Lok Sabha is an important organ of the Indian Parliament. The Parliament in India is constituted by three components namely the President of India, the Lok Sabha and the Rajya Sabha. The President of India heads the parliament of the country. Once the members of the Lok Sabha also known as MPs are elected during a general elections, they take charge. The Lok Sabha operates for five years unless it is dissolved earlier for some reason. All the bills related to seeking an amendment in the constitution must be passed in the Lok Sabha. The other important functions of the Lok Sabha include electing the President and Vice-president of the country, impeachment of the president, removing the judges of the High Courts and Supreme Court, and approving the emergency proclamations. Difference between Lok Sabha and Rajya Sabha The Lok Sabha and Rajya Sabha are the two houses of the parliament. The Lok Sabha is known as the lower house of the parliament while the Rajya Sabha is the upper house of the parliament. These two houses of the Indian parliament differ in terms of their nature, power, processes and functions. <ul><li>The total tenure of the Lok Sabha in India is only five years. Once this five year term expires, the Lok Sabha dissolves. On the other hand, the Rajya Sabha is a permanent house. After every two years, one third of the members of the Rajya Sabha retire.</li><li>Lok Sabha is the house of people. The members of the Lok Sabha also called as the MPs are elected by the common people in the country who are eligible to vote during the general elections. Rajya Sabha is the council of states and the members of the Rajya Sabha are elected indirectly by the elected representatives of the people in the assemblies of different states and union territories in the country.</li><li>The Lok Sabha has up to 552 members while the maximum number of members allowed for the Rajya Sabha is 250. </li><li>The minimum age of eligibility to become a member of the Lok Sabha is 25 while it is 30 for the Rajya Sabha. </li><li>The Speaker is the representative of the Lok Sabha while the Vice-President of India represents the Rajya Sabha.</li><li>Money bill can be introduced only in Lok Sabha. Once it is passed by the Lok Sabha, it is sent to the Raja Sabha for consideration. </li></ul>

Juveniles aged 16 years and above will now be tried under laws for adults for heinous crimes after <keyword id="48510" type="ORGANIZATION" weightage="100" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> passed the <keyword id="2458616" type="UNKNOWN" weightage="20" keywordseo="Juvenile-Justice-Bill">Juvenile Justice Bill</keyword> on Tuesday. The government sought support of all parties on the legislation to "deter many other boys" from doing such a crime. The bill which seeks to treat juveniles between 16 to 18 years as adults for committing heinous crimes such as rape will become a law after President <keyword id="6359124" type="PERSON" weightage="20" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword> signs the amendments. 

	While the TMC had extended its full support to the bill during the debate, other parties like JD(U) remained divided over the issue and members of the CPI(M) party staged a walkout just before the bill was put to vote.

	Maneka Gandhi who had piloted the bill, had read out a list of gruesome crimes committed by juveniles in the House and asked the House how such cases can be handled.
 The parents of the December 2012 gangrape victim, known as <keyword id="6357643" type="UNKNOWN" weightage="20" keywordseo="Nirbhaya">Nirbhaya</keyword>, watched the proceedings from the visitor's gallery. 

	"Glad that juvenile justice bill has been passed, this will help our future generations and prevent crimes, but at the same time we are pained that our daughter could not get justice." said Asha Devi, Nirbhaya's mother, who was almost in tears when she spoke to the media after the bill's passage.

Sabha passes Juvenile Justice Bill

The Rajya Sabha on Friday passed two Bills -- the Indian Medicine Central Council (Amendment) Bill, 2020 and Homoeopathy Central Council (Amendment) Bill, 2020. Replying during the discussion on the Bills, <keyword id="2468968" type="PERSON" weightage="20" keywordseo="Health-Minister-Harsh-Vardhan">Health Minister Harsh Vardhan</keyword> said, "The Ordinance was necessitated as Parliament was not in session." The Minister said that Yoga and Naturopathy will also be promoted in due course, as demanded by <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) MP Manoj Jha. During the discussion, Biju <keyword id="123462" type="COMPANY" weightage="20" keywordseo="Janata-Dal">Janata Dal</keyword> (BJD) MP Prasanna Acharya supported the Bill, but questioned the need for the ordinance. He said only in extraordinary situations the ordinance route should be adopted. Speaking on the Bill, BJP MP Sudhanshu Trivedi said that new things are always opposed first, but during covid times homeopathy medicine was prescribed as an immunity booster. Samajwadi Party (SP) member Ram Gopal Yadav asked the government not to delay the constitution of the commission as homoeopathy is a necessity for the poor as allopathy is costly and in covid times private hospitals are charging more than Rs one lakh per day. The DMK MP T. Siva said, "The government is taking away the powers of the states", and alleged that its diluting the federalism. The Bill brought by the Centre amends <keyword id="9958977" type="COMPANY" weightage="20" keywordseo="the-homoeopathy-central-council-act">the Homoeopathy Central Council Act</keyword>, 1973. After becoming an Act, the Central Council of Homoeopathy will regulate homeopathic education and practice. The Bill replaces the Homoeopathy Central Council (Amendment) Ordinance, 2020 which was promulgated on April 24, 2020. The period for the supersession of the Central Council -- The 1973 Act -- was amended in 2018 to provide for the supersession of the Central Council of Homoeopathy. The Central Council was required to be reconstituted within one year from the date of its supersession. This period was amended in 2019 to require the reconstitution of the Central Council in two years. The central government constituted a Board of Governors to exercise the powers of the Central Council. The Bill amends the Act to increase the period for the supersession of the Central Council from two years to three years. The resolution moved by K. C. Venugopal, E. Kareem and K. K.Ragesh was defeated. But Ragesh raised a point of order for the right to reply as the mover of the resolution and asked about the role of the state governments in this Bill. Rajya Sabha passes Homeopathy Bills

<ul><li>The Bill seeks to merge three Ayurveda institutes into one institution -- <keyword id="9947245" type="UNKNOWN" weightage="20" keywordseo="Institute-of-Teaching-and-Research-in-Ayurveda">Institute of Teaching and Research in Ayurveda</keyword>. The Bill declares the institute to be an institution of national importance.</li><li>The <keyword id="48510" type="ORGANIZATION" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> passed the Institute of Teaching and Research in <keyword id="8756726" type="PERSON" weightage="20" keywordseo="ayurveda-bill">Ayurveda Bill</keyword>, 2020. </li></ul>The Rajya Sabha passed the Institute of Teaching and Research in Ayurveda Bill, 2020. The Bill seeks to merge three Ayurveda institutes into one institution -- Institute of Teaching and Research in Ayurveda. The Bill declares the institute to be an institution of national importance. The Bill was moved by Union Health Minister Harsh Vardhan in the absence of Ayush Minister Sripad Naik, who is recovering from Covid-19. Harsh Vardhan said, "The ministry is giving deemed university status to the institutes in various parts of the country and the matter is referred to the UGC and Education Ministry." The Minister said that there are 103 institutes of national importance, but there was none in Ayurveda. He said the Jamnagar institute has been chosen because this is one of the oldest institutes of the country founded by the Government of India in 1956. Many MPs from the TRS, Bodoland People's Front, AIADMK, CPM, BSP and others demanded similar institutes in other states also. The Chairman, M. Venkiah Naidu, said, "The minister should take into consideration the demand of such institutes in every state." Congress leader L. Hanumanthiah raised objections during the discussion. He said, "Why Gujarat is given so much importance and Kerala should also be given prominence, which is a pioneer of the Ayurveda." While Thambidurai AIADMK member supported the Bill, he demanded a National Institute of Siddha in Tamil Nadu. Samajwadi Party leader Ram Gopal raised the issue of mental health and said House the mental counselling is needed in Covid times. RJD MP Manoj Jha demanded a regulator for the Ayurvedic medicines so that no misuse takes place. He cited the claims made by Ramdev that he has made medicine for Covid-19. The Bill seeks three institutes to be merged -- the Institute of Post Graduate Teaching and Research in Ayurveda, Shree Gulabkunverba Ayurved Mahavidyalaya, Jamnagar, and, the Indian Institute of Ayurvedic Pharmaceutical Sciences, all in Jamnagar. The proposed Institute will be situated in the campus of Gujarat Ayurveda University, Jamnagar. The Institute will be developed on the patterns of teaching in medical education in Ayurveda and pharmacy, bring together educational facilities for training of personnel in all branches of Ayurveda, and attain self-sufficiency in postgraduate education to meet the need for specialists and medical teachers in Ayurveda, also make an in-depth study and research in the field of Ayurveda. The Bill provides that the Institute will consist of 15 members and the Director of the Institute of Post Graduate Teaching and Research in Ayurveda, Jamnagar will be appointed as the first Director of the Institute. The Bill states that there will be a Governing Body of the Institute, which will exercise powers and such functions of the Institute, as specified. Rajya Sabha passes Institute of Teaching and Research in Ayurveda Bill

<ul><li>The likely victory for the BJP and its allies in Maharashtra and Haryana is key to gaining more strength in the Rajya Sabha.</li><li>The Rajya Sabha is the upper house of Indian Parliament where the ruling BJP government is 17 seats short of majority, after being in power for 66 months. </li><li>Maharashtra and Haryana will have 9 vacancies coming up in April 2020 and today's victory will allow BJP to strengthen the grip in the Parliament.</li></ul>After 66 months in power, the Bharatiya Janata Party (BJP) is 17 seats short of majority in the Rajya Sabha. However, the chase to the halfway mark in the upper house of Indian Parliament may be cut short by the National Democratic Alliance's (NDA) splendid victory projected by all exit polls in both Maharashtra and Haryana. The average of all exit polls in Maharashtra have estimated 218 seats for BJP and its allies including Shiv Sena, and 57 seats for Congress and its allies including Nationalist Congress Party (NCP). In Haryana, BJP is expected to 63 of 90 seats in the state assembly. Stronger the victory at the state level, more seats a party can bag in the Rajya Sabha. which will go to polls in early 2020. The Narendra Modi government has been vying for a majority in the Rajya Sabha since it came to power in 2014. The lack of absolute majority in the upper house has been a hurdle for many of its legislative agenda. It is expected that the Modi government will have complete sway over both houses of Parliament by 2021. Maharashtra and Haryana exit polls signal win for BJP-- and that means more seats in the Rajya Sabha where Modi is still short of absolute majority

<a href="http://www.businessinsider.in/searchresult.cms?query=Narendra+Modi">Prime Minister Narendra Modi</a> taunted the <a href="http://www.businessinsider.in/searchresult.cms?query=Congress">Congress party</a> in the Rajya Sabha, saying it is above criticism like death. 
 Modi equated the <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> with death and said no one criticises Congress as no one blames death. 
 
"Death is a blessing. It's above criticism. No one criticises death. People say someone died of cancer, he died of old age. The cancer and old age is blamed but not the death. Sometimes I feel Congress is also blessed (like death), whenever we criticise Congress, media says opposition is under attack," Modi said.

BJP has announced that the party’s spokesperson Sudhanshu Trivedi and former Lok Sabha MP Satish Dubey will contest for these two Rajya Sabha MP posts from Uttar Pradesh and Bihar respectively. Samastipur in Bihar will go for by polls due to the demise of Ramchandra Paswan who won from this seat on behalf of LJP in 2019 elections. Congress has nominated Dr. Ashok Kumar to contest from this seat. Earlier during the last elections, he lost to Ramchandra Paswan. Union Minister of Parliamentary Affairs <keyword id="221548" type="General" weightage="50" keywordseo="pralhad-joshi" source="Orion">Pralhad Joshi</keyword> on Sunday stated that the Session will provide 5 sittings spread over a period of 5 days, besides informing that eight legislative items are likely to be taken up during this session. "Parliamentary journey of 75 years starting from Samvidhan Sabha - achievements, experiences, memories and learnings" will also be discussed. On Sunday, Vice President <keyword id="7889551" type="General" weightage="50" keywordseo="jagdeep-dhankhar" source="Orion">Jagdeep Dhankhar</keyword> hoisted the national flag atop "Gaja Dwar" of the new Parliament building. <keyword id="6355187" type="General" weightage="80" keywordseo="lok-sabha" source="Orion">Lok Sabha</keyword> Speaker Om Birla was also present on the occasion. The Special Session of the Parliament will be held from September 18 to 22. After weeks of no information about the agenda, the government last week announced an agenda that included bills to be taken up for consideration and a discussion on "Parliamentary journey of 75 years starting from Samvidhan Sabha - achievements, experiences, memories and learnings". Earlier, on Sunday, Union Minister of Parliamentary Affairs Joshi requested all parties for active cooperation and support for the smooth functioning of the two Houses of Parliament. The announcement of the Special Session came as a surprise in political circles with the parties gearing up for assembly polls in five states later this year. Meanwhile, four bills including a bill to regulate the appointment, conditions of service, and term of office of the Chief Election Commissioner and other Election Commissioners are part of the legislative business of the government for the session. Apart from the Chief Election Commissioner and other Election Commissioners (Appointment Conditions of Service and Term of Office) Bill, introduced in Rajya Sabha during the Monsoon session on August 10, the list includes 'The Advocates (Amendment) Bill, 2023' and 'The Press and Registration of Periodicals Bill, 2023', already passed by Rajya Sabha on August 3. The Advocates (Amendment) Bill, 2023 amends the Advocates Act, 1961, while the Press and Registration of Periodicals Bill, 2023 repeals the Press and Registration of Books Act, 1867. Besides, 'The Post Office Bill, 2023' has also been listed in the Lok Sabha business. The bill was earlier introduced in Rajya Sabha on 10 August 2023 and it repeals the Indian Post Office Act, 1898.
