<ul><li>India's top court announced its verdict on the University Grants Commission (<keyword id="44171" type="CITY" weightage="20" keywordseo="UGC">UGC</keyword>) cases ruling that it's mandatory for states to conduct final year examinations. </li><li>It said no students will be promoted without having sat in their respective final semester exams.</li><li>The Supreme Court has given states the option to appeal to the UGC for an extension beyond the September 30 deadline.</li></ul>Coronavirus or not, the Supreme Court has ruled that states have no choice but to conduct final year exams in order to promote students upholding the circular put out by the University Grants Commission (UGC). The states will have the choice to appeal for extending the deadline to the UGC beyond September 30. According to the court, any decision by State Disaster Management Authority (SDMA) to postpone the exams, as in the case of Maharashtra, will prevail over the <keyword id="427299" type="ORGANIZATION" weightage="20" keywordseo="UGC-guidelines">UGC guidelines</keyword>. All eyes were on the Supreme Court today as students and institutions awaited the verdict on the UGC case and whether or not final year examinations are mandatory amid the COVID-19 pandemic. At the last hearing on August 18, the apex court had reserved its order and asked for parties to respond and present written submissions on their final arguments within three days. What happened in the previous hearing? In the last hearing, on August 18, the Supreme Court asked the University Grants Commission (UGC) if the latter could override a state government decision in certain situations and take a position on the conduct of examinations. During the marathon hearing that lasted close to four hours, the apex court heard arguments from a battery of Senior Advocates appearing for various stakeholders -- Arvind P Datar (for Maharashtra government), Jaideep Gupta (for teachers from West Bengal), KV Viswanathan (Delhi government) and Advocate Generals of Odisha and West Bengal. Solicitor General Tushar Mehta appeared for the UGC. The court was hearing a batch of PILs, along with those from the states of Maharashtra, West Bengal, Odisha, and Delhi, that questioned the UGC directions to universities to conduct final-year exams before September 30. The state governments argued that they have the power to promote students without exams due to the ongoing Covid-19 pandemic. The bench asked Mehta: "Can the UGC override a state government's decision, where a certain situation like Covid-19 exists?" In response, Mehta submitted that Covid-19 pandemic is a 'national disaster' and it is for the Centre to decide and that the "state authorities cannot override the UGC". The bench said that this exactly is the question, as the disaster management authority of the state has authority in healthcare. But can the UGC override the state and ask it to conduct exams? "Maybe the UGC can say no degree without an exam. But can they say hold an exam on this date?" Mehta contended that the deadline was given for the benefit of the students. "It is not a diktat. All universities must start admissions to postgraduate courses. The country is working," Mehta submitted. Advocate Alok Srivastava, appearing for a group of students, contended that the July 6 guidelines making it mandatory to hold exams by September 30 cannot be implemented across the country, as there was no proper consultation. Mehta contended that the universities can seek an extension in the deadline under the UGC guidelines, but they cannot take a decision to confer degree without holding exams. The Solicitor General also cited 'Maharashtra's political somersault', wherein it first decided to conduct the exams but later opposed it. Mehta insisted that the UGC and other regulators exist for the protection of the interests of stakeholders. "Here, the students are the main stakeholders," he added. Reserving the judgment, the top court asked all the parties to submit their written submissions. Government’s Common Admission Test to rope in 15 central universities from next year

<keyword id="6373840" type="ORGANIZATION" weightage="100" keywordseo="UPSC">UPSC</keyword> exam is undoubtedly one of the toughest exam to crack, and even candidates with no worried in the world but of studies find it hard to pass the exam in one go. However, this year, 28-year-old <keyword id="4606817" type="UNKNOWN" weightage="100" keywordseo="ummul-kher">Ummul Kher</keyword> has managed to clear the exam in one shot, bravely crossing all the possible hurdles that she could have faced in her journey.Born with fragile bone disorder, Ummul was just five when her family moved to Delhi from Marwar, Rajasthan, where she lived with her parents in a slum near Nizamuddin. Her father, a street vendor, sold clothes in nearby areas, and Ummul’s formative years were spent in struggle. Being physically unfit, she studied in Pt Deendayal Upadhyaya Institute for The Physically Handicapped till Class V. The family had to shift to Trilokpuri in 2001, after their shanties were demolished by the Delhi Development Authority. Once there, to make ends meet and for her financially deprived family, the bright Ummul started giving tuitions to slum children. She was just 11 then.Her inclination towards academics was not well supported by her parents who did not believe in educating girls beyond Class VIII. After failing to convince them for letting her study further, she took the bold decision and moved out of her house. In her quest for knowledge, she was supported by a trust that funded her education, because of which she got admission in Gargi College, Delhi. However, her struggling days were far from over. In 2012, she met with an accident that left her with 16 fractures and bound to a wheelchair for around a year, requiring eight surgeries.Undeterred, she cracked the Junior Research Fellowship for her Masters in International Studies in <keyword id="58265" type="ORGANIZATION" weightage="100" keywordseo="Jawaharlal-Nehru-University">Jawaharlal Nehru University</keyword>, after which she was paid Rs 25,000 per month. After clearing JRF-NET, she started her M Phil from <keyword id="6356383" type="ORGANIZATION" weightage="100" keywordseo="JNU">JNU</keyword>, and is currently pursuing her Ph.D from there. Having a strong will to make a name for herself, Ummur secured 420th rank in the UPSC exam, and is now determined that she would become an IAS officer and serve the people of her country. <ul><li>The Ministry of External Affairs every year organises internship opportunities of six months in two terms.</li><li>Due to COVID-19 pandemic, the online application for Term 2 has not opened yet, and the ministry will soon announce the dates.</li><li>The ministry will select 30 interns with a monthly stipend of ₹10,000 per month.</li></ul>The Ministry of External Affairs (<keyword id="6358274" type="General" weightage="20" keywordseo="MEA" source="Orion">MEA</keyword>) every year organises an internship opportunity for budding scholars to familiarise themselves with the process of formulation of foreign policy and its implementation by the Government of India. The duration of the internship is six months offered in two terms -- Term 1 (January to June) and Term 2 (July to December). Due to COVID-19 pandemic, the online application for Term 2 has not opened yet, and the ministry will soon announce the dates. Interested candidates can keep a check on their <a href="https://www.internship.mea.gov.in/">official website</a>. The ministry will select 30 interns and they shall report to, work under close supervision of the concerned head of division (HOD). They may be required to conduct research, write reports, analyse evolving developments, or carry out any other task entrusted to them by the HOD. All the interns will get a monthly stipend of ₹10,000 per month. Candidates will have to report to the Delhi office during the course of their internship. The ministry will bear the travel cost for outstation candidates who will have to fly to Delhi from their home state. Eligibility criteria for the internship — 1. All the candidates should be an Indian citizen. 2. The maximum age limit for the candidates is 25 years as on December 31, of the year of the internship. 3. Candidates should have a minimum educational qualification of a graduate degree from a recognised university. 4. Candidates belonging to these states are only eligible for the opportunity — Term 1 — Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Andaman &amp; Nicobar Islands, Chandigarh, Dadra and Nagar Haveli and Daman and Diu, Delhi. Term 2 — Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu, Telangana, Tripura, Uttar Pradesh, Uttarakhand, West Bengal, Jammu and Kashmir, Ladakh, Lakshadweep, Puducherry. 5. 30%-50% seats are reserved for women candidates.
