<a href="http://www.businessinsider.in/searchresult.cms?query=ravishankar+prasad">Ravishankar Prasad</a>, Union Minister for Communications and Information Technology, while addressing a sectoral seminar on opportunities in Electronics and Information Technology during the <a href="http://www.businessinsider.in/searchresult.cms?query=make+in+india+week">Make in India week</a>, said that the government is implementing its <a href="http://www.businessinsider.in/searchresult.cms?query=digital+india">Digital India</a> programme with a vision to transform India both into a digital society and a knowledge economy. 
 
Prasad also added that the demand of electronic hardware is expected to rise rapidly to $ 400 billion by 2020 giving India the potential to become an electronic manufacturing hub. 
 
Additionally, he explained that the <a href="http://www.businessinsider.in/searchresult.cms?query=narendra+modi">Narendra Modi</a> government attaches utmost priority to promote the manufacturing of electronics in the country, which is also a sacrosanct pillar of the Digital India initiative. 
 
He concluded his speech by announcing that the target is to achieve net zero imports by 2020 by creating a level playing field and providing an apt environment for the industry. He added that a robust policy system and a friendly government are already in place in the country and appealed to investors to invest in the country.

disincentive of Rs 3.29 crore on service providers: GovtNew Delhi, Mar 19 () Instances of call drop andimproper telecom network coverage have gone down and the TRAIhas imposed financial disincentive of Rs 3.29 crore on serviceproviders, the government informed Rajya Sabha on Thursday.Replying to supplementary queries during Question Hour,Minister of State for Telecom Sanjay Shamrao Dhotre said therehas been a lot of improvement in call drops in the lastthree-four years and TRAI has introduced parameters fordisincentive to telecom companies and a fine of over Rs 2.5crore has been recovered from them.He said the government has also introduced Interactivevoice response system from 3.5 crore subscribers on call dropsand feedback received from them, of which only 1.21 lakh calldrop problems have been found.Dhotre also said that as part of the revival plan ofBSNL, 4G services will be introduced from April onwards andpreparations are on in this regard.The minister also denied any interception of phone callby the agencies."We should have faith in each other and there are nocases of snooping or phone tapping. We all get together tohelp improve the services," he told the members.In a written reply in Rajya Sabha, Telecom Minister RaviShankar Prasad said TRAI has also introduced a revised gradedFinancial Disincentives (FD) structure for DCR parametersEffective from 1st October 2017, based on the extent to whicha TSP's (telecom service provider) performance deviates fromthe specified DCR (drop call rates) benchmark."During the year 2018, TRAI has imposed total financialdisincentives for not meeting benchmarks of differentparameters under QoS regulations (CMTS) to the tune of Rs 3.29crore, out of which Rs 2.73 crore has been recovered," Prasadsaid.He said the upgradation of the network, addition of cellsites, optimization of the network at regular intervals andintroduction of new technologies are some of the steps takenby the TSPs in order to improve network performance coverageand quality of service.The minister said significant reduction has been observedin number of complaints pertaining to Call Drops/ ImproperNetwork Coverage received on Centralised Public GrievanceRedressal And Monitoring System (CPGRAMS) in Department ofTelecommunications (DoT) during last three years.The number of complaints received in the year 2017 was4,534 which are reduced to 1,678, 1,162 and 22 in the years2018, 2019 and 2020 (up to 31st January, 2020) respectively. Chinese telecom giant <keyword id="6357456" type="ORGANIZATION" weightage="20" keywordseo="huawei">Huawei</keyword> has sought to allay spying concerns by offering to sign a “no backdoor,” agreement with the Indian Government. Huawei’s offer comes amidst the increased tensions between the United States of America and China following the <a href="https://in.pcmag.com/mobile/130453/google-pulls-huaweis-android-license">US trade ban</a>. The India Government is currently evaluating the process of <keyword id="764355" type="PERSON" weightage="20" keywordseo="5G">5G</keyword> testing and deployment across the country, a technology which Huawei is a purveyor of. In a statement to The Economic Times, Jay Chen, the Chief Executive of the India operations said, “I would like to propose to the industry, no matter which country you are from, let's sign the ‘no backdoor agreements’ with our customers and the Indian government to give the commitment, confidence and trust.” “I am ready to sign one today.”, Chen reiterated, “We encourage other vendors and OEMs (original equipment manufacturers) to sign these pacts,” he added. Huawei expresses commitment against spying Chen’s latest statement comes a month after Huawei chairman Liang Hua signaled his company’s willingness to sign similar agreements with governments across the world. Hua <a href="https://www.hongkongfp.com/2019/05/15/huawei-chief-liang-hua-says-firm-ready-sign-no-spy-no-back-door-deal-uk/">said</a>, “We are willing to sign ‘no-spy’ agreements with governments, including the UK government, to commit ourselves, to commit our equipment to meet the no-spy, no back-door standards.” Ready to move Indian data back to India With the Indian Government preparing to present the Data Protection Bill in the Parliament, Chen stated that his company was ready to move Indian users’ data to Indian shores. “We give this commitment that we will store everything locally in India gradually. Some of the servers are in Singapore and some are in India. We will bring servers to India even if India doesn't ask for it,” he elaborated. Chen’s comments ahead of Pompeo’s visit While Huawei has been globally embroiled in a struggle to assuage spying concerns, Chen’s statements come ahead of US Secretary of State <keyword id="3109665" type="PERSON" weightage="20" keywordseo="Mike-Pompeo">Mike Pompeo</keyword>’s visit to India. The US has actively encouraged allies to seek alternatives to prevent Huawei from deploying their 5G network infrastructure, citing spying concerns. Notably, the USA, Australia and more recently, New Zealand have banned Huawei from taking part in 5G trials. Indian IT Minister Ravishankar Prasad has recently announced that the 5G trials would begin in India with telcos Airtel, Vodafone-Idea and Reliance Jio participating in them.  As per an Economic Times report, the <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> government is planning to facilitate other states with a similar technology and scale it to the national level. 
 The mobile app, which is growing at a rate of 10% every month and has generated business worth Rs 5 crore, is just seven months old and was launched by President <keyword id="6359124" type="PERSON" weightage="20" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword>. <keyword id="67441" type="POSITION" weightage="20" keywordseo="karnataka-chief-minister">Karnataka Chief Minister</keyword>, who is not so tech-savvy made it a pet-project and the app, so far, has got 1.25 crore hits and 1.5 lakh downloads. 
 Rathan U Kelkhar, CEO of the Centre for e-governance, Karnataka, told ET, "We got a letter of appreciation from the Union IT and <keyword id="46149" type="POSITION" weightage="20" keywordseo="Telecom-minister">Telecom minister</keyword> Ravishankar Prasad. A team from the Centre came down to see how we are implementing it. It is a one-of-a-kind App and we are making it as vibrant as possible." 
 
Under the umbrella of Digital India, PM Modi’s prime focus is mobile apps. He plans to reach out to folks of his nation through mobile devices so that they would be aware of the services and schemes government is bringing in for them. 
 
National e-Governance Division President and CEO Anoop Kumar Agarwal has said that the issue was of scaling it up nationally was "under examination right now. But this is a strong concept and it will happen across the states in near future."
