The apiarists of Hanumangarh district of Rajasthan are as busy as a <keyword id="6363485" type="General" weightage="80" keywordseo="bee" source="Orion">bee</keyword> itself. Sadly, they are not getting a fair price for the hard work they put in. Over the years, production cost has soared, but honey prices have not increased proportionately, putting around 1,500 beekeepers in the district in a tight spot. Considering the charges incurred on bee boxes, labour, food and accommodation of labourers and transport, the production cost of one kg of honey comes to Rs 125. In contrast, companies buy the produce for Rs 60-70 per kg, which is at least Rs 10 less than the procurement price provided almost two decades ago! The struggle does not end with this wide disparity in input and procurement costs. The drop in honey production also stings beekeepers. "Twenty-five years ago, one colony produced 50 to 60 kg of honey in the mustard growing season (October to March). With the increased use of pesticides and fertilisers, this has come down to 15 kg," said Punjab-based Jaspreet Singh, who supplies bee colonies to apiarists in Hanumangarh. "Bees do not visit flowers of crops sprayed with pesticides, else they will die. This has affected pollination. There is also a new concern that genetically modified plants might have an adverse effect on pollinators," he added. Honey trap Among the many issues, the addition of artificial colours and sugars to honey is a major cause of concern for beekeepers. "The authorities are hand in glove with procuring companies. It keeps changing norms, which encourages companies to sell adulterated honey instead of buying pure produce from us. Some parameters were unnecessarily diluted, without any explanation,' Prakash Singh <keyword id="6382895" type="General" weightage="80" keywordseo="badal" source="Orion">Badal</keyword>, a resident of Nohar in Hanumangarh and president of the northern Rajasthan unit of the Rashtriya Beekeepers Sangharsh Samiti, told 101Reporters. The Food and Agriculture Organisation of the United Nations has defined honey as a natural sweet substance produced by bees from the pollination of plants or by separating living parts of plants or by insects sucking on living plants. The bee collects, transforms, dehydrates and stores it, ripens and matures it in the hive. For the greed of money, several companies play with the health of unsuspecting consumers by selling honey mixed with maize and rice syrup. An investigation carried out by Delhi-based Centre for Science and Environment (CSE) in 2020 found that 10 out of the 13 major brands sold honey containing sugar syrup. "In 1994, the Food Safety and Standards Authority of India had set the standard for pollen count and plant element in honey at 50,000 per gram, but it was changed to 25,000 per gram in 2018. A year later, it was diluted to 5,000 per gram. The government also did away with the quality control test for honey," Badal explained. At the same time, pollen count is not considered a measure of the quality of honey globally. Consequently, determining adulteration by checking the pollen count has been a matter of controversy. This is exacerbated by the fact that pollen count varies in different types of honey. For example, it can be different in mustard, litchi, or honey obtained from a single flower or different flowers. Banks sting them Rajasthan Khadi and Village Industries Board does not run any special scheme for beekeepers, but gets grants from the Khadi and Village Industries Commission through the state government. While banks give loans to apiarists, the board pitches in by offering subsidies to the loanee using the Central Commission's grant. The subsidy component differs for Scheduled Castes and Tribes, Other Backward Classes and the general category. However, the subsidy upper limit is 35 per cent of the loan amount. Harjeet Singh of Araiyanwali Dhani explained how banks let him down. "My brother Gurmeet Singh and I made a loan application with the Khadi board in 2019. The board sanctioned Rs 8 lakh each in our names and sent the proposal to ICICI Bank, which turned it down after a long-winding process. If the bank had passed our loan, we could have expanded our beekeeping business and taken advantage of the subsidy." Kuldeep Saharan of Ranjitpura had a similar experience. "The board sanctioned Rs 4 lakh in my name, but the State Bank of India did not disburse the money. No bank gives money to beekeepers," he lamented. Confirming the charge, Madan Lal Swami, Divisional Officer, Rajasthan Khadi and Village Industries Board, Bikaner, told 101Reporters that banks were not cooperative. He said they have raised the issue in several meetings and seminars, but the attitude of the banks have remained the same. "From 2018 to date, 58 apiarists have applied for loans. We rejected 21 applications at the departmental level due to various deficiencies, but approved 35 and asked various banks to give loans. Yet, only four beekeepers got the money. The remaining two applications are pending with us." When contacted, <keyword id="103483" type="General" weightage="50" keywordseo="raj-kumar" source="Orion">Raj Kumar</keyword>, lead district manager, Hanumangarh, told 101Reporters that banks do not adopt a negative approach in any matter. "It is quite possible that banks have rejected several applications because they are not confident that the loanee can pay back the amount. They just want to ensure the return of the money. At the same time, there may be cases where the banks have given loans to all applicants. It is purely based on the merit of each case," he said. Rajasthan Horticulture Department also has a provision to arrange a 40 per cent subsidy from the National Horticulture Mission for the supply of bee colonies and bee boxes. In the 2022-23 financial year, the department planned to distribute 2,850 colonies and boxes in Hanumangarh district. Similarly, neighbouring Sri Ganganagar district was to get 7,550 colonies and boxes each. Horticulture Officer <keyword id="6110560" type="General" weightage="50" keywordseo="rajendra-nain" source="Orion">Rajendra Nain</keyword> told 101Reporters that a tender invite was issued last year, but the contract was not inked with any of the bidders. Two months ago, a new tender invitation was made. Bogged down by several issues, the apiarists of Hanumangarh district held a protest outside the Collectorate in February and submitted a memorandum of demands, which included announcing a Minimum Support Price of Rs 150 per kg for honey. They sought recognition of honey bees as inputs to agriculture and landless beekeepers as farmers, as recommended by Bibek Debroy-led Beekeeping Development Committee under the Economic Advisory Council to the Prime Minister. "The Debroy committee had recommended plantation of bee-friendly flora at appropriate places and employment of women self-help groups for its upkeep," said Badal. The committee report released on June 26, 2019, had discussed the state government's role in training beekeepers, besides promoting infrastructure at the national and regional levels for the collection, processing, marketing and promotion of honey and related products. There were suggestions to simplify the procedures and specify clear standards to ease exports. "We would have benefitted if the committee's recommendations were implemented, but it has been shelved for almost four years," he added. The beekeepers also sought the setting up of a laboratory that met international standards to check the purity of honey and curb adulteration. They want the administration to ban genetically modified crops and the indiscriminate use of pesticides in agriculture. They believe that farmers will benefit if honey is included in the mid-day meal scheme, and made available at government stores. Rajasthan's beekeepers in the honey trap of high costs and low prices

The <keyword id="6357713" type="General" weightage="100" keywordseo="uttar-pradesh" source="Orion">Uttar Pradesh</keyword> government will soon recruit 40,000 additional <keyword id="6356350" type="General" weightage="20" keywordseo="constables" source="Orion">constables</keyword> in its various wings. The recruitment process will begin soon. As per the plan, 34,000 constables will be absorbed in civil police and 6,000 in other units, including PAC, radio and as computer operators. A senior police officer said that the recruitment process coincides with the Prime Minister's direction to officials of central departments and ministries to recruit 10 lakh people in the next 1.5 years. "Now, we plan to recruit 40,000 more constables, following which the total would go further up to 1.93 lakhs, which is a record," said Vishwakarma. The DG said that the recruitment exam will be conducted in winter and results will be out by next summer, and subsequently, the induction will be done by December 2023. Nearly 1,003 candidates were recruited as SI and on equivalent ranks after the order of court pending since 2011, while 5,498 were recruited as constables and on equivalent ranks after court order on a recruitment in 2013. The government recently compulsorily retired two <a href="http://www.businessinsider.in/searchresult.cms?query=IPS+officers&amp;sortorder=effectivedate">IPS officers</a> on the basis of a performance review required to be held at the end of 15 and 25 years of service under the All-India service rules. This came out as a strong message to bureaucrats who fail to perform well in their careers. 
 The two officers are <keyword id="103483" type="PERSON" weightage="20" keywordseo="Raj-Kumar">Raj Kumar</keyword> <keyword id="4077690" type="PERSON" weightage="20" keywordseo="dewangan">Dewangan</keyword> from 1992 batch of <keyword id="43945" type="COMPANY" weightage="20" keywordseo="Chhattisgarh">Chhattisgarh</keyword> cadre and <keyword id="4075048" type="UNKNOWN" weightage="20" keywordseo="Mayank-Sheel-Chohan">Mayank Sheel Chohan</keyword> from 1998 batch of AGMU cadre. They were found to have put in sub-optimal performance by the concerned state cadre on the basis of their service records, ACRs and assessment of their seniors. 
 The cadre-controlling authority of <keyword id="6405408" type="ORGANIZATION" weightage="20" keywordseo="IPS-officers">IPS officers</keyword> , <a href="http://www.businessinsider.in/searchresult.cms?query=home+ministry&amp;sortorder=effectivedate">home ministry</a>, approved the recommendation of the concerned state cadres to compulsorily retire them from service "in public interest". 
 
"A notice has been served on them and as per rules, they were given three months salary along with compulsory retirement orders duly approved by appointments committee of Cabinet (ACC)," an officer told TOI. 
 
The last time an IPS officer was 'compulsory retired' was nearly 10 to 15 years ago. It reportedly involved officers of Maharashtra cadre. 
 
"It is technically not a punishment but merely an action taken to remove officers seen as deadwood by their respective cadres and the Centre for not being serious in discharge of their duties. The compulsorily retired officer gets all post-retirement benefits," an officer told TOI. 
 
As per sources, two IAS officers were also compulsorily retired recently on the same grounds. 
 
Alternatively, the Centre may ask state to conduct such a review at any time it deems fit in case such a review has not been held at 15 or 25 years of service. 
 
As per rules, the bureaucrat found fit for compulsory retirement is either given at least three months notice in writing or three month's pay and allowances in lieu of such notice. The government, in the case of Dewangan and Chohan, opted for the latter.

Modi is serious about performance, compulsorily retires two IPS officers

As the festive season kicks off on Monday with big sales promotions, firms which provide last-mile services to ecommerce sites are encouraging their employees to go the extra mile. On offer are silver coins, cash, gift vouchers, gadgets, refurbished homes and the chance to upgrade skills to take on higher-level roles.
 

	These firms include Ola, delivery agencies such as Gojavas and Roadrunnr, and staffing firms such as Quess Corp and TeamLease.
 

	Wiser after the surge in business last year took them by surprise, companies want to make sure they'll be able to handle the extra load this time around.
 

	And a crucial aspect of that is motivating those at the end of the chain. "Compared to last year, when some of these sales saw a great deal of chaos, this time the level of preparedness on the part of the companies is much better," Rituparna Chakraborty, cofounder and senior vice-president, Team-Lease Services, a recruitment agency, told ET. "This in turn will also lead to people performing better and earning more." For example, a delivery person in Bengaluru earning a monthly salary of Rs 12,000 can boost that by 50-60% through incentives, Chakraborty said.
 

	Ola said incentives will help ensure that clients can get cabs when they want. "These initiatives motivate drivers to be more available on the platform during the festive season and will help us bridge the demand-supply gap," said Anand Subramanian, senior director, marketing communications.
 Hyperlocal delivery company Roadrunnr's best staff will get silver coins daily. Weekly incentives include kitchenware and electronic gadgets. The company's clients include <keyword id="541988" type="COMPANY" weightage="100" keywordseo="SnapDeal">Snapdeal</keyword> and Myntra. The top 10-15 Runnrs, as they are called, will also be trained in soft skills, spoken English and computers to help them in career advancement, said Aneek Mukherjee, director, Roadrunnr. <keyword id="103483" type="PERSON" weightage="100" keywordseo="Raj-Kumar">Raj Kumar</keyword>, 22, hopes he can be one of the winners at Roadrunnr. During the festive season, the number of orders can double to 30 on a weekday compared with 14-15 on regular days and about 20 on the weekend, he said. One of the top performers at his branch in Bengaluru, he said, "These initiatives make all the extra trips worth it." While India's online retail market is expected to grow to around $50 billion by 2020 from $4 billion at the end of 2014, according to industry estimates, competition among the top ecommerce sites such as <keyword id="6354742" type="COMPANY" weightage="100" keywordseo="Flipkart">Flipkart</keyword>, Amazon and Snapdeal will be at full pitch. And with online sellers focusing more on margins rather than discounts, companies will need to work harder on service. 

	They also need to make sure rivals don't poach their people. "Retention is the biggest challenge since the environment is tight. Everyone from old players to the new is fighting for a share," said Guruprasad Srinivasan, Quess Corp's CEO for people and services. The company provides delivery agents for the top ecommerce companies — staffing has surged to 20,000 from 3,500 in a year. Srinivasan said most ecommerce companies are paying bonuses and incentives this time round. Dell Technologies on Tuesday launched the new Alienware and Inspiron laptop series in India for gamers, creators, and students. From April 12, the latest Alienware devices will be available for purchase at a starting price of Rs 3,59,990, while the Inspiron devices will be available for purchase from April 14, starting at Rs 77,990 on both online and offline platforms. "Our new Alienware and Inspiron laptops offer consumers the opportunity to express their passion and lifestyle with premium quality styling. The five year term of the Delhi Vidhan Sabha closes on 22 February 2020 and hence Mangolpuri will see the assembly elections in February 2020 along with the other 69 constituencies of Delhi. In total, the <keyword id="8673477" type="UNKNOWN" weightage="20" keywordseo="mangolpuri-assembly-seat">Mangolpuri assembly seat</keyword> has 178935 voters consisting of 96110 men, 82816 women and 9 third gender voters. Last time, the assembly elections in Mangolpuri was conducted in 2015. During these elections, Rakhi Birla of AAP secured 60534 votes and overtook his opponent Rajkumar Chauhan of INC who could get 37835 votes. Notably, Rakhi Birla’s score was the highest a candidate contesting in the assembly poll from this seat had ever got. AAP has been holding this seat since 2013 elections as Rakhi Birla became MLA of this constituency two times representing the party. In both these elections, he defeated INC’s Raj Kumar Chauhan with a very good vote margin. Earlier, Raj Kumar Chauhan was the longest standing MLA from this seat since 1993. In all the four elections conducted before 2013, Raj Kumar Chauhan represented INC and became the MLA for four consecutive terms. So, till 2013, he remained the popular choice of the voters in this constituency. Mangolpuri is a reserved seat set aside for SC candidates. For quite long in the history of Mangolpuri, the BJP could not win this seat. INC’s stronghold over this assembly seat was challenged only in 2013 general elections when AAP’s Rakhi Birla secured this seat.
