk profiling, the government announced on Friday. Educational institutions; all social, political, cultural and other kinds of gatherings; hospitality services; and religious places or places of worship for public will also remain shut across the country, a central government order said and added that movement of persons by air, rail and road would be allowed for select purposes as permitted by the Ministry of Home Affairs (MHA). Citing a letter issued by the Union Health Ministry on Thursday, the Union Home Ministry said in a statement that activities as per the classification of 'Red', 'Orange' and 'Green' zones will be permitted but a "limited" number of activities shall remain closed across the country. According to the health ministry, there are 130 'Red' zones in the country with maximum of 19 in Uttar Pradesh, followed by 14 in Maharashtra in the country. The number of 'Orange' Zone is 284 and 'Green' is 319. All the districts of the national capital have been put under 'Red' zone. A district will be considered as a 'Green' zone if there are no confirmed cases so far or there is no reported case for the past 21 days. The MHA statement said the restrictions were extended partially after a comprehensive review and in view of the lockdown measures having led to significant gains in the COVID-19 situation in the country. The total number of confirmed COVID-19 cases in India has risen to 35,365 with 1,152 deaths. The home ministry also issued new guidelines to regulate different activities in this period, based on the risk profiling of the districts of the country into new zones with 'Red' signifying a hotspot.The statement said that the Union Health Ministry would be sharing classification of districts into zones to the states and union territories on weekly basis. The statement said that outside the containment zone falling within Red zones, certain activities are prohibited in addition to those prohibited throughout the country which includes plying of cycle rickshaws and auto-rickshaws, running of taxis and cab aggregators; intra-district and inter-district plying of buses; and, barber shops, spas and saloons. The statement said that the Orange Zones, in addition to activities permitted in Red Zone, taxis and cab aggregators will be permitted with one driver and one passenger only. Places of large gatherings such as cinema halls, malls, gyms and places of political, cultural gatherings to remain shut. Religious places and places of worship will also remain shut. Movement of individuals for all non-essential activities shall remain strictly prohibited between 7 pm and 7 am during lockdown. Local authorities shall issue orders under appropriate provisions of law, such as prohibitory orders [curfew] under Section 144 of CrPC, for this purpose, and ensure strict compliance. In all COVID-19 zones, people above 65, those with co-morbidities, pregnant women, children below age of 10 to stay at home, except for essential works. The home ministry said the containment zones shall be demarcated within Red (Hotspots) and Orange Zones by States and UTS and District Administrations based on the guidelines of the health ministry.The boundary of the Containment Zone shall be defined by District Administrations taking into account the following factors: mapping of cases and contacts; geographical dispersion of cases and contacts; area with well demarcated perimeter; and enforceability. The boundary of the Containment Zone will be a residential colony, mohalla, municipal ward, municipal zone, Police Station area, towns etc., in case of urban areas; and, a village, cluster of villages, Gram Panchayats, group of Police Stations, blocks etc., in case of rural areas. Intensive surveillance mechanism as outlined in the Standard Operating Protocol (SOP) issued by the health ministry is to be established within the Containment Zone. The local authority shall ensure 100 per cent coverage of Aarogya Setu app among the residents of Containment Zones. Wearing of face cover is compulsory in all public and work places and adequate stock of such face covers shall be made available. No separate or fresh permissions are required from authorities for activities already permitted to operate under the guidelines on Lockdown measures up to May 3. Whoever knowingly makes a claim which he knows or has reason to believe to be false for obtaining any relief, assistance, repair, reconstruction or other benefits can be punished with imprisonment for a term which may extend to two years, and also with fine, the order said. He, 5, piloted a plane, accompanied by his coach last Saturday.</div></div></div>BEIJING (Reuters) - Ferraris and Rolls-Royces have become common sights in China's cities as a new class of super-rich indulge a growing appetite for luxury, but tight regulation has meant the private jet, the ultimate status symbol of the global elite, remains rare.
Recent rules changes, however, indicate that China is preparing to open its skies to private aircraft, in a move that may herald the greatest expansion of business and private aviation in the last 30 years.
Last month, China's aviation regulator simplified flight approval procedures for private aircraft and lowered the threshold for obtaining a private pilot license.
More importantly, the implementation of little-noticed guidelines issued by China's State Council and the Central Military Commission in 2010 will gradually lift the ceiling for low-flying aircraft by 2020.
For companies such as Cessna, Gulfstream, Dassault Aviation SA and Bombardier Inc, which have spent the last decade trying to build their China business, it may present a unique opportunity to expand in the world's fastest-growing aviation market.
"This tells everyone publicly that China now endorses the use of business aircraft and general aviation just like any other countries worldwide," Roger Sperry, Gulfstream's senior vice president of international sales, told Reuters in an interview. "I'm nothing but optimistic."
General aviation, which refers to all flights that are not operated by airlines, charter firms or the military, is already a $150 billion business in the United States.
In contrast, there are only 1,610 registered general aviation aircraft in China, the latest figures from the China General Aviation Association show.
That compares with about 228,000 in the United States, according to Craig Spence, secretary general of the International Council of Aircraft Owner and Pilot Associations.
<h3>"NO INTEREST"</h3>
Joseph Tymczyszyn, a former representative of the U.S. Federal Aviation Administration in China, said when he mentioned private aircraft to Chinese industry officials nine years ago he was told commercial aviation was the priority.
"When I talked to CAAC about general aviation in 2004, Ma Tao said, 'Don't waste your time and money, nobody is interested in that'," Tymczyszyn, a co-founder and executive director of the U.S.-China Aviation Cooperation Program, told Reuters.
Ma, then the deputy director general of the Flight Standards Department of the Civil Aviation Administration of China (CAAC), was among a group of Chinese aviation officials who often visited the United States, where their experience of general aviation began to change attitudes, Tymczyszyn recalled.
Still, in a country where the military controls 80 percent of airspace there were formidable obstacles to expanding private air travel. Approval for a three-hour trip on a private plane would take at least two weeks and was never guaranteed.
Lack of facilities where small planes can take off, land or refuel, as well as a dearth of low-altitude aviation maps, have meant hopping on a private plane to visit the other side of the country for the weekend remains a dream for even the most well-heeled.
"We had a few sales in 2006, 2007 and 2008, but very limited in numbers," recalled Jean Michel Jacob, senior vice president of international sales with France's Dassault Falcon.
Sales started to pick up in 2010 and so far the French company has sold 30 jets in China, with 20 scheduled for delivery in 2014-2015.
For U.S. rival Gulfstream, owned by General Dynamics Corp, Greater China represents about 6 percent of a worldwide delivery of 2,150 jets, compared with 65 percent to the United States.
Business jet sales in China for Canada's Bombardier have topped 100, while Textron Inc's Cessna has sold more than 70 planes.
All are gearing up for growth.
<h3>BEAUTIFUL POTENTIAL</h3>
In November 2012, Gulfstream's Beijing maintenance centre, with an 82,000 sq ft (7,600 sq m) hangar, opened for business.
Dassault Falcon, which has maintenance facilities in Hong Kong and Shanghai, is scheduled open a new one in Beijing next year, and plans to recruit more native Chinese speakers to its sales team.
Cessna has already started delivery of its Grand Caravan EX made at its China venture with state-owned Aviation Industry Corporation of China (AVIC). Delivery of its Citation XLS+ jets built by a separate venture with AVIC is scheduled to begin in the fourth quarter of 2014, according to William Schultz, senior vice president of Business Development at Cessna Aircraft's China operations.
Bombardier forecasts overall business jet deliveries in Greater China at 2,420 in 2013-2032, with 1,000 to be delivered in 2013-2022, rising to 1,420 during 2023-2032.
The growth, industry insiders say, would be fuelled in part by demand for smaller jets in a country where large-cabin models, such as Dassault's Falcon 7x or Gulfstream's G550 and G650, are among the best sellers.
"There is a beautiful potential in this market," Beijing-based Jacob told Reuters.
BEAT THE JAMS
Guidance issued by regulators in 2010 aims to open up airspace below 1,000 meters (3,280 ft) by 2015 and expand to airspace below 3,000 meters by 2020.
Pilot scheme were started in Changchun in the northeast, and Guangzhou and Hainan Island in the south, where private aircraft owners need only submit flight plans before 3 p.m. the previous day, unless they encroach on militarily sensitive areas.
The experiment was expanded to other cities in 2012 and will spread other regions gradually.
"It's pretty much like the way China transformed itself from a planned economy to a market-oriented economy in the 1980s," said Ke Yubao, executive secretary general of state-backed Aircraft Owners and Pilots Association of China.
"It all started from the Shenzhen special economic zone and then spread to other parts of the country."
Besides investing billions in new airport construction, for both commercial and general aviation, China has also been making progress with low-altitude aviation maps, a source told Reuters.
And once general aviation spreads its wings, there may be fewer frustrated drivers in China increasingly congested cities, where traffic can move at snail's pace in rush hours and weekends.
"I laughed when I saw people in a Ferrari going one mile an hour in a Beijing traffic jam. If you buy a Cirrus or Cessna, you can actually go 150 miles an hour and it's more fun," said Tymczyszyn.
