Gurgaon holds the highest stock with approximately 33,326 units, marking a 37 per cent decrease. Greater Noida follows with about 18,668 units, having reduced its stock by 70 per cent. Ghaziabad's inventory declined dramatically by 70 per cent to around 11,011 units. Noida saw a 71 per cent decrease, with approximately 7,451 unsold units remaining. Combined, Delhi, Faridabad, and Bhiwadi have about 15,964 unsold units, a 31 per cent reduction since 2018, as per the report. It further observes the top Southern markets Bengaluru, Hyderabad, and Chennai saw their collective unsold stock shrink by 11 per cent in this period. MMR and Pune in the West saw their cumulative unsold stock reduced by 8 per cent. In the East, Kolkata saw its unsold inventory decline by an impressive 41 per cent in the period. According to a news report in The Economic Times, the counsel for Parsvnath had told the <a href="http://www.businessinsider.in/Commercial-real-estate-rises/articleshow/51895047.cms">Supreme Court</a> that the order passed by NCDRC asking it to refund entire amount paid by 70 home buyers in its <a href="http://www.businessinsider.in/Commercial-real-estate-rises/articleshow/51895047.cms">Ghaziabad</a> project with 12% interest would "amount to a mad rush and everybody will come to get the money back." 
 
Parsvnath has agreed to complete the project instead and hand over apartments to buyers. While earlier the builders have turned a deaf ear to customers’ demands of completing work on time, the courts’ pressure has finally forced the goading builders to act instantly. 
 A spokesperson for <keyword id="6361138" type="CITY" weightage="20" keywordseo="Unitech">Unitech</keyword> told the ET that the challenges that the company has been facing include working capital, lack of some infrastructure in the areas as well as outstanding amount from customer. 
 
In a plan to expedite construction at various sites, Unitech has also started to work in tandem with Resident Welfare Associations (RWAs). It has been a collaborative effort with the support of the government as well. Government has assisted by the way of speedy clearances on pending issues. The RWAs have helped by persuading other home buyers to pay the outstanding dues," a spokesperson for Unitech told the financial daily. 
 
"We have also persuaded some of financial institutions to give us last mile funding to be able to expedite the progress," says the Unitech spokesperson in discussion with the ET. "In our case, in the pending projects to be delivered, the value of the receivables is in excess of balance construction cost to be incurred." 
 
How will Unitech get the money? The real estate giant has decided to raise around '300 crore from financial institutions as well as by selling land for initial working capital to complete over 40 housing projects in the next two years. The rest of the money will come from customer receivables. 
 
A spokeswoman for Parsvnath, on the other hand, told the ET, they realise that once construction activity restarts, the large outstanding yet to be received from home buyers will start flowing into the Exotica project in Ghaziabad. 
 
Parsvanath believes that the pending work in most under-construction towers in the project will be handed over for possession within a year and some more months. 
 
A spokesperson of Emaar MGF told the ET that the company's projects have now been fast tracked for completion and the schedules are being shared transparently with customers. "Post initiation of reorganisation process for demerger, all necessary financial and operational/management resources have been made available to complete the projects at the earliest," he said. 
 
Bankers and lenders say it isn't easy for builders to restart stalled projects as it requires re-mobilisation of funds as well as labour and materials. 
 
Where lies the solution? 
The easiest viable option for the builders is to loan money and invest in the under-construction projects and quickly get things in place. 
Rajnish Kumar, managing director, national banking at <a href="http://www.businessinsider.in/Commercial-real-estate-rises/articleshow/51895047.cms">State Bank of India</a> said to the ET that the existing project can also be sold to some other builder willing and able to complete the project. "But, this may mean some price escalation and the process may be complex. It will also require some sacrifices on the part of all the stakeholders.” 
 
Vaibhav Gaggar, partner at law firm <a href="http://www.businessinsider.in/Commercial-real-estate-rises/articleshow/51895047.cms">Gaggar &amp; Associates </a>told ET that in most cases courts take up on behalf of home buyers, (and) without exception, send a notice to the builder asking him to sit across the table and find an amicable solution so that homebuyers are not forced into litigation. "Most home buyers are willing to give money they owe to the builders if they see fair dealing," he added. 
 
However in most cases builders don’t follow that. In such cases, Gaggar says, they have suggested setting up an escrow where both parties can be signatories. "Here there is a possibility of bringing in a lender/investor to bridge the funding gap along with an independent monitoring committee to reinstate transparency and confidence in the process," Gaggar told ET.

Here’s how delayed housing projects can now be completed by
the builders

<keyword id="1390483" type="General" weightage="50" keywordseo="housing-sales" source="Orion">Housing sales</keyword> rose 36% year-on-year to a record 1,20,280 units across seven major cities during the July-September period on robust demand amid stable mortgage rate, according to Anarock. Housing sales stood at 88,230 units in the year-ago period across the seven major cities. Releasing the data, <keyword id="6354553" type="General" weightage="80" keywordseo="real-estate" source="Orion">real estate</keyword> consultant Anarock said average housing prices across the seven cities grew 11% annually in the July-September period this year. Hyderabad saw the highest rise of 18%. Anarock highlighted that quarterly sales in July-September touched an all-time high. In housing data, sales of apartments, villas and independent floors are included while plots are excluded. Anarock Chairman Anuj Puri highlighted that Mumbai Metropolitan Region (MMR) and Pune contributed 51% of the total sales. Puri noted that the continued healthy sales momentum is at least partially attributable to the repo rate pause maintained by the Reserve Bank of India in the two recent monetary policies. "This has kept home loan interest rates stable, keeping housing purchase sentiment high," he added. According to the data, housing sales in Delhi-NCR rose 6% to 15,865 units during July-September 2023 from 14,970 units in the year-ago period. In MMR, housing sales increased 46% to 38,500 units from 26,400 units during the period under review. Housing sales in Bengaluru went up 29% to 16,395 units during July-September this year from 12,690 units in the corresponding period of last year. In Pune, sales grew maximum by 63% to 22,885 units from 14,080 units. Sales of residential properties in Hyderabad increased 41% to 16,375 units from 11,650 units. In Chennai, housing sales rose 42% to 4,940 units from 3,490 units. Housing sales in Kolkata went up 7% to 5,320 units during July-September from 4,950 units in the year-ago period. "The ever-rising aspiration of owning a home mainly driven by rising income levels has meant a strong demand for housing over the last couple of years. The trend is expected to continue in the foreseeable future," Gurugram-based realty firm Krisumi Corporation Managing Director Mohit Jain said. The demand for luxury housing too is likely to remain strong amid the desire for upscale living experiences, he said. "Keeping pace with the demand for luxury homes, the supply is also expected to remain strong," Jain said.

<ul class="summary-list"><li>People are moving to <keyword id="72226" type="COMPANY" weightage="60" keywordseo="New-York-City">New York City</keyword> at higher rates than in 2019, data from Unacast shows.</li><li>Manhattan and the Bronx are seeing the biggest spikes. </li><li>Realtors say this is reflected in the <keyword id="35288" type="PERSON" weightage="60" keywordseo="real-estate-market">real estate market</keyword>, too, both in sales and rentals.</li></ul>There may have been a migration out of New York City during the pandemic, but with vaccinations on the rise and the economy continuing to reopen, residents are returning in droves - more, even, than pre-pandemic levels.According to location-data firm Unacast, <a href="https://www.unacast.com/white-papers/ny-2x">migration to New York is growing twice as fast</a> than in 2019. In January and February 2021, Unacast found that the city grew by 1,900 people - during the same period in 2019, the city shrunk by 7,100 residents. New York and Bronx counties grew the most this year, adding 21,000 and 2,100 residents, respectively, during January and February.Kings, Queens, and Richmond counties - which encompass Brooklyn, Queens, and Staten Island - all showed a shrinking population, though Kings County is experiencing a growing average income, according to Unacast.<h2>Not quite an exodus</h2><div type="image" title="Moving Truck" height="1333" width="1777" msid="82549160" hostid="261"></div>The trend toward people returning to the city began in the third quarter of 2020, Unacast found, following months of New Yorkers departing for other parts of the country.According to data compiled by Stephan D. Whitaker, an analyst at the <a href="https://www.clevelandfed.org/newsroom-and-events/publications/cfed-district-data-briefs/cfddb-20210205-did-the-covid-19-pandemic-cause-an-urban-exodus.aspx">Federal Reserve Bank of Cleveland</a>, urban neighborhoods saw an average of 276,000 people per month leave the region from March to September 2020, 10,000 more than during the same periods in 2017 through 2019.In New York City, specifically, Whitaker estimates that the average number of people leaving the city beginning in May 2020 was more than twice as high as the previous three years - Unacast pegged the number of people who left New York in 2020 at 111,000.Whitaker noted that while "out-migration" from places like New York was certainly high, "in-migration" declined at a higher rate during the pandemic."Out-migration did increase in many urban neighborhoods, but the magnitudes probably would not fit most definitions of an exodus," he wrote. "What is certain is that hundreds of thousands of people who would have moved into an urban neighborhood in a typical year were unwilling or unable to do so in 2020. These people may be harder to identify, label, and interview, but they may be best positioned to tell the real story." <h2>'The market has to go back to a New York market'</h2><div type="image" title="West Village" height="3840" width="5119" msid="82549163" hostid="261"></div>The migration back into New York in 2021 is already showing up in <keyword id="6354553" type="COMPANY" weightage="100" keywordseo="real-estate">real estate</keyword> sales. In the first quarter of 2021, real estate firm Corcoran Group reported 3,700 signed contracts, an increase of 58% annually, which it described in <a href="https://inhabit.corcoran.com/new-york-city-real-estate-market-quarterly-reports-q1-2021/">its quarterly market report</a> as "the strongest start to any year for signed contracts since 2007, even beating out 2013 by 6%."Sales in areas like downtown Manhattan and the Upper West Side were up 7% and 15%, respectively, in the first quarter, Corcoran said. Across the East River in Brooklyn, Corcoran saw the highest number of sales of any quarter since 2007 during the first three months of the year, with over 1,400 buyers signing contracts. It's not just homebuyers who are putting down roots in New York - renters who left the city are returning too. Jared Goodloe, a realtor with <a href="https://www.compass.com/agents/jared-goodloe/">Compass</a> in Brooklyn, told Insider that he's hearing from renters who expect their offices to reopen in August or September and are ready to move back to the city.They're hoping to take advantage of the glut of inventory that's accumulated during the pandemic - but there could be a hidden downside, Goodloe warned. "They're moving into these apartments with a lot of concessions in Manhattan, but then not to realize that next year when they go and resign the lease, the rent's going to go back up," he said. Goodloe said he's seeing that issue arise in Brooklyn as well. He recently had a client who moved into an apartment in the Bedford-Stuyvesant neighborhood of Brooklyn at a $300 discount, but the property manager for the unit assured him that the rent will shoot back up again next year if she chooses to re-sign her lease. "Right now, [developers] are like, 'Let's give these people a break. Let's get people back into the city. Let's make the city more attractive again,'" he said. "But some point, I guess the market has to go back to a New York market."
