Just days before, Prime Minister Narendra Modi set the tone for the big announcement likely on Friday by initiating the ‘Jal Shakti Abhiyan’, a project to conserve water through rainwater harvesting and other efforts to save water. Amid the high temperatures and severe water crisis, the country is going through, it would be among government’s main agenda to tackle the rapidly increasing water issues throughout the country, The major cities of India like Chennai and Bengaluru were recently in the news due to severe water crisis. The story of rural India is more frightening where 80% of rural homes does not have piped water supply. Only 18% of 17.9 million rural homes have tap water. The central government in efforts to deal with water related issues had merged the water resources and drinking water and sanitation ministries and formed the Jal Shakti Ministry. The new ministry, which has the decision making power over all international and interstate water disputes, the Clean Ganga project, and making drinking water accessible, will be hopeful of a handsome budget to deal with the The government is also set to launch the Jal Shakti Abhiyan to workout measures for rainwater harvesting and water conservation from July 1 in a phased manner, under the supervision of central government IAS officers of Joint or Additional Secretary-level in 255 districts. It seeks to work out measures for rainwater harvesting and water conservation efforts in 255 districts of the country starting July 1, 2019. The campaign is planned in a phased manner, where the first phase starts on July 1 and would run till September 15 in states receiving rainfall during the south-west monsoon, and would be coordinated by the IAS officers of Joint or Additional Secretary-rank from the 255 districts. The next phase will kickstart from October 1 and run till November 30 and will cover states that receive rainfall during the north-east monsoon. As water is not central government issue and state governments are free to decide upon policies for usage and water conservation, the officers will be drawn from various ministries of Government of India, including the Department of Space, Petroleum and Defence, <a href="https://dopt.gov.in/sites/default/files/31-16-2019-EOMM-I.pdf">according to the Department of Personnel and Training</a>. Prior to the launch of the campaign, high level teams were constituted in the 255 districts, and engineers and technical staff was designated in 1,539 blocks across the country to measure ground water levels, the state of aquifers, and ponds and water bodies under encroachment. India’s population is 17.74% of the total world population, whereas the water resources account for a mere 4%. This combined with ever increasing demand and depleting water sources due to encroachment, contamination and reduced rainfall, puts India in a grave situation. “As of today, India only conserves 8% of all rainfall, which is among the lowest in the world,” <a href="https://www.hindustantimes.com/india-news/under-jal-shakti-scheme-centre-to-focus-on-replenishing-water-bodies/story-heKzqsW0IzPfY0lwi9OjxI.html">a senior Jal Shakti official said</a>.”we need to change this.” In line with Gram Swaraj Abhiyan The Jal Shakti Abhiyan is in line with last year’s Gram Swaraj Abhiyan, where central government officials monitored the implementation of seven flagship development schemes in 117 districts across the country. To further achieve its target, the ministry will draft block and district level water conservation plans and the Kisan Vigyan Kendras would organise fests to promote better crop choices and more efficient usage of water for irrigation. To spread awareness about the campaign, major communications campaign on TV, radio, social media would be carried out, for which celebrities will also be roped in. The prime minister, on June 22, wrote letters to all village panchayat heads, and urged them to undertake rainwater harvesting and water conservation activities in rural India, <a href="http://pib.nic.in/newsite/PrintRelease.aspx?relid=190639">as per PIB release</a>. “In the last four years, nearly 50,000 villages have used MGNREGA [rural income guarantee act] and other state funds to successfully conserve rain water in a big way,” rural development secretary <a href="https://www.hindustantimes.com/india-news/under-jal-shakti-scheme-centre-to-focus-on-replenishing-water-bodies/story-heKzqsW0IzPfY0lwi9OjxI.html">Amarjeet Sinha was quoted saying</a>. The government is also likely to announce a national water conservation policy along with a conservation programme for the 226 highly water stressed districts of the country, an official said. Plans with the MPs to prioritise water storage works under their local area development fund are also underway. “Any national policy on water has to pivot around ground water because “ground water is India’s water lifeline”. Secondly, he said there is a complete policy vacuum on the urban water sector and India urgently needs a programme to regulate its urban-water footprint,” said Himanshu Thakkar of the South Asia Network on Dams, Rivers and People.

Kejriwal said that head of departments have been “directed to install systems in buildings which don't have it and existing systems to be cleaned and kept ready before monsoons”. Not just that, as the monsoon is expected to come in, the government also wants to test natural water storage in the Yamuna river floodplains. The central government recently launched an initiative called Jal Shakti Abhiyan' - a campaign for water conservation and water security, in the wake of an acute water crisis in the country. The delayed monsoon is expected to hit Delhi between July 3-5 and these water conservation projects seem to be the need of the hour. According to an IANS report, about 24 states in the country have received deficient rainfall in June with 250 districts across India reeling under severe water crisis.

This is our only home, there is no alternative, and there is no plan B! It really breaks my heart when you see on the news that a major city like Bangalore is still witnessing a water crisis and our capital city Delhi has winter days where schools are canceled because of the pollution.  With problems like unplanned urbanization and water scarcity, India’s overall Environmental Technologies market including goods and services is almost $15 billion. An Indian startup is looking to address the global market for environmental goods which is targeted to reach $1.9 trillion by 2020. 
 <keyword id="3412127" type="UNKNOWN" weightage="60" keywordseo="Thinkphi">Thinkphi</keyword>’s long term goal is to manufacture sustainably engineered products that intelligently conserve water, energy and waste. Its ‘Ulta Chaata’ has already become a much needed solution for cities. 
 
The company’s first product, is almost like a smart tree called 'Ulta Chaata', an inverted canopy looking structure provides potable water by capturing rain water during the monsoon and solar energy during the rest of the year. Each unit has the capability to harvest and filter up to 100,000 liters during the rainy season. 
 
With a maximum solar capacity of 1.5KW the product also includes an intelligent lighting system which provides various levels of programmable lighting options and a mobile charge unit, thereby making it a completely self-sustaining installation for the outdoors. Powered by a central operating system called the ‘phi-box’, the controls help the lighting run for 4 to 5 days on a single solar charge and can provide potable quality drinking water through its in-built filter. 
 
The operating system also monitors, captures data, and allows users to communicate with a cluster of units over the cloud. The company has also filed multiple global patents on design and utility which smartly converges <a href="http://www.businessinsider.in/searchresult.cms?query=water+harvesting&amp;sortorder=effectivedate">water harvesting</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=renewable+energy&amp;sortorder=effectivedate">renewable energy</a>, ideal for smart cities, industries or large campuses.

In a town in western <a class="link-text" href="https://www.scmp.com/topics/india">India</a>, every conversation involves a possible solution to the crisis.Standing in his brown, dusty field, Narayan Mahale looks at the Wagh river that runs under the cliff on which his field lies, and is convinced the solution is a piped supply of water. Less than 5km away, Ramchandra Mahale believes a dam will suffice. His neighbour, Anita Gaikwad, says the key is to find better ways to harvest rainwater. Dominated mostly by tribal hamlets, Mokhada is underdeveloped – it has a literacy rate that is two-thirds lower than the national rate of 74 per cent; it sees hundreds of children dying each year due to poor nourishment and health care facilities. Very few villages have any piped supply of water. As a result, many of them have to depend on common wells. But last year’s scarce rainfall meant that many village wells ran dry by January this year. Graphic: SCMP</a> But Mokhada’s drought carries a heavy and almost tragic sense of irony. It is not a dry region; five rivers originate here. The region generally sees over 2,400 millimetres of rainfall a year. But instead of providing for the locals, much of the water is diverted to Mumbai – which gets a major chunk of its water from here – along with other cities and industrial corridors. The scarcity can turn fatal. In April 2012, a woman died from the exertion of trying to fetch water. In addition, the hilly terrain in the region means the rainwater does not percolate but instead, slides off down the valley into the rivers. Photo: Kunal Purohit</a> SLEEPLESS NIGHTS SPENT DODGING SNAKES AND SCORPIONS The crisis is overturning the lives of Mokhada locals, who are staying awake through the night in search of water. Mathura Waghare, 35, from the tribal village of Brahmanpada, now has a routine that revolves around getting adequate water for her supply to survive each day. The village’s only source of water, a common well, ran out of water in January this year. Since then, Waghare has been searching for water in nearby villages on foot. When she found water 2km away in a neighbouring village, she was relieved. But the next day, villagers there were up in arms.

 “People in that village feared that they would run out of water if we continued going there. So, they refused to allow us to fill water,” she says. That’s when Waghare decided that she had had enough. She decided to head into the forest, to a well she knew was a 45-minute walk from Brahmanpada. This did not have much water, but the groundwater area in the table was high, she said. So the villagers would wait at the well every day for groundwater to percolate into the well. Each night at around 3am, Waghare starts walking into the forest with her stainless steel handis (large pots). Most nights, women from the neighbourhood walk with her. “It gets scary to walk alone. Photo: Kunal Purohit </a> With battery-operated torches in their hands, and balancing the handis on their heads, the women set out each night and sometimes, even multiple times in the day, if they receive unexpected guests or if the water runs out sooner. Once at the well, Waghare queues up, waiting for the water to percolate. “Sometimes, it takes 3-4 hours; other times, there is enough water in an hour. It is unpredictable,” she explains. Water filled, she balances two handis on her head, the third one in her hand, fingers firmly clasped around its neck. On an average day, she sleeps for five hours, before waking up between 2am and 3am. But there are days when her worries are so severe that she cannot sleep. “So, I finish my chores in the night and set out at 10pm or so. Without water, we can’t survive, so sleep does not matter,” she says. TAKING MATTERS INTO HER OWN HANDS Mathura Mavle, 30, sympathises with Waghare’s situation. Mavle lives in the tribal village of Kharawali, about 5km away from Waghare’s Brahmanpada. Just outside Mavle’s house lies a well. But it is bone-dry and its floor lies exposed to the sun. Another well, 1.5km away, is also nearly dry. So one summer day, two months ago, Mavle and Asha H* walked for a kilometre or so, climbing down small rocky cliffs to where a small stream flows past in the monsoons. The stream goes dry by October every year. One rock at a time, they both dug a small hole in the earth, at the base of an old tree. They kept digging through the day. But digging the hole, they realised, was just half the battle won. Standing over the pit, Mavle says: “There is only as much water a small pit like this can carry. So, whenever it runs out of water, we just sit around, waiting for groundwater to percolate into it.” The unpredictability means locals can be queuing up at the pit for up to half the day. Today isn’t one of those days. Mavle walks into the pit, crouches and patiently fills her pots, one bowl at a time. “We got lucky today,” she says, smiling. MOKHADA’S LONG-STANDING NEGLECT For activists working in the region, Mokhada’s struggles are a result of a long-standing neglect of the region. Brian Lobo, a veteran activist of the Kashtakari Sanghatana (Farmers Collective), says the locals have been clamouring for authorities to address the issue for years. Thanks to the rapidly disappearing groundwater stock, India might have to import drinking water by 2050. If the situation is not controlled, 2050 would see only 3,120 litres per day a person by then, which is nothing as compared to the requirements of the country. 
 
As of now, this level is down to 5,120 litres, which is about 35% of the 14,180 litres that we had in 1951. In 1991, the records show that, the level was less than half of the 1951 figures. 
 Figures from a <keyword id="157186" type="ORGANIZATION" weightage="100" keywordseo="Central-Ground-Water-Board">Central Ground Water Board</keyword> (CGWB) study warn that the level would be further reduced to 22% by 2050. 
Experts say that the depleting groundwater stock indicates vanishing rainwater harvesting with ponds, lakes and wells, poor awareness, and reduced green cover. 
 
A CGWB master plan to artificially recharge groundwater said that "Rapid development and use of groundwater resources for varied purposes has contributed, though, in expansion of irrigated agriculture, overall economic development and in improving the quality of life in urban India, the groundwater, which is the source for more than 85 per cent of rural domestic water requirements, 50 per cent of urban water requirements and over 50 per cent of irrigation requirements of the country, is depleting fast ."

At this rate, India will be living on imported water by 2050

India was the cradle of civilization, a riverine world that had its proud foundation in the Indus Valley. Indian culture is thus interwoven with water. The holy Ganges, the early dip, the bathing ritual---all early Hindu practices are water-shot. 
 
Yet the paradox is that the most fertile nation is today one of the most water-challenged countries in the world, “<a href="http://www.wri.org/blog/2015/02/3-maps-explain-india%E2%80%99s-growing-water-risks">from its deepest aquifers to its largest rivers</a>”. 
 
How much is too much? 
 A report by the <keyword id="6356505" type="ORGANIZATION" weightage="20" keywordseo="World-Resources-Institute">World Resources Institute</keyword> shows that more than 100 million people in India live in severely polluted areas. Out of 632 districts examined, only 59 districts had water safe enough to drink. The area that is the most severely polluted is Bagalkot, Karnataka. 
 
The statistics mock the country. While 54% of India’s total area faces the threat of water scarcity, almost 600 million people are not able to get enough. In a total population of 1.2 billion according to the 2011 census, India has just 1,000 cubic meters of water per person today, as against the US supply of nearly 8,000 cubic metres per person. Any country with less than 1,700 cubic meters per person per year is considered water-stressed. 
 
Even the most fertile region, which is the source of not only food but also her civilization and the Vedic culture, is the excessively high-stressed Northwest India, which produces 50 per cent of the national rice supply and 85 per cent of its wheat. This area is also called India’s “breadbasket.” But the 550 wells in Northwestern India face the danger of declining groundwater levels by 58 per cent. 
But why exactly, has this all happened? 
 
Why the <keyword id="6355836" type="UNKNOWN" weightage="20" keywordseo="water-crisis">water crisis</keyword>? 
 The reasons are obvious. Even as the population is expanding, water supply is reducing, with farmers over-extracting the resource. Especially after the Green Revolution, groundwater, rather than surface water, is being overused to irrigate crops. 
 
There is not enough investment in technology and infrastructure at all federal, state, and local levels. Due to lack of efficient planning, shooting corporate privatization, industrial and human pollution and finally corruption, the lifeline of a healthy community has been threatened, according to <a href="http://thewaterproject.org/water-in-crisis-india">The Water Project</a>. 
 
South, West and Central India, on the other hand, have a significantly lower water table than other regions. 
 
In Eastern India, the strange paradox of abundant groundwater, but lack of electricity, has made water inaccessible for irrigation. All over the country, faulty distribution of electricity has stressed out agricultural practices. 
 
When examined at a national level, it is clear that the groundwater levels come down continuously, as its 4,000 wells show a reduction of 54% of the water supply in the past seven years. Almost 16% of the water reduces by over 1 meter (3.2 feet) annually. 
 
Moreover, the groundwater is extremely polluted as chlorine, fluoride, iron, arsenic, nitrate, and/or electrical conductivity exceed the national standards. Most of the water in India is not even fit for drinking, and sometimes not even for bathing. The Clean Ganga campaign never proceeded beyond a launch in 1984, due to lack of maintenance of the facilities. 
 
Improving water supply? 
How do we increase water creation and storage, then? In the cities, a poor and leaky distribution network has led to large-scale leakage as well as “unaccounted water.” But with adequate pricing, and the use of private firms to streamline distribution, reliable water supply can be improved and pricing can be reduced, as in Dharwad. 
 
In rural areas, while recharging and harvesting water is important, such techniques have limited advantages. It is important to utilize water for local storage. In the long run, dams can be used, apart from full groundwater recharge, water harvesting, and recycling, in order to prevent it from getting lost in the oceans. 
 
However, two opposing viewpoints lock horns over the issue of dams. One section says that a worrying aspect of storage dams is its record of disturbing biodiversity and the environment, submerging and displacing people and disrupting their lifestyles, cultures, social support systems and emotional attachment to certain areas. Hence, instead of big dams, they advocate watershed development, involving leveling land and tapping rainwater in small ponds and check dams in streams, which can increase soil moisture, recharge groundwater, and facilitate a second crop. 
 
On the other hand, many heavy technology-oriented nation builders feel that storage dams cannot be neglected, considering the swelling population and the need to overcome the national crisis. They point out that while the population is expected to grow astronomically, the target increase of agriculture by 4% every year is essential to expand 140 million hectares (mh) of net cultivated area in India, even though only about 60 mh of land is irrigated today. 
 
Some new steps One optimistic feature of India’s water development is that certain issues have been addressed, at least. In India’s eleventh five-year plan (2007–12), according to The <keyword id="467755" type="ORGANIZATION" weightage="20" keywordseo="National-Bureau-of-Asian-Research">National Bureau of Asian Research</keyword> some 15 mh through watershed development, as well as NGO-led efforts have paved the way to the program’s success. 
 For example, <keyword id="57766" type="PERSON" weightage="20" keywordseo="Anna-Hazare">Anna Hazare</keyword> transformed Ralegan Siddhi village in Maharashtra through water harvesting and cooperation. Another NGO called <keyword id="290378" type="PERSON" weightage="20" keywordseo="Tarun-Bharat-Sangh">Tarun Bharat Sangh</keyword> brought about community-based development through water harvesting and management in Rajasthan. Even Gujarat built over 100,000 check dams, which are said to be the main reason for Gujarat’s 8%-plus growth rate of agricultural GDP. 
 
With a lot of focus on water management in the 12th Five-Year plan, there seems to be some attention being given to aquifer mapping, watershed development, reduction of pollution and treatment, and efficient management of irrigation. 
 
With sound partnership between the centre, state, municipal and private bodies, the water crisis can be blown over, point out the optimists. 
Can we then rise to the occasion and reach for the sodden skies and a fertile earth?

How India’s Waterless Doom Can Be Defeated

A luxurious city with crystalline structures, sumptuous apartments, ritzy malls and shopping arcades—that’s what comes to mind when we think of Gurgaon. But behind the glossy veneer lies a darker side. Built as mandated by the Haryana Development and Regulation of Urban Areas Act, 1975, which encouraged the private sector to develop huge land parcels and build apartment blocks and office complexes, Gurgaon is an example of poor urban planning, mismanagement and malfunctioning infrastructure. The city that aims to become India’s <keyword id="6356662" type="COUNTRY" weightage="20" keywordseo="Singapore">Singapore</keyword> by 2021 has poor air quality, roads with potholes and chaotic traffic to show for itself. Also consider the absence of public transport; a water table depleting at an alarming rate of 2-3 m per year; 8-10 hours of daily power cuts; sewage spilling on roads in the absence of waste management; 50 per cent of the population residing in haphazard conditions; and a high crime rate. 
 To make Gurgaon truly smart, all these issues must be considered by government agencies and private developers. For its part, the <keyword id="2970864" type="UNKNOWN" weightage="20" keywordseo="Gurgaon-government">Gurgaon government</keyword> has come up with a zero-outage target to be achieved within a year; this smart energy grid vision offers scope—and hope—for the city to become smart. Smart water management and conservation and rainwater harvesting would lead to availability of water 24/7 while recharging groundwater. To enhance infrastructure services, smart infrastructure design and planning are needed in sync with local government initiatives. To tackle traffic issues, smart integrated mobility would reduce private vehicular traffic by providing better public transport and last mile connectivity and prediction and mitigation of congestion would lead to better air quality. And the mammoth structures of glass must turn smart, adding intelligence to buildings to conserve energy, and become responsive and interactive in order to fulfil the demands of occupants.

Way to Smart Gurgaon

At a time when <keyword id="46431" type="CITY" weightage="20" keywordseo="India-Inc">India Inc</keyword> is busy looking at the profit graph, <keyword id="6354512" type="CITY" weightage="20" keywordseo="Infosys">Infosys</keyword> has undertaken a gigantic step to save the environment. In sync with PM Modi’s dream to see one lakh MW of solar capacity in India, Infosys will spend Rs 400 crore over the next 4 years to achieve carbon-neutrality commuting and travel by its nearly 1.8 lakh employees and in doing so deepen its commitment to sustainability. 
 As per a news report in <keyword id="77091" type="COMPANY" weightage="20" keywordseo="The-Economic-Times">The Economic Times</keyword>, in the past three years, Infosys has spent about $50 million (Rs 320 crore) retrofitting its equipment such as lighting, air-conditioning, power, etc. 
 
Infosys will spend Rs 70 crore this year on green initiatives including installing solar projects for rural electrification, biogas plants and distribution of smokeless cook-stoves in villages, besides afforestation. 
 "These will benefit communities outside of the company. Our programmes are in sync with the guidelines issued by various international agencies, including the <keyword id="6355833" type="ORGANIZATION" weightage="20" keywordseo="united-nations">United Nations</keyword>. These projects will have the maximum social impact, and are subject to audit by international agencies," Infosys <keyword id="192405" type="POSITION" weightage="20" keywordseo="executive-vice-president">executive vice-president</keyword> <keyword id="350389" type="PERSON" weightage="20" keywordseo="Ramadas-Kamath">Ramadas Kamath</keyword> told the financial daily. 
 
"The buildings built after 2008 are all green structures complying with the highest sustainability standards. We are also implementing zero waste to landfill, and rainwater harvesting," Kamath added. 
 However, Infosys’ <keyword id="45171" type="POSITION" weightage="20" keywordseo="VP">VP</keyword> believes achieving 100% renewable energy in India is difficult because of regulations and red tapism in the states of India. 
 “Only in Karnataka do we have a stable, long-term policy with ease of wheeling and banking, open access and project implementation. The <keyword id="71" type="POSITION" weightage="20" keywordseo="Prime-Minister">prime minister</keyword> wants to see one lakh MW of solar capacity in India, but this will remain a pipedream if states don't come up with proactive policies," he added. 
 
Infosys restructuring top 200 customer accounts 
 The <keyword id="6354321" type="CITY" weightage="20" keywordseo="Bengaluru">Bengaluru</keyword> based software exporter is in its process of revamping the structure of its top 200 customer accounts. Aiming an ambitious $20-billion (Rs 1.27 lakh crore) revenue target in five years, Infosys would pair senior partners with sales leaders . 
 As per a news report by the Economic Times, the <keyword id="24211" type="POSITION" weightage="20" keywordseo="chief-executive">Chief executive</keyword> <keyword id="6369763" type="PERSON" weightage="20" keywordseo="Vishal-Sikka">Vishal Sikka</keyword> also said his office will directly oversee the top 15 accounts. 
 
The company is also in the process of overhauling its compensation structure for sales and delivery executives to ensure higher incremental revenue, or the additional revenue generated in a year. 
 
Under the new structure, India's second-largest software exporter will assign a 'client partner' to its top 200 customer accounts, who will have equal responsibility along with the account managers of those accounts. 
 Infosys' top 100 customers include Fortune-500 companies such as <keyword id="6374849" type="CITY" weightage="20" keywordseo="Bank-of-America">Bank of America</keyword> and <keyword id="6354427" type="CITY" weightage="20" keywordseo="Apple">Apple</keyword>.

Infosys to spend Rs 400 crore over next 4 years to go green

<keyword id="6384473" type="General" weightage="100" keywordseo="tomato" source="Orion">Tomato</keyword> is emerging as one of the major off-season cash crops in lower and mid-hills of Himachal Pradesh. Solan, Sirmaur and <keyword id="155897" type="General" weightage="50" keywordseo="kullu" source="Orion">Kullu</keyword> districts harvests 86 per cent of the state's overall production. Off-seasonal tomato cultivation peaks during monsoon in the hills when the crop is not harvesting in plains of north India. The state annually produces 320,700 tonnes of tomato and aims to increase its production by 498,000 tonnes. Agriculture Minister <keyword id="1150518" type="General" weightage="50" keywordseo="virender-kanwar" source="Orion">Virender Kanwar</keyword> told IANS for some farmers off-seasonal tomato cultivation is the main source of income. About 46 per cent of the state's total plantation is in Solan district with more than 90 per cent of the produce going to markets in neighbouring states mainly Delhi. The other tomato growing belts are Sirmaur (30 per cent) and Kullu (10 per cent), while the remaining is in Shimla, <keyword id="86092" type="General" weightage="50" keywordseo="mandi" source="Orion">Mandi</keyword> and Bilaspur districts. Most of the farmers prefer to sell their produce through local agriculture produce market committees, whileAAAAA some send directly to Agricultural Produce Market Committee (APMCs) of other states. A group of farmers from Salogra have a market linkage with online retail stores like BigBasket. A sell the tomato produce through e-marketplace. At present, 22,753 farmers, many of them with small landholdings, are engaged in tomato production with an annual turnover of Rs 203 crore. Polyhouses are also being used to produce off-season vegetables, said Kanwar. CSK Himachal Pradesh Agricultural University in Palampur has developed disease-resistant high-yielding tomato varieties. For improvement of quality, organic and natural farming is also being promoted across the state. Subsidy to the tune of 50 per cent is being provided to the farmers for diversification of cereal crops to vegetables under Rashtriya Krishi Vikas Yojana, wherein the tomato crop cultivation is also being promoted, added Kanwar. Tomato is changing the fortunes of Himachal farmers in Solar, Sirmaur and Kullu

New Delhi, Dec 3 () The government raised Rs 2,79,622 crore from the disinvesment of public sector undertakings (PSUs) during 2014-19 compared to Rs 1,07,833 crore during the 10-year UPA rule from 2004-14, Union minister Anurag Singh Thakur said on Tuesday.
 Speaking during the Question Hour in the Rajya Sabha, the Minister of State for Finance said, "In five years, we raised double the amount. This was done in an average 21 transactions each year, while it was four between 2004-2014."
 During 2014-19, a total amount of Rs 2,79,622 crore was realised from the disinvestment transaction using various modes, he said.
 "If you compared it with 2004-14, which was 10 years period, through 40 transactions, only Rs 1,07,833 crore could be raised," Thakur said in the Upper House.
 For the current year, the target is to raise Rs 1.05 lakh crore. "We are trying our best to achieve this."
 The Minister said that the government follows a policy of disinvestment through minority stake sale and strategic disinvestment. So far, the government has given 'in-principal' approval for strategic disinvestment of 33 central public sector undertakings (CPSEs).
 Think-tank Niti Aayog has been mandated to identify such PSUs based on the criteria of national security, sovereign functions at arm's length and market imperfections and public purpose.
 In reply to a separate query, Thakur said the Insurance Regulatory and Development Authority of India (IRDAI) has cancelled recruitment exercise initiated in February 2018 due to administrative reason and therefore, there is no need for any enquiry.
 The minister said the IRDAI had issued an advertisement for recruitment February 16, 2018.
 "During the recruitment process, it was found that the minimum experience criteria mentioned in the notification did not explicitly specify the sector or area of work in which work experience was required. This led to some candidates without useful experience being considered for further stages of recruitment process," he said.
 To maintain transparency and avoid possible future litigation, Thakur said the IRDAI cancelled the recruitment on May 20, 2019.
 "The expenditure incurred in the process, including advertisement, conducting of written examination and evaluation of answer scripts, was about Rs 22.47 lakh," he added.
 IRDAI had received some complaints related to experience criteria, lowering of maximum age, re-allocation of unfilled vacancies, pattern of questions in written examination, rejection of application due to late receipt, reservation of posts and rosters.
 "IRDAI has stated that the recruitment process was cancelled due to the reasons as stated above and as such no inquiry was necessitated," the minister said.
 On a question related to impact of climate change on lending and risk in financial sector, Thakur said the RBI and the IRDAI are aware of the issues.
 The RBI has informed that it is conscious of the role of banks in providing finance for sustainable development and has urged financial institutions to integrate it in their practices, the minister said.
 "RBI has apprised that banks have been sensitised to various international initiatives, including the Equator Principles, which are a set of voluntary environmental and social guidelines for ethical project financing, and that banks were asked to adopt lending strategies to keep abreast of developments in the field of sustainable development," he added.
 The RBI has further informed that the Indian Banks' Association has formulated the National Voluntary Guidelines for Responsible Financing, which are sector-specific and combine and adapt best practices on green banking, including international standards as well as national experiences.
 In addition, RBI has included lending to social infrastructure and small renewal energy projects within priority sector lending targets, giving a fillip to green financing.
 Moreover, he said the National Bank for Agriculture and Rural Development (NABARD), has informed that 38 climate change mitigating projects worth Rs 1,819 crore have been sanctioned under various funding mechanisms.
 These projects are related to water resource management, rainwater harvesting, spring shed development, improving water use efficiency through micro irrigation, climate-smart agriculture, crop residue management and integrated farming system, he added.
 NABARD has been designated as the national implementing entity by the government for the National Adaptation Fund for climate change and by the international funding entities under the United Nations Framework Convention on Climate Change.
 India is signatory to the United Nations Framework Convention on Climate Change (UNFCCC), and is committed to its principles of protecting the climate system against human-induced change.
 To address climate change concerns, Thakur said the government is implementing the national action plan on climate change, comprising of eight National Missions. LUX/MJH LUX MR
