<ul><li>India’s largest <keyword id="6354335" type="ORGANIZATION" weightage="20" keywordseo="reserve-bank-of-india">Reserve Bank of India</keyword> (RBI) has put out an official notification for recruitment of Officers in Grade B. </li><li>As many as 199 vacant positions are there in the Department of Economic and Policy Research and Department of Statistics and Information Management. </li><li>The bank will offer a starting salary of ₹35,150 per month. In the case of candidates with high academic qualification or a prior experience in banking, the bank may extend upto four advance increments to its employees. </li><li>Other perks include Bank's accommodation, reimbursement for vehicle maintenance, phone bills, newspaper among others.</li></ul>The Reserve Bank of India (RBI) has put out an official notification for recruitment of Officers in Grade B. With this, the central bank plans to hire for as many as 199 vacant positions. This includes vacancies in the Department of Economic and Policy Research (DEPR) and Department of Statistics and Information Management (DSIM). The interested professionals can apply on the <a href="https://www.rbi.org.in/scripts/Bs_viewcontent.aspx?Id=3766">official website</a> of Reserve Bank of India and the last date to apply is October 11. The candidates shall be posted across locations in India, depending on the requirements. The selected candidates will be a part of Combined Seniority Group, which will decide the ranking according to the seniority levels of the Officers. Salary and other perks The bank will offer a starting salary of ₹35,150 per month. However, in the case of candidates with high academic qualification or a prior experience in banking, the bank may extend upto four advance increments to its employees. Other than that, the hired candidates will also be eligible for dearness allowance, local allowance, house rent allowance, family allowance, and grade allowance as per the bank’s policy. The employees also have the flexibility to opt for residential accommodation on lease. The selected candidates will also be a part of government’s New Pension Scheme (NPS). Other perks include Bank's accommodation, reimbursement for vehicle maintenance, phone bills, newspaper among others. The bank also provides its employees a Leave Fare Concession (LFC) that renews every two years. Age and eligibility The candidates applying for the vacancies at the bank must be aged between 21-30 years. However, the upper age limit may be relaxed for reserved categories. The minimum educational qualification of a candidate applying for the post of Officers in Grade 'B' General is a bachelor’s degree with at least 60% marks. While for the Officers in Grade 'B' (DR) - DSIM will require a postgraduate degree in Statistics, Mathematical Economics, Econometrics or Statistics &amp; Informatics from elite institutions including IIT-Kharagpur, IIT-Bombay. The applicant can also be a postgraduate from <keyword id="6528736" type="COMPANY" weightage="20" keywordseo="indian-statistical-institute">Indian Statistical Institute</keyword> with a minimum of 55% marks.

Nearly 200 high-paying officer-level jobs have opened up at the Reserve Bank of India

New Delhi, Feb 10 () Finance Minister Nirmala Sitharaman on Monday said public sector banks' (PSBs) bad loans came down to Rs 7.27 lakh crore at the end of September 2019, on host of measures taken by the government to improve financial health of the banks in the country. "The government has instituted comprehensive reforms in PSBs to improve, governance, underwriting, monitoring and recovery, and has leveraged technology in all aspects of banking, resulting in reduction in their NPAs," Sitharaman said in written reply to a question in the Lok Sabha. She said bad loans of PSBs stood at Rs 7.27 lakh crore at the end of September 2019, down from Rs 8.96 lakh crore at the end of March 2018. "Record recovery of Rs 2.03 lakh crore over the one-and-half year period ending September 2019, 12 out of 18 PSBs reporting profit in the first half of the current financial year, and the highest provision coverage ratio in seven-and-half years," she said. She said the Banking Trend Report published by the Reserve Bank of India (RBI) in December observed that the health of the banking sector hinges on a turnaround in macroeconomic conditions. "The government has taken significant steps towards speeding up the insolvency resolution process under the Insolvency and Bankruptcy Code (IBC) and easing of credit, particularly for the stressed real estate and non-banking financial companies (NBFCs) sectors, and that the impact of critical measures taken to boost investment present green shoots for growth in the second half of 2019-20 and 2020-21." Further, the RBI's Financial Stability Report stated that the capital adequacy ratio of scheduled commercial banks has improved significantly from 14.3 per cent in March 2019 to 15.1 per cent in September 2019 following recapitalisation of state-owned banks. PSBs' provision coverage ratio has risen to 61.5 per cent from 60.5 per cent over the same period implying increased resilience of the banking sector, and their net non-performing assets ratio has declined reflecting increased provisioning, she said. When asked about the bank's confidence in extending loans, she said sporadic credit default events and incidents of frauds have contributed to reluctance in lending by banks. She, however, added that a number of steps have been taken to address these and other matters concerning lending by banks. She said the measures initiated include maintenance of overall positive liquidity through open market operations by the RBI, liquidity support through various means to the NBFC sector in which there have been instances of credit defaults, and enabling of financial support for stalled housing and real estate projects. "Mechanism for resolution of stress in NBFCs has been created by empowering RBI to take action in this regard through amendments...and bringing NBFCs with an asset size of Rs 500 crore and above within the ambit of resolution under IBC," Sitharaman said. To address concerns due to frauds contributing to reluctance in lending, she said the Prevention of Corruption Act has been amended to prohibit conduct of inquiry or investigation of offences relatable to decision taken by public servant in discharge of functions, without previous approval of the authority competent to remove him. The Advisory Board for Banking and Financial Frauds has been set up for distinguishing between commercial failure and criminal action cases of suspected frauds over Rs 50 crore, before initiation of investigation by the Central Bureau of Investigation. Besides, the government has taken steps to facilitate and incentivise lending through successive cuts in lending rates, linking of loans for micro, small and medium enterprises (MSMEs) to an external benchmark rate, and relief to banks' cash reserve ratio requirement, among others. "With regard to governance norms for banks, it is stated that the government has recently introduced comprehensive reforms in PSBs, taking into account global best practices, for empowering bank boards, strengthening the board committee system, improving the effectiveness of non-official directors and building a leadership pipeline," the minister said. She also said that specific reforms include empowerment of boards to recruit chief risk officers from the market at market-linked compensation, mandate to boards to provide non-official directors necessary training, and to undertake annual peer evaluation of their performance. Bad loans of public sector banks fall to Rs 7.27 lakh crore at end of Sept 2019: Sitharaman

New Delhi, Dec 3 () The government raised Rs 2,79,622 crore from the disinvesment of public sector undertakings (PSUs) during 2014-19 compared to Rs 1,07,833 crore during the 10-year UPA rule from 2004-14, Union minister Anurag Singh Thakur said on Tuesday.
 Speaking during the Question Hour in the Rajya Sabha, the Minister of State for Finance said, "In five years, we raised double the amount. This was done in an average 21 transactions each year, while it was four between 2004-2014."
 During 2014-19, a total amount of Rs 2,79,622 crore was realised from the disinvestment transaction using various modes, he said.
 "If you compared it with 2004-14, which was 10 years period, through 40 transactions, only Rs 1,07,833 crore could be raised," Thakur said in the Upper House.
 For the current year, the target is to raise Rs 1.05 lakh crore. "We are trying our best to achieve this."
 The Minister said that the government follows a policy of disinvestment through minority stake sale and strategic disinvestment. So far, the government has given 'in-principal' approval for strategic disinvestment of 33 central public sector undertakings (CPSEs).
 Think-tank Niti Aayog has been mandated to identify such PSUs based on the criteria of national security, sovereign functions at arm's length and market imperfections and public purpose.
 In reply to a separate query, Thakur said the Insurance Regulatory and Development Authority of India (IRDAI) has cancelled recruitment exercise initiated in February 2018 due to administrative reason and therefore, there is no need for any enquiry.
 The minister said the IRDAI had issued an advertisement for recruitment February 16, 2018.
 "During the recruitment process, it was found that the minimum experience criteria mentioned in the notification did not explicitly specify the sector or area of work in which work experience was required. This led to some candidates without useful experience being considered for further stages of recruitment process," he said.
 To maintain transparency and avoid possible future litigation, Thakur said the IRDAI cancelled the recruitment on May 20, 2019.
 "The expenditure incurred in the process, including advertisement, conducting of written examination and evaluation of answer scripts, was about Rs 22.47 lakh," he added.
 IRDAI had received some complaints related to experience criteria, lowering of maximum age, re-allocation of unfilled vacancies, pattern of questions in written examination, rejection of application due to late receipt, reservation of posts and rosters.
 "IRDAI has stated that the recruitment process was cancelled due to the reasons as stated above and as such no inquiry was necessitated," the minister said.
 On a question related to impact of climate change on lending and risk in financial sector, Thakur said the RBI and the IRDAI are aware of the issues.
 The RBI has informed that it is conscious of the role of banks in providing finance for sustainable development and has urged financial institutions to integrate it in their practices, the minister said.
 "RBI has apprised that banks have been sensitised to various international initiatives, including the Equator Principles, which are a set of voluntary environmental and social guidelines for ethical project financing, and that banks were asked to adopt lending strategies to keep abreast of developments in the field of sustainable development," he added.
 The RBI has further informed that the Indian Banks' Association has formulated the National Voluntary Guidelines for Responsible Financing, which are sector-specific and combine and adapt best practices on green banking, including international standards as well as national experiences.
 In addition, RBI has included lending to social infrastructure and small renewal energy projects within priority sector lending targets, giving a fillip to green financing.
 Moreover, he said the National Bank for Agriculture and Rural Development (NABARD), has informed that 38 climate change mitigating projects worth Rs 1,819 crore have been sanctioned under various funding mechanisms.
 These projects are related to water resource management, rainwater harvesting, spring shed development, improving water use efficiency through micro irrigation, climate-smart agriculture, crop residue management and integrated farming system, he added.
 NABARD has been designated as the national implementing entity by the government for the National Adaptation Fund for climate change and by the international funding entities under the United Nations Framework Convention on Climate Change.
 India is signatory to the United Nations Framework Convention on Climate Change (UNFCCC), and is committed to its principles of protecting the climate system against human-induced change.
 To address climate change concerns, Thakur said the government is implementing the national action plan on climate change, comprising of eight National Missions. LUX/MJH LUX MR

 Following are the key highlights of the budget speech: <ol><li>Only through higher growth, we can have our youth gainfully and meaningfully employed.</li><li>Fundamentals of the economy are strong, inflation has been contained, banks have been cleaning up the accumulated loans of the past decade. </li><li>An average household now saves about 4% of its monthly spends due to lower incidence of tax under the GST regime.</li><li>Welfare schemes with direct benefit transfer embedded in them, preventive healthcare via programmes like sanitation, healthcare via central schemes, housing scheme via Prime Minister Awas Yojana (PMAY) etc changed the established order of a few individuals cornering most of the benefits. </li><li>During 2014-19, Indian economy grew at an average of 7.4% with low inflation. Food Corporation of India can set up warehousing on their land too. 6: Push to reduce storage costs for farmers. 7: Promotion of women self-help groups. 8: To launch refrigerated trains to transport food items from the farm to other parts of the country. 9: Horticulture exceeds the production of foodgrains. 'One product for one district' to promote focussed development of horticulture. 10: Integrated farming system in rain-fed areas. Multiple crops, bee-keeping solar pumps in rain deficient area. 11: Financing on negotiable warehousing receipts will be linked to e-NAM. 12: The NABARD refinance scheme will expanded. The agriculture credit target for FY21 will be expanded to ₹15 lakh crore from ₹12 lakh crore. 13. To eliminate foot and mouth disease by 2025. To double milk production to 108 million metric tonnes by 2025. 14. Blue economy - development management of marine resources. Target ₹1 lakh crore in fish exports by 2025. 15. By FY23, propose raising fish production to 200 lakh tonnes, will also promote algae, seaweed.</li><li>16. Under Deendayal Antyodaya Yojana, self help groups will be expanded beyond the current 58 lakh.</li><li>Allocation for agriculture: ₹2.83 lakh crore, this includes ₹</li><li>Mission Indradhanush has been expanded to include 12 new diseases and 5 new vaccines. A very focussed water and sanitation programme to reduce the burden of diseases on the poor. There are 20,000 hospitals empanelled under the PMJAY, this has to rise. Propose to set up hospitals under the private-public partnership, the 112 districts identified as 'aspirational' will get priority in the setting up of new hospitals. </li><li>Proceeds from taxes on medical devices will be used to support the programme to build the infrastructure.</li><li>Reiterate India's commitment to eradicate tuberculosis by 2025. </li><li>Allocation for health: ₹69,000 crore including ₹6,400 crore for PMJAY.</li><li>By 2030, India is set to have the world's largest working-age population. They need education, skills, and employment opportunities. Our education system needs more money to attract better teachers and to set up better labs. Open the education sector to external commercial borrowing. </li><li>In order to provide quality education to the under privileged, a full-fledged online courses will be launched from the top 100 institutions in India.</li><li>Under 'Study In India' programme, a new INSAT exam to be launched for foreign students to enroll into Indian universities. </li><li>Every medical college will be linked to a nearby hospitals under the public-private partnership mode.</li><li>Total outlay for education sector: ₹99,300 crore and another ₹3,000 crore for skill development.</li><li>150 top education institutes to start offering apprenticeship programmes.</li><li>Propose to set up an investment clearance cell for end-to-end services including information on land bank and facilitating the approval process etc. </li><li>It is proposed to develop 5 new smart cities in collaboration with state governments in PPP mode. </li><li>Electronics manufacturing industry is cost competitive and India has shown its potential. To attract large investments in electronic manufacturing -- including electronic equipment, smartphones -- a new policy will be announced soon.</li><li>A National Textile Mission to work for next four fiscal years with an estimated outlay of ₹1,480 crore.</li><li>A new scheme Nirvik, for higher insurance cover, reduction in premium for small exporters, and simplified claim process, including digital refund process to help exporters.</li><li>Every district must become a hub for exports.</li><li>Unified procurement scheme: Propose ₹27,300 crore for development of industry and commerce in FY21.</li><li>National Infrastructure Pipeline will bring in generic and sectoral reforms in construction and maintenance of the infrastructure. Propose a project preparation facility that will employ economist, management graduates to execute projects.</li><li>A National Logistics Policy will soon be released to clarify the roles of Central government, state governments, and the regulators.</li><li>The Delhi-Mumbai Expressway and two other projects will be completed by FY23. The Chennai-Bengaluru expressway project will also started by then.</li><li>Government will monetise 12 NHAI highway projects.</li><li>Setting up a large solar power capacity alongside the rail tracks on the land owned by the railways, is a proposal under consideration.</li><li>150 trains under the PPP mode. More Tejas type trains will connect iconic tourist destinations. </li><li>Central government will give 20% of the funds needed for a suburaban rail transport system in Bengaluru.</li><li>100 more airports will be set up in the next five years.</li><li>₹1.7 lakh crore allocated for transport infrastructure.</li><li>Propose to replace traditional meters with digital meters in the next three years. This will allow consumers to port out of a service provider (selling power) just like they port out of mobile service provider.</li><li>Fibre to home connections through Bharat Net will connect 1 lakh villages this year itself. Propose to provide ₹6,000 crore for Bharat Net programme.</li><li>Quantum technology: An outlay of ₹8,000 crore over the next five years.</li><li>₹22,000 crore allocated for the power sector including renewble energy sector.</li><li>No manual cleaning of sewers will be allowed, new technology will be roped. This will be treated as quasi-equity stake.</li><li>Government has asked RBI to extend deadline for MSME debt restructuring by one more year. </li><li>FY20 fiscal deficit seen at 3.8% of GDP and at 3.5% in FY21.</li><li>Non-resident Indians will be allowed to invest in certain categories of government bonds.</li><li>Currently, foreign portfolio investors are allowed to buy a maximum of 9% of the outstanding corporate bonds.
