Insider has sought to obtain public records, including incident reports, related to the five men's deaths but has only received incident reports related to two of them. Insider is now asking the Chancery Court of Rankin County to "order RCSD to produce the public records sought" and to award Insider all costs and expenses — including attorneys' fees — for failing to turn the rest of the reports over.Rushton and McKinley were shot to death during confrontations with Rankin County sheriff's deputies, while Cameron, Jackson, and Coker died in RCSD custody. On February 17, Insider requested incident reports, dispatch logs, and other law enforcement records relating to four of the men who died after interactions with Rankin County sheriff deputies. The fifth report was requested separately.Insider received a response a week later from Jason Dare, an attorney representing the RCSD, spelling out the necessary fees to produce the records.The payment was delivered on March 2, but out of the four incident reports requested, RCSD only produced an incident report for Corey Jackson's death in custody. Records for Coker, which were requested separately, were also provided.As for the incident reports requested in connection with Cameron, McKinley, and Rushton's deaths, the RCSD claimed those reports were "exempt from production," according to the lawsuit. Families of the deceased have a also been met with roadblocks when seeking information about their loved ones. "I want some answers," Charlene Quarles, Trevor McKinley's grandmother, told Insider for a story published in March. "If it was all upfront and done by the law, why would nobody tell you anything? It's been six months.""We don't have a toxicology report, we don't have any information whatsoever," Jackie McKinley, his mother, said. "They've released nothing to us. They wouldn't even release his body to us. We weren't able to have a funeral for three weeks."When Insider wrote the department urging it to reconsider, Dare responded with further explanation as to why the requests were denied. In a March 10 email to Insider, Dare said the RCSD couldn't turn the reports over until after the Mississippi Bureau of Investigation finished investigating the incidents and/or at the "conclusion of any criminal proceedings." But as Insider's attorney, Paloma Wu, argued in the lawsuit, there is "no exception recognized" under the Mississippi Public Records Act that allows the RCSD to withhold incident reports."RCSD may not withhold the records requested because another agency, MBI, may or may not have an open investigation into how the four men died in custody or at the hands of RCSD. Incident reports are generated for all arrests — and these hallmark public records do not become non-public if an agency is investigating a related crime. Indeed arrests necessarily involve open criminal investigations, and the PRA is clear that incident reports do not cease to be public records on that basis. They must be produced pursuant to a PRA request — regardless of the presence or absence of an open investigation," Wu argued in the lawsuit. Wu works with the Mississippi Center for Justice, a nonprofit, public interest law firm representing Insider in the case. Landon Earl Rankin was arrested on Wednesday and charged with two counts of burglary, the <a href="https://www.facebook.com/photo?fbid=367971772030116&amp;set=pcb.367972152030078">Chandler Police Department said</a>. Additionally, he is facing drug charges because police said he was in possession of fentanyl and methamphetamine was he was taken into custody. Police said Rankin attended two weddings in April. He pretended to be a guest and allegedly stole the wedding card boxes at both receptions containing thousands of dollars, according to police. Authorities noted that each box had an estimated $3,000 to $6,000 inside. According to a probable-cause statement, Rankin was captured on video taking a card box at one of the weddings before leaving the scene in his car, the <a href="https://apnews.com/article/crime-arrests-phoenix-theft-2ef94c3a76b72f4866d5b94b68ea9562">Associated Press</a> reported. The outlet reported that the 54-year-old claimed he went to the wedding to hear vows because he was " going through a divorce," per the statement. Chandler police said that Rankin was linked to multiple wedding thefts in the area. "After Rankin's arrest, police connected him to eleven incidents of wedding card box thefts in the east valley," police said. The Associated Press reported that Rankin retired from the Pinal County Sheriff's Office in 2015, but served as a reserve officer for two years until 2017.

The MBI confirmed to Insider in an email that it is still investigating Damien's death more than 6 months later. <h2>MBI report alleges Cameron "collapsed" during pursuit</h2>A heavily redacted MBI incident report obtained by Insider alleges that Cameron "collapsed" while running away from police, but an initial press release from the sheriff's department does not say anything about Cameron collapsing."I was advised that Mr. Damien Cameron, who was the suspect, had broken into a neighbor's home, and the Rankin County Sheriff's Department was alerted and responded to the scene," an investigator wrote in the report. "Once on scene, it was advised that Mr. Cameron fled from the officers and in the process of fleeing, he collapsed." The Rankin County Sheriff's Department released a statement on July 26, 2021 that said Cameron was identified as the suspect of a burglary and resisted arrest. Lee told Insider that her next-door neighbor's young child let Damien inside the house went he went to the home to ask for work. According to Lee, her neighbor was upset when they got home to find Damien in the house and called police. The sheriff's department's initial statement does not mention Damien "collapsing" or falling during a pursuit. "Deputies pursued Cameron and were able to make contact," the statement says. "Deputies issued orders to Cameron to place his hands behind his back. As the deputies approached Cameron he began to fight and resist arrest. Deputies were able to finally get Cameron secured and walk him to a patrol vehicle. After speaking with witnesses, deputies went to check on Cameron where he was found unresponsive."Lee told Insider that no one from her family told the MBI that Damien collapsed while he was running from police. Lee said that the only time Damien collapsed was beside the patrol car when police were walking him to the car after his arrest and he became unresponsive in the car."It's crazy to me because I think the whole thing is trying to cover it up," Lee said. "But the way he sustained injuries, that can't be covered up, because you can't do that by tripping and falling."The MBI and the Rankin County Sheriff's Department did not immediately return Insider's requests for comment on Tuesday.According to Lee, Damien collapsed after an officer tased him the first time during a pursuit. Lee told Insider that Damien collapsed a second time when officers were walking him to a patrol car while he complained that he could not breathe. But according to Lee, the MBI told her it turned the case over to the Rankin County District Attorney's office for review "over two months" ago.The Rankin County Sheriff's Department and the district attorney's office did not respond to Insider's repeated requests for comment about the status of the investigation. Cameron's death came just two weeks after Mississippi Department of Public Safety commissioner Sean Tindell <a href="https://www.clarionledger.com/story/news/2021/07/12/mississippi-bureau-of-investigation-public-information/7937398002/">told the Sun Herald</a> that the MBI would be more open with the public about its investigations. <h2>Cameron's family say police used excessive force</h2>According to Lee, her son went to her neighbor's house on the morning of July 26 to ask if the man had any work that he could do. The neighbor wasn't home but the man's young child invited him inside. When the neighbor returned home to find Cameron in his house, he called Lee to the home. Lee told Insider that she talked to the man, thought the issue was resolved, and returned home with her son, but the man called her back about an hour later claiming that Cameron had vandalized his house, and that he called the police.According to Lee, the man said he did not want to press charges against Cameron but wanted police to "talk to him and let him know he's not supposed to be in my house."Lee said she went to her neighbor's house to see the purported damage after he called police but never made it inside because a deputy arrived and asked her where her son was. Lee said she told the deputy that she would go in her house to get him, but the officer was "right on my heels" as soon as she opened the door."He come through the whole house without a search warrant, anything," Lee said. "He went to every bedroom and busted the door open on my dad."After unsuccessfully searching the house, the deputy went back to his car to make a phone call while Lee walked to her car where she found Cameron crouched beside the vehicle, she said."He said Mama, 'I didn't do nothing. I said, 'well Toot, just come out,'" Lee said, using her son's nickname. Lee initially told the deputy searching for Cameron that he would likely run if the deputy found him because "he's paranoid" and had been tased by officers before. Court records show that Cameron had been charged with failure to obey an officer and assault on a policeman in June 2020, but he was never convicted.<h2>A struggle ensued between Cameron and officers </h2>When Cameron walked around the car, the deputy saw him, and Cameron took off running toward the house, Lee said, but the deputy caught up to him. After speaking briefly with the deputy, Cameron ran toward the house again and reached for the back door."That was the first time he tased him," Lee said.Lee said that Cameron fell on his side, with his body lying on the steps that led into the house, but he pulled the Taser's prongs out and ran inside the home. Cameron then ran into the living room where the deputy tased him a second time, and he again pulled out the prongs before running into a bedroom, Lee said.Inside the bedroom, the deputy began to struggle with Cameron, tackled him, and placed his left hand in handcuffs, according to Lee. "At that time, I seen my son's left side of his face begin to swell and his left eye begin to pop out his head because there's so much pressure he had in his back," Lee said.According to Lee, the deputy who tackled Cameron knelt on his back for "a good 15 to 20 minutes" while he waited for a second deputy.When the second deputy arrived, he ran into the room and "fell" with his knee onto Cameron's neck and knelt on his neck while placing him in handcuffs, according to Lee."My son began saying he couldn't breathe, he couldn't breathe," Lee said.Lee said that Cameron continued to complain that he couldn't breathe when police led him out of the house in handcuffs, and he fell to the ground next to a police car. After waiting inside the house for a few minutes, Lee said her mother turned to her and said that Cameron was going to be "either dead or half-dead by the time they get him to wherever he's going." So, she said she decided to go outside to tell her son, "goodbye and I love him.""I go to the side of the truck to see them doing CPR on my son," Lee said.According to Lee, a deputy asked her if Cameron had any medical issues, and when she said that he did not, the deputy responded, "fuck!""The first officer that was there, he was standing outside crying, saying 'why me?' 'why me?'" Lee said.Lee said she asked the deputy if she could give Cameron water, and he said no. According to Lee, the deputies who arrested Cameron were not wearing body cameras. The RCSD has not released the names of the deputies involved or said if they were suspended after the incident, but Lee said her family has seen some of them working since the encounter.<h2>Police waited an hour to call an ambulance, family says</h2>According to Lee, deputies "worked on" Cameron on the ground for a full hour before calling an ambulance. They were successful in getting his pulse restarted, but his "lips had turned purple" by the time they finished CPR, she said.Lee said police took Cameron to Simpson General Hospital in Simpson County before transferring him to the University of Mississippi Medical Center, where he later died. According to Lee, the doctors at Simpson General told her that police gave them "50 different stories and none of them add up to the injuries that my son had." Lee, Damien's stepfather, and his grandmother all asked the sheriff why over three months had passed and without update and why the officers involved in Damien's death were allowed to continue working. Mississippi authorities still silent on investigation into the death of a Black man who died in police custody over six months ago

<ul class="summary-list"><li>3 Tacoma police officers have been charged in the 2020 death of Manuel Ellis.</li><li>2 face murder charges, while a third is facing manslaughter, Washington's attorney general announced.</li></ul>Three Tacoma police officers were charged in connection with the killing of Manuel Ellis, a Black man who died in March 2020 after being detained and shocked by cops.Washington Attorney General Bob Ferguson announced Thursday that officers Matthew Collins and Christopher Burbank were charged with second-degree murder and officer Timothy Rankine was charged with first-degree manslaughter.The felony charges followed an independent investigation. Before Thursday's announcement, only three other officers in state history had ever faced criminal charges for unlawful use of force, <a href="https://www.seattletimes.com/seattle-news/times-watchdog/state-attorney-general-charging-decision-on-manuel-ellis-death/">according to the Seattle Times</a>.Four officers were put on leave in the aftermath of Ellis's death during a Pierce County Sheriff's Department investigation. While the Mississippi Bureau of Investigation normally investigates officer-involved shootings, the Biloxi Police Department is leading the investigation, according to the <a href="https://www.mississippifreepress.org/15954/unanswered-questions-surround-killing-of-baby-lamello-parker-in-biloxi/" target="_blank" rel="noopener">Mississippi Free Press. </a>The Free Press reports that this is due to the fact that the Mississippi Highway Patrol was involved in the shooting. Police Chief John Miller told the <a href="https://www.sunherald.com/news/local/crime/article256060612.html" target="_blank" rel="noopener">Sun-Herald</a> earlier this month that the FBI Crime Lab is analyzing evidence from the shooting. He explained that normally that evidence would be turned over to the state crime lab, but it couldn't in this situation because the Highway Patrol is under the same umbrella department. The results of the investigation will be handed over to the Harrison County District Attorney's Office when completed. La'Mello's death is one of several in Mississippi involving the police that remain under investigation months after they happened. Insider previously reported on the case of <a href="https://www.insider.com/mississippi-police-silent-on-investigation-into-death-of-a-black-man-2022-1" target="_blank" rel="noopener">Damien Cameron</a>, a 29-year-old Black man who died while in police custody in Rankin County on July 26. Cameron's mother told Insider that deputies chased Cameron inside their house, tased him twice, and knelt on his back for more than 15 minutes while he complained that he couldn't breathe. The Mississippi Bureau of Investigation continues to investigate Cameron's death nearly seven months later.

After Boston University's CTE Center released a study in 2017, which found evidence of the disease in 110 out of 111 former players, <a href="http://www.nfl.com/news/story/0ap3000000822159/article/nfl-issues-response-to-cte-research-report">the NFL issued a statement</a> saying the research added value "in the ongoing quest for a better understanding of CTE" but said there are "unanswered questions relating to the cause, incidence, and prevalence of long-term effects of head trauma such as CTE."<h2>Hernandez had 'advanced' CTE when he died by suicide in 2017</h2>When Hernandez's brain was examined after his death in 2017, Ann McKee, a neuropathologist and expert in neurodegenerative disease at Boston University's CTE center, said his diagnosis was advanced."He had a very advanced disease. And not only was it advanced microscopically, especially in the frontal lobes, which are very important for decision making, judgment, and cognition," she said in "Killer Inside."Patrick Haggan, the prosecutor on Hernandez's second trial told interviewers in "Killer Inside" that he researched CTE after hearing about Hernandez's diagnosis."I started to look at the signs of CTE - impulsiveness, rash decisions, sometimes propensity to be violent. It was Aaron Hernandez," he said in the documentary.
