Schools in <keyword id="6355588" type="LOCATION" weightage="20" keywordseo="rajasthan">Rajasthan</keyword> that have been closed for the last seven months in the wake of the Covid-19 pandemic outbreak, may finally start from November 2, at least for Classes 10 to 12, confirmed officials. Three days back, the State Education Department sent a ready proposal to the state government for opening schools for the senior classes November 2 onwards. It is now awaiting the response from the state government, state education minister Govind Singh Dotasara confirmed to IANS. The senior classes will be opening in the first phase. "A detailed SOP has been drafted in this context and sent to the state government as well. Our worry is to ensure that the schools are being run for 150 days at least which is the minimum requirement for operating one academic school session," he said, adding that zero academic sessions are no where on our minds. Schools in Rajasthan may reopen on November 2 for 10th through 12th grade

The <keyword id="133825" type="General" weightage="20" keywordseo="Rajasthan-government" source="Orion">Rajasthan government</keyword> has issued <keyword id="10331584" type="General" weightage="20" keywordseo="new-Covid-guidelines" source="Orion">new Covid guidelines</keyword> under which the government and private educational institutes of the state have been allowed to operate with 100 per cent capacity from November 15. Also, the limit on the number of guests in wedding functions, which was 200 earlier, has been lifted now. The new guidelines were issued on Monday evening. <keyword id="6368049" type="General" weightage="20" keywordseo="home-department" source="Orion">Home Department</keyword> principal secretary <keyword id="135505" type="General" weightage="20" keywordseo="abhay-kumar" source="Orion">Abhay Kumar</keyword> issued orders that Classes from 1st to 12th in all the government and private schools as well as the private and government universities can be started from November 15 with 100 per cent capacity. In all coaching institutes, both educational and non-educational staff will also be able to come in full capacity and students will be able to study in 100 per cent capacity. The state government has also lifted the restrictions on the number of people attending the marriage ceremonies or other auspicious works. Along with this, political, sports, entertainment, cultural, religious gatherings, festivals celebrations, etc., are also permitted in public places. The Home Department said that there has been a steady decline in positive Covid cases. The state reported four new positive cases on Monday and has a total of 42 active cases so far. Meanwhile, it said that masks shall continue to be mandatory for the general public and testing, tracking and other treatment protocols and vaccination drives will continue. It is necessary to follow parameters regarding sanitisation, social distancing and ventilation in closed places.

The students who were elated to be able to attend the first offline class of the academic session wore masks and queued up outside schools maintaining social distance. We are hopeful that soon, everything will be normal and all students will be able to come to schools and meet their teachers and friends," he tweeted. Pragati Diwan, an excited class 12 student said, "it was optional to come but I was sure I have to. It is the last year of my school life and I haven't come to school even one day," said Pragati Diwan, an excited class 12 student. For another student at Geeta Bal Bharti School, the feeling was similar to that of attending first day at school. "It does not feel like I am coming to school after ten months, it feels like I have come to school for the first time. I am looking forward to the preparations for <keyword id="32862" type="PERSON" weightage="20" keywordseo="board-exams">board exams</keyword> here," she said. Prince, a student at Delhi government school, said, "The online classes were a great help for theoretical subjects but the practical subjects were a challenge. They are given sanitary napkins every month under the central government's Kishori Shakti Yojna. However, distribution of sanitary pads has been disrupted in various states these days as schools are shut due to the lockdown, adding to the woes of students, a majority of who come from lower income group families.Kumari, who studies at a government school in Haryana's Kurkshetra, said, "The entire focus has been shifted to distribution of masks and sanitiser and nobody is talking about these basics. It is important to save ourselves from the deadly virus but periods don't stop for pandemics."Geeta, a class 7 student from Alwar in Rajasthan, said, "Even if we get the money to buy it, it is so difficult to step out for women, especially during the lockdown to buy a sanitary napkin. There is door-to-door distribution of masks happening in my locality but no clue about sanitary napkins." Rani Devi, a domestic help in Uttar Pradesh's Bareily, who had switched to using sanitary pads two years ago because of her daughter, has to face the similar situation again."I always used cloth during periods until two years back, a teacher from my daughter's school briefed me about the importance of sanitary napkins. My daughter would get it in school and both of us would use it. But now after the lockdown, things are different," Devi said. "We are short of money because my husband used to run a small kiosk for street food, which is now out of business due to the lockdown. It is getting difficult to survive with other essentials, sanitary napkins of course do not figure in that list for us," she added.Girls in the Delhi government schools are also calling their teachers inquiring about the same. "I have received calls from a few girls as well as their mothers but right now there is no mechanism to ensure delivery of napkins. We have informed higher authorities about the distressed calls," a Delhi government schoolteacher said on condition of anonymity.Surbhi Singh, a gynaecologist and founder of 'Sachhi Saheli' NGO that works on menstrual health with the Delhi government in its schools, said they have also approached the AAP government on the matter.Union minister Smriti Irani had on March 29 tweeted, "Taking note of growing concern regarding availability of sanitary napkins, Home Secretary to Government of India has issued clarification to chief secretaries of all the states regarding sanitary pads being an essential commodity." Delhi Cabinet Minister Rajendra Pal Gautam on Tuesday asked the Department of Women and Child Development to explore ways to provide sanitary napkins to women amid the lockdown.The Rajasthan State Child Rights Commission has initiated an inquiry into the matter after the issue was raised by various stakeholders that sanitary pads were not available to girls due to closure of government schools and anganwadi centres."The issue has been brought to my notice that sanitary pads are not available to school-going girls in remote areas as schools are closed due to the lockdown. I have asked officials to inquire into the matter and submit a report to take further action," Sangeeta Beniwal, chairperson of the Rajasthan State Commission for Protection of Child Rights, said.The Right to Education (RTE) Forum, a civil society coalition claiming to represent nearly 10,000 organisations across 20 states, has sought intervention of the Ministry of Women and Child Development to ensure "uninterrupted health services, especially for malnourished children, to prevent adverse health conditions during this period"."All adolescent girls should continue receiving sanitary napkins, iron folic acid (IFA) and supplementary nutrition under Rajiv Gandhi Scheme for Empowerment of Adolescent Girls (RGSEAG) or Sabla and Rashtriya Kishor Swasthya Karyakram (RKSK) or under Integrated Child Development Scheme (ICDS) or School Health Programme," it said. Schools across the country are closed due to the nationwide lockdown to contain the spread of the deadly virus. The lockdown, which was announced on March 24 midnight, has now been extended till May 3. The death toll due to COVID-19 rose to 681 and the number of cases to 21,393 in the country on Thursday, according to the Union Health Ministry. Chandigarh, Apr 6 () A former village sarpanch of Jind district, noted for his 'selfie with daughters' initiative and many other pro-women campaigns in Haryana, is busy these days waging a multi-pronged battle against coronavirus, ranging from sanitising villages to using khap's directives to enforce social distancing.Sunil Jaglan, the former head of Bibipur village in Jind district, is currently working in the rural hinterland of his district, besides those of Gurgaon and Nuh, taking several innovative initiatives with help of volunteers since imposition of nationwide lockdown.Earlier in 2015, Jaglan had launched the 'selfie with daughters' initiative to give boost to the Centre's flagship Beti Bachao-Beti Padhao campaign with even Prime Minister Narendra Modi praising his effort on various platforms. Jaglan has two daughters who study in a school in Jind with the elder one being a class four student and the younger one of class one.Sharing details of his present initiatives, Jaglan said he is busy encouraging people staying indoors to undertake various constructive works ranging from teaching children to helping their spouses in household chorus apart from doing meditation and pursing their creative inclinations on art and craft front. "I specially ask people to teach their children new things and tell them how to face challenging situations such as this one in their lives," said Jaglan."We are also working with Gram Panchayats in sanitisation drives," he said.He said being associated with 'khaps' or caste councils, which exercise considerable influence in rural areas of the state, he has also been utilising their services to nudge people to follow social distancing norms and strictly avoid sharing 'hookahs' to avoid the risk of infection."As many as 350 volunteers are working with me on these various initiatives," Jaglan told over the phone."We have created 150 WhatsApp groups in rural areas. We regularly keep a tab on vital information on COVID from authentic sources like government agencies or WHO and circulate these on the groups which helps villagers to remain updated. Besides, information from the government bodies which is relevant in a particular area is also provided," he said.With social distancing critical to preventing spread of coronavirus, Jaglan said, "We have tried to raise awareness among villagers on how vital it is to win over this battle against the disease. With harvesting season on, we tell them to maintain social distancing when they work in fields or hire labourers for the job."Jaglan and his team of volunteers are also helping out students, especially those from class one to five by searching for relevant lectures uploaded on Youtubers and sharing them with the students or their parents."As children, especially younger ones, get impatient being restricted indoors during the lockdown, we search for relevant lectures and fun activities uploaded by the Youtubers and share their links directly with children so that so they could be benefitted," he said.For Gurgaon and Nuh districts, Jaglan says he has tied up with a Rajasthan-based clinic, where a doctor gives online consultancy free of charge to those facing any kind of emergency."We are also working on the mental health aspect as we have found that some people are developing a kind of phobia due to coronavirus," he said.In Muslim-dominated Mewat in Nuh, 28 of his volunteers are working to raise awareness in the community about COVID."Initially, we found that many people, including children, used to go to mosques to offer prayers. We tried to persuade many that during this crisis people of all faiths should offer prayers at home as crowds provide a fertile ground for the spread of coronavirus infection," he said. New Delhi, May 2 () As the government readied trains to transport migrant workers to their homes in distant corners, Dharamveer and Tabarat Mansoor gave up on the battle of life, one collapsing while cycling from Delhi to Bihar and the other as he headed from Maharashtra to Uttar Pradesh.Sheer fatigue felled them both, as it did so many other stranded migrants who set off for home, hundreds, sometimes thousands, of kilometres away, desperate to be with their families in the prolonged lockdown that left them with no money, no jobs and no roof over their heads.Home beckoned. But they never did get there.Some bought cycles with their little savings and others just set off on the long walk, in shoes with paper thin soles or flip flops, their few belongings packed into backpacks or unwieldy bundles.On Friday night, the first special train ferrying over 1,200 stranded migrants from Telangana reached Hatia in Jharkhand from where the state government took them to their respective districts in sanitised buses in accordance with COVID-19 protocols. Sometime around then, 32-year-old Dharamveer was declared brought dead at a hospital in Shahjahanpur in Uttar Pradesh. He began cycling, along with other labourers like him, from Delhi to Khagaria in Bihar, about 1,200 km away, on April 28, police said. "On Friday night, they halted at the Delhi-Lucknow highway in Shahjahanpur. When Dharamveer's condition deteriorated, the labourers took him to the medical college where he was declared brought dead," Circle Officer (city) Praveen Kumar said.The day before, 50-year-old Tabarat died in Sendhwa in Madhya Pradesh after cycling over 390 kilometres to get home from Bhiwandi in Maharashtra to Maharajganj in Uttar Pradesh, about 1,600 km away. "He died on Thursday near Sendhwa in Barwani possibly due to fatigue and heart attack," said Ramesh Pawar who was with him. Recapping the arduous journey, he said the group of 11 had left on their cycleson April 25 to get to Maharajganj. Those accompanying him wanted to take his body to Maharajganj but police did not give permission given the ongoing lockdown restrictions and he was buried in Sendhwa, his desire to go home unfulfilled. As lakhs of daily wagers and other migrants undertook epic journeys to reach home -- walking, cycling and hitching rides when they could -- in the absence of any public transport, the outskirts of many cities like Delhi and Mumbai teemed with people. The nationwide lockdown, which began on March 25, was first extended till May 3 and then on Friday till May 17 with a few relaxations built in. The unprecedented move to stem the spread of COVID-19 triggered possibly the biggest movement of people since Partition.Some made it, some are still on their way and some just gave up somewhere in between, their stamina unable to keep pace with their will to get to their families. Their tragedies found wide echo across India.Twelve-year-old Jamlo Kadam, who was making a 150-km trip on foot from Telangana where she worked in a chilli farm to Bijapur in Chhattisgarh, was one of the youngest victims.She started walking on April 15 and died tantalisingly close to her village on the morning of April 18, an official told . "The distance between the place in Telangana where she worked and Bijapur is 150 kilometres and she died some 50 kilometres away from her village." "Her samples tested negative for coronavirus and she may have died due to electrolyte imbalance," a health official added.Insaf Ali, 35, was even closer. He reached his village in Uttar Pradesh's Shravasti district but did not make it home.Ali walked or hitched 1,500 km from Mumbai to Shravast, the Indian Express reported. He worked as a helper to a mason in Mumbai before the lockdown and reached Mathkanwa village where he was quarantined early on Monday morning this week. By noon, he was dead. The media recorded several such stories, of workers desperate to be with their families in the uncertain days of a pandemic but dying before they reached their destination.The first reported casualty of this exodus was 39-year-old Ranveer Singh, who worked as a delivery boy for a restaurant in Delhi and died in Agra after walking for over 200 km to Morena in Madhya Pradesh The autopsy revealed a heart attack, triggered by exhaustion due to the arduous long walk, as the cause of death, the Times of India reported.Then there was 62-year-old Gangaram Yelenge who died in Surat after walking from a hospital to his house for around eight kilometres as no vehicle was available.Logesh Balasubramani, 23, trekked from Nagpur on his way home to Namakkal in Tamil Nadu but breathed his last while resting at a shelter home in Secunderabad, NDTV reported.Satya, who was part of the group of 26 that set off on the march from Nagpur, said they had walked for three days with random strangers giving them food and sometimes a ride.Hundreds of miles from southern Secunderabad, three people succumbed to extreme cold in Jammu and Kashmir. Indian Express reported that they were attempting to reach their home in Jammu through a perilous hilly route after being denied passage from the Jawahar Tunnel.Some working migrants lost their lives in accidents. In Madhya Pradesh, three labourers sleeping on the roadside after residents of their village refused them entry due to fears of the spread of the coronavirus, were mowed down by a truck. In Hyderabad, seven migrant workers and an 18-month old baby were killed when their vehicle was hit by a truck. In another incident, four migrant workers from Rajasthan were crushed to death and three seriously injured when a tempo ran over them as they were walking along a highway in Maharashtra's Palghar district.Researchers Thejesh GN, Kanika Sharma and Aman estimate that there have been over 300 "non-virus deaths", including from suicides, denial of medicare, hunger and financial distress, since the lockdown began. "We have been tracking newspapers, online news portals, and social media to compile such deaths due to the lockdown across India, in a handful of languages -- primarily English, Hindi and few vernaculars (Kannada, Marathi, Tamil, Bengali, Odiya, and Malayalam)," Aman, assistant professor at the Jindal Global School of Law, told . "It must be understood these deaths are likely an underestimate: only a fraction of deaths as per reported by the media and we may have missed some deaths reported in local media as well," he said. (Eds: Combines related stories)New Delhi, May 17 () India on Sunday extended the coronavirus lockdown for two more weeks with the fourth phase providing more relaxations outside the containment zones including inter-state movement of buses with mutual consent of states that is expected to be of immediate relief for thousands of migrant workers on the roads. Easing more curbs to step up economic activity, the new guidelines for lockdown 4.0 unveiled by the Ministry of Home Affairs (MHA) till May 31 allowed shops and markets including barber shops, salons and spas except those in malls to open with staggered timings. E-commerce companies were also permitted to deliver all goods, including those considered non-essential. However, the night curfew will remain which meant that all non-essential travel will remain prohibited between 7 pm and 7 am and authorities will ensure strict compliance, the MHA said. As the country recorded the highest single day spike of 4,987 new cases, the states were allowed to demarcate the red, green and orange zones depending upon COVID-19 case load, a demand made by chief ministers of several states and union territories. The MHA said the same should be done after taking into consideration of parameters outlined by the Ministry of Health and Family Welfare. Hotels, restaurants, cinema halls, malls, swimming pools, gyms will continue to remain shut till May 31. All social, political, religious functions, and places of worship will also be closed till that date. The announcement of the expected extension came on a day the Centre unveiled plans to privatise PSUs in non-strategic sectors and suspend loan default-triggered bankruptcy filings for one year to complete the fifth and final tranche of its economic stimulus package that together with RBI's liquidity measures totalled about Rs 21 lakh crore but entailed less than 10 per cent cash outgo from government coffers. During a video conference with the chief ministers, Prime Minister Narendra Modi on Monday said the lockdown after the end of the third phase on Sunday that lasted 54 days will have different set of rules and guidelines in a bid to return to normality. The guidelines for lockdown 4.0 were announced shortly after the National Disaster Management Authority (NDMA) ordered that lockdown measures needed to be implemented for a further period of 14 days in the country to contain the spread of COVID-19. The NDMA, in exercise of powers under Section 6 (2) (i) of the Disaster Management Act, 2005, hereby directs the ministries and departments of the Government of India, state governments and state authorities to continue the lockdown measures up to May 31, NDMA member secretary G V V Sarma said. Hours before the order was given, the governments in the worst affected states of Maharashtra and Tamil Nadu announced they are extending the lockdown till May 31. Punjab and Mizoram had earlier announced similar measure. Listing the dos and don'ts during the lockdown 4.0 that is in force in the country since March 25 to cut the chain of COVID-19 transmission, the MHA allowed inter-state and intra-state movements of passenger vehicles and buses from areas other than the containment zones. However, the guidelines made it clear that bus services will be allowed with mutual consent of states and union territories involved. The Centre has also left it to the states to decide on the operation of taxis and autorickshaws. It said Metro rail services, schools, colleges will remain closed till May end. Also, all regular domestic, international air travel of passengers except domestic air ambulance and evacuation flights will remain prohibited during this period. The Centre has opened sports complexes and stadia but banned entry of spectators. Taking a view of limited air services opened for bringing stranded Indians home and taking people through trains, it allowed running of canteens at airports, bus depots and railway stations. Restaurants shall be also allowed to operate their kitchen for home delivery of food items. The Centre made it clear that all necessary standard operating procedures which includes social distancing, wearing of masks, availability of sanitiser must be ensured. Delhi Chief Minister Arvind Kejriwal said the Centre's guidelines are largely in line with the proposal sent by his government and that a detailed plan to ease restrictions in the national capital will be announced on Monday. In a statement, the Delhi government said it expects a slight increase in cases when the economy reopens and Delhi is prepared to deal with it. "We have always been saying that we all will now have to learn to live with Corona," it said, as the national capital inched towards 10,000 COVID-19 cases. The country recorded the highest single day spike of 4,987 new cases as the total climbed to 90,927 and also 120 more fatalities to take the death toll to 2,872, according to the Union Health Ministry. The previous highest single day increase was on May 11 when 4,213 cases were reported. India is now in the 11th position in the overall number of cases among countries with the US (nearly 15 lakh cases) topping the tally, according to the Johns Hopkins University data. The number of active COVID-19 cases stands at 53,946, while 34,108 people have recovered and one patient has migrated, it said. According to a tally based on reports from state health departments, the total cases stood at 94,887 while the death toll was 2,907 and recoveries at 2,907. The union health ministry data updated in the morning showed the highest number of confirmed cases in the country are from Maharashtra at 30,706, followed by Gujarat (10,988), Tamil Nadu (10,585), Delhi( 9,333). Rajasthan (4,960), Madhya Pradesh (4,789) and Uttar Pradesh( 4,258) were the other states accounting for over 4,000 cases. Elaborating on his point that the spread of the infection in the country has been slow, Vardhan said coronavirus cases in India reached the 80,000 mark in 106 days while developed nations such as the UK, Italy, Spain, Germany and the US took 44-66 days to reach that mark. Nearly 150 inmates in Jaipur's district and central jail have tested positive for COVID-19 after a prisoner who came in early April was the source of infection. Authorities in several states have already released thousands of prisoners on parole or bail to decongest crowded prisons in the country to try halt the spread of the infection in closed settings. More number of prisoners are expected to be released in the coming days. As thousands of migrants from several pockets continued to walk long distances to reach their natives states, some of them indulged in violence in Gujarat. Migrant workers demanding immediate travel arrangements hurled stones at the police and damaged vehicles on a national highway near Rajkot in Gujarat, police said. Some police personnel and a local journalist were injured in the incident that occurred in Shapar area near Rajkot, about 215 kms away from Ahmedabad. The Railways also said only 'Shramik Specials', other special trains, and parcel and freight services will operate during the fourth phase of the lockdown.
