The apiarists of Hanumangarh district of Rajasthan are as busy as a <keyword id="6363485" type="General" weightage="80" keywordseo="bee" source="Orion">bee</keyword> itself. Sadly, they are not getting a fair price for the hard work they put in. Over the years, production cost has soared, but honey prices have not increased proportionately, putting around 1,500 beekeepers in the district in a tight spot. Considering the charges incurred on bee boxes, labour, food and accommodation of labourers and transport, the production cost of one kg of honey comes to Rs 125. In contrast, companies buy the produce for Rs 60-70 per kg, which is at least Rs 10 less than the procurement price provided almost two decades ago! The struggle does not end with this wide disparity in input and procurement costs. The drop in honey production also stings beekeepers. "Twenty-five years ago, one colony produced 50 to 60 kg of honey in the mustard growing season (October to March). With the increased use of pesticides and fertilisers, this has come down to 15 kg," said Punjab-based Jaspreet Singh, who supplies bee colonies to apiarists in Hanumangarh. "Bees do not visit flowers of crops sprayed with pesticides, else they will die. This has affected pollination. There is also a new concern that genetically modified plants might have an adverse effect on pollinators," he added. Honey trap Among the many issues, the addition of artificial colours and sugars to honey is a major cause of concern for beekeepers. "The authorities are hand in glove with procuring companies. It keeps changing norms, which encourages companies to sell adulterated honey instead of buying pure produce from us. Some parameters were unnecessarily diluted, without any explanation,' Prakash Singh <keyword id="6382895" type="General" weightage="80" keywordseo="badal" source="Orion">Badal</keyword>, a resident of Nohar in Hanumangarh and president of the northern Rajasthan unit of the Rashtriya Beekeepers Sangharsh Samiti, told 101Reporters. The Food and Agriculture Organisation of the United Nations has defined honey as a natural sweet substance produced by bees from the pollination of plants or by separating living parts of plants or by insects sucking on living plants. The bee collects, transforms, dehydrates and stores it, ripens and matures it in the hive. For the greed of money, several companies play with the health of unsuspecting consumers by selling honey mixed with maize and rice syrup. An investigation carried out by Delhi-based Centre for Science and Environment (CSE) in 2020 found that 10 out of the 13 major brands sold honey containing sugar syrup. "In 1994, the Food Safety and Standards Authority of India had set the standard for pollen count and plant element in honey at 50,000 per gram, but it was changed to 25,000 per gram in 2018. A year later, it was diluted to 5,000 per gram. The government also did away with the quality control test for honey," Badal explained. At the same time, pollen count is not considered a measure of the quality of honey globally. Consequently, determining adulteration by checking the pollen count has been a matter of controversy. This is exacerbated by the fact that pollen count varies in different types of honey. For example, it can be different in mustard, litchi, or honey obtained from a single flower or different flowers. Banks sting them Rajasthan Khadi and Village Industries Board does not run any special scheme for beekeepers, but gets grants from the Khadi and Village Industries Commission through the state government. While banks give loans to apiarists, the board pitches in by offering subsidies to the loanee using the Central Commission's grant. The subsidy component differs for Scheduled Castes and Tribes, Other Backward Classes and the general category. However, the subsidy upper limit is 35 per cent of the loan amount. Harjeet Singh of Araiyanwali Dhani explained how banks let him down. "My brother Gurmeet Singh and I made a loan application with the Khadi board in 2019. The board sanctioned Rs 8 lakh each in our names and sent the proposal to ICICI Bank, which turned it down after a long-winding process. If the bank had passed our loan, we could have expanded our beekeeping business and taken advantage of the subsidy." Kuldeep Saharan of Ranjitpura had a similar experience. "The board sanctioned Rs 4 lakh in my name, but the State Bank of India did not disburse the money. No bank gives money to beekeepers," he lamented. Confirming the charge, Madan Lal Swami, Divisional Officer, Rajasthan Khadi and Village Industries Board, Bikaner, told 101Reporters that banks were not cooperative. He said they have raised the issue in several meetings and seminars, but the attitude of the banks have remained the same. "From 2018 to date, 58 apiarists have applied for loans. We rejected 21 applications at the departmental level due to various deficiencies, but approved 35 and asked various banks to give loans. Yet, only four beekeepers got the money. The remaining two applications are pending with us." When contacted, <keyword id="103483" type="General" weightage="50" keywordseo="raj-kumar" source="Orion">Raj Kumar</keyword>, lead district manager, Hanumangarh, told 101Reporters that banks do not adopt a negative approach in any matter. "It is quite possible that banks have rejected several applications because they are not confident that the loanee can pay back the amount. They just want to ensure the return of the money. At the same time, there may be cases where the banks have given loans to all applicants. It is purely based on the merit of each case," he said. Rajasthan Horticulture Department also has a provision to arrange a 40 per cent subsidy from the National Horticulture Mission for the supply of bee colonies and bee boxes. In the 2022-23 financial year, the department planned to distribute 2,850 colonies and boxes in Hanumangarh district. Similarly, neighbouring Sri Ganganagar district was to get 7,550 colonies and boxes each. Horticulture Officer <keyword id="6110560" type="General" weightage="50" keywordseo="rajendra-nain" source="Orion">Rajendra Nain</keyword> told 101Reporters that a tender invite was issued last year, but the contract was not inked with any of the bidders. Two months ago, a new tender invitation was made. Bogged down by several issues, the apiarists of Hanumangarh district held a protest outside the Collectorate in February and submitted a memorandum of demands, which included announcing a Minimum Support Price of Rs 150 per kg for honey. They sought recognition of honey bees as inputs to agriculture and landless beekeepers as farmers, as recommended by Bibek Debroy-led Beekeeping Development Committee under the Economic Advisory Council to the Prime Minister. "The Debroy committee had recommended plantation of bee-friendly flora at appropriate places and employment of women self-help groups for its upkeep," said Badal. The committee report released on June 26, 2019, had discussed the state government's role in training beekeepers, besides promoting infrastructure at the national and regional levels for the collection, processing, marketing and promotion of honey and related products. There were suggestions to simplify the procedures and specify clear standards to ease exports. "We would have benefitted if the committee's recommendations were implemented, but it has been shelved for almost four years," he added. The beekeepers also sought the setting up of a laboratory that met international standards to check the purity of honey and curb adulteration. They want the administration to ban genetically modified crops and the indiscriminate use of pesticides in agriculture. They believe that farmers will benefit if honey is included in the mid-day meal scheme, and made available at government stores. Rajasthan's beekeepers in the honey trap of high costs and low prices

Soaring temperatures and ill-timed closure of canals for maintenance left kinnow <keyword id="45092" type="General" weightage="100" keywordseo="farmers" source="Orion">farmers</keyword> in Rajasthan's Sri Ganganagar district, with no choice but to switch to sowing moong, cluster bean and <keyword id="6359181" type="General" weightage="80" keywordseo="cotton" source="Orion">cotton</keyword> crops. "What could we do? Harvests were negligible in the last couple of years. Both blooms and fruit dropped for the third consecutive year. Due to scarcity of water, I could not sow anything this year. Now onwards, I intend to focus on cotton and wheat. Since this year, the season for cotton and wheat has already gone by, I sowed the less water-intensive crops (moong and cluster beans)," farmer Ranveer Jhatwal from Chak 25ML told 101Reporters. Jhatwal had been growing kinnow on 24 bighas of land for 15 years. But last year, he uprooted his orchards from 12 bighas, taking out the remaining this year. But Jhatwal is not the only farmer to take such an extreme step. Several small and big farmers in Rajasthan have been doing so. Heat and lack of irrigation ruined 80% to 92% of the orchards this year, forcing nearly every farmer to uproot his orchard, as compared to just a few who did so last year. Statistics furnished by the Horticulture Department reveal that out of 11,540ha under kinnow, 115ha of orchards were uprooted until May 17, and by June 3, the figure stood at 289ha. Farmers continue to uproot their kinnow orchards in every tehsil of the district. The kinnow disillusionment Orchards made their first appearance in Sriganganagar within two to three years of the Gang Canal coming up in 1927. However, it was in the past two decades that horticulturists saw fruit orchards literally bloom in the district. Even as sweet lime, guava, pomegranate, dates, amla and lemons thrived, kinnow was their most profitable fruit. While incentives extended by the National Horticulture Mission were a big draw, pest infestations on their cotton crop resulting in huge losses finally saw farmers opt for kinnow cultivation. Sriganganagar district alone produces 80,000 metric tonnes of kinnow annually, a large part of which was exported to China, Russia, Bangladesh, Nepal, Australia and Bhutan. Joint Director of Agriculture (retd) VS Nain, who served earlier in Sriganganagar, said: "Wheat, mustard and cotton were the crops traditionally grown in this district. But when expenses on pesticides rose sharply following caterpillar attacks around two decades ago, harried farmers were compelled to spray nearly 30 to 40 rounds of pesticides to save a single crop of cotton. This was when they switched to kinnow. And it didn't disappoint them either; they earned ample profits on every crop. Unfortunately, the last three years brought them repeated losses and forced them to uproot their orchards." Narrating his woes, farmer Mahendra Kumar of Chak 25ML recalled how his 50-bigha orchard once fetched him Rs 35 lakh to Rs 40 lakh annually, but he couldn't break even in the last three years. "In 2020, there was very little produce, and in 2021, I earned a meagre Rs 5 lakh after spending Rs 7 lakh on inputs. This year, the intense heat and lack of irrigation caused the blooms and fruit to drop. Two years ago, I uprooted 10 bighas; last year, I uprooted another 12 bighas; this year, I uprooted another 5 bighas of orchard land," Kumar said, adding that he now intends to grow cotton since crop from a single bigha can earn him up to Rs 1 lakh. Usually, one has to wait four years for a kinnow crop after planting an orchard and hold on for seven years before one can harvest the best fruit. But presently, even farmers who planted saplings only two years ago are uprooting their orchards, anticipating losses in future. Farmer Bhupendra Singh of Chak 11ML had laid his orchard on 9 bighas of land at a total cost of Rs 6 lakh to Rs 7 lakh. He has uprooted his entire orchard. With a heavy heart, Singh said, "What is the point in keeping this orchard, when I cannot profit from it? My neighbour, farmer Jagseer Singh, also uprooted his two-year-old orchard." Excessive heat and lack of irrigation water also led farmer Ashok Chaudhary of village 24GB to uproot his orchard. "There were no blooms for the past two years. Excessive heat wilted my plants," Chaudhary told 101Reporters. "Last year, I uprooted 15 bighas of my orchard and planted mustard on this land, which yielded 5 to 6 quintals per bigha of produce. Recently, I uprooted another 10 bighas. Cotton has also proved more profitable than kinnow for me." Explaining why uprooting their orchards is their best option, farmer Jhatwal said, "One has to spend Rs 25,000 to Rs 30,000 per bigha every year on the kinnow crop. It's a burden when the produce falls short consecutive years." Mercury spike, water scarcity, among others, are the biggest threats. Assistant Director of the Horticulture Department Priti <keyword id="17684" type="General" weightage="50" keywordseo="bala" source="Orion">Bala</keyword> pointed out the temperatures in March were unprecedentedly high in the last two years. "Temperatures between 25 degrees Celsius and 30 degrees in March-end are ideal for flowering. But this year, temperatures touched 40 degrees, she explained. "High temperatures can cause flowers and fruit to drop. This was also the time when canals were shut for repairs, preventing farmers from accessing much-needed irrigation water." Analysing the situation, VS Nain noted that the Water Resources Department must keep the needs of farmers in mind as and when they shut off irrigation canals for necessary repairs. Currently, they are turned out in April-May, which is when orchards need irrigation water. The rising prices of cotton in the mandis also drew farmers to cotton cultivation, Bala added. Though the department has advised farmers to remain patient "since cotton prices can also be unstable". Furthermore, the failure of the kinnow crop has not been confined to Sriganganagar alone, Agriculture Officer (Horticulture) Rajendra Nain in Horticulture Department Sriganganagar told 101Reporters. High temperatures wreaked havoc on the fruit trees in the northern states of Punjab and Haryana; compelling farmers in Abohar and Fazilka districts of Punjab and Sirsa in Haryana to uproot their orchards. Seeking compensation for the threat to their livelihood When orchards are uprooted, there's a threat to many kinnow-related industries, as well. There are around 36 kinnow packing and grading establishments in the district, each set up with an investment of Rs 35 lakh to Rs 1 crore. These grade the kinnow, apply preservatives on the fruit and pack them for export. Babu Khan Rizvi, the owner of one such wax and grading plant, told 101Reporters, "The destruction of the orchards spells disaster for us. If the orchards are uprooted, what will happen to us? Each plant employs around 100 to 150 labourers. Us factory owners and workers will have to pay the price." In light of these developments, the Bharatiya Kisan Union (BKU) <keyword id="96979" type="General" weightage="50" keywordseo="youth-wing" source="Orion">Youth Wing</keyword> has submitted a memorandum to the district administration. BKU (Youth Wing) District Secretary Shivprakash <keyword id="2394445" type="General" weightage="50" keywordseo="saharan" source="Orion">Saharan</keyword> emphasised, "The government ought to conduct a survey, and fix an amount of Rs 1 lakh per hectare as disaster relief compensation." Kinnow growers get just one crop a year, but the inputs needed are equal to that required for two crops, he pointed out. Hence, the administration must offer corresponding compensation. The increase took petrol and diesel prices to their highest-ever level. In <keyword id="66" type="LOCATION" weightage="20" keywordseo="Delhi">Delhi</keyword>, petrol now comes for ₹91.53 per litre and diesel is priced at ₹82.06 per litre. While petrol prices had crossed the ₹100-mark in some places in Rajasthan and Madhya Pradesh a few days back, Maharashtra's Parbhani joined the league on Monday. Petrol in Parbhani was priced at ₹100.20 a litre, while in Bhopal it came for ₹99.55 a litre. The fuel is sold at ₹102.42 a litre in Sri Ganganagar district of Rajasthan and at ₹102.12 in Anuppur of Madhya Pradesh. This is the second time this year that rates in some parts have crossed the ₹100-a litre mark. Rates had breached the physiological mark for the first time in mid-February. Fuel prices differ from state to state depending on the incidence of local taxes such as <keyword id="6370857" type="COMPANY" weightage="20" keywordseo="VAT">VAT</keyword> and freight charges. Rajasthan levies the highest value-added tax (VAT) on petrol in the country, followed by Madhya Pradesh. In five increases in the last one week, petrol price has risen by ₹1.14 per litre and diesel by ₹1.33 - more than neutralising all of the reduction that came between March 24 and April 15. After raising petrol price by a record ₹21.58 per litre and diesel by ₹19.18 since the government raised excise duty to an all-time high in March last year, state-owned fuel retailers, <keyword id="6354733" type="COMPANY" weightage="20" keywordseo="ioc">IOC</keyword>, BPCL and <keyword id="6362419" type="COMPANY" weightage="20" keywordseo="hpcl">HPCL</keyword> had reduced petrol price by 67 paise a litre and diesel by 74 paise per litre effected between March 24 and April 15. Oil companies, who have in recent months resorted to unexplained freeze in rate revision, had hit a pause button after cutting prices marginally on April 15. This coincided with electioneering hitting peak to elect new governments in five states including West Bengal. No sooner had voting ended, oil companies indicated an impending increase in retail prices in view of firming trends in international oil markets. They said prices have been on a continuous uptrend since April 27, crude oil price is hovering near USD 70-per-barrel mark. Petrol price at record high, crosses ₹100 per litre in Maharashtra; diesel price hiked by 33 paise per litre

Petrol and diesel prices go up for the sixth time in May, crosses ₹100-mark in Maharashtra, MP and Rajasthan

Jaipur, Oct 3 () Rajasthan's tally of COVID-19 cases rose to 1,41,846 on Saturday with 2,150 fresh infections, while the death toll climbed to 1,530 as 14 more people succumbed to the contagious respiratory disease, according to an official report. The number of active cases in the state stands at 21,075. A total of 1,19,241 people have recovered so far, the report stated. Of the latest fatalities, two each were reported from Jaipur and Jalore, and one each from Ajmer, Banswara, Barmer, Bhilwara, Bikaner, Sri Ganganagar, Jodhpur, Kota, Nagaur and Pali, it said. Jaipur reported the maximum number of fresh cases at 424, followed by 374 in Jodhpur, the report said. Rajasthan records 2,150 fresh COVID-19 cases, 14 more deaths

Jaipur, Jul 8 () Ten more people died due to COVID-19 in Rajasthan on Wednesday, taking the state's toll to 482, while 659 fresh infections pushed the tally to 22,063, according to a health department report. The deaths were reported from Jaipur (3), Kota (2), Bikaner (1), Dausa (1), Sawai Madhopur (1), Ajmer (1) and Jodhpur (1), the report stated. Jodhpur reported the maximum number of fresh cases at 143, followed by 126 in Alwar, 67 in Jaipur, 49 in Bikaner, and 32 in Pali. Barmer and Rajsamand reported 27 cases each; Nagaur and Bharatpur 24 each; Udaipur 17; Jalore and Jhunjhunu 16 each; Kota 14; Dausa 12; Bhilwara and Dholpur 11 each; Ajmer eight; Sirohi four; Sikar and Churu three each; Chittorgarh, Hanumangarh, Jaisalmer, Karauli, Pratapgarh, Sawai Madhopur and Tonk two each; and Dungarpur, Sri Ganganagar and Jhalawar one each. The hike -- 11th this month -- pushed petrol and diesel prices to all-time high levels across the country. In Delhi, petrol rates climbed to ₹93.04 a litre and diesel rose to ₹83.80. Rates had already crossed the ₹100-mark in several cities in Rajasthan, Madhya Pradesh and Maharashtra and with the latest increase, the price in Mumbai too was inching towards that level. A litre of petrol in Mumbai now comes for ₹99.32 and diesel is priced at ₹91.01 per litre.
