<ul class="summary-list"><li>Final bids to buy Chelsea FC, the soccer team owned by <keyword id="13278280" type="UNKNOWN" weightage="60" keywordseo="roman-abramovich" source="Orion">Roman Abramovich</keyword>, were submitted last week.</li><li>F1 icon <keyword id="11953262" type="UNKNOWN" weightage="60" keywordseo="lewis-hamilton" source="Orion">Lewis Hamilton</keyword> has now joined one of the remaining bids, his team confirmed Thursday.</li></ul><p>Two of the world's biggest sporting stars have joined a bid to buy <a href="https://www.insider.com/category/chelsea-fc">London soccer team Chelsea</a> from the sanctioned Russian oligarch Roman Abramovich, <a href="https://news.sky.com/story/chelsea-fc-sale-sir-lewis-hamilton-and-serena-williams-pledge-funds-to-broughton-bid-12594861">Sky News reported Thursday.</a></p><p>A representative for seven-time <keyword id="11953260" type="UNKNOWN" weightage="60" keywordseo="formula-one" source="Orion">Formula One</keyword> world champion <a href="https://www.insider.com/category/lewis-hamilton">Lewis Hamilton</a> confirmed to Insider that he has joined a consortium led by the British businessman Martin Broughton to buy Chelsea.</p><p><a href="https://news.sky.com/story/chelsea-fc-sale-sir-lewis-hamilton-and-serena-williams-pledge-funds-to-broughton-bid-12594861">Sky had earlier reported</a> his involvement, saying that <keyword id="11897437" type="UNKNOWN" weightage="60" keywordseo="tennis" source="Orion">tennis</keyword> icon <a href="https://www.insider.com/category/serena-williams">Serena Williams</a> has also joined the bid.</p><p>Sky reported that both Hamilton and Williams have pledged around $13 million of funding to the multibillion dollar deal, though Hamilton's team denied that figure.</p><p>Williams is yet to confirm her involvement, and Serena Ventures did not respond to a request for comment from Insider.</p><p>Broughton's is one of three bids currently being considered: The others are from a group led by <a href="https://www.insider.com/chelsea-sale-todd-boehly-josh-harris-and-david-blitzer-frontrunners-2022-3">Todd Boehly, the co-owner of the Los Angeles Dodgers baseball team</a>, and from Stephen Pagliuca, who part-owns both the NBA's Boston Celtics and Italian soccer team Atalanta.</p><p>Abramovich, a billionaire with close ties to President Vladimir Putin, <a href="https://www.insider.com/chelsea-fc-for-sale-american-owners-want-to-buy-club-2022-3">put Chelsea up for sale shortly after Russia invaded Ukraine in February</a>, saying that his continued involvement in the club was an unnecessary distraction. The license was granted on the condition that the UK government approves the new owner. </p><p>Raine opened bidding in March, narrowing down a number of offers to the three remaining choices last week. A decision on which bid Raine will submit to the UK government is expected in the coming days.</p><p>While it is unclear which bid will be successful, Broughton's consortium is unique in being helmed by a Brit. Both Boehly and Pagliuca are American.</p><p>Both Hamilton and Williams are established investors. <a href="https://www.insider.com/serena-williams-interview-cover-story-2022-4">Williams' investment firm, Serena Ventures</a>, has already raised $111 million in its initial funding round, with the aim of backing companies which value diversity. </p><p>In January 2022, Hamilton joined part of a $200 million funding round for Zapp, a UK-based rapid grocery delivery startup, <a href="https://www.cnbc.com/2022/01/28/lewis-hamilton-invests-in-rapid-grocery-delivery-start-up-zapp.html#:~:text=Investing%20Club-,Formula%20One%20star%20Lewis%20Hamilton%20invests,grocery%20delivery%20start%2Dup%20Zapp&amp;text=Rapid%20grocery%20delivery%20start%2Dup%20Zapp%20has%20raised%20%24200%20million,Hamilton%20join%20as%20an%20investor.">CNBC reported.</a></p>

The company <a href="https://www.businessinsider.com/the-tv-advertising-software-startup-videoamp-has-raised-214-million-2017-8">raised $21.4 million in its last round in 2017.</a></p><p>VideoAmp provides software that agencies and networks like GroupM and A+E Networks use to match first-party information (like email and sale logs) with ad exposure data. The software helps clients create audience segments for targeting TV and OTT ads and see if ads resulted in sales.</p><p>The goal of the new funding is to apply digital advertising metrics to TV and OTT advertising, which typically relies on metrics like brand lift and awareness to gauge a campaign's success. Marketers are increasingly demanding to know if their campaigns led to business results like someone visiting a store, buying a product online or downloading an app, said Ross McCray, co-founder and CEO of VideoAmp.</p><p>"Now that we have the data infrastructure and a product in-market for the last couple of years, [the money will help] scale that and support more enterprise customer use cases," he said.</p><p>VideoAmp has 160 employees and plans to use the funding to hire another 50 to 100, including data scientists and client-facing staffers.</p><p>Investing firm The Raine Group led the round. The method is supposed to help keep consumers from seeing the same ad over and over while watching a show.</p><p>"De-duplication is a huge part of this - we're changing the metrics of what success is," said McCray.</p><p>Investors are increasingly focusing on TV tech for ad-tech companies. Ad-tech company VideoAmp has nabbed $70 million to help marketers measure TV and OTT ads

<ul class="summary-list"><li>OpenAI agreed to pay startup company Rain AI $51 million for when its chips are released, per Wired.</li><li>OpenAI chief Sam Altman reportedly invested $1 million of his own money in the company. </li></ul><p><a target="_blank" href="https://www.businessinsider.com/category/openai"><u>OpenAI</u></a> signed a letter of intent to <a target="_blank" href="https://www.wired.com/story/openai-buy-ai-chips-startup-sam-altman/"><u>spend $51 million</u></a> on chip startup Rain AI, Wired reported. </p><p>The ChatGPT-maker agreed in 2019 to pay out $51 million when the chips come out, according to Wired, which has seen a copy of the document detailing the deal. </p><p>The magazine also saw disclosures Rain AI made to investors, who were reportedly told by the company that OpenAI CEO <a target="_blank" href="https://www.businessinsider.com/sam-altman-chatgpt-openai-ceo-career-net-worth-ycombinator-prepper-2023-1"><u>Sam Altman</u></a> invested over $1 million of his own cash in the firm, per Wired. </p><p>San Francisco-based Rain makes chips that imitate how brains work and aims to build "cost and energy efficient hardware" for AI companies, its official <a target="_blank" href="https://www.linkedin.com/company/rain-artificial-intelligence/"><u>LinkedIn page</u></a> says.</p><p>Cofounder and former CEO Gordon Wilson said in a LinkedIn <a target="_blank" href="https://www.linkedin.com/feed/update/urn:li:activity:7135990941244411904/"><u>post</u></a> Thursday that he recently stepped down from his role as chief. He added that he would stay on at the company as an executive advisor. </p><p>"I will also continue to share my own thoughts on AI and semiconductors, as these industries are central to the greatest transformations we are witnessing (and will continue to witness) across the world in this century," Wilson wrote.</p><p>The company's <a target="_blank" href="https://rain.ai/about"><u>website</u></a> says it is also backed by Daniel Gross, cofounder of search engine Cue, and startup accelerator Y Combinator, where Altman was president from 2014 to 2019. <br /><br />Saudi Aramco's <a target="_blank" href="https://markets.businessinsider.com/news/stocks/the-significance-of-saudi-arabias-new-venture-capital-fund-1031155518"><u>investment vehicle Prosperity7</u></a> led a funding round last year that saw Rain <a target="_blank" href="https://www.bloomberg.com/news/articles/2023-11-30/us-compels-saudi-fund-to-exit-ai-chip-startup-backed-by-altman"><u>raise $25 million</u></a>, Bloomberg recently reported. However, President Joe Biden's administration had it sell its share following scrutiny from the Committee on Foreign Investment in the United States (CFIUS), per the report. </p><p>According to Bloomberg, which cited people with knowledge of the matter, the CFIUS told Prosperity7 to pull its support within the last year. </p><p>Rain AI didn't immediately respond to a request for comment from Business Insider, made outside of normal working hours. </p>

Even as the MeT department predicted that the incessant rains are to last for four more days, the residents of the city are of the belief that Chennai will pull through as it always had.<br />

None of this however was enough for the national media to consider the floods as an important topic to be highlighted in its various mediums- be it newspapers or TV channels. Chennai barely found a mention in either of these places and the people of the city were ultimately left to fend for themselves.<br />

Chennai’s iconic newspaper The Hindu also became a victim to the vagaries of the rains when the paper was not printed for the first time in 137 years.<br />

According to the publisher, N. Murali, the employees were unable to make it to the printing press which is located 30 kms away from the city.<br />

New Orleans is bracing for Hurricane Harvey - the worst rainstorm in US history - with flash flood warnings

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div><p></p></div></div>"Save the rain forest" is a mantra we've all grown up with, and for good reason.</p>
<p>About 17% of the Amazon rain forest has been lost in the last 50 years, <a href="http://www.worldwildlife.org/threats/deforestation">according to the World Wildlife Fund</a>. While the annual rate of deforestation has slowed in recent years, cattle ranching and other forms of agriculture remain serious threats to the rain forest.</p>
<p>But another, less talked-about issue the rain forest faces, is the threat of wildfires. While fires are a natural part of many forest life cycles, drier years can lead to particularly severe fire seasons that can damage the forests and threaten the wildlife that lives there. Additionally, human activities related to deforestation and logging can also set destructive fires in the rain forest.</p>
<p>A stunning data visualization from <a href="http://infoamazonia.org/">InfoAmazonia</a> shows where forest fires have occurred in the Amazon rain forest between January 2012 and December 2014 using satellite data collected by NASA.</p>
<p>While the full visualization shows a complete timelapse over the past two years, the clip below shows fires in January and February of 2014. The small red and yellow dots popping up show where fires cropped up during this time, with the red dots representing any fires hotter than 116 degrees Fahrenheit and the yellow dots representing particularly high-intensity fires. The static orange and yellow patches on the map show how frequently fires occur - the brighter the yellow, the more frequent the fires.</p>
<p>Typically, this time of the year is relatively quiet with few fires, as you can see in the graphic.</p>

Aside from the loss of biodiversity that can occur as a result of a severe fire, burning fires can release large amounts of climate-changing carbon into the atmosphere - so monitoring the fires and keeping them under control is a big concern for forest managers.</p>

Leading AI health and <keyword id="2014575" type="PERSON" weightage="20" keywordseo="fitness-app">fitness app</keyword> <keyword id="2698623" type="PERSON" weightage="20" keywordseo="HealthifyMe">HealthifyMe</keyword> on Tuesday announced it has raised $75 million (nearly Rs 560 crore) in a Series C round led by <keyword id="1175549" type="PERSON" weightage="20" keywordseo="leapfrog">LeapFrog</keyword> and <keyword id="130474" type="COMPANY" weightage="20" keywordseo="Khosla-Ventures">Khosla Ventures</keyword>.<br /><br />The company, which has raised over the total capital raised by HealthifyMe to over $100 million till now, said in a statement that it will use the funds to expand in India and Southeast Asia, make inroads into North America as well as to acquire relevant companies in the digital health and fitness space.<br /><br />It will also be investing heavily behind its AI powered HealthifySmart Plans and intends to double its current engineering and design strength. It will furthermore be hiring senior leadership members across operations, marketing, HR and technology.<br /><br />"We are already the market leaders in India and Southeast Asia and by combining AI and human empathy, we can deliver results in weight and lifestyle disease management at a fraction of the cost possible today," said <keyword id="2840907" type="PERSON" weightage="20" keywordseo="Tushar-Vashisht">Tushar Vashisht</keyword>, Co-founder and CEO, HealthifyMe.<br /><br />HealthQuad, <keyword id="2919607" type="ORGANIZATION" weightage="20" keywordseo="Unilever-Ventures">Unilever Ventures</keyword>, and Elm (Saudi Arabia PIF entity) also participated in the round, along with existing investors Chiratae Ventures, Inventus Capital and <keyword id="11674421" type="UNKNOWN" weightage="20" keywordseo="sistema-asia-capital">Sistema Asia Capital</keyword>.<br /><br />HealthifyMe said it has doubled its user base and revenue in the last one year during the pandemic.<br /><br />It crossed 25 million downloads recently and is on track to hit $50 million ARR (annual recurring revenue) within the next six months, potentially becoming the largest health and fitness app outside the US and China.<br /><br />While HealthifyMe's base has been India, it has been expanding internationally and now nearly 25 per cent of its revenues come from outside the country like Malaysia and Singapore.<br /><br />"What they have achieved in India with their AI coaching solution at scale is truly pioneering for the world. HealthifyMe raises $75 million from US-based investors to make inroads into North America

<ul class="summary-list"><li>Some of the walls of Mohenjo-Daro have been destroyed as a result of Pakistan's historic flooding.</li><li>The <strong>Cultural, Tourism, Antiquities, and Archives Department</strong> of the Sindh province estimated that repairs would cost $45 million.</li></ul><p>A preserved ancient city in Pakistan has witnessed "mass destruction" as a result of the country's historic rains and could cost millions of dollars to repair. <br /><br />Ahsan Abbasi, a curator at Mohenjo Daro, <a href="https://apnews.com/article/floods-pakistan-asia-south-dating-e3ee9f66c3a8e338e5037744e1f1cfa5">told the Associated Press</a> the outer walls of the city had been damaged by the rains.</p><p>The Mohenjo Daro's "Buddhist stupa" — a religious burial ground — survived the rains, however. Repairs to preserve the World Heritage site are now underway, Abbasi told the AP.</p><p>Mohenjo Daro — or Mound of the Dead in Sindhi —is an ancient civilization in the heart of Pakistan that cropped up on the Indus river 4,500 years ago. The ruins of the city are now a UNESCO world heritage site.</p><p>Mojenjo Daro was discovered in the 1920s <a href="https://affiliate.insider.com?u=https%3A%2F%2Fwww.nationalgeographic.com%2Fhistory%2Farticle%2Fmohenjo-daro">after mysteriously disappearing</a> 4,000 years ago, according to National Geographic. Remnants of the city include bronze statues, pottery and a pool called the <a href="https://www.britannica.com/place/Great-Bath-Mohenjo-daro">Great Bath.</a></p><p>The immaculately planned city, with endless rows of baked brick walls, was considered the "first great urban center" of the Indus Valley civilization and had complex drainage systems to address ancient floods, according to UNESCO. </p><p>The Indus Valley civilization is one of the world's earliest civilizations, lasting between 2500 and 1700 BCE, and <a href="https://www.britannica.com/topic/Indus-civilization/Craft-technology-and-artifacts">consisted of over 100 towns and villages</a> along the Indus river in modern-day Pakistan.</p><p>A letter sent to UNESCO by the Cultural, Tourism, Antiquities, and Archives Department of the Sindh province said the Indus Valley civilization site had seen "mass destruction" and requested $45 million for repairs, <a href="https://www.cnn.com/travel/article/moenjodaro-pakistan-floods-intl-hnk/index.html">according to CNN.</a></p><p>During UN Secretary General António Guterres' visit to the country on Friday, UNESCO responded with $350,000 in funds to help rebuild the site, as well as other destroyed sites across the country. The money will help to address crucial repairs while UNESCO continues to assess the situation, CNN reported.</p><p>The letter also said that various parts of the site and the museum were given to people to take refuge during the monsoon. </p><p>Over the last two months, Pakistan has endured <a href="https://www.businessinsider.com/pakistani-writer-warns-international-community-following-deadly-floods-2022-9">heavy monsoon rains and glacier melts</a> that have submerged one-third of the country and impacted 33 million Pakistanis. Over 1,100 people have died so far. </p><p>The Sindh province, where Mohenjo Daro is located, has been one of the worst hit by the flooding due to its location near the <a href="https://edition.cnn.com/2022/09/07/asia/pakistan-flood-lake-manchar-swells-intl-hnk/index.html">overflowing Lake Manchar.</a></p>

Make it rain.</p><p>The project is part of a larger campaign of so-called weather modification techniques that the country has been using since at least 2008, when they claim to have <a href="https://www.technologyreview.com/s/409794/weather-engineering-in-china/">cleared the skies for the Beijing Olympics</a> by forcing the rain to come early.</p><p>China is far from the only nation trying to bring (or stop) the rain. At least <a href="https://www.wmo.int/pages/prog/arep/wwrp/new/documents/WMO_Expert_Committee_Weather_Modification_Research.pdf">52 countries - including the United States </a>- have current weather modification programs, 10 more countries than five years ago, according to the World Meteorological Organization.</p><h2>Operation Popeye</h2><p>It all started in the 1940s, when a pair of scientists from General Electric Co. were experimenting with using super-cooled clouds to stimulate the growth of ice crystals <a href="http://articles.latimes.com/1991-09-23/local/me-2023_1_cold-weather-testing">while hiking</a> Mount Washington. The mountain, located in New Hampshire, is often called the "stormiest mountain in the world" and it's <a href="http://articles.latimes.com/1991-09-23/local/me-2023_1_cold-weather-testing">considered a prime spot for cold weather testing</a>. After a series of experiments there and in New York, the two researchers managed to make it rain using silver iodide bullets. They <a href="http://pdfpiw.uspto.gov/.piw?Docid=02527230">got a patent for their technique</a>, referred to as cloud-seeding, in 1948.</p><p>A few decades later, the US military brought cloud-seeding to the battlefield. Between 1967 and 1972, during the Vietnam War, it <a href="http://paleofuture.gizmodo.com/the-secret-weather-manipulation-program-of-the-vietnam-1689249533">spent roughly $3 million each year</a> on <a href="http://fas.org/man/eprint/leitenberg/weather.pdf">weather modification campaigns</a> designed to draw out the monsoon season and create muddy, difficult conditions for enemy fighters. Whenever too many people would learn the name, the military would change it. Whether the program worked or not is still a matter of debate. Even with today's improved techniques, it can be difficult to distinguish the weather that may have already occurred from the weather that the seeding could have caused.</p><p>"The question is always, if you didn't do that, would it have rained anyway?" Alan Robock, a distinguished professor of geophysics at the department of environmental <keyword id="41551" type="ENTERTAINMENT" weightage="100" keywordseo="science">science</keyword> at Rutgers University, told Business Insider.</p><p>In 2010, the American Meteorological Society released a <a href="https://www.ametsoc.org/ams/index.cfm/about-ams/ams-statements/statements-of-the-ams-in-force/planned-weather-modification-through-cloud-seeding/">statement on cloud-seeding</a> saying that although the science of weather modification has improved significantly in the past five decades, "there remain limits to the certainty with which desired changes in cloud behavior can be brought about using current cloud seeding techniques."</p><p>In other words, we need more research.</p><h2>Desperate times</h2><p>Despite ongoing disputes over how well it works, people across the globe are still using weather modification to try and address large-scale shifts in temperature and precipitation brought about by climate change.</p><p>In <a href="http://www.businessinsider.com/photos-of-california-drought-fifth-year-2016-4">drought-stricken California</a> and several states in the Midwest, cloud-seeding projects are being used in an attempt to increase water production, which is desperately needed both as drinking water and for irrigating crops. And although these projects "may not do so significantly ... even a 10% increase in rainfall or snowfall may be worth the expense," Bart Geerts, a professor of atmospheric science at the University of Wyoming, told Business Insider.</p><p>"We're becoming more and more aware of the constraints that arid environments have on resources. Water is the biggest constraint in the western US and parts of China," Geerts said.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Reuters/Nacho Doce</span></p></div><p></p></div></div></p><p>Across the globe, countries are seeing large numbers of such "extreme weather events," which can take the form of intense dry spells or severe storms and flooding. At the same time, there's a slight resurgence in the use of weather modification techniques, which experts say countries may be using to try and protect vulnerable areas from the brunt of natural disasters.</p><p>China's Ministry of Finance <a href="http://www.businessinsider.com/r-china-sets-aside-30-million-for-weather-modification-program-2016-7">aims to use the technology</a> to create more than 60 billion cubic meters of additional rain every year by 2020, Reuters recently reported. Last year, the drought-stricken Indian state of Maharashtra <a href="http://www.bloomberg.com/features/2015-cloud-seeding-india/">spent</a><a href="http://www.bloomberg.com/features/2015-cloud-seeding-india/"> $4.5 million on cloud-seeding</a>.</p><p>The current projects aren't limited to prepping for natural disasters or climate change, of course. This May, the Russian government allocated <a href="http://www.theweek.co.uk/72232/russia-spends-1m-to-keep-the-rain-away">$1.3 million to a project designed to stop rain from falling</a> on International Worker's Day.</p><p>While some government-run projects exist, the most popular type of project involves coordination between the government and a private company. The largest such company, <a href="http://www.weathermodification.com/environmental-monitoring.php">Weather Modification Incorporated</a>, has operations worldwide and it claims prominently that its technology works.</p><p>"Weather Modification Inc. is on the forefront of scientific technology to maximize water availability worldwide," it states on its website. "Application of scientific concepts and extensive scientific experimentation has proven that cloud seeding increases the amount of precipitation."</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Ramon Espinosa/AP Images</span></p></div><p></p></div></div>One of their recent projects, <a href="http://wwdc.state.wy.us/weathermod/WYWeatherModPilotProgramExecSummary.html">a pilot program in Wyoming</a> was aimed at finding out if they could use cloud seeding to increase water supplies in the state. The <a href="http://www.uwyo.edu/uw/news/2014/12/uw-scientists-contribute-to-cloud-seeding-research.html">National Science Foundation (NSF) also helped fund</a> the project, although it hasn't had an <a href="http://www.gao.gov/assets/210/204166.pdf">official weather modification program since the 1970s</a>, when federal agencies essentially froze funding for cloud-seeding projects.</p><p>Geerts, who worked on that program through his university, says similar projects have been going on for decades. But "more recently, there's been more interest, especially in the dry periods," said Geerts.</p><h2>How cloud seeding is supposed to work</h2><p>All air contains moisture. Even in hot, dry areas, some water remains suspended in the sky. Before it rains, water droplets in the air condense and cool on tiny particles (such as dust) in the atmosphere, forming the ice crystals inside clouds. Once they grow large and heavy enough, they fall, melting along the way. This is what we know as rain.</p><p>Cloud seeding operates on the same idea: By injecting chemicals into clouds to lower their temperature and give them more material on which to condense, it hopefully speeds up the process, causing it to rain sooner than it normally would.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Mike Nudelman</span></p></div><p></p></div></div></p><p>Experts agree that in theory, cloud-seeding makes sense. But in practice, "I think the verdict is still out," said Geerts.</p><p>Nevertheless, people are still striving to improve weather modification technology, hoping that one day it could help with everything from inducing rain to preventing hailstorms. In the meantime, researchers say we're seeing the impacts of what some call "unintentional" weather modification across the globe with the release of fossil fuels into the atmosphere.</p><p>"Whatever we do locally, whether its industrial processes or burning biofuels, that has a global impact. <br /> Despite predictions of an above normal <keyword id="6358301" type="COMPANY" weightage="100" keywordseo="Monsoon">monsoon</keyword> so far, Agriculture Ministry has been asked to take care of any situation if rains remain deficient, Minister of Science &amp; Technology Y S Chowdary said today. <br /><br />

	"Government is ready with contingency plan in some states. We have already informed the Agriculture Ministry to take care (of that). And by and large is it very positive now," Chowdary said on the sidelines of an event organised by Yes Bank promoted Yes Institute that works towards attracting funds for social innovation. 

	"Monsoon definitely not only revived but it is very encouraging. In few pockets, there may have some issues but across the country it is going to be very good,” he added. 
<br /><br /> Meanwhile, <keyword id="6355166" type="ORGANIZATION" weightage="100" keywordseo="India-Meteorological-Department">India Meteorological Department</keyword> (IMD) has predicted deficient rains for the June-September season this year. <br /><br /> However, private firm <keyword id="6376779" type="COMPANY" weightage="100" keywordseo="Skymet">Skymet</keyword> has predicted an above normal monsoon. <br /><br />

	Chowdary said the Ministry has many areas under its ambit, including power saving, solar, structural design, green energy and landscape. 
<br /><br />

	"In the Ministry, we have many areas, power saving, solar, structural design, all these areas are very crucial. We can participate in many areas from green energy to landscape. Our Ministry has a very broad spectrum,” he said. 
<br /><br />

	The Minister also said that the government is thinking of connecting with various countries on a collaborative working model to work towards these goals.

	He said the government wants to focus on green energy.

That would put pressure on the Narendra Modi government, particularly on Finance Minister Nirmala Sitharaman, ahead of the upcoming budget to ensure the rural distress in the country does not worsen any further.<br /><br />The total rain from south west monsoon has been 40% less than the average. The deficit is as high as 56% in the southern peninsula --Kerala, Tamil Nadu, Karnataka, Andhra Pradesh, Telangana, and Goa. <br />The shortage is therefore the worst in the rice growing areas and therefore the farmers have either delayed or reduced the sowing of crops like rice, sugarcane and cotton, all of which need a lot of water, according to government data. This is part of the government's contingency plan in the 648 worst-hit districts of the country.<br /><br />What's worse, farmers  have <a href="https://economictimes.indiatimes.com/industry/indl-goods/svs/chem-/-fertilisers/fertilisers-to-turn-10-costlier-as-potash-rates-rise/articleshow/69657956.cms" data-type="tilCustomLink" target="_blank">to pay up to 10% more for fertilisers</a> this sowing season, than what they paid last winter, thanks to a rise in global prices for potash due to stronger demand, the key raw material, and a weaker rupee.<br /><br /><strong>Tractor sales<br /></strong><br />Expectations of a poor monsoon also affect the purchase of farm equipment like tractors. The impact has been visible already in the 15% fall in tractor sales in May compared to the same time last year. <br />All eyes are now on the budget, and both the country's millions of farmers as well as companies like M&amp;M hope for some sort of relief package that soften nature's blow on the rural economy.<br /><br />There are some encouraging signs with the President Ram Nath Kovind announcing a ₹25 trillion fund to protect the rural economy. The income guarantee scheme of ₹6,000 a year has been extended to the country's 145 million farmers. India has also appealed to China to lower tariffs on agricultural exports from India.<br /><br />Rural consumption has already slumped sharply and a poor monsoon may only worsen it.
