Delhi Police on Thursday imposed prohibitory orders under CrPC Section 144 near the <keyword id="6380456" type="LOCATION" weightage="20" keywordseo="red-fort">Red Fort</keyword> ahead of a protest against the amended Citizenship Act, officials said. Lahori Gate, Kashmere Gate and Kotwali police stations will come under this order, they said. She stopped and looked around the store and then a large group of <keyword id="9569825" type="UNKNOWN" weightage="60" keywordseo="anti-mask">anti-mask</keyword> protesters rounded the corner."Take off your masks," a blonde woman leading the group shouted, pumping the air with the balled-up mask held in her fist. "We aren't going to take it anymore!"Another man, dressed in a red "Make America Great Again" t-shirt, carried a speaker playing rock music above his head and gestured for another patron to de-mask and join in. "Yeah, we got someone!" he said excitedly.Since the outbreak of COVID-19, mask-wearing has been politicized, mutating from a public health measure to a cultural statement. In Washington, politicians have flip-flopped their stances on masks. In <a href="https://www.nytimes.com/2020/06/30/style/mask-america-freedom-coronavirus.html">supermarkets</a>, mask-compliance has sparked stand-offs between customers and employees. In July, a French bus driver was <a href="https://www.businessinsider.in/international/news/a-french-bus-driver-died-after-he-was-attacked-by-a-group-of-passengers-who-refused-to-wear-face-masks/articleshow/76908115.cms">beaten to death </a>by passengers that refused to wear masks. The Fort Lauderdale group, composed of about 11 people according to Folz's video, spanned from young men in "Make America Great Again" hats and t-shirts to young women to a little boy. The Fort Lauderdale Target has an explicit mask policy, with a sign outside the door that tells customers: "Face coverings are required by order of Broward County; all guests must be wearing a face covering to enter the building." "I was in shock. This is disgusting," Folz said in an interview with Business Insider. "They weren't angry at all. It seemed like a joke to them."A nurse looking on at the scene said that she worked in a hospital's COVID-19 ward, and commented, "That's so disrespectful," according to Folz.As the group passed, a message came over the intercom asking the group to leave, Folz said. At that point, her family decided to distance themselves from the group. Folz's mother said, "Let me get my toothpaste... and let's get the hell out of here," according to Folz.At checkout, she noticed that a few police cars were parked outside the store, lights flashing. Folz showed a police officer the video she took, but was told that there was nothing the police could do, as law enforcement was too late to the scene, Folz said. The officer encouraged her to post the video online and let social media do its work, she said. Target did not immediately respond to requests for comment about the incident.

"People are fed up, they don't know what else they can do," one protester told Business insider.</li><li>The clashes echoed demonstrations that took place all over the country last night, with protests in Atlanta, Dallas, and Los Angeles.</li></ul>BROOKLYN — At first, the protest outside of the Barclays center in Downtown Brooklyn on Friday night felt familiar. The chants are seared into America's public consciousness: "No Justice, No Peace. "Hands Up, Don't Shoot." "Black Lives Matter. "Not One More." For years these chants have remained a constant in protests against police violence against black and brown people in America. The one aspect that changes is the names on the signs.Last night in New York, hundreds of protestors gathered in the name of George Floyd, who was killed on Monday when Minneapolis police officer Derek Chauvin knelt on his neck, despite Floyd's <a href="https://www.insider.com/black-man-george-floyd-dies-after-police-officer-kneels-neck-2020-5">pleas</a> to stop. Chauvin was later <a href="https://www.insider.com/derek-chauvin-in-custody-george-floyd-death-2020-5">charged</a> with third-degree murder and manslaughter.<div type="image" title="floydprotestbk 1" height="1600" width="2133" msid="76110910" hostid="261"></div>The air was thick on Friday night, as demonstrators stood together, sweat accumulating on foreheads and along the edges of masks. The <keyword id="72226" type="COMPANY" weightage="60" keywordseo="New-York-City">New York City</keyword> Police Department was well-prepared, funneling the majority of the protest into a triangle created by nearby streets, ringed by lines of police and metal barricades. <div type="image" title="floydprotestbk 4" height="1600" width="2133" msid="76110914" hostid="261"></div>For the first hour, the protest felt like a bizarre return to pre-pandemic times, after months inside for most of the New Yorkers there. Friends greeted one another and tried to refrain from hugs. A car hauler drove by on Flatbush, honking its horn. The protesters roared back. <div type="image" title="floydprotestbk 6" height="1600" width="2133" msid="76110917" hostid="261"></div>But I've covered several protests in New York, and none of them felt like Friday night. By and large, the NYPD is very good at controlling street demonstrations: instead of large-scale tear gas and riot gear confrontations like the ones that dangerously escalated the <a href="https://www.businessinsider.com/protests-death-george-floyd-minneapolis-new-york-denver-2020-5">Minneapolis protests this week</a>, the NYPD usually prefers to direct the flow of protesters and pick off isolated individuals at the edges for arrest, while allowing the main march or demonstration to continue. Last night, however, the NYPD opted for largely indiscriminate pepper spraying into a mostly confined area. Demonstrators staggered back through the lines outside of Barclays to small street medic stations, where they were doused with milk, water, or a diluted baking soda solution. I asked a medic how many people he'd treated: "A bunch," he said, shaking his head. "A bunch, a bunch, a bunch."<div type="image" title="floydprotestbk 11" height="1600" width="2133" msid="76110920" hostid="261"></div> Two of those sprayed were <a href="https://twitter.com/zellnor4ny/status/1266538790446825472?s=20">New York State Senator Zellnor Myrie</a> and State Assemblywoman Diane Richardson. "This is uncalled for," <a href="https://twitter.com/GwynneFitz/status/1266573860008275968?s=20">Richardson told WNYC</a>, her eyes rimmed with red. "They pepper sprayed me for no reason, and I'm sure this has happened to so many people."Around 7:30 pm, police started corralling protesters inside the triangle, which led to the first open clash of the night, as uniformed and plainclothes police charged into a knot of protesters with batons, making several arrests.The police also struggled to coordinate with other city institutions: when they tried to load arrested protesters onto an MTA bus, the driver, a member of the Transit Workers Union Local 100, <a href="https://www.vice.com/en_us/article/m7jed3/nyc-bus-drivers-union-refuses-to-transport-protesters-for-the-nypd">stepped off the bus and refused to drive it</a>.As the cops cleared Barclays, protesters with megaphones directed the protest to nearby Fort Greene park. But clashes with the police continued en route, as a graphic video captured by Newsweek's Jason Lemon shows an NYPD officer violently <a href="https://www.businessinsider.com/nypd-officer-shoves-woman-george-floyd-protests-video-2020-5">pushing</a> a female protester off of her feet into the street.At the park, the mood was tense, if a little surreal — evening dog-walkers scurried through the outskirts of the crowd. The police apparently decided they weren't going to allow protesters to take the street, limiting their ability to march as a unified bloc. The protest broke up into a series of smaller standoffs on the edges of the park and surrounding streets.<div type="image" title="floydprotestbk 16" height="1520" width="2027" msid="76110922" hostid="261"></div> "I feel like it's happened so many times, and it keeps happening, without anything changing." Laura, a 23-year-old preschool teacher, told me. "This is why we have to come out every time."As I was talking to Laura, some of the nearby police started to load back into their vans, preparing to move to a different location. The slight shift was enough to push the crowd over the edge. Protestors blocked the two vans from leaving, standing peacefully in the road and blocking the vans. Then someone threw a water bottle, and a rock. "People are fed up, they don't know what else they can do," said Raina, 29.The events in Brooklyn echoed demonstrations <a href="https://www.businessinsider.com/protests-death-george-floyd-minneapolis-new-york-denver-2020-5">happening simultaneously all over the country</a>, with protests in Atlanta, New York, Los Angeles, Denver, Detroit, Dallas, Washington, DC.<div type="image" title="floydprotestbk 26" height="1599" width="2131" msid="76110925" hostid="261"></div> "It's the tale of two Americas, you know?" said Kerwyn, a 32-year-old father of three who's lived in Brooklyn his whole life. "We're not our parents or our grandparents or their parents. We tried the Martin way. But now people are exercising the Malcolm way." A protester slammed a skateboard through the back window of the rear van, and chaos broke out. Two cops burst out of the van, chasing the skater down the street, but stopped after he got too far away. The street was suddenly nearly devoid of police. The bottles coming in at the damaged van were glass now, coupled with bricks people had pried off the retaining wall bordering the park. <div type="image" title="floydprotestbk 22" height="1600" width="2133" msid="76110926" hostid="261"></div>The other back window smashed, then the side windows. Cops emptied out of the van, ran around it, grabbed a bystander's bike, and threw it down the street. Eventually, they pulled the van back onto the curb, and loaded up in the first van. One person wearing a white shirt — apparently a higher-ranking officer — stayed behind, trying to keep protesters back from the van as more skateboards hit the windows. When someone stuck a firework on top, he gave up too, hopping into an unmarked car and peeling out, sending protesters scrambling to get out of the way. The crowd swarmed the van, rocking it from side to side, smashing the rest of the windows. Someone threw a firework in the back seat, then cardboard to feed the flames. A man sat on the hood, posing for a picture. The upholstery caught fire, and the whole van went up, columns of flame shooting into the sky.<div type="image" title="floydprotestbkvan" height="1600" width="2133" msid="76110932" hostid="261"></div> "It felt good," Priscilla, 19, told me, as the fire department arrived to put out the flames. The police were still gone. "At least we accomplished something tonight." "Even the neighbors were coming out and supporting the protest," she said, referring to residents of the affluent Fort Greene neighborhood.With the van extinguished, the Fire Department left. I took that as my cue to move on as well. "We respect social media a lot, it has empowered common people. Social media has a big role in the Digital India programme. However, if social media are misused to spread fake news and violence, then action will be taken on the <keyword id="1892122" type="PERSON" weightage="20" keywordseo="Misuse-of-Social-Media">misuse of social media</keyword> in India whether Twitter or else," said Prasad. He said all the social media platforms will have to adhere to the constitution of India. The Indian constitution allows criticism of the government and the Prime Minister, but spreading fake news will not be allowed, he said. Prasad said, "We have flagged certain issues to Twitter and social media has to take into consideration of the Indian Laws if they want to do business in the country. "Different parameters can't be allowed for different countries. It can't be different for the Capitol Hill incident and some other parameters and for the Red Fort incident." The Indian government on Wednesday expressed displeasure over Twitter's delayed compliance on its order to remove "provocative" tweets amid the ongoing farmers' protests. IT Secretary Ajay Prakash Sawhney expressed Centre's displeasure to Twitter's management. An official statement issued late Wednesday night said the Secretary told Monique Meche, Vice President, Global Public Policy and Jim Baker, Deputy General Counsel and Vice President Legal of Twitter that delayed compliance to lawfully passed orders are "meaningless". "Lawfully passed orders are binding on any business entity. They must be obeyed immediately. If they are executed days later, it becomes meaningless," Sawhney was quoted as saying in the statement. The official expressed his deep disappointment to Twitter leadership about the manner in which Twitter has unwillingly, grudgingly and with great delay complied with the substantial parts of the order, the statement said. He also told Twitter that in India its Constitution and laws are supreme. <ul><li>Tracking down protestors who were present at the Red Fort on January 26 is only the most recent example of how <keyword id="447510" type="TECHNOLOGY" weightage="20" keywordseo="facial-recognition-technology">facial recognition technology</keyword> is being used by law enforcement in India. </li><li>A civil liberties organisation, the <keyword id="3457213" type="PERSON" weightage="20" keywordseo="internet-freedom-foundation">Internet Freedom Foundation</keyword> (IFF), has written to Prime Minister Narendra Modi for a discussion with experts and stakeholders to ascertain how this may violate the rights of millions of Indians.</li><li>Concerns around the use of <keyword id="30939" type="TECHNOLOGY" weightage="20" keywordseo="facial-recognition">facial recognition</keyword> aren’t just centered in India, but are a global worry as its use becomes more widespread.</li></ul>The Indian government is using facial recognition technology to track down the protestors who were present at the Red Fort during the ruckus on January 26. But, that’s only the most recent example of how the use of facial recognition is accelerating in India as the law plays catch up. In the state of <keyword id="6357713" type="COMPANY" weightage="20" keywordseo="Uttar-Pradesh">Uttar Pradesh</keyword> (UP), for instance, the police are using an AI-based facial recognition system to alert the police whenever a woman is in distress. However, there is no clarity on who will access the surveillance footage from these ‘smart cameras’ and where that data will be stored. The same software, called Trinetra, was also used by the UP police to run surveillance on anti-CAA protestors following which more than 1,100 arrests were made. In another example, the Central Board of Secondary Education (<keyword id="6356155" type="ORGANIZATION" weightage="20" keywordseo="cbse">CBSE</keyword>) used facial recognition to match admit card photos on record to match students logging in to give their board exams — an exercise that was carried out without any additional consent from the students of their parents. The IFF estimates that there are currently 42 ongoing facial recognition projects in India, front he Automated Multimodal Biometric Identification System (AMBIS) in Maharashtra to FaceTagr in Tamil Nadu. Of these, at least 19 are being developed and deployed by state-level police departments and the NCRB for the specific purpose of security and surveillance. Regardless of where one stands on the farmers’ protests, the use of such technology has much wider implications since it falls into a vague and undefined category with no specific laws to address how this technology is being used and on whom. The use of facial recognition technology goes beyond the farmers’ protests The Internet Freedom Foundation (IFF), as a part of the <a href="https://panoptic.in/petition">Project Panoptic</a>, has written to the government asking them to address the ongoing concerns around the use of facial recognition technology and to call stakeholders and privacy experts for consultation on how this affects individual fundamental rights. According to the non-government organisation (NGO), the deployment of facial recognition is in violation of the right to privacy set out by the Supreme Court in 2017. “Nowhere are these risks more evident than the large scale of deployment of facial recognition technology that is causing certain harm by restricting the liberty and autonomy of millions of Indians,” said the IFF in its letter to India’s Prime Minister Narendra Modi. What is facial recognition technology? Facial recognition can be a lot of things. It’s an umbrella term used to describe a suite of applications that perform a specific task using a human face to verify or identify an individual. It can also be scaled up to identify and categorise people based on physical features like race, ethnicity, gender, age or disability status. And, in recent years, it has been increasingly used in the realm of law enforcement without adequate checks and balances in place. “To ensure security in high crime areas, the simple solution would be to install more police personnel there. Installation of these cameras and the subsequent constant surveillance will only lead to more harm than benefits," said <a href="https://www.businessinsider.in/news/a-scary-proposal-to-use-facial-recognition-and-ai-by-an-indian-state-has-experts-fuming/articleshow/80421935.cms">Anushka Jain</a>, Associate Counsel (Transparency &amp; Right to Information) at IFF told Business Insider in an earlier interview. Creation of a national database for facial recognition In India, the National Crime Records Bureau (NCRB) has issued a Request for Proposals (RFP) which invites bids for the creation of a National Automated Facial Recognition System (AFRS). It has an estimated budget of ₹308 crore to create a national database of photographs. According to the proposal, this database is purported to be used to swiftly identify criminals by gathering existing data from various other databases. In the US, there was nationwide outrage when Amazon decided to outsource the use of its facial recognition software, Rekognition, to the police. “Just because technology could be misused doesn’t mean we should ban it and condemn it,” Andy Jassy, set to step in as Jeff Bezos replacement as CEO of the company, told <a href="https://www.vox.com/recode/2019/6/10/18660224/amazon-facial-recognition-rekognition-federal-regulation-andy-jassy-aws">Recode</a> during a 2019 interview. Misuse of facial recognition technology is a global concern Concerns around the misuse of facial recognition technology are not specific to India. The <a href="https://www.aclu.org/issues/privacy-technology/surveillance-technologies/face-recognition-technology">American Civil Liberties Union</a> has also expressed its apprehension that using facial recognition can be used “in a passive way that doesn’t require the knowledge, consent, or participation of the subject.” Other civil society organisations like the Electronic Frontier Foundation, Algorithmic Justice League and <a href="https://www.amnesty.org/en/latest/research/2020/06/amnesty-international-calls-for-ban-on-the-use-of-facial-recognition-technology-for-mass-surveillance/">Amnesty International</a> have also called for a ban on the use of this technology. The question isn’t only of consent but also that facial recognition is known to deliver biased results. “The impact on marginalised communities gains special importance for us locally due to the wide inequality and diversity present in our society,” said the IFF’s letter.
