The high rate of inflation in April was primarily due to rise in prices of mineral oils, basic metals, crude petroleum and natural gas, food articles, non-food articles, food products and chemicals and chemical products in comparison with last year, an official statement said on Tuesday. India's wholesale inflation rises further to 15.08% in April from 14.55% a month ago

The wholesale price-based inflation eased for the third consecutive month in August to 12.41 per cent, on softening in prices of manufactured items, even as food items saw an uptick. The Wholesale Price Index-based inflation was 13.93 per cent in July and 11.64 per cent in August last year. August is the 17th consecutive month of double-digit wholesale price inflation (WPI). The WPI had touched a record high of 15.88 per cent in May, this year. Inflation in food articles in August rose to 12.37 per cent, as against 10.77 per cent in July. The rate of price rise in vegetables was 22.29 per cent during the month under review, as against 18.25 per cent in July. In the fuel and power basket, inflation was 33.67 per cent in August, as against 43.75 per cent in July. In manufactured products and oil seeds it was 7.51 per cent and (-) 13.48 per cent, respectively. The <keyword id="6354335" type="General" weightage="80" keywordseo="reserve-bank-of-india" source="Orion">Reserve Bank of India</keyword> (<keyword id="30067" type="General" weightage="80" keywordseo="rbi" source="Orion">RBI</keyword>) mainly looks at retail inflation to frame its monetary policy. WPI inflation eased for the third consecutive month in August to 12.41%

The rise in <keyword id="6468581" type="General" weightage="20" keywordseo="housing-prices" source="Orion">housing prices</keyword> and mortgage rates have impacted affordability levels to buy homes in the last two years across seven major cities but it may improve next year due to a likely reduction in repo rate, according to JLL India. The improvement in affordability levels would further boost housing sales, which have risen despite increases in property prices and interest rates on home loans. The consultant on Sunday released its 'Home Purchase Affordability Index' (HPAI), which signifies whether a household earning an average annual income (at an overall city level) is eligible for a housing loan on a property in the city at the prevailing market price. "The rising repo rate in 2022 as the RBI reacted to the global recessionary and inflationary trends, plus a strong demand recovery spurring price hikes, worsened affordability in 2022," the report said. In 2023, the consultant said that affordability levels are likely to marginally worsen or remain the same when compared to 2022. A stronger price increase has been countered by stagnancy in repo rate movement, declining <keyword id="22195" type="General" weightage="20" keywordseo="inflation" source="Orion">inflation</keyword> and relatively higher growth in household incomes, the consultant explained. "In 2024, we are likely to see a renaissance with affordability levels expected to be on an improving trajectory as <keyword id="493702" type="General" weightage="20" keywordseo="macroeconomic" source="Orion">macroeconomic</keyword> fundamentals support a repo rate reversal and thereby interest rate reduction that could provide another fillip to the residential sales market," the report said. JLL expects a 60-80 basis points reduction in repo in the next year. It has derived this index through a combination of variables, which include home loan interest rates, average household income and price of the residential apartment. The HPAI is the ratio of the average household income to the eligible household income. Eligible household income is defined as the minimum income that a household should earn to qualify for a home loan on a 1,000-square-foot apartment at the prevailing market price. A value of 100 means that a household has exactly enough income to qualify for the loan. A value less than 100 implies that an average household does not have enough income to qualify for a housing loan. A value of more than 100 implies that an average household has more than enough income to qualify for a home loan. As per the data, the affordability index in Mumbai is estimated to dip to 88 from 92. In Delhi NCR, the index is seen declining to 121 from 125. The Index of Bengaluru is estimated to have dipped to 158 from 168. The index in Hyderabad is seen at 169 against 174 last year. Pune will witness a marginal fall to 182 from 183, while Kolkata will see a marginal improvement to 194 from 193. The affordability index of Chennai is estimated to be flat at 162 this year. JLL India noted that affordability was at its lowest in 2013 before rising on a sustained basis through 2014 to hit optimal levels in 2021. "Despite residential price hikes being sustained in 2023, better economic and job prospects and healthier income growths compared to 2022 have led to a relatively minor dip in affordability in 2023. "In fact, affordability levels remain much above the pre-COVID and worst affordability periods for all cities, clearly highlighting the headroom for market growth to continue," said Siva Krishnan, Managing Director and Head of Residential Services, India, JLL.

The Consumer Price Index (CPI) based retail inflation was at 5.88% in November 2022. The CPI inflation in December 2022 is close to what it was in December 2021, at 5.66%. As per the data released by the <keyword id="7734679" type="General" weightage="80" keywordseo="national-statistical-office" source="Orion">National Statistical Office</keyword> (<keyword id="2501810" type="General" weightage="80" keywordseo="nso" source="Orion">NSO</keyword>), inflation in the food basket was at 4.19% in December as against 4.67% in November. After remaining above the <keyword id="6354335" type="General" weightage="80" keywordseo="reserve-bank-of-india" source="Orion">Reserve Bank of India</keyword>'s upper tolerance threshold of 6% since January 2022, retail inflation declined in November to 5.88% for the first time in FY23. The prices of fruits and vegetables, oils and fats, and even meat and fish fell in December 2022 as compared to November 2022. “There are still concerns on the non-food side as the miscellaneous category has inflation of 6.2%, clothing and footwear 9.6% and fuel at 11%. This will remain sticky as the government is not lowering excise duties on fuel, while companies are still in the process of passing on the higher input costs,” said Madan Sabnavis, chief economist at Bank of Baroda. Personal care and household goods witnessed higher input costs that have led to inflation of 8.1% and 7.4% respectively. The government also released factory output data on Thursday. The index of industrial production (IIP) for November rose to 7.1%, as against 4% in October 2022. The manufacturing segment grew at 6.1%. The consumer durable and non-durable segments both registered healthy growth rates of 5.1% and 8.9% respectively. “While the progress is overall good with the IIP growing by 5.5% for the 8-month period, it needs to be seen if this can be sustained as the festival season ends in December. Also the willingness of governments – both states and centre to keep their capex rolling would largely drive future growth in the infra sector,” Sabnavis said. ‘Arjuna's eye on inflation’ The RBI which claims to have been keeping an ‘Arjuna's eye on inflation’ has hiked key interest rates by five times since May 2022. Cumulatively, the rates rose by 2.25% across five hikes, and the repo rate now stands at 6.25%. RBI governor Shaktikanta Das has been repeating in his policy statements that the central bank is keeping an ‘Arjuna’s eye’ on inflation i.e. watching it closely. The retail inflation or Consumer Price Index (CPI) has been above its tolerance limit for three quarters straight as global supply chain issues pushed up fuel prices in addition to that of essential food items like wheat and edible oil, since the start of this financial year. “Going forward, food inflation is likely to moderate with the usual winter softening and the likelihood of a bountiful rabi harvest, but pressure points remain in the form of prices of cereals, milk and spices,” Das has said in a statement on December 7, 2022 as he announced his fifth straight interest rate hike. “We believe that the RBI will continue to increase rates in February policy by 25 bps which can be the last hike for this cycle as the numbers in the coming months would come down due to the base effect,” said Sabnavis. The Committee of Directors (CoD) at the troubled <keyword id="135860" type="COMPANY" weightage="20" keywordseo="Lakshmi-Vilas-Bank">Lakshmi Vilas Bank</keyword> (LVB) has shortlisted three candidates for the post of MD and CEO and the names will be sent to the RBI within a week, an official of the bank said. The lender's chief executive S Sundar and six other directors were voted out by shareholders earlier this week. Post the removal, the Reserve Bank appointed a three-member Committee of Directors (CoD) comprising independent directors Meeta Makhan, Shakti Sinha and Satish Kumar Kalra. "A bank cannot work without a managing director and chief executive officer (MD and CEO). So, we at the board got together and discussed how to move ahead without an MD (for the time being). "The bank had interview for the post... and we have selected three candidates. We will send our recommendations to the Reserve Bank within a week," Sinha told . All the three candidates are from the private sector, he added. He also emphasised that the CoD is running the bank in the capacity of an administrator and there is complete transparency in its functioning. In reply to a question on what could have triggered the shareholders to take such a drastic step, Sinha said apparently they lost confidence in those directors and thus voted them out. The South-based lender has been struggling to raise capital for the last few years. A proposal of merger with non-banking finance company Indiabulls Housing Finance was rejected by the RBI in 2019. Subsequently, LVB had in June 2020 inked a non-binding agreement with the Clix Group for amalgamation. Sinha said the CoD is much very inclined to go ahead the deal with Aion Capital-backed Clix Capital, which is an NBFC. "We want the bank to function normally and we are going ahead with the raising of capital, as planned. They (Clix) are committed to the process of going ahead. The bank remains the same, we hope to get it very soon," he added. For the full year 2019-20, LVB posted a net loss of Rs 836.04 crore, marginally lower from the loss of Rs 894.09 crore in 2018-19 Sinha also said the situation at LVB is akin to what Yes Bank went through earlier this year. "Our troubles are old troubles, these are not fresh troubles. We have big burden of the past. They thought the economy is doing well (in the past) and took a bit of risk. There were three-four bad deals of Rs 300-500 crore and that suddenly changed everything," Sinha said. Troubles at the bank started after it shifted its focus to large businesses from SMEs. It extended nearly Rs 720 crore to the investment arms of Malvinder Singh and Shivinder Singh, former promoters of pharma major Ranbaxy and Fortis Healthcare, against fixed deposits (FDs) of Rs 794 crore made with the bank in late 2016 and early 2017. Last week, the Delhi Police arrested two former employees of <keyword id="167206" type="COMPANY" weightage="20" keywordseo="lakshmi-vilas">Lakshmi Vilas</keyword> Bank for their alleged involvement in misappropriation of fixed deposit receipts worth Rs 729 crore of Religare Finvest Limited. As the bank was incurring losses for the previous 10 quarters, the Reserve Bank of India placed it under the Prompt Corrective Action (PCA) framework in September 2019. Under the PCA, the bank has been asked to bring in additional capital, restrict further lending to corporates, reduce NPA and improve its provision coverage ratio to 70 per cent. "There has been a steady decline in the bank's deposit base since September 2019 and increase in the NPA ratios. The bank's Tier 1 capital ratio has turned negative, at (-)0.88 per cent, as compared to the minimum requirement of 8.875 per cent," LVB's auditor has said in its annual report for FY20. However, the truncated board of LVB has sought to assuage investors, stating that the bank's liquidity situation was comfortable and assured the depositors that their monies were safe. "With Liquidity Coverage Ratio (LCR) of about 262 per cent as on September 27, against minimum 100 per cent required by RBI, the deposit-holders, bond-holders, account-holders and creditors are well safe guarded," the bank had said in a statement on Sunday. Stock of LVB closed 6.7 per cent lower at Rs 18.80 apiece on BSE on Wednesday. Mumbai, Jan 16 () LIC-owned IDBI Bank, currently under prompt corrective action since May 2017, is expected to hold meeting with the RBI this week to seek removal of operational restrictions, according to sources.
The lender will make a presentation to the Reserve Bank of India on its improved financial position, the sources said, adding the management is hopeful of coming out of the PCA framework by the end of this month.
The RBI had placed IDBI Bank in May 2017, after it had breached the thresholds for capital adequacy, asset quality (net NPAs was over 13 per cent in March 2017), return on assets and the leverage ratio.
Since coming under the PAC, more than a third of its entire book became dud loans in Q2 of FY18, with the gross NPA ratio touching 32 per cent and the net NPAs at 17.30 per cent.
"The presentation to the RBI will be on the key financial numbers. On the capital front and in terms of net NPAs, we have been able to make progress," the sources told .
A query sent to the bank did not elicit any response.
The PCA norms trigger if a bank's net NPA crosses 6 per cent or if CRAR (capital to risk weighted assets) is below the regulatory requirement of 10.88 per cent as of March 2019.
In the quarter to September 2019, its net NPA stood at 5.97 per cent and tier-1 capital and CRAR improved to 9.52 per cent and 11.98 per cent, respectively.
Capital infusion through recap bonds by the government in Q2, and also from LIC, and recovery from stressed accounts have also helped the bank in shoring up its capital position, another person familiar with the matter said.
In the second quarter of FY20, the bank received Rs 4,743 crore from LIC, which holds 51 per cent stake, and Rs 4,557 crore from the government which still owns 47.11 per cent.
Another positive is the recovery of close to Rs 3,000 crore from the NCLT resolution of Essar Steel and Ruchi Soya in the third quarter, further strengthening the capital position, the sources said.
The only area where the bank is still lagging is return on assets (RoA) which continues to remain negative for the fourth consecutive year. However, the bank is hoping some relaxation on the RoA front after the RBI eased the same for five other banks last year.
In September quarter of this fiscal, IDBI Bank had reported a net loss of Rs 3,459 crore, marginally better than Rs 3,602 crore in the year-ago period.
In FY19, RBI removed five banks -- Bank of India, Bank of Maharashtra, Oriental Bank of Commerce, Allahabad Bank and Corporation Bank -- from the PCA framework in two phases after capital support from government that resulted in improvement in their financial parameters.
Capital infusion helped these lenders meet requisite capital thresholds and reduce their net NPA levels to below 6 per cent.
The monetary authority as an effort to enhance its supervisory framework had introduced the PCA framework, based on structured early intervention mechanism, in December 2002.
The framework was subsequently reviewed by the RBI keeping in view the international best practices and recommendations of the working group of the Financial Stability and Development Council (FSDC) on resolution regimes for financial institutions and Financial Sector Legislative Reforms Commission.
The revised PCA framework was issued on April 13, 2017 and implemented on March 31, 2017. HV BEN BAL
