<ul class="summary-list"><li>France's Dassault Aviation may not be able to meet demand for its Rafale fighter jet.</li><li>The Rafale has become popular with India and several Middle Eastern nations. </li></ul>France's Rafale fighter has become so popular that the manufacturer may not be able to meet demand, according to a British think tank. And that could have global implications for nations looking to build up their air forces amid conflicts in Ukraine and the Middle East, but who want to avoid the political strings attached to the purchase of Russian or US combat aircraft.Rafale manufacturer Dassault Aviation "regularly makes a selling point of its ability to begin delivering Rafale combat aircraft to prospective customers just three years from contract signature," according to an <a target="_blank" href="https://www.iiss.org/online-analysis/military-balance/2024/01/dassaults-whirlwind-of-rafale-orders-may-be-too-much-of-a-good-thing/">analysis</a> by the International Institute for Strategic Studies. "However, the company's recent flurry of Rafale sales could make that 36-month commitment more challenging and may even jeopardize some future deals."The <a target="_blank" href="https://www.dassault-aviation.com/en/defense/rafale/introduction/">Rafale</a> ("Squall") is flown, or has been ordered by, eight nations: Egypt, Greece, India, Qatar, Croatia, the UAE, and Indonesia, as well as the French Air Force and Navy. The jet first flew in 1986, and is considered a generation 4.5 fighter, with some advanced features such as limited stealth, the ability to supercruise (fly supersonic without using fuel-guzzling afterburners), and the capability to launch long-range missiles such as the Meteor and Mica.France has bought 234 Rafales, and in addition, another 261 have been ordered by various nations, according to <a target="_blank" href="https://www.defensenews.com/air/2024/01/12/france-buys-42-rafale-jets-for-more-than-55-billion/">Defense News</a>. The question is whether Dassault can meet the demand. IISS calculates Dassault's production backlog at 228 aircraft. The crunch will be particularly acute between 2026 to 2033, when Dassault will need to deliver 174 Rafales to France, 42 to Indonesia, 80 to the UAE and 10 for Egypt."The French aircraft maker aimed to produce 15 Rafales last year but only completed 13," IISS said. "The company has not yet given 2024 production guidance, though output will likely increase this year and next, given the strong demand. Even so, it is unlikely that annual aircraft numbers will quickly reach mid-20s.""If Dassault production averages 20 Rafales per year across both 2024 and 2025, it leaves 188 aircraft to be delivered between 2026 and 2033. This would necessitate a delivery rate of almost 24 aircraft per year."Difficulties manufacturing modern fighters are hardly unique to Dassault. In 1944, at Ford's <a target="_blank" href="https://www.thehenryford.org/collections-and-research/digital-collections/expert-sets/101765/">Willow Run, Michigan factory</a>, a four-engine B-24 Liberator heavy bomber rolled off the production line every 63 minutes. In 2024, Lockheed Martin is struggling to deliver around a hundred F-35s this year, with each stealth fighter requiring around 40,000 labor hours to complete. Not only are today's aircraft more complicated to build, but they also comprise huge numbers of components often spread across global supply chains.But the F-35 does have the advantage of being a global fighter manufactured by several nations, while the Rafale is a national fighter limited by French resources, argued aviation analyst <a target="_blank" href="https://richardaboulafia.com/september-2023-letter">Richard Aboulafia</a> in September.<div type="image" title="Navy aircraft carrier Charles De Gaulle Dassault Rafale M" height="932" width="1400" msid="108218362" hostid="261" sizebytes="35722"></div>While Dassault can take some steps such as switching civilian aircraft production to Rafales, bottlenecks are likely to remain. "While Dassault relies heavily on a domestic supply chain for Rafale that insulates it somewhat from global supply-chain snarls, the company and its suppliers are not immune to them," IISS noted. "Engineering-talent shortages could also derail a sharp increase in Rafale manufacturing. Realistically, the Rafale industrial machine would be challenged to more than double its annual output."Nor are sporadic deliveries of a couple of Rafales here and there an option. "Most new customers placing a sizeable contract would want a delivery rate of at least six aircraft per year in order to train coherent groups of air and ground crew and build up full squadrons at a sensible rate — and achieving those numbers may be a hurdle too high," IISS warned.Until recently, sales of the Rafale have been lackluster. But many nations are beefing up their air forces, even as Lockheed Martin has its hands full making enough F-35s, Russia is busy trying to replace aircraft losses from the Ukraine war despite Western sanctions, and many nations are hesitant to buy <a target="_blank" href="https://foreignpolicy.com/2021/06/30/china-fighter-jets-aircraft-exports/">Chinese jets</a>.All of which is a plus for the Rafale. In a world where fighter sales have been dominated by US and Russian designs since World War II, French jets have offered customers an alternative. In the 1960s and 1970s, Dassault's agile delta-winged <a target="_blank" href="https://www.militaryfactory.com/aircraft/detail.php?aircraft_id=228">Mirages</a> proved highly effective when flown by air forces such as Israel's.Today, the Rafale is an option for nations that don't want the political and economic baggage that comes with buying American and Russian aircraft such as the F-35, F-16, and Su-35. Or, don't want to depend on a single nation to provide jets.This helps explain why the Rafale has become <a target="_blank" href="https://www.ainonline.com/aviation-news/defense/2023-11-07/dassault-rafale-gulf-regions-best-selling-fighter-jet">popular</a> with India and several Middle Eastern nations. France's Rafale fighter jet is so popular its manufacturer can't keep up 

New Delhi (India), July 10 (ANI): In a major development, India is planning to buy 26 Rafale fighter aircraft and three <keyword id="4045841" type="General" weightage="20" keywordseo="Scorpene-class" source="Orion">Scorpene class</keyword> conventional submarines from France. The proposals have been placed before the Defence Ministry by the defence forces and are likely to be announced during Prime Minister Narendra Modi's visit to France this week, government sources told ANI. As per the proposals, the Indian Navy will get 22 single-seated Rafale Marine aircraft along with four trainer aircraft. The Navy had been pressing for acquiring these fighter aircraft and submarines urgently as they have been facing shortages in view of the security challenges around the country. The aircraft carriers INS Vikramaditya and Vikrant have been operating the MiG-29s and need the <keyword id="925199" type="General" weightage="20" keywordseo="Rafales" source="Orion">Rafales</keyword> for operations on both carriers. Meanwhile, the three Scorpene class submarines would be acquired under the repeat clause by the Navy as part of Project 75 where they would be built in the Mazagon Dockyards Limited in Mumbai. The deals are estimated to be worth over Rs 90,000 crore but the final cost would be clear only after the contract negotiations are completed which will be held after the deal is announced. India is likely to seek price concessions in the deal and would be insisting on having more 'Make-in-India' content in the plan, sources said. Industry sources said for the Rafale M deal, India and France are expected to form a joint team to negotiate the deal like it was done for the previous Rafale deal for 36 fighter aircraft. The proposals have been discussed in the defence ministry at high-level meetings already and are likely to be placed before the defence acquisition council in the next few days and expected to be accorded Acceptance of Necessity by the government before the announcement in France. India to buy 26 Rafales, 3 Scorpene submarines from France, deals likely to be announced during PM Modi's visit

New Delhi, The <keyword id="43909" type="General" weightage="100" keywordseo="defence-Ministry" source="Orion">defence ministry</keyword> on Thursday approved the proposed procurement of 26 Naval variant of <keyword id="6381048" type="General" weightage="20" keywordseo="Rafale" source="Orion">Rafale</keyword> jets from France, people familiar with the development said. The project was cleared by the Defence Acquisition Council (<keyword id="456872" type="General" weightage="20" keywordseo="DAC" source="Orion">DAC</keyword>) headed by Defence Minister Rajnath Singh on a day Prime Minister Narendra Modi begins a two-day visit to Paris. The DAC, which is the defence ministry's highest decision making body on procurement, also cleared a proposal for construction of three more Scorpene submarines in India. The mega <keyword id="75940" type="General" weightage="20" keywordseo="defence-projects" source="Orion">defence projects</keyword> are expected to be announced after wide-ranging talks between Prime Minister Modi and French President Emmanuel Macron in Paris on Friday. The DAC's approval to the projects came around a week after they were cleared by the Defence Procurement Board (DPB). The Indian Navy is looking for procurement of 26 deck-based fighter jets for indigenously-built aircraft carrier INS Vikrant. After a lengthy process, the Navy had narrowed down on Boeing's F/A-18 Super Hornet and French aerospace major Dassault Aviation's Rafale M aircraft for the procurement. Later, Rafale-M, the naval variant of the lethal jet, emerged as the winner in the tight race. India has already procured 36 Rafale jets from France for the Indian Air Force. The Rafale jets are India's first major acquisition of fighter planes in 23 year after the Sukhoi jets were imported from Russia. Procurement of 26 Rafale jets for Navy approved

<keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword> will receive its 36th and final Rafale fighter jet from France by December 15 completing the delivery of all the aircraft it had signed for in an over Rs 60,000 crore deal inked in 2016. "The last aircraft will arrive in India around December 15. The aircraft was used for developing the India-specific enhancements in the Rafale fleet of the <keyword id="15141" type="General" weightage="80" keywordseo="indian-air-force" source="Orion">Indian Air Force</keyword>," senior defence officials told ANI. India had signed a deal for 36 of these planes and 35 of them have already arrived and are stationed at Ambala, <keyword id="41646" type="General" weightage="50" keywordseo="haryana" source="Orion">Haryana</keyword> and Hashimara in West Bengal. The officials said the 36th aircraft with RB tail number has been provided to the Indian side by France with all its spares and other parts replaced as it was being used for developmental activities. Meanwhile, the Indian Air Force has also started upgrading the planes to the highest standards and has been equipped with all India-specific enhancements. The Rafale is a 4.5-generation aircraft and has helped India regain its supremacy over Indian sub-constituent skies with long-range air-to-air and air-to-ground missiles along with advanced radar and electronic warfare capabilities. The French firm <keyword id="230239" type="General" weightage="50" keywordseo="dassault-aviation" source="Orion">Dassault Aviation</keyword> is also involved in the maintenance of the aircraft whose serviceability is over 75 per cent. The Rafale was inducted swiftly into the Indian Air Force at the peak of the conflict with China and started operating over Ladakh within a week of its arrival in the country. The IAF also quickly fired and operationalized the long-range <keyword id="1565035" type="General" weightage="50" keywordseo="meteor" source="Orion">Meteor</keyword> air-to-air missiles as well as the <keyword id="55648" type="General" weightage="50" keywordseo="scalp" source="Orion">Scalp</keyword> air-to-ground missiles. The IAF has also added the HAMMER missile to the Rafale's arsenal as it was required for carrying out precision attacks at shorter distances. India to receive its last Rafale by December 15

As it prepares to induct a <keyword id="10112494" type="UNKNOWN" weightage="20" keywordseo="second-batch-of-rafale-jets">second batch of Rafale jets</keyword>, the <keyword id="15141" type="ORGANIZATION" weightage="20" keywordseo="Indian-Air-Force">Indian Air Force</keyword> has sent a team of officials to France to oversee the logistical issues and review the training of a hand-picked group of pilots at the Saint-Dizier air base there, officials said on Thursday. The second batch of four <keyword id="6381048" type="UNKNOWN" weightage="20" keywordseo="rafale">Rafale</keyword> jets is expected to arrive in India in the next four weeks. The first batch of five Rafale jets arrived in India on July 29, nearly four years after India signed an inter-governmental agreement with France to procure 36 of these aircraft at a cost of Rs 59,000 crore. Several teams from the IAF have visited France since January to oversee the progress of the Rafale project including integration of India-specific enhancements and weapons systems, the officials said. The IAF's Rafale project management team has an office in Paris headed by a Group Captain-rank officer. The team is tasked with overseeing the production timelines as well as coordinating training of the crew. A team of experts headed by assistant chief of air staff (projects) reached France earlier this week to coordinate logistical issues as well as training of pilots and technicians, said the officials. The first batch of Rafale jets was finally inducted into the IAF on September 10. Chief of Air Staff Air Chief Marshal RKS Bhadauria on October 5 said the induction of all 36 Rafale jets will be completed by 2023. Ten Rafale jets have been delivered to India so far and five of them stayed back in France for imparting training to IAF pilots. Known for their air-superiority and precision strikes, the Rafale jets are India's first major acquisition of fighter planes in 23 year after the Sukhoi jets were imported from Russia. The newly inducted fleet has been carrying out sorties in eastern Ladakh where Indian and Chinese troops are engaged in a bitter border row for over five months. A group of IAF pilots is currently undergoing training on Rafale jets at the Saint-Dizier airbase in eastern France. Indian Air Force to induct more Rafale fighter jets — team heads to France for preparations

It was the latest show of force for a military branch that, <a href="https://www.businessinsider.com/after-himalayan-clash-india-prepares-navy-to-take-on-china-2021-6" target="_top">like its naval counterpart</a>, is in the midst of a massive modernization and expansion effort.Focused for decades on the threat from archrival Pakistan, India is now preparing its air force to fight another much larger foe: China.With roughly 2,000 combat aircraft from its air force and navy, China has the largest aviation force in Asia and the third largest in the world. Worse for India, China's increasingly close relationship with Pakistan is <a href="https://thediplomat.com/2021/07/the-china-pakistan-partnership-continues-to-deepen/" target="_top">resulting in closer military cooperation</a>, including joint development of fighter jets.Faced with the potential for an air war against two enemies, the IAF is increasing its size and capabilities.<h2>A significant inventory</h2><div type="image" title="Indian MiG-29 fighter jet" height="1116" width="2000" msid="85853169" hostid="261"></div>With well over 1,000 aircraft itself, the IAF is by no means small. Since India's independence, it has mostly fielded Russian aircraft made entirely in Russia or licensed for local production.Even today, the biggest fleets in the IAF inventory are those of the <keyword id="12004876" type="UNKNOWN" weightage="60" keywordseo="mig-21" source="Orion">MiG-21</keyword>, MiG-29, and the <a href="https://www.airforce-technology.com/projects/su-30mki-multirole-fighter-aircraft-india/" target="_top">Su-30MKI</a> - a version of Russia's Su-30 made specifically for and by India. (India signed a contract for the Su-30MKI in the 1990s and has built more than 200 of them domestically since the mid-2000s.)The service also has some European models, such as SEPECAT Jaguars and Mirage 2000s, which are the IAF's <a href="https://www.airforcemag.com/article/0912kargil/" target="_top">primary strike platforms</a>. But those aircraft, which were acquired in the 1980s, are showing signs of age, and the IAF plans to retire them by 2030.India's MiG-21s, first introduced in the 1960s, are also expected to be retired by 2030 - even the modernized MiG-21 Bison models. The jet has <a href="https://theprint.in/defence/11-down-in-5-yrs-3-in-2021-but-many-in-iaf-still-swear-by-mig-21s-despite-its-safety-record/663813/" target="_top">a poor safety record</a>; as of 2013, more than 480 of India's MiG-21s had been involved in accidents that had caused over 200 deaths.<h2>Threats on two fronts</h2><div type="image" title="Indian Air Force Sukhoi Su-30MKI" height="800" width="1200" msid="85853174" hostid="261"></div>The Su-30MKI purchase was more than just a general upgrade. It came after the Pakistan Air Force in 1982 accepted the first of 28 US-made F-16s, which seriously increased the PAF's capabilities a decade after it <a href="http://www.indiandefencereview.com/spotlights/1971-air-war-battle-for-air-supremacy/" target="_top">last fought</a> the IAF.The US <a href="https://nationalinterest.org/blog/buzz/pakistan%E2%80%99s-long-controversial-love-affair-f-16-fighting-falcon-47682" target="_top">paused</a> F-16 deliveries in 1990 because of Pakistan's nuclear program, but they resumed in 2005, and the PAF now has some 75 F-16s. Their use is <a href="https://warontherocks.com/2020/08/how-americas-experience-with-pakistan-can-help-it-deal-with-turkey/" target="_top">conditional and closely monitored</a> by the US, but Pakistan would likely have no qualms about using them in an all-out war.In 2019, a <a href="https://www.thedrive.com/the-war-zone/26836/we-cut-through-the-conflicting-claims-and-misinformation-surrounding-indias-strikes-on-pakistan" target="_top">series of skirmishes</a> between India and Pakistan included airstrikes on each other's territory and resulted in one MiG-21 Bison being shot down by PAF fighters, possibly by an F-16. It was the first time since 1971 that air attacks had been conducted across the Line of Control.During the Cold War, China sold Pakistan its J-6 and J-7 fighters, which were Chinese copies of Russia's MiG-19 and MiG-21. The PAF has also benefitted from Pakistan's closer ties with China in recent years.<div type="image" title="India Kashmir MiG-21 Bison crash" height="998" width="1400" msid="85853179" hostid="261"></div>Their air forces <a href="https://asia.nikkei.com/Politics/International-relations/Indo-Pacific/China-and-Pakistan-conduct-joint-air-drills-with-eye-on-India" target="_top">re</a><a href="https://asia.nikkei.com/Politics/International-relations/Indo-Pacific/China-and-Pakistan-conduct-joint-air-drills-with-eye-on-India" target="_top">gularly</a> conduct joint <a href="https://www.globaltimes.cn/page/202101/1211811.shtml" target="_top">exercises</a>, and they have even jointly developed a fourth-generation multirole combat aircraft, the <a href="https://www.airforce-technology.com/projects/fc1xiaolongjf17thund/" target="_top">JF-17</a>, of which Pakistan has over 100.China and Pakistan are now <a href="https://www.hindustantimes.com/world-news/china-pakistan-upgrading-fighter-aircraft-used-against-indian-air-force-report/story-BS87X5ux3Xaj8QqS6jtssN.html" target="_top">planning</a> upgrades to Pakistan's JF-17 fleet, and China has <a href="https://www.hindustantimes.com/india-news/chinese-pla-tries-to-psyche-indian-army-by-supplying-armed-drones-to-pak/story-tySb4UnKimFUYIxJdP3xGL.html" target="_top">announced</a> the sale of 50 <a href="https://www.airforce-technology.com/projects/wing-loong-unmanned-aerial-vehicle-uav/" target="_top">Wing Loong II combat drones</a> to Pakistan. Pakistan may also <a href="https://thediplomat.com/2020/05/is-the-chinese-jh-7-an-answer-to-the-pakistan-air-forces-deep-strike-needs/" target="_top">acquire</a> Chinese strike aircraft.China's own air force also poses a threat to the IAF. Particularly worrying for India are the <a href="http://www.military-today.com/aircraft/j10.htm" target="_top">J-10</a> and <a href="http://www.military-today.com/aircraft/j11.htm" target="_top">J-11</a> fighters and the <a href="https://www.forbes.com/sites/davidaxe/2020/08/17/chinese-stealth-fighters-head-west-to-confront-india/?sh=5f36556a1b85" target="_top">J-20</a> stealth fighter.The aerial threat from China was abundantly clear after last year's deadly standoff along its disputed border with India.India has a longer history of air operations in the area, but China is <a href="https://www.thedrive.com/the-war-zone/41065/tracking-chinas-sudden-airpower-expansion-along-its-western-border" target="_top">rapidly building and expanding</a> air bases and defenses along its western borders.<h2>A major modernization</h2><div type="image" title="Indian Air Force Rafale fighter jet" height="1333" width="2000" msid="85853182" hostid="261"></div>Appreciating the threats, the IAF has committed to modernization.In 2016, India signed a contract with French firm Dassault Aviation four 36 Rafale multirole fighters. Twenty-six of them have been <a href="https://www.thehindu.com/news/national/india-has-received-26-rafale-aircraft-till-date-govt/article35585665.ece" target="_top">delivered</a> so far, and some have <a href="https://www.business-standard.com/article/current-affairs/indian-air-force-deploys-first-rafales-in-east-to-counter-china-121072900013_1.html" target="_top">already been deployed</a> to counter possible Chinese aggression.The IAF has also purchased 15 CH-47 Chinook helicopters and 22 AH-64 Apache gunships, both of which have also been <a href="https://theprint.in/defence/iaf-deploys-apache-attack-helicopters-and-chinooks-in-ladakh-increases-combat-air-patrols/445072/" target="_top">deployed</a> to the border region.India has developed its own lightweight <keyword id="12004878" type="UNKNOWN" weightage="60" keywordseo="fighter-jet" source="Orion">fighter jet</keyword>, the <a href="https://www.airforce-technology.com/projects/tejas/" target="_top">HAL Tejas</a>, and has about 20 in service. The original order for 40 fighters was supplemented by <a href="https://timesofindia.indiatimes.com/india/rs-48000-crore-landmark-deal-india-clears-purchase-of-83-tejas-jets-for-iaf/articleshow/80251469.cms" target="_top">an additional order</a> of 83 improved Tejas Mark 1A variants, with a second production line <a href="https://theprint.in/defence/govt-clears-rs-48000-cr-deal-for-83-tejas-mk-1a-all-you-want-to-know-about-the-aircraft/584743/" target="_top">built</a> to speed up production.To meet its needs in the near-term, India is <a href="https://timesofindia.indiatimes.com/india/after-tejas-india-moves-ahead-to-procure-more-mig-29s-sukhois/articleshow/80320199.cms" target="_top">buying</a> another 21 MiG-29s and 12 Su-30MKIs. The Ambala district administration has also prohibited people from flying private drones within the three-km radius of the air base, officials said earlier. Section 144, which prohibits assembly of four or more people, has been imposed in the villages adjoining the air base, including Dhulkot, Baldev Nagar, Garnala and Panjkhora. Ambala deputy commissioner Ashok Kumar Sharma said shooting of videos or taking photographs of the boundary wall of the air base and its adjoining areas will remain strictly prohibited during the imposition of the prohibitory orders. Meanwhile, the Haryana Police has set up several check barricades and police officers were seen patrolling residential localities near the air base, making announcements over loudspeakers warning people not to stand on the rooftop of their houses to click pictures or shoot videos. Violators would face punishment as per the law, they warned. At many places here, hoardings have been erected to welcome the arrival of the fighter jets with some of these mentioning that their induction will further boost <keyword id="6355075" type="UNKNOWN" weightage="20" keywordseo="IAF">IAF</keyword>'s capabilities. Haryana Home Minister Anil Vij on Wednesday said the people of Ambala are very enthusiastic about the arrival of the jets. "This is a very proud and a historic moment for us that the Rafale jets will be stationed in Ambala Cantonment area. Rafales are IAF's 'Sikandar', which will significantly boost our combat capabilities," he said. He said had there not been the threat of coronavirus pandemic, thousands would have gathered in the streets to welcome the jets. Nearly four years ago, India signed an inter-governmental agreement with France to purchase 36 Rafale jets under a Rs 59,000-crore deal to boost the IAF's combat capabilities. The five Rafales are scheduled to be inducted into the Indian Air Force (IAF) on Wednesday, though a formal induction ceremony would be held later. The jets will be inducted into the IAF as part of its No 17 Squadron, also known as the 'Golden Arrows'. The aircraft is capable of carrying a range of potent weapons. European missile maker MBDA's Meteor beyond visual range air-to-air missile and Scalp cruise missile will be the mainstay of the weapons package of the Rafale jets. Of the 36 jets, 30 will be fighter jets and six will be trainers. The trainer jets will be twin-seater and they will have almost all the features of the fighter jets. The IAF has undertaken major infrastructure upgrades at the Ambala base for the deployment of the first Rafale squadron. Built in 1948, the air base is located on the east side of Ambala and is used for military and government flights. The air base has two squadrons of the Jaguar combat aircraft and one squadron of the MIG-21 'Bison'. Air Force Marshal Arjan Singh was the first commander of the base. The Mirage fighters that were used for the air strike in Balakot in Pakistan in February 2019 after the Pulwama terror attack had taken off from here. A French judge has been appointed to lead a "highly sensitive" judicial investigation into alleged "<keyword id="46183" type="PERSON" weightage="20" keywordseo="Corruption">corruption</keyword> and favouritism" in the Rs 59,000 crore <keyword id="6381048" type="UNKNOWN" weightage="20" keywordseo="rafale">Rafale</keyword> fighter jet deal with India, French investigative website Mediapart reported. Following the development, Congress chief spokesperson <keyword id="498878" type="PERSON" weightage="20" keywordseo="Randeep-Surjewala">Randeep Surjewala</keyword> on Saturday urged Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> to come forward and order a Joint Parliamentary Committee (JPC) probe into the Rafale deal. "Corruption in the Rafale deal has come out clearly now. The stand of the Congress party and <keyword id="5268" type="PERSON" weightage="20" keywordseo="Rahul-Gandhi">Rahul Gandhi</keyword> has been vindicated today after the French government has ordered a probe," he told reporters at a press conference. However, there was no immediate reaction from the Indian government or the BJP. The Mediapart said the probe into the inter-governmental deal signed in 2016 was formally opened on June 14. "A judicial probe into suspected corruption has been opened in France over the 7.8-billion-euro sale to India in 2016 of 36 Dassault-built Rafale fighter aircraft," the Mediapart reported on the latest development on the controversial deal. It said the investigation has been initiated by the national financial prosecutors' office (PNF). The judicial investigation has been ordered by France's national financial prosecutors' office, following Mediapart's fresh reports in April of alleged wrongdoings in the deal as well as a complaint filed by French NGO Sherpa that specialises in financial crime. "The highly sensitive probe into the inter-governmental deal signed off in 2016 was formally opened on June 14th," the media report said. Mediapart journalist Yann Philippin, who filed a series of reports on the deal, said a first complaint was "buried" in 2019 by a former PNF chief. "The judicial investigation was finally opened following the revelations of the investigation #RafalePapers of @mediapart and a new complaint from @Asso_Sherpa. A 1st complaint was buried in 2019 by the former PNF boss, Eliane Houlette," he tweeted. In April, Mediapart, citing an investigation by the country's anti-corruption agency, reported that Dassault Aviation had paid about one million Euros to an Indian middleman. Dassault Aviation has rejected the allegations of corruption, saying no violations were reported in the frame of the contract. The Congress accused the government of massive irregularities in the deal, alleging that it was procuring each aircraft at a cost of over Rs 1,670 crore as against Rs 526 crore finalised by the UPA government during the negotiations for the MMRCA. Prior to the Lok Sabha elections in 2019, the Congress raised several questions about the deal and alleged corruption but the government rejected all the charges.
