New Delhi: Markets regulator <keyword id="19901201" type="General" weightage="100" keywordseo="Sebi" source="keywords">Sebi</keyword> has debarred 14 entities including, <keyword id="22941399" type="General" weightage="20" keywordseo="Rana-Sugars" source="keywords">Rana Sugars</keyword> promoters' and other related entities from the securities markets for two years and slapped a Rs 63-crore fine on them on charges of diversion of funds. The regulator also prohibited Inder Pratap Singh Rana (promoter), Ranjit Singh Rana (Chairman), Veer Pratap Singh Rana (MD), Gurjeet Singh Rana, Karan Pratap Singh Rana, Rajbans Kaur, Preet Inder Singh Rana and <keyword id="22946824" type="General" weightage="20" keywordseo="sukhjinder-kaur" source="keywords">Sukhjinder Kaur</keyword> (promoter) from holding any position as director or key managerial person of any other listed company for two years. Ranjit Singh, Veer Pratap and Sukhjinder Kaur were also the promoters of <keyword id="22946823" type="General" weightage="20" keywordseo="Rana-Sugars-Ltd" source="keywords" meta.keywordsubtype="org" meta.entityname="Rana Sugars Ltd" meta.hostid="345" meta.entityid="Rana Sugars Ltd">Rana Sugars Ltd</keyword>, as per the exchange data. Individually, Sebi imposed penalties in the range of Rs 3 crore to 7 crore on Rana Sugars, its promoters, and other related entities. "I find that noticee No 1 to 9, who are promoters of RSL and beneficiaries of such diversion of funds from RSL, have violated PFUTP (Prohibition of Fraudulent and Unfair Trade Practices) regulations. "...also find that Noticee No 10 (Manoj Gupta), who was CFO and signed and certified such manipulated financial statements of RSL, aided and abetted such diversion of funds from RSL to its promoters and their family members violated PFUTP regulations," Sebi's Chief General Manager G Ramar said in the final order on Tuesday. The probe revealed that Rana Sugars Ltd failed to disclose <keyword id="22946822" type="General" weightage="20" keywordseo="Laxmiji-Sugars-Mills-Company" source="keywords">Laxmiji Sugars Mills Company</keyword> as a related party in FY 2016-17. Further, the firm failed to disclose FTPL, CAPL, JABPL, RJPL and RGSPL as related parties. Inder Pratap, Ranjit, Veer Pratap Singh Rana, were persons in charge of and responsible for the affairs of Rana Sugars. Therefore, Rana Sugars, Inder Pratap, Ranjit Singh and Veer Pratap Singh Rana have violated the disclosure rules. Sebi also noted with respect to the movement of funds between RSL, and its related entities was not towards business advance for the purchase of sugar cane seeds and repayment of unsecured loan. Related parties are Flawless Traders Pvt Ltd (FTPL), Century Agros Pvt Ltd (CAPL), Jay Aar Builders Pvt Ltd (JABPL), RJ Texfab Pvt Ltd (RJPL) and RGS Traders (RGSPL). These funds were then transferred by RSL to related parties on the same day to promoters of Rana Sugars and their family members. The regulator found that related parties aided and abetted Rana Sugars, its promoters and directors to divert funds from RSL and violated PFUTP norms, the order said. Sebi also directed Rana Sugars to recover Rs 607 crore from related entities which includes Rs 339 crore in receivables and Rs 268 crore in interest dues. Thereafter, the regulator directed Rana Sugars to take all necessary steps for recovery of dues from these entities and advised them to appoint an independent law firm to take effective steps for recovery in consultation with the NSE. The markets watchdog also observed that RSL, Inder Pratap Singh Rana, Ranjit Singh, Veer Pratap Singh, Gurjeet Singh, Karan Pratap Singh and Rajbans Kaur have failed to provide any explanation for not appearing before the investigation authority (IA). Further, they also failed to furnish information/documents sought by the IA, which hampered the investigation process, thereby, violating Sebi norms. The order came after Sebi investigated the affairs of RSL to examine the diversion of funds from the company by the promoters and promoter-related entities of Rana Sugars, and consequent misstatements in the financial statements of the company. And whether the alleged diverted funds have been siphoned off by the promoters and promoter-related entities of the firm, resulting in violations of the provisions of PFUTP rules and LODR (Listing Obligations and Disclosure Requirements) norms. The investigation period was from financial year (FY) 2014-15 to FY 2020-21.

Sebi bans Rana Sugars' promoters from securities market for 2 years, imposes Rs 63 crore fine

New Delhi, Jan 13 () The Indian Institute of Food Processing Technology (IIFPT) on Monday signed a pact with eight other institutes located in Punjab and Haryana for facilitating a collaborative research, skill development, and student's in-plant training.
 The Bathinda-based IIFPT inked the memorandum of understanding (MoU) in the presence of Union Food Processing Minister Harsimrat Kaur Badal, an official statement said.
 The eight institutes/universities include Punjab Agricultural University (PAU), Ludhiana; Maharaja Ranjit Singh Punjab Technical University (MRSPTU), Bathinda; Central Institute of Post-Harvest Engineering and Technology (CIPHET), Ludhiana; National Dairy Research Institute (NDRI), Karnal; Indian Institute of Wheat and Barley Research (IIWBR), Karnal; Sant Longowal Institute of Engineering and Technology (SLIET), Sangrur; National Agri-Food Biotechnology Institute (NABI), Mohali and Guru Nanak College, Budhlada, it added.
 Speaking on the occasion, the minister said everyone should work in collaboration with each other to increase the income of small farmers and such kind of MoU will open new opportunities for the benefit of farmers as there is great potential in the food processing sector.
 The MoU is intended to facilitate a collaborative programme of research, skill development, consultancy, institutional development, information dissemination and student's in-plant training. If Congress does manage to win a few seats, the polls predict that it won’t be more than one or two. Data shared by the Election Commission so far show the BJP sweeping the state and leading in every single constituency. The Indian National Lok Dal (INLD) who won two seats in the state during the 2014 Lok Sabha Election is lagging behind in Sirsa and Hisar. Congress' Deepender Singh Hooda is also falling behind Arvind Kumar Sharma who is winning by a margin of 7,726 votes. If the Modi-led Bharatiya Janata Party (BJP) manage to sweep all ten seats, then that means Bhupinder Singh Hooda — the lone incumbent Congress candidate from Sonepat — will be losing out to Digvijay Singh Chautala. The Aam Aadmi Party (AAP) stretched its legs beyond Delhi to try its hand at contesting the elections in neighbouring state, Haryana. But exit polls show that it’s unlikely that they will be bringing any seats home. The state of Haryana has 10 Lok Sabha constituencies in total. All the 10 seats went for polling on 19 th May 2019 and the results will show which party bags the majority number of seats from the state. In 2014 general elections for the Lok Sabha, the BJP captured 7 places for the parliament from Haryana. The Indian National Lok Dal claimed two seats namely Sirsa and Hisar. The Congress party could strive to keep only one seat from the state by winning from Rohtak. From the Rohtak seat, Deependra Singh Hooda, the son of Phupinder Singh Hooda, the then chief minister of the state. Notably, the BJP fought only in 8 seats in the state of Haryana while the election results favored the party by giving it a victory over 7 out of 8 places it contested in 2014. The ally of BJP Haryana Janhit Congress contested from two places and both these seats were lost to the aforementioned candidates. With the mounting anticipation whether the BJP can retain its prospects in the state, the game seems to be a lot tougher for the party this time. The Congress is now seen fielding highly seasoned election campaigners like Kumari Selja and Ashok Tanwar for the 2019 Lok Sabha elections.

"We will reopen schools in a phased manner by starting teaching work for Classes 10, 11 and 12 from July 1, for Classes VI, VII, VIII and IX after 15 days and for the primary classes in August," he said. "The classes will be held in shifts so that half the students of a class attend the first shift and the rest come in the second. We are yet to decide on the timings of the shifts," he added. Meanwhile, the Board of School Education Haryana (BSEH) announced that Class 10 results will be declared on June 8. Its Chairman Jagbir Singh said Class 12 students will have to appear for their pending exams from July 1 to July 15.

However, the BJP and its allies led by Manohar Lal Khattar have fallen short of the majority. The midway mark is at 45 and the winning side needs at least 46 to form the government. Embarrassingly for hte BJP, seven of its state cabinet ministers have lost their own seats. "I thank the people of Haryana for blessing us. We will continue to work with the same zeal and dedication for the state’s progress. I laud the efforts of hardworking @BJP4Haryana Karyakartas who toiled extensively and went among the people to elaborate on our development agenda," Prime Minister Narendra Modi said. On the other hand, Congress has gained hugely in vote share compared to the last assembly elections and is leading in 28 seats so far. However, there is one from India Today-Axis that has predicted a hung assembly in the state, leaving room for some anxiety in all camps. The BJP had won 47 seats in the 2014 Haryana assembly election, Congress won 15 seats, the Indian National Lok Dal (INLD) won 19 seats, while others won 9 seats. Factors at play in 2019 The assembly elections this year took place five months after the BJP’s clean sweep in the Parliamentary polls, just like in 2014. However, this year, there was less excitement on the voting day. The turnout fell to 65%, down from 76.54% in the previous election. In the general elections earlier this year, the BJP was able to garner a clear majority even in the state with 34% of the votes and 70% of the seats. The government in Haryana has largely mirrored the one at the Centre, either by electing the same party or an ally in the state. Going by that trend, BJP had an upper hand. However, the larger economic slowdown in the country has had a major impact on Haryana's voter sentiment. The state is one of India's largest automobile hubs and accounts for two thirds of passenger cars, 50% of tractors and 60% of motorcycles manufactured in the country, according to the India Brand Equity Foundation (IBEF). The infamous slowdown in car sales has led to large-scale job losses in Haryana. Districts such as Panipat, Gurugram, Faridabad, Hisar and Sonipat are home to many textile businesses, particularly, readymade cotton garments, which is one of the major exports of Haryana. The sector is dire straits due to loss of competitive edge to other countries in the region and that too, has hurt the livelihood of many people. The agrarian distress, also widespread in the country, has also shown its impact in the state. Still, the state economy has grown at a compounded annual growth rate of 12.67% over the last seven years and has led to much prosperity in many parts. This is in part due to the explosion of IT and IT-enabled services in the state, especially in the city of Gurgaon. The political balance Politically, the state’s votes were divided into Jats and Punjabi — the two dominant social segments. Over the last few years, the Punjabis have preferred the BJP. Which is why BJP got a large chunk of its seats from Punjabi-dominated areas Chandigarh, Panchkula, Ambala, Kurukshetra, Karnal and Panipat — pretty much the entire route from Delhi to Chandigarh except Sonepat. However, the BJP has managed to consolidate the upper castes in the state into a significant vote bank which has benefited the party hugely in diluting the dominance of the Jats. 30% of the state population is from the lowest rung of the Indian society, the Dalits. They are not known to be BJP backers but as seen in the 2019 Parliamentary elections, some of the traditional caste calculus tend to break in the absence of a credible opposition. Since his election, Chief Minister Khattar has seen many controversies including an agitation by Jats demanding the benefits of the ‘Other Backward Class’, protests by many thousands of supporters of a self-styled Godman, Baba Rahim, and small-scale riots on the streets over a movie that was later released under the title of Padmavat, to name a few. Yet, a series of family feuds and corruption charges have kept opposition leaders busy firefighting most of the time and less prepared for the electoral battle. Add to that, Narendra Modi’s charm that worked wonders in the recently concluded general elections and since then, some emotive issues like the suspension of Article 370 that gave the state of Jammu and Kashmir a ‘special’ status have been largely well received by the people of the state. The opposition particularly the Congress made some gains but it wasn't enough to capitalise on BJP's lapses. The Board of School Education, Haryana (BSEH) has announced HSC class 10th results today, on 17 May 2019. While the number of students passing the examination has improved from last year at 57%, 6% up from last year, girls have outperformed boys, again. The overall pass percentage among girls stood at 62%, 9% more than that of boys, which was recorded as 53%. In 2018, the overall pass percentage among girls was recorded as 55.34% while the pass percentage stood at 47.61% for boys. The results were announced on 23 May. Nearly 400,000 students appeared for the exam this year. The exams were held from 8 March to 30 March 2019. The results will be available on the board’s official website bseh.org.in. Alternatively, the results can be viewed at examresults.net.
