<keyword id="19900881" type="General" weightage="20" keywordseo="delhi" source="keywords">Delhi</keyword>'s finance minister Atishi presented the FY25 budget in the state assembly on Monday with an outlay of Rs 76,000 crore, announcing the 'Mukhyamamantri Mahila <keyword id="20820458" type="General" weightage="20" keywordseo="samman-yojana" source="keywords">Samman Yojana</keyword>' under which women aged 18 and above will get Rs 1,000 per month, and asserted the government is inspired by the ideals of <keyword id="20017410" type="General" weightage="20" keywordseo="ram-rajya" source="keywords">Ram Rajya</keyword>. In the budget tabled in the state assembly ahead of the general elections, she also announced that the Business Blasters scheme, which was till now being implemented in schools, will now be implemented in universities and Industrial Training Institutes (ITIs). Last year, the government had allocated Rs 78,800 crore for the financial year 2023-24 and announced nine schemes as part of the G20 preparations. The Delhi government's budget size for 2022-23 was Rs 75,800 crore and Rs 69,000 crore in the preceding year. This was the first time that Atishi presented the budget after taking charge of the finance department last year. In her budget speech, she remembered Manish Sisodia, former education minister, and <keyword id="20115511" type="General" weightage="20" keywordseo="satyendar-jain" source="keywords">Satyendar Jain</keyword>, former health minister, for their roles in shaping the education and health models in the national capital. "This is a moment of pride that the Kejriwal government is presenting its tenth budget today. I am not just presenting the tenth budget but a picture of changing Delhi. Kejriwal came as a ray of hope. We are all inspired by Ram Rajya. We are working hard towards realising the dream of Ram Rajya," she said. She proposed an allocation of Rs 16,396 crore for the education sector and highlighted the achievements of the AAP (Aam Aadmi Party) government in the field. Under the education budget, Rs 100 crore has been allocated to the State Council of Educational Research and Training (SCERT) for training teachers, and another Rs 150 crore has been proposed for the construction of new schools and classrooms. She proposed Rs 45 crore for the maintenance of existing classrooms and Rs 42 crore for Schools of Specialised Excellence in the 2024-25 fiscal. The minister announced an allocation of Rs 118 crore for sports education, Rs 1,212 crore for higher education and technical education and Rs 15 crore for "Business Blasters Senior". "The Kejriwal government will implement Business Blaster scheme in its universities and Industrial Training Institutes through Rs 15 crore allocation in budget," she added. The government announced a budget of Rs 8,685 crore for the health sector with Rs 6,215 crore being proposed for hospitals to maintain good facilities. "Under the Delhi government, there are 38 hospitals where treatment is provided free of cost to more than 81,000 OPD patients daily and 65,806 IPD patients monthly," she said. OPD stands for out-patient department, while in-patients department is referred as IPD. There are 530 Mohalla Clinics in Delhi currently, where every day, 64,000 people receive free medicines, tests, and treatment. So far, Mohalla Clinics have conducted more than seven crore OPD visits, she said. 'Farishtey Dilli Ke' scheme has saved the lives of 22,000 people, she shared. The minister announced a budget outlay of Rs 6,216 crore for various schemes under the Social Welfare Department, Women and Child Development Department and SC/ST/OBC Welfare Department. The government announced an allocation of Rs 2,000 crore for the 'Mukhyamantri Mahila Samman <keyword id="19955331" type="General" weightage="20" keywordseo="yojana" source="keywords">Yojana</keyword>' for the welfare and empowerment of women from 2024-25. Under this scheme, woman above 18 years of age will get Rs 1,000 per month, she said. For a woman to become eligible under the scheme, she should be a Delhi voter, should not be availing benefits under any other government scheme and should not be an income taxpayer, she said. According to the final electoral roll of Delhi published in January this year, there are 67,30,371 female voters in the national capital. Atishi announced an allocation of Rs 664 crore for all nutrition-related schemes. In 2014-15, the budget for law and justice was Rs 760 crore, she said. "I am delighted to share that by 2024-25, it has increased by nearly four-fold to reach Rs 3,098 crore," she said. The minister announced that in 2024-25, the Delhi government will begin the construction of four court complexes in Rohini, Karkardooma, Shastri Park, and Rouse Avenue. "These will include courtrooms, lawyer chambers, libraries, and modern facilities, totalling 250 new courtrooms. The number of people receiving free legal services through the Delhi State Legal Services Authority was 33,000 in 2016. Last year, this figure increased nearly four-fold, reaching 1.25 lakh," she shared. The finance minister announced an allocation of Rs 902 crore for unauthorised colonies. Talking about the transport sector, she said that Delhi will have over 10,000 buses in its fleet, including 80 per cent electric buses. She announced Rs 7,195 crore for the Delhi Jal Board, Rs 510 crore for induction of electric buses in DTC and cluster buses fleet and Rs 500 crore for Delhi Metro. Delhi govt presents FY25 budget with ₹76,000 crore outlay; to give ₹1,000 per month to every woman

New Delhi, Cutting across party lines, <keyword id="48510" type="General" weightage="100" keywordseo="rajya-sabha" source="Orion">Rajya Sabha</keyword> members on Thursday supported the bill to provide 33 per cent reservation for women in the <keyword id="197797" type="General" weightage="80" keywordseo="lower-house-of-parliament" source="Orion">Lower House of Parliament</keyword> and state assemblies, even as some opposition members termed it an election gimmick. During the debate in the <keyword id="122785" type="General" weightage="80" keywordseo="upper-house" source="Orion">Upper House</keyword> on the 128th Constitution Amendment Bill that seeks to reserve a third of seats in the Lok Sabha and state assemblies for women, members also highlighted the need to accelerate the process instead of waiting for a fresh census and delimitation exercise. Taking part in the discussion, Elamaram Kareem of CPI(M), while supporting the bill, said the BJP had promised to bring the <keyword id="109340" type="General" weightage="20" keywordseo="womens-reservation-bill" source="Orion">women's reservation bill</keyword> in 2014 and in 2019 as well but did not take any action. He held the ruling party responsible for women's reservation losing nine years. This is an election gimmick by the BJP after losing elections in Karnataka and Himachal Pradesh, besides facing defeat in the civic polls in Delhi polls, he said. Citing violence against women in strife-torn Manipur and allegations of sexual harassment by women wrestlers, Kareem alleged the government cared little for women. Ram Nath Thakur of the JD(U) questioned the timing of bringing the 'Nari Shakti Vandan Adhiniyam'. Bharat Rashtra Samithi (BRS) MP K Keshava Rao stressed the need to accelerate the process for women's reservation and said the 2011 Census could be taken as the benchmark. He urged immediate appointment of the delimitation commission. MDMK's Vaiko also echoed similar sentiments. Saroj Pandey of the BJP said it was unfortunate that questions have been raised on the timing and the intent of bringing the bill. As the country celebrates 'Amrit Kaal', this was the ideal moment for such a legislation, she said. Asom Gana Parishad MP Birendra Prasad Baishya noted that the women's reservation bill has come at a "proper time" after failed attempts in the past. JD(S) leader H D Devegowda also supported the bill and recollected steps taken by him for women's reservation while he was the chief minister of Karnataka and also the prime minister. Manoj Jha of the RJD said demanded that the women's reservation bill be referred to a select committee to consider extending similar benefits to Other Backward Classes. V Vijayasai Reddy (YSRCP) also supported the bill and said the reservation for women must also be extended to Rajya Sabha and state legislative councils. KC Venugopal of the <keyword id="1575" type="General" weightage="80" keywordseo="congress" source="Orion">Congress</keyword> sought immediate implementation of the legislation. He also sought reservation for the OBC women under the bill. Venugopal claimed the <keyword id="6354477" type="General" weightage="80" keywordseo="narendra-modi" source="Orion">Narendra Modi</keyword> government did not make any effort to bring the bill in the last nine years and it is due to the political calculations that the government has brought the legislation now. "Life-transforming legislations should come from the heart and not from the head," he said in the Upper House. Rajani Ashokrao Patil of the Congress and Mausam Noor of the <keyword id="26422" type="General" weightage="80" keywordseo="tmc" source="Orion">TMC</keyword> also supported the bill. "Parliamentary journey of 75 years starting from Samvidhan Sabha - achievements, experiences, memories and learnings" will also be discussed. BJP has announced that the party’s spokesperson Sudhanshu Trivedi and former Lok Sabha MP Satish Dubey will contest for these two Rajya Sabha MP posts from Uttar Pradesh and Bihar respectively. Samastipur in Bihar will go for by polls due to the demise of Ramchandra Paswan who won from this seat on behalf of LJP in 2019 elections. The Rajya Sabha on Friday passed two Bills -- the Indian Medicine Central Council (Amendment) Bill, 2020 and Homoeopathy Central Council (Amendment) Bill, 2020. Replying during the discussion on the Bills, <keyword id="2468968" type="PERSON" weightage="20" keywordseo="Health-Minister-Harsh-Vardhan">Health Minister Harsh Vardhan</keyword> said, "The Ordinance was necessitated as Parliament was not in session." The Minister said that Yoga and Naturopathy will also be promoted in due course, as demanded by <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) MP Manoj Jha. During the discussion, Biju <keyword id="123462" type="COMPANY" weightage="20" keywordseo="Janata-Dal">Janata Dal</keyword> (BJD) MP Prasanna Acharya supported the Bill, but questioned the need for the ordinance. He said only in extraordinary situations the ordinance route should be adopted. Speaking on the Bill, BJP MP Sudhanshu Trivedi said that new things are always opposed first, but during covid times homeopathy medicine was prescribed as an immunity booster. Samajwadi Party (SP) member Ram Gopal Yadav asked the government not to delay the constitution of the commission as homoeopathy is a necessity for the poor as allopathy is costly and in covid times private hospitals are charging more than Rs one lakh per day. The DMK MP T. Siva said, "The government is taking away the powers of the states", and alleged that its diluting the federalism. The Bill brought by the Centre amends <keyword id="9958977" type="COMPANY" weightage="20" keywordseo="the-homoeopathy-central-council-act">the Homoeopathy Central Council Act</keyword>, 1973. After becoming an Act, the Central Council of Homoeopathy will regulate homeopathic education and practice. The Bill replaces the Homoeopathy Central Council (Amendment) Ordinance, 2020 which was promulgated on April 24, 2020. The period for the supersession of the Central Council -- The 1973 Act -- was amended in 2018 to provide for the supersession of the Central Council of Homoeopathy. The Central Council was required to be reconstituted within one year from the date of its supersession. This period was amended in 2019 to require the reconstitution of the Central Council in two years. The central government constituted a Board of Governors to exercise the powers of the Central Council. The Bill amends the Act to increase the period for the supersession of the Central Council from two years to three years. The resolution moved by K. C. Venugopal, E. Kareem and K. K.Ragesh was defeated. But Ragesh raised a point of order for the right to reply as the mover of the resolution and asked about the role of the state governments in this Bill. The Bill was moved by Union Health Minister Harsh Vardhan in the absence of Ayush Minister Sripad Naik, who is recovering from Covid-19. Harsh Vardhan said, "The ministry is giving deemed university status to the institutes in various parts of the country and the matter is referred to the UGC and Education Ministry." The Minister said that there are 103 institutes of national importance, but there was none in Ayurveda. He said the Jamnagar institute has been chosen because this is one of the oldest institutes of the country founded by the Government of India in 1956. Many MPs from the TRS, Bodoland People's Front, AIADMK, CPM, BSP and others demanded similar institutes in other states also. The Chairman, M. Venkiah Naidu, said, "The minister should take into consideration the demand of such institutes in every state." Congress leader L. Hanumanthiah raised objections during the discussion. He said, "Why Gujarat is given so much importance and Kerala should also be given prominence, which is a pioneer of the Ayurveda." While Thambidurai AIADMK member supported the Bill, he demanded a National Institute of Siddha in Tamil Nadu. Samajwadi Party leader Ram Gopal raised the issue of mental health and said House the mental counselling is needed in Covid times. RJD MP Manoj Jha demanded a regulator for the Ayurvedic medicines so that no misuse takes place. He cited the claims made by Ramdev that he has made medicine for Covid-19. The Bill seeks three institutes to be merged -- the Institute of Post Graduate Teaching and Research in Ayurveda, Shree Gulabkunverba Ayurved Mahavidyalaya, Jamnagar, and, the Indian Institute of Ayurvedic Pharmaceutical Sciences, all in Jamnagar. The proposed Institute will be situated in the campus of Gujarat Ayurveda University, Jamnagar. The Institute will be developed on the patterns of teaching in medical education in Ayurveda and pharmacy, bring together educational facilities for training of personnel in all branches of Ayurveda, and attain self-sufficiency in postgraduate education to meet the need for specialists and medical teachers in Ayurveda, also make an in-depth study and research in the field of Ayurveda. The Bill provides that the Institute will consist of 15 members and the Director of the Institute of Post Graduate Teaching and Research in Ayurveda, Jamnagar will be appointed as the first Director of the Institute. The Bill states that there will be a Governing Body of the Institute, which will exercise powers and such functions of the Institute, as specified. Rajya Sabha passes Institute of Teaching and Research in Ayurveda Bill

<keyword id="6354561" type="PERSON" weightage="100" keywordseo="Ram-Nath-Kovind">Ram Nath Kovind</keyword> has become India’s 14th President. His supporters were seen singing and dancing to the drumbeats at his residence in Paraunkh near Kanpur. Kovind, who was nominated by the BJP-led <keyword id="105903" type="ORGANIZATION" weightage="20" keywordseo="National-Democratic-Alliance">National Democratic Alliance</keyword>, received 7, 02, 644 votes and scored an easy win over the opposition's candidate Meira Kumar, a former Lok Sabha Speaker. Kovind won by 65.65% votes. Meira Kumar got 34.35% of votes. His successor President Pranab Mukherjee will demit office on July 25. Ram Nath Kovind was born on October 1, 1945 in Kanpur Dehat, UP. Kovind has been a member of <keyword id="48510" type="ORGANIZATION" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> from UP for two terms: 1994-2000 and 2000-2006. He is a Dalit leader and headed BJP's Scheduled Caste Morcha between 1999 and 2002. He has been working on various issues related to Dalit and Scheduled Castes, and has served in many committees.
