Among the parties that participated in the meeting held in the chamber of Leader of Opposition in Rajya Sabha Mallikarjun Kharge were the Congress, DMK, NCP, BRS, JDU, SP, CPM, CPI, JMM, RLD, RSP, AAP, IUML, RJD and Shiv Sena. Trinamool Congress members skipped the meeting of opposition leaders but joined the protests by opposition leaders outside Gandhi statue in Parliament complex. Raising slogans, opposition MPs held a banner that read "we demand JPC or SC monitored probe on Adani scandal". <keyword id="56" type="General" weightage="50" keywordseo="party" source="Orion">Party</keyword> sources said the opposition will ask for adjournment motion to be taken up in the House and that no other business be taken up other than Adani scam issue. The Adani group has maintained it complies with all laws and disclosure requirements. Congress MP and Whip in Lok Sabha Manickam Tagore has given a notice for adjournment of the house for raising the Adani issue. "The House should come forward to discuss the matter keeping aside other routine business, and should constitute a Joint Parliamentary Committee to investigate further in this matter. The House should also direct the prime minister to disclose the actual loss of public money to the nation through this House," Tagore said in his adjournment notice. Congress MP and Whip in Rajya Sabha Syed Naseer Hussain has also given a notice under Rule 267 for suspension of business to discuss the Adani issue. "That this House do suspend Zero Hour and relevant rules relating to Question Hour and other businesses of the day to discuss the issue of frauds in investment by LIC, SBI, public sector banks and other financial institutions losing market value, endangering the hard-earned savings of crores of Indians," he said in the notice. Congress MPs in <keyword id="16362204" type="General" weightage="50" keywordseo="rajya-sabha-pramod-tiwari" source="Orion">Rajya Sabha Pramod Tiwari</keyword> and Amee Yajnik have also given adjournment notices under Rule 267 to discuss the Adani issue and investments by LIC and SBI into the group. BRS MPs in both Lok Sabha and Rajya Sabha have also given adjournment notices on the Adani issue. While BRS leader in Rajya Sabha K Keshava Rao has moved a notice under Rule 267 in the upper house, party MP Nama Nageswara Rao has moved a notice in the Lok Sabha to discuss the issue. During the past three Lok Sabha elections in 2004, 2009 and 2014, Chhattisgarh has been giving 10 seats to the BJP and 1 seat to the Congress party. <ul><li>The <keyword id="6355187" type="UNKNOWN" weightage="20" keywordseo="lok-sabha">Lok Sabha</keyword> lost 127 hours and 45 minutes due to disruptions while the Rajya Sabha wasted 121 hours. </li><li>In the time spent sitting by the Lok Sabha, a grand total of five bills were passed as against a planned target of 40. Two of these, the Finance Bill and the Appropriation Bill, were passed in less than half an hour. </li><li>Around ₹3.7 billion rupees of taxpayers money was lost as a result of the disruptions to the Budget Session. </li></ul>The 2018 Budget session, which concluded on April 6th, saw India’s <keyword id="6354721" type="ORGANIZATION" weightage="20" keywordseo="parliament">Parliament</keyword> record another unflattering statistic. According to PRS Legislative Research, Delhi-based think tank, it was the <a href="http://www.prsindia.org/uploads/media/Budget%202018/Vital%20Stats%20-%20Budget%20Session%202018.pdf">least productive Budget Session</a> since 2000. Based <a href="http://164.100.47.193/statement/files/statementofwork.pdf">on information</a> from the Lok Sabha secretariat, 127 hours and 45 minutes were wasted in the Lower House of Parliament while business was conducted for only 34 hours. The Rajya Sabha (Upper House) fared slightly better, sitting for 44 hours and wasting 121. All in all, 249 out of a total of 327 hours were completely wasted, culminating in a productivity level of 24%. If you can call it productivity. In human terms, if an MP in the recent session was given four hours to do something, he or she spent three hours arguing about this responsibility, 45 minutes sitting down to think about it and 15 minutes actually doing it. Two of these - the Finance Bill, which comprises taxation measures, and the Appropriation Bill, which details spending plans for government ministries - were passed in quick succession on March 14th. The Speaker of the Lok Sabha, Sumitra Mahajan, was able to pass the bills in less than half an hour without any discussion by administering the “guillotine process”. When a guillotine is applied, all outstanding proposals need to be voted on once a fixed time for discussion is over. The hours wasted by Parliament aren’t borne by MPs but by taxpayers. In September 2012, following a washed-out Monsoon session, the Union Minister for Parliamentary Affairs, Pawan Kumar Bansal, said that the cost to the Exchequer of running the Parliament for <a href="https://www.ndtv.com/india-news/each-minute-of-running-parliament-in-sessions-costs-rs-2-5-lakh-govt-498784">one minute was ₹250,000</a>, a figure which has since been routinely quoted. Based on this estimate, around ₹3.7 billion rupees of taxpayers money was lost as a result of the disruptions to the Budget Session, excluding the salaries of MPs. But one can’t just look at this in monetary terms. There is a significant cost to bills being delayed, not only for the intended beneficiaries of such bills, but in terms of the time they take up in future sessions of Parliament which would normally be reserved for newer bills. At the end of the Budget Session, there were <a href="http://www.prsindia.org/uploads/media/Budget%202018/Session%20wrap%20Budget%20Session%202018.pdf">68 bills pending</a> for discussion and passage, including the Transgender Persons (Protection of Rights) Bill, the Financial Resolution and Deposit Insurance Bill and the Whistleblowers Protection Bill. India’s electorate aren’t unfamiliar with washouts in Parliament. A number of sessions in recent years have been been largely unproductive and beset by interruptions. For example, the Winter Session in 2016, which took place right after the demonetisation, lost 19 of its 21 days due to disruptions. In the absence of institutional incentives to be productive, India’s MPs have no qualms in substituting debate with protests. These disruptions, rather than individual actions, are usually a coordinated ploy by opposition parties too highlight the government’s failings and are met with a equal reaction by ruling parties who wish to stall discussion over a topic. The blame game This Budget Session was no different and both sides were to blame. First, the <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> and <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> pointed fingers at each other over the Nirav Modi scam at Punjab National Bank. Then, the Telugu Desam Party (TDP), along with opposition parties, started protesting against the Centre’s decision to not give the state special category status. This led to a notice of a no-confidence motion, which was never brought to the floor, which only served to amplify the Opposition’s protests. Even though the BJP had the seats to quash the no-confidence motion, it probably did not want to risk the scrutiny and questions that came with such a motion. Finally, the latter end of the session featured disruptions related to the Cauvery water sharing dispute between Karnataka and Tamil Nadu as well as the Supreme Court’s dilution of the SC/STs Act. The blame game and hollow gestures continued well after the end of the Budget Session. On April 5th, the members of the ruling administration said that they would <a href="https://timesofindia.indiatimes.com/india/nda-mps-wont-take-pay-for-23-wasted-days/articleshow/63618705.cms">forgo their salaries </a>for the 23 wasted days in the second part of the Budget Session, which they attributed to the Congress. On April 9th, Rahul Gandhi led <a href="https://www.financialexpress.com/india-news/rahul-gandhis-fast-at-rajghat-sajjan-singh-jagdish-tytler-asked-to-leave-top-developments/1126556/">a nationwide, day-long fast </a>to protest against the BJP government and the Parliament’s inability to function. The BJP responded with <a href="http://indianexpress.com/article/india/pm-narendra-modi-fast-on-april-12-why-is-pm-fasting-bjp-protests-rahul-gandhi-congress-amit-shah-parliament-5133495/">its own fast</a> against the stalling of Parliamentary proceedings by opposition parties few days later. <keyword id="834154" type="PERSON" weightage="20" keywordseo="No-work-no-pay">No work no pay</keyword>? The decision of the BJP MPs to forgo their salaries has brought the notion of “no work no pay” back into the spotlight. As part of the latest Union Budget, the finance minister, Arun Jaitley, decided to double MPs monthly salaries from ₹50,000 to ₹100,000. In 2007, when the BJP led the Opposition, the Speaker of the Lok Sabha, Somnath Chatterjee, <a href="https://economictimes.indiatimes.com/news/politics-and-nation/somnath-wants-no-work-no-pay/articleshow/2225592.cms">proposed the concept</a> of “no work no pay for MPs”, pointing to the obvious flaw in a system that allowed them to claim their daily allowance for sitting in Parliament even when the session was disrupted. Last month, Manoj Tiwari, a BJP MP and head of its Delhi unit, <a href="https://economictimes.indiatimes.com/news/politics-and-nation/manoj-tiwari-wants-no-work-no-pay-rule-for-mps/articleshow/63385053.cms">proposed the rule again</a>. While the rule makes sense on paper, it presupposes that MPs are motivated to work by their salaries. Many of them are rich to begin with. According to the Association of Democratic Reforms, <a href="https://adrindia.org/media/adr-in-news/13rd-mps-have-criminal-records-82-cent-are-crorepatis-adr">82% of the new Lok Sabha MPs </a>in 2014 had a net worth of over ₹10 million. In fact, the average worth of an MPs assets was ₹146 million. Perhaps the number of days could be increased. While this won’t raise productivity and will likely increase the burden of taxpayers, it could help tackle the growing pile of pending bills and allow more time for matters of public interest to be discussed. The Indian Parliament meets for roughly <a href="http://www.prsindia.org/media/articles-by-prs-team/the-house-is-not-in-session-4425/">70 days a year</a>, compared to 150 in the UK and 140 in the US. Furthermore, MPs are primarily motivated by votes. They are elected to represent the interests of the people who voted for them, not to add numbers to their parties’ protests in the house. It is the responsibility of voters to keep their representatives accountable. Parliamentary disruptions inhibit the functioning of our democracy. The disruptors should be rewarded accordingly when elections come around.

Gogoi warned the BJP and its leaders saying they cannot scare the opposition whether it is AAP, Congress or any other party. "Their illusion lies shattered with this rally. If fair Lok Sabha elections had been held in 2024, the BJP would have been in opposition and we would have been in power. Kejriwal was arrested on March 21 by the Enforcement Directorate (ED) in a money laundering case linked to the alleged excise policy scam and has been granted bail by the Supreme Court. Actress Payal Sarkar and Srabanti Chatterjee, who recently joined the BJP, have also been made star campaigners of the party in West Bengal. In a separate list of start campaigners for Assam, the BJP named Modi, Nadda, Shah, Gadkari, B.L. <img class="gwt-Image" src="/photo/43136513.cms" />NEW DELHI: Reconciled to a near-inevitable break-up with <keyword id="6358821" type="ORGANIZATION" weightage="80" keywordseo="Shiv-Sena">Shiv Sena</keyword>, BJP on Sunday rolled out a plan to contest all 288 seats in Maharashtra along with its smaller allies. 
 The decision was taken by the party’s central election committee (CEC) after <keyword id="114039" type="POSITION" weightage="80" keywordseo="BJP-chief">BJP chief</keyword> <keyword id="6355521" type="PERSON" weightage="80" keywordseo="Amit-Shah">Amit Shah</keyword> briefed Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> about the <keyword id="6394856" type="ORGANIZATION" weightage="80" keywordseo="Sena">Sena</keyword>’s adamant posture on seat-sharing. The CEC also finalized candidates for all the seats. 
 <keyword id="6356617" type="POSITION" weightage="80" keywordseo="bjp-leader">BJP leader</keyword> Rajiv Pratap Rudy said after the meeting, "Maharashtra seats were discussed at the CEC meeting. Most of the candidates have been decided upon, and party president Amit Shah will announce these names. The political situation in Maharashtra was also discussed, and it was decided that efforts to continue with the alliance will be on, and we would want it to continue in the same spirit that the partnership has been going on for so long in a mutually respectful manner." 
 
With the process of filing nominations for the October 15 assembly polls not expected to gather momentum before September 25 because of the ongoing ‘inauspicious period of pitru paksha,’ both parties are considering waiting for another 72 hours before taking a final decision on the crucial alliance. 
 
"There is time till ‘shradh’ (which ends on September 24) for the tug-of-war to go on," a senior BJP leader said.

Senior BJP leaders from Maharashtra, who were in New Delhi on Sunday to attend the party’s Parliamentary board meeting, sought the central leadership’s go-ahead to snap poll ties. BJP also rejected Sena’s latest formula which Uddhav Thackeray spelt out at a party jamboree held in a Bandra auditorium on Sunday. Thackeray said Sena would contest 151 seats and leave 119 for BJP and 18 for junior allies.

"This is all that I have to offer to BJP. If they reject this, then I am left with no other alternative," Thackeray told Shiv Sainiks. This is Uddhav’s lump-it-or-leave-it ultimatum to BJP, said observers. Like the Maharashtra BJP, Sena has asked all its party units across the state to be prepared to contest polls on their own strength, sources said. 
 
In his 45-minute speech, Thackeray gave ample indications that he was willing to plan Sena’s future minus BJP. "I will undoubtedly feel sorry if the alliance breaks... But if you are going to treat us like a blade of grass then our tigers are ready (to go solo)," he said.

Urging Shiv Sainiks to remain united and stand behind the party leadership, Thackeray said, "This is our battle for survival... This is our final test. We will succeed if providence is on our side... We will fail if fate is not in our favour... Don’t forget that Chhatrapati Shivaji was born in Maharashtra and he took on the mighty Mughal rulers." 
 
Talking to mediapersons in New Delhi, BJP leaders Eknath Khadse and Vinod Tawde summarily dismissed Sena’s formula. Khadse said his party was not ready for any more sacrifices for the Sena’s sake. Both he and Tawde made it clear that extracting more seats from Sena was their party’s top priority. "The Maharashtra BJP’s strike rate was 60% in 2009, while the Sena’s strike rate was 40%," Khadse pointed out. 
 
Stating that BJP had offered its Rajya Sabha seat from Maharashtra to RPI leader Ramdas Athavale in the larger interest of the ‘maha yuti’, Khadse expressed shock and dismay that the Sena was not willing to part with a couple of assembly seats as compensation.

Earlier in the day, hours after Sena chief Uddhav Thackeray's tough talk in Mumbai, BJP told its partner that it was the duty of both parties to continue the tie-up and sort out issues instead of going through the media, in remarks directed at the Sena chief. BJP also termed Thackeray's final offer to it as being “nothing new” as the party has been contesting on 119 seats ever since the partnership started 25 years ago. 
 
Tawde said Sena should accept BJP’s demand for re-allocation of assembly seats. "The number of seats which Sena lost in the last five elections is 59. We want these seats to be re-distributed," he stated. 
 
"The issue of seat-sharing issue can be sorted out mutually through face-to-face talks and not through media (TV)," Tawde added. 
 
Uddhav, too, used harsh words for the 25-year-old ally. Giving a lowdown on the seat-sharing talks, he said BJP’s Om Prakash Mathur came to him 10 days ago with the 135:135 formula. "I told him we should sit down and talk. We must iron out the issues between us. Mathur later came to see me with an offer of 145 seats... We will give you these many seats, he said. Who are they to give us?", he asked. 
 
Thackeray also referred to the 140:130 formula which state BJP president Devendra Fadnavis presented to him on Saturday. 
 
The thrust of Thackeray’s speech was that BJP was not ready to acknowledge Sena’s growing strength in Maharashtra and that Sena would not tolerate humiliation from its poll partner. "What is in our ‘naseeb’ (fate), no one can take away from us," he remarked. 
 
"We have respect for Narendra Modi. But he too was humiliated as a chaiwalla... Our Sainiks will assume power if Goddess Tulja Bhavani and Goddess Mahalakshmi bless them," he added. 
 
Recalling Sena-BJP’s halcyon days, Thackeray praised Pramod Mahajan and Gopinath Munde for leading the alliance. "Mahajan and Munde never stretched things too far. Our differences would never spiral out of control."

"I have no ego, no ambition. I have a high level of self-confidence… I want power in Maharashtra, not for any other reason but to accelerate Maharashtra’s development," said the Sena president. 
 
Senior Sena functionary Subhash Desai said there was no Modi wave in Maharashtra or elsewhere in the country. Why did the BJP lose heavily in recent by-elections if there was a Modi wave, Desai asked. 
 
Thackeray claimed Modi could continue as Gujarat CM after the Godhra episode because of Balasaheb Thackeray. "L K Advani had sought Balasaheb’s advice on whether to remove Modi as Gujarat CM following widespread clamour against him. Balasaheb told Advani to retain Modi, and described Modi as a ‘mard’ (brave man) and a ‘tiger’," Uddhav said. 
 
The smaller allies, meanwhile, gave a word of warning. Mahadeo Jankar of the Rashtriya Samaj Party asked the Sena-BJP to finalise the seat-sharing formula by Monday, failing which he and the Swabhimani Shetkari Sanghatana led by Raju Shetti would walk out of the alliance. 
 
"If the differences over seat-sharing are not resolved by tomorrow, I and Raju Shetti will contest all the 288 assembly seats jointly," Jankar told agencies. The two parties would contest 144 seats each, he said. 
 
Ramdas Athavale of the RPI demanded 20 seats for the smaller allies. "Out of the 20 seats, RPI should get 10, five each from the Sena and BJP," he said.
