<ul><li><keyword id="6354616" type="UNKNOWN" weightage="20" keywordseo="Twitter">Twitter</keyword> locked out union minister <keyword id="6354886" type="PERSON" weightage="20" keywordseo="Ravi-Shankar-Prasad">Ravi Shankar Prasad</keyword> over violation of the copyright law.</li><li><keyword id="6356623" type="COMPANY" weightage="20" keywordseo="prasad">Prasad</keyword> has claimed that the temporary ban was in violation of the latest IT rules.</li><li>The Twitter account was still up for public viewing, but Prasad was denied permission to log in.</li></ul>Microblogging platform Twitter, which has been in tussle with the <keyword id="44734" type="COMPANY" weightage="20" keywordseo="Indian-Government">Indian government</keyword> over the new information technology (IT) rules, banned the personal account of union minister Ravi Shankar Prasad over violation of the copyright law. The account was reinstated after an hour. The Twitter account was still up for public viewing, but IT minister Prasad was denied permission to log in for almost an hour. "Twitter denied access to my account for almost an hour on the alleged ground that there was a violation of the Digital Millennium Copyright Act (DMCA) of the USA and subsequently they allowed me to access the account," Prasad tweeted on Friday, June 25. Under the DMCA, copyright owners can notify Twitter claiming that a user has infringed their copyrighted works. Twitter generally identifies and removes the said material. It also holds the right to suspend accounts over repeated copyright infringements. Union minister Prasad has added that Twitter’s action to deny access to his account was in gross violation of the IT (Intermediary Guidelines and Digital Media Ethics Code) <a href="https://www.businessinsider.in/tech/apps/news/why-whatsapp-twitter-and-facebook-are-reluctant-to-comply-with-indias-new-it-rules/slidelist/82975313.cms">Rules</a> of 2021 that was released earlier this year. Notably, Twitter has not yet complied with the new amendments, but is committed to comply <a href="https://www.hindustantimes.com/india-news/committed-to-complying-with-new-it-rules-twitter-101623089136487.html">soon</a>. It has appointed a temporary grievance officer in <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> as well. Coincidently, Prasad is the minister of electronics that has rolled out the IT rules amendment this year. He also holds other portfolios like law and justice, and communication. The said IT rules give the Indian government greater control over social media, digital news portals and over-the-top (OTT) platforms. However, Twitter and instant messaging app WhatsApp, have been reluctant to comply with them. WhatsApp has also <a href="https://www.businessinsider.in/tech/apps/news/whatsapp-moves-the-delhi-high-court-against-indias-new-it-laws-says-report/articleshow/82965251.cms">sued </a>the Indian government over one clause of the rules that mandates the instant messaging app to share information of the ‘first originator’ of a message. The Facebook-owned company says that it will have to break its encryption policy in order to comply with the clause and it will hamper the privacy of the users. Twitter on the other hand has sought an extension to comply with the Indian law. “We plan to advocate for changes to elements of these regulations that inhibit free, open public conversation. We will continue our constructive dialogue with the Indian Government and believe it is critical to adopt a collaborative approach. It is the collective responsibility of elected officials, industry, and civil society to safeguard the interest of the public,” the company said in a public statement last month. In case any social media platform does not comply with any of these roles, they can lose the <a href="https://www.businessinsider.in/tech/apps/news/twitter-may-now-be-directly-responsible-for-every-single-tweet-in-india/articleshow/83565645.cms">safe harbour</a> provided to them under the Indian law. Safe Harbour provision, under the Section 79 of the IT Act of 2000, treats social media platforms as an intermediary and not the owner of the content. Twitter locks out Ravi Shankar Prasad temporarily, the minister behind India’s latest IT rules

In another move to bump up PM Narendra Modi’s ‘Make in India’ and ‘Digital India’ program, government has now approved 21 electronic clusters. <keyword id="46149" type="POSITION" weightage="20" keywordseo="Telecom-minister">Telecom Minister</keyword> <keyword id="6354886" type="PERSON" weightage="20" keywordseo="Ravi-Shankar-Prasad">Ravi Shankar Prasad</keyword> pronounced the pact while speaking at the occasion of <keyword id="6372077" type="CITY" weightage="20" keywordseo="Nasscom">NASSCOM</keyword> and IESA alliance for government’s Make in India and Digital India plans. 
 
"We have given in-principle approval to 21 electronic clusters and electronic manufacturing is priority area for us," said Ravi Shankar Prasad. The report published in business daily Economic Times said the alliance is aiming for IT and electronic system design and manufacturing (ESDM) to contribute 25% to the country's <keyword id="35050" type="CITY" weightage="20" keywordseo="gdp">GDP</keyword> in another ten years. 
 
Telecom Minister Ravi Shankar Prasad informed that the ministry had already approved proposals worth Rs 9,000 crore among the applications worth 65,000 crore it has received so far. All the applications approved by the ministry have been accepted under the modified special incentive package scheme or MSIPS program, which aims to promote large-scale manufacturing in electronic system design and manufacturing. 
 Under the MSIPS program, a subsidy of 20% in capital expenditure is given to companies for investment in SEZs and 25% in non-SEZs. As per the reports, telecom sector, in the past few years has emerged as one of the biggest contributor in <keyword id="44528" type="ORGANIZATION" weightage="20" keywordseo="FDI">FDI</keyword>. 
 
Prasad also said, ‘Manufacturing is crucial as it drives economic growth and revenue for the country. India's mobile penetration is expected to cross the one billion mark, but it is unfortunate that the country depends largely on imported devices.’

Telecom is the biggest contributor to FDI

Telecom minister <keyword id="6354886" type="PERSON" weightage="100" keywordseo="Ravi-Shankar-Prasad">Ravi Shankar Prasad</keyword> has said that no spectrum will be given for free, even as telecom operators have demanded a cut in the proposed auction price for airwaves. The minister was talking to ET, when he highlighted how the public sector is busy combining infrastructure and leveraging the expertise of BSNL and the postal department so that the government plays is in a situation for a competitive battle with private players. 
 
"Operators will not be given free spectrum even if that were to make me the most popular telecom minister," Prasad said. He declined to comment on reconsidering the proposed price. 
 
"700MHz is the most attractive band to penetrate through thick walls," Prasad said while justifying the reasons for this high price. He also said that he doesn't expect that this decision would allow trading and sharing of spectrum that were approved after the 2015 airwave auctions to come in the way of the upcoming auction. He thinks that the size of the Indian market justifies further investment into the spectrum. 
 
Talking of the other end of the deal, telecom operators have said that the price suggested by the telecom regulator for the auction of 700MHz spectrum is too steep.

Ravi Shankar Prasad says no to free spectrum to telecom operators

Prasad who took oath in the 9th position during the swearing-in ceremony held at the national capital, has been given all his previous ministries once again. In the first term of the Modi government, Prasad held the Minister of Electronics and Information Technology and the Minister of Law and Justice from 2016-2019. From 2014-2016, Prasad was the Minister of Communications. However, Prasad was not new to the ministerial position in 2014. During the Atal Bihari Vajpayee government, he held the positions – Minister of State in the Ministry of Coal and Mines, Minister of State in the Ministry of Law and Justice and Minister of State (Independent Charge) of the Ministry of Information and Broadcasting. Prasad, who earlier held the ministerial positions from his Rajya Sabha MP seat, will this time represent Patna Sahib constituency in the Lok Sabha. This Lok Sabha elections 2019 was Prasad’s debut in the elections for the lower house of the parliament. Interestingly, even with his debut, Prasad defeated Bollywood actor and politician Shatrughan Sinha by 2.84 lakh votes. Sinha had got a ticket from the Congress party.

The Indian government has stepped in and is going to work on a war footing in the wake of hacking of Twitter and personal accounts of Congress Vice-President <keyword id="5268" type="PERSON" weightage="20" keywordseo="Rahul-Gandhi">Rahul Gandhi</keyword>, liquor baron <keyword id="14678" type="PERSON" weightage="20" keywordseo="Vijay-Mallya">Vijay Mallya</keyword>, and senior journalists <keyword id="357957" type="PERSON" weightage="20" keywordseo="Barkha-Dutt">Barkha Dutt</keyword> and <keyword id="319216" type="PERSON" weightage="20" keywordseo="Ravish-Kumar">Ravish Kumar</keyword> by Legion group. They have also threatened to hack parliament’s website. 
 IT Minister <keyword id="6354886" type="PERSON" weightage="20" keywordseo="Ravi-Shankar-Prasad">Ravi Shankar Prasad</keyword> has called for an audit of entire IT infrastructure and ordered review of the financial sector starting immediately with the National Payment Corporation of India (<keyword id="193629" type="CITY" weightage="20" keywordseo="NPCI">NPCI</keyword>), review of the IT Act to make it stronger and setting up a crack team to respond to unusual incidents on a war footing. 
 
The government has also asked Twitter and payment wallets to strengthen their network. NPCI is an umbrella organisation for all retail payments system in India. 
 
"There is huge traffic flowing through the IT platforms, if there is any mishap, the systems have to be resilient and we have to take appropriate measures. We have to be alert, there is nothing to be scared of," said Prasad. 
 
A meeting was also called of bankers and more than 50 officers from IDFC, ICICI, SBI, Canara Bank, etc attended it. 
 
"We have sought details from all the people whose accounts have been hacked and Twitter has also been asked to strengthen its security and to pay attention to any unusual movement," Prasad told ET.

Government announces ₹12,000 crore PLI scheme for telecom sector

Social media giants <keyword id="6354576" type="CITY" weightage="20" keywordseo="Facebook">Facebook</keyword> and <keyword id="6354616" type="CITY" weightage="20" keywordseo="Twitter">Twitter</keyword> will not have servers in India- or at least for the time being. The NaMo government, however, is regularly interacting with the social networking sites to address issues relating to unlawful content on the internet. 
	 
	"The government has not decided to get servers of popular social networking sites, like hike, Facebook, Twitter etc established within the country," said Union Minister Ravi Shankar Prasad in the Lok Sabha. 
	 
	According to a PTI report, Cabinet minister Prasad noted that the Centre was actively interacting with all the stakeholders including social media providers to addressing all issues especially those connected to the handling of unlawful content on the internet. He pointed out that the security agencies have been facing challenges while decoding encrypted communications that are provided by these service providers. 
	 
	“At times these services may also used by anti-national and criminal elements, which pose a security threat,” Union minister Prasad stated. The government has also made it mandatory for all telecom service providers and internet service providers to provide lawful interception and monitoring facilities to the security agencies fo services such as <keyword id="790242" type="UNKNOWN" weightage="20" keywordseo="WhatsApp">Whatsapp</keyword>, <keyword id="1196287" type="UNKNOWN" weightage="20" keywordseo="Viber">Viber</keyword>, Hike among others. 
	 
	"...there are multifarious aspects involved in security enforcement agencies getting such encrypted communication in readable format such as technical, international relationship, legal and regulatory policy, commercial and security requirements etc," he said.

"Cabinet has approved spectrum trading today. Telecom sector has been demanding it for optimum utilisation of spectrum," said <a href="http://www.businessinsider.in/searchresult.cms?query=ravi+shankar+prasad">Telecom Minister Ravi Shankar Prasad</a> said. 
 
Till now, the Indian government had allowed to allocate <a href="http://www.businessinsider.in/searchresult.cms?query=spectrum">spectrum</a> to telecom firms through auctions only. 
 The trading will enable efficient use of <keyword id="513806" type="UNKNOWN" weightage="20" keywordseo="radiowaves">radiowaves</keyword> as few <keyword id="6379816" type="UNKNOWN" weightage="20" keywordseo="Telecom-operators">telecom operators</keyword> had a low <a href="http://www.businessinsider.in/searchresult.cms?query=subscriber+base">subscriber base</a> or unutilised spectrum lying with them. 
"The ownership right will be of government of India. That right of trade he can trade with someone else fully between two service providers. For entering in trading agreement, telecom operators will not require prior permission from government but the company will have to inform licence issuing authority 45 days before entering into trading agreement,” said Prasad. 
 
The trading is also expected to indicate market rate of radiowaves. At present it is determined only through auctions conducted by the government. 
 
"Auction purchased spectrum can be straight away go for trading. The buyer will have to pay 1 per cent trading fee which will be calculated based on market rate or previous auction price whichever is higher," Prasad said.

The security breach happened in the form of a tweet that the agency's Common Services Center did from its official handle. The tweet carried a photograph of <a href="http://www.businessinsider.in/heres-what-dhoni-gifted-virat-kohli-after-india-won-series-against-england/articleshow/56757764.cms">Dhoni</a> getting his biometric data registered, and another of his personal details on the Aadhaar website. The tweet with the details was later deleted.

MS Dhoni's Aadhar details leaked; wife demands action from Ravi Shankar Prasad

Union Minister of Communications and IT <keyword id="6354886" type="PERSON" weightage="100" keywordseo="Ravi-Shankar-Prasad">Ravi Shankar Prasad</keyword> will inaugurate the dot <keyword id="2470822" type="UNKNOWN" weightage="100" keywordseo="Bharat-Domain-Name">Bharat domain name</keyword> on August 21 in New Delhi, which would facilitate multi-lingual <keyword id="6357247" type="PERSON" weightage="100" keywordseo="Internet">Internet</keyword> access. 
 National Internet Exchange of India (NIXI) and the <keyword id="64489" type="ORGANIZATION" weightage="100" keywordseo="Centre-for-Development-of-Advanced-Computing">Centre for Development of Advanced Computing</keyword> (C-DAC) will enable dot Bharat ccTLD that can be registered in Devnagari script. 
 
C-DAC is also working together with NIXI and they have set up a committee on International Domain Names (IDNs) to introduce domain names in Indian languages. 
 
Internationalised Domain Name in Indian languages will be represented in the characters of the language concerned. Such domain names could contain letters or characters from non-ASCII (American Standard Code for Information Interchange) scripts. ASCII is a character-encoding scheme based on the ordering of the English alphabet. 
 
In India, the IN Registry has been mandated for registering, operating and managing IDN in the Indian languages. 
 The number of Internet subscribers was 238.71 million in December 2013. Himachal Pradesh, with 2.04 million users, had the lowest number of Internet users, <keyword id="2470821" type="UNKNOWN" weightage="100" keywordseo="Telecom-and-IT-Minister">Telecom and IT Minister</keyword> Ravi Shankar Prasad recently informed the Lok Sabha.

They are required to register grievance complaints within 24 hours and address the issue within a space of 15 days. This will include how many complaints were received, how they were investigated, and how they were resolved at the end of the day. “The chief compliance officer to be appointed under the guidelines may be personally liable in case of any non-compliance of IT Act or any rules,” noted Rajat Prakash, a partner at law firm Athena Legal. The toughest rule of all puts WhatsApp in a spot Whether it is fake news or any objectionable content, the government wants the social media platforms as well messaging apps to be able to track down the ‘first originator’. “This first originator is not about the content, it's about who began the instigation,” explained Prasad. “If it started outside of India, they will have to track down who started the mischief within India.” The request to share this information will be mandated either by a court order or executive order by the government of India. It will also only apply to instances where the penalty (if the person is found guilty) exceeds five years. This includes instances where there is any violation with respect to the sovereignty or integrity of India, the security of the state, public order, relations with foreign states, and rape or sexually explicit content. “Further tracing of the originator of messages on messaging applications could lead to violation of privacy rights and fall foul of privacy laws of countries outside India and end to end encryption of messages will make it tough for messaging applications to comply,” noted Prakash. Even though WhatsApp does not have a specific response to the government's new guidelines, Facebook told Business Insider that they welcome the new rules. "Facebook is an ally for India and the agenda of user safety and security is a critical one for our platforms," it told Business Insider in a statement. Aadhaar or phone number for social media The Indian government wants social media platforms to set up some sort of verification mechanism for its users for identification citing Aadhar or mobile numbers are possible methods. “If there is any unlawful information on your platform, by court order or government of India, you will have to disable access of the user,” said Prasad, adding that it is for the platform to decide whether they want to use the person’s mobile numbers or Aadhaar (unique identity number given by the government). Union Minister and BJP MP <keyword id="6354886" type="PERSON" weightage="20" keywordseo="Ravi-Shankar-Prasad">Ravi Shankar Prasad</keyword> India can have its own <keyword id="302749" type="COMPANY" weightage="20" keywordseo="Alibaba">Alibaba</keyword> in the e-commerce industry if the government successfully rolls out its Digital India Project. Union Minister for Communications and Information Technology (IT), Ravi Shankar Prasad made the projection at an event organized by <keyword id="6355988" type="CITY" weightage="20" keywordseo="Assocham">ASSOCHAM</keyword>. 
	 
	“As Flipkart is growing so big, as we see the success of Alibaba and as we see the aspirational India evolving with great enthusiasm particularly in rural areas, I see a vast opportunity for eCommerce,” said Union Minister Prasad. 
	 
	He added that he expects several services to be available in the country through e-commerce especially in the warehousing sector. “I see almost an explosion of various kind of availability of services through eCommerce, particularly you will have warehouses,” said Union Minister Prasad. 
	 
	Talking about Digital India Programme, which was recently approved by Narendra Modi’s cabinet, Prasad stated that the programme has been commenced considering the country’s low broadband penetration and the fact that the government wants to build a digital infrastructure that becomes a basic utility to everybody in the country. 
	 
	“We wish to reach every gram panchayat of India within a defined period upon government costs and the government user network is here to ensure connectivity. We can have couple of Alibaba in coming future if we are able to rollout this programme very well,” said Prasad. It should noted that the rural telecom penetration is a meager 44%. 
	 
	Emphasizing on the importance of digital infrastructure, Union Minister Prasad noted the high cost of manufacturing in the country has forced entrepreneurs to import goods. “India is importing electronic goods worth $100 billion every year which is likely to cross over to $400 billion by 2020 and the import bill will surpass the fuel import bill,” he added. 
	 
	At present, the government plans to launch electronic manufacturing clusters that will provide infrastructure to attract in investments in Electronics Systems Design and Manufacturing (ESDM) sector. The first cluster will be launched in Madhya Pradesh early next month, while more such clusters will be set up in other states such as Tamil Nadu, Andhra Pradesh, Odisha and Maharashtra among others. 
	 
	“Therefore, from eCommerce to electronic manufacturing to digital connectivity is going to be a game changer of the country,” averred Prasad.
